1 Richmond Chapter of the Military Order of the World Wars Volume XXXII, Number 4, It is Nobler to Serve Than to Be Served Remembering MAJ Ryland Bailey On 15 June 2017, MAJ Ryland Yancey Bailey, USAF (Ret), a former Marine and World War II and Korean War veteran, went to his greater glory following a long battle with cancer. MAJ Bailey was interred at a Methodist church cemetery not far from his boyhood home in Brookneal, Virginia, with full military honors. MAJ Bailey served as president of the Richmond MOAA chapter and was a perennial member of the chapter s Legislative Committee. In this capacity he met personally with numerous federal and state legislators and several governors of Virginia, to encourage their support for legislative and budgetary initiatives in support of the military and veterans communities of Virginia. He was also a perennial contributor to our Leader-Scholar and MCAP funds and annually presented ROTC and JROTC awards, and participated in Veterans Day ceremonies at local schools. MAJ Bailey also served as Commander of the Richmond Chapter of MOWW and was a member of the chapter staff for many years as a Vice-commander. He was instrumental in personally contacting and encouraging MOWW Companions to serve the chapter and participate in chapter events. He also conducted Joe Foss Institute seminars for wayward youth at the Chesterfield County Correctional Facility and contributed thousands of dollars to sponsor high school students to MOWW Youth Leadership Conferences in Jamestown. In addition, he funded Hereditary Perpetual Memberships in the MOWW for nine members of his immediate family, conducted numerous meetings with federal and state legislators to advocate legislation to support the expansion and staffing of the Virginia War Memorial. He also served for seventeen years as a docent at the Virginia War Memorial and provided essential aid to the MOWW in hosting of the National Veterans Day Observance in Washington, DC in Through these actions, MAJ Bailey made a singularly meritorious effort to support RAC-MOAA and the Richmond Chapter of MOWW, which will continue to serve as an inspiration and example for all members of these chapters to remember and emulate. Well done MAJ Bailey - we will never forget you. Richmond Chapter Wins MOWW ROTC Award After many years of second-place finishes, this year at the MOWW National Convention in Billings, Montana, the Richmond Chapter earned the First Place award for ROTC Support in its competitive category. Many thanks to COL Steve Mifflin and LTC Guthrie Ashton of our chapter staff, whose combined efforts made this award possible. Go Richmond! Chapter Youth Programs Need Your Support As we begin our new fiscal year, it is now time to start thinking about making donations to the Richmond Chapter to support the Jamestown Youth Leadership Conference (YLC) in April 2018 and our annual purchase and presentations of ROTC and JROTC achievement awards and Scouting awards. To sponsor at least 10 students to the Jamestown YLC and fully fund the procurement and distribution of our awards, we need to raise at least $3,700. To date, we have received a single donation of $300, so we have a long way to go. Please use the form on Page 5 to make your contribution. Thanks. 2 The Commander s Corner We began this Summer with the sad news of the passing of Past Chapter Commander and longtime Companion MAJ Ryland Bailey, as mentioned in detail on Page 1. On 31 August I was informed that Past Region IV Commander and long-time supporter of the Richmond Chapter, COL Jim Brown had passed away unexpectedly, while undergoing therapy for injuries resulting from a fall. Jim s wife June, continues as a Companion of the Richmond Chapter. Our condolences to June and her family. On a more positive note, I am pleased to note that our long-term effort to support ROTC and JROTC units in the central Virginia area finally enabled our chapter to win the MOWW First Place award. As I write, we are already planning our Youth Programs activites for the coming year, which may include a rebirth of our Massing of the Colors, if we can find a suitable venue. I call your attention to our upcoming chapter activities detailed on Page 3. Of special note is the 27 September dinner meeting at the Meadowbrook Country Club, which will be a MOWW hallmark event, where we can highlight our chapter mission and purpose and hopefully recruit some new Companions. At this meeting I will induct a new Companion to our chapter and present several awards to our most deserving Companions. I will also present our annual Law & Order award to COL Karl Leonard, Sheriff of Chesterfield County. In November we will participate with MOAA in the annual Veterans Day observance, where Mr. Steve Combs, Virginia s Deputy Commissioner of Veterans Service will be the keynote speaker, and in December we will again join with MOAA for our annual Holiday Gala. I encourage each of you to make a special effort to attend these most worthwhile events and bring a fellow military officer or surviving spouse as your guest to afford them the opportunity to meet us and possibly become a new Companion. 3 Upcoming Events 27 September - COL Karl S. Leonard Chesterfield County Sheriff MOWW and MOAA welcome COL Karl S. Leonard, Sheriff of Chesterfield County as the guest of honor and speaker for the 27 September Law & Order dinner meeting at the Meadowbrook Country Club. COL Leonard will speak to our members about opioid abuse in Virginia and also receive the MOWW Law & Order Award in recognition of his service to the Commonwealth. Sheriff Leonard oversees one of the largest Sheriff Offices in the Commonwealth of Virginia for a region of 430 square miles with a population of over 326,000. The Chesterfield Sheriff s Office is compiled of a force of almost 300 deputies and 20 civilian employees with an annual budget in excess of $30M. His duties include oversight of the Corrections Bureau that provides 24/7 security and medical assistance to over 300 inmates at the Chesterfield County Jail as well as the over 800 inmates detained at the Riverside Regional Jail. He is also responsible for the Operations Bureau maintaining a safe environment for business that is conducted within the 17 courtrooms in Circuit, General District, and Juvenile and Domestic Relations Court. In addition, Sheriff Leonard oversees the Support Bureau which encompasses training, community outreach, human resources, and the finances of the Sheriff s Office. Sheriff Leonard began his law enforcement career with the Richmond City Sheriff s Office where he was a deputy in the Jail, Juvenile Courts, and Transportation before moving over to the Chesterfield Police Department in 1982 when he became a patrolman. He rose through the ranks within the police department to the position of Major before his retirement in 2012 with 30 years of service. During his police career, Sheriff Leonard served as Commander of the Uniform Operations Bureau, Commander of the Criminal Investigations Division, and Captain of Uniform Operations. He also served as a Patrol Lieutenant, Sergeant, Detective, and Patrolman. In 2013, Sheriff Leonard began his career with the Chesterfield County Sheriff s Office and on February 1, 2014, was appointed Sheriff by the Chief Circuit Court Judge of Chesterfield County. The citizens of Chesterfield County elected Sheriff Karl S. Leonard during a special election on March 18, Sheriff Leonard was re-elected by the citizens of Chesterfield on November 3, Most recently, Sheriff Leonard implemented a new program know as HARP (Heroin Addiction Recovery Program), to rehabilitate and reduce drug-related recidivism among the inmates he oversees, who suffer from heroin and other opiod addictions. Sheriff Leonard and his wife Karen live in Chesterfield, Virginia. He has five daughters, Ashley and Andrew Knoell and their son Hunter and daughter Maddyn, Megan and Joseph Henderson and their sons Jayden, Kyler and Rexton, Alexandra and Connor, and MK3 Lauren Leonard currently stationed in Boston, MA with the US Coast Guard. Veterans Day Observance - 8 November On Wednesday, 8 November at the Meadowbrook Country Club, MOAA and MOWW will welcome Mr. Steve Combs, Virginia s Deputy Commissioner of Veterans Services as guest of honor and speaker for the annual Veterans Day Observance. For many years, Mr. Combs has worked closely with RAC-MOAA s Legislative Committee and the members of the Joint Leadership Council of Veterans Services Organizations (JLC) to advise and assist in the drafting of legislative and budget proposals presented to the Governor and General Assembly in support of military veterans, their families and survivors. Mr. Combs is a 10-year veteran of military service as an officer in the US Air Force. He and his wife Brigitte live in Ashland, Virginia. They have six children, including daughters who are Navy and Air Force veterans. He is a member of the Military Officers Association, the American Legion, the Veterans of Foreign Wars, and the Air Force Association. MOAA -MOWW Joint Holiday Gala - 8 December Mark your calendars now for the annual MOAA - MOWW Joint Holiday Gala at the Meadowbrook Country Club on Friday, 8 December at 6:00 PM. As always, we will have an excellent menu and several valuable door prizes to raffle off. Dress for the event is your choice of tuxedo, military mess dress or business suit (ladies as appropriate). We will also play suitable holiday music for the occasion. More details and cost for this event will be published in the November newsletter. Page Three

4 More News Virginia War Memorial Expansion Begins On June 16th, Governor and Mrs. McAuliffe donned hard hats and grabbed gold shovels for the official groundbreaking ceremony for the Virginia War Memorial. The ceremony marked the start of construction of an expanded Shrine of Memory, Paul and Phyllis Galanti Education Center and additional parking capacity to accommodate the more than 70,000 people who visit the Memorial in downtown Richmond each year. Today, we kickoff the much-needed expansion of this beautiful facility so it can continue its mission to honor our veterans and educate the public, Governor McAuliffe said. We are fortunate to have this premiere war memorial here in Virginia. The expansion project reflects our Commonwealth s enduring commitment to our fellow Virginians and especially to those who have made the ultimate sacrifice. Delegate Rich Anderson, Chairman of the Virginia War Memorial Board, added, This expansion will allow us to honor those who died in Afghanistan, Iraq and the ongoing Global War on Terrorism in the same way the Memorial honors the nearly 12,000 Virginians who lost their lives in World War II, Korea, Vietnam and the Persian Gulf. This way we can assure that their service and sacrifice is never forgotten. Joining the Governor, First Lady, and Delegate Anderson in the ceremonial groundbreaking ceremony in the Memorial s Freedom Hall were Virginia Deputy Secretary of Veterans and Defense Affairs Jaime Areizaga-Soto; VDVS Commissioner John Newby; former VDVS Commissioner Paul Galanti; Virginia War Memorial Director Dr. Clay Mountcastle; former Virginia War Memorial Director Jon Hatfield; David Christian, Chairman of the Virginia War Memorial Foundation; Deputy Director of General Services Joe Damico; Will Scribner of the architectural firm SMBW; and Steve Satterfield of KBS Construction. The project includes nearly 28,000 square feet of new construction, plus an underground parking deck with more than 170 spaces. Total budget is approximately $25 million. The non-profit Virginia War Memorial Foundation has committed to raising $1,250,000 for the project with the other 95 percent coming from state funding approved by the Governor and General Assembly. Governor McAuliffe noted that the target completion date for the project is April 2019 and that the Memorial will remain open to the public throughout the project. Work immediately began moving the brick pavers in the Memorial s Walk of Honor from the hill on the east side of the four-and-a-half acre property to a new location near the Memorial s Flag Court next to the Shrine of Memory. MOWW Companions Can Now Pay Dues and Donate to MOWW On-Line Effective immediately, annual dues-paying members, both regular and hereditary, can now pay their annual dues on-line via the MOW website using their credit cards. All Companions can also use this new feature to make donations to the annual CINC Solicitation. To use this new service, go to and click on Pay Dues/Donate at the top of the website homepage. Annual members can also use this service to convert to perpetual membership. Once you select the payment/donation option desired, you will have to also enter your MOWW member number. If you can t find your MOWW membership card, you can obtain your member number from the address block on the top of the back page of the Officer Review magazine - your member number will be the letter M followed by six digits. All Companions will still receive annual dues reminders and CINC Solicitation letters by regular mail, which will also contain their MOWW member number. All Companions are encouraged to use this new service, as doing so will reduce payment processing time by the MOWW and save the Companion a check and a stamp in the process. Page Four

Many thanks to all the Companions who faithfully supported our very successful Youth Programs for With this year s programs now completed, it is time to renew our financial reserves for the students we plan to sponsor for the 2018 Youth Leadership Conference. We also need to fund our 2018 ROTC/JROTC Awards Scouting program and sponsorship of the annual JROTC Air Rifle Competition. Would you be willing to personally sponsor sending one student to the Youth Leadership Conference? It would be a worthy endeavor, and could cement a relationship between you and your student. Perhaps you would prefer to offer your contribution in the name of a family member or close friend, or as a memorial to a loved one or cherished comrade. Should you so elect, we will formally recognize your contribution and dedication as a named scholarship to the Youth Leadership Conference.
