3 V. Approval of Minutes of the December 10, 2015 Executive Committee Meeting A motion was made by Comm. Dotterweich, supported by Comm. Polaczyk, to approve the December 10, 2015 Executive Committee meeting minutes as presented. The motion carried unanimously. VI. VII. VIII. IX. Receipt of the Treasurer s Report of January 31, 2016 A motion was made by Comm. Dotterweich, supported by Comm. Terry, to receive the January 31, 2016 Treasurer s Report as submitted. The motion carried unanimously. Approval of the February 11, 2016 Submitted Bills A motion was made by Comm. Polaczyk, supported by Comm. Dotterweich, to approve payment of the February 11, 2016 submitted bills as presented. The motion carried unanimously. Staff Progress Report for January 2016 The staff progress report was included in the agenda packet for Committee review. Mr. Duke reported that the state awarded R2PC a Regional Prosperity Initiative (RPI) grant in the amount of $235,000 for Report of the Nominating Committee Election of R2PC Officers for 2016 Chair Hayes reported that each February the Executive Committee elects officers (Chair, Vice- Chair, Treasurer, and Secretary) from its membership. The Nominating Committee met on February 1 st and unanimously endorsed the following slate of officers for 2016: Chair - Carl Rice, Jr., Jackson County Vice-Chair Ralph Tillotson, Lenawee County Treasurer Doug Terry, City of Litchfield, Hillsdale County Secretary Ron Hayes, City of Jonesville, Hillsdale County A motion was made by Comm. Dotterweich, supported by Comm. Polaczyk, to concur with the Nominating Committee and unanimously elect the 2016 slate of officers as presented. The motion carried unanimously. X. Region 9 Prosperity Initiative Report of 2015 Activities Ms. Shanna Draheim, PSC, gave a presentation summarizing the 2015 program accomplishments including an expanded management covering all 6 counties; Southeast Michigan Workforce alignment; completion of the transportation Working to Learn project; awarding of challenge grants; hosting the prosperity summit; and the submission of the 2016 grant application. A handout was distributed providing more detail on each of the programs. XI. XII. Hillsdale, Jackson, and Lenawee Counties Rural Task Force Selected Projects for FY Mr. Duke explained that MDOT sets aside a federal funding allocation each year for road and transit projects located in Hillsdale, Jackson, and Lenawee counties outside the urbanized areas of Adrian, Tecumseh, Hillsdale, and Jackson. Meetings were conducted in each of the three counties, as well as a combined 3-county meeting, to review and select projects for fiscal years Included in the agenda packet was a listing of the projects submitted to MDOT for each county. Report of the Personnel & Finance Committee Proposed Salary Adjustment for the Executive Director Comm. Dotterweich reported that the P & F Committee had 02/11/ Executive Committee Meeting 2 Page 3

4 reviewed salary and fringe benefits reported for all regional planning directors in Michigan. The Committee recommended increasing Mr. Duke s vacation benefits from 4 to 5 weeks; and for this year, and each future year that an RPI grant is awarded to R2PC, a $3,000 annual bonus. A motion was made by Comm. Dotterweich, supported by Comm. Terry to concur with the Personnel & Finance Committee recommendation to increase Executive Director Duke s annual vacation from 4 to 5 weeks and a $3,000 annual bonus for each year the Commission continues to receive a RPI grant. The motion carried unanimously. XIII. XIV. XV. Other Business - Comm. Dotterweich and the Executive Committee thanked outgoing Chair Hayes for his dedication and service to R2PC for the past 2 years serving a Commission Chair. 10 Staff Progress Report March, 2016 Economic Development Staff attended the monthly meetings of the City of Jackson DDA committee. Staff attended the Governor s Economic Summit held in Grand Rapids. Regional Prosperity Initiative Update Staff prepared a series of RFPs to solicit coordinator/facilitator services, technical support, and challenge grants for the upcoming year. A list of potential consultants was prepared and staff distributed copies of the RFPs and requested that completed proposals be returned to the R2PC by April 6 th. The RFPs were also posted on the R2PC website. A meeting of the RPI Management Team is scheduled for April 11 th to review and make recommendations on the selection of consultants for the 2017 RPI grant. Demographics Staff consulted with Consumers Energy s Jackson Innovation Center regarding the acquisition of demographic information. Region 2 Planning Commission Staff prepared the March and April, 2016 R2PC agenda packets. Assistance to Local Governments Staff updated Transportation Economic Development Map that is required for utilizing Category D funds. Staff is reviewing the new operating guidelines for the rural task forces. Staff attended training for Asset Management Strategies, Roadsoft Software, and various webinars for regional transportation issues. [Page 1 of 6] Page 10

11 [March, 2016 Staff Progress Report] Staff completed a purpose and need study to determine if Transportation Alternatives Program (TAP) grant funding for a non-motorized trail from Grass Lake Township to Chelsea is available. Funding availability is still being determined. Jackson and Washtenaw County Road Commissions are willing to administer the project. An engineer s estimate has been prepared and staff will meet to discuss financials with Grass Lake Township. A representative from Washtenaw County is attending a state trails meeting to assess TAP grant viability. Staff is working to determine if Recreational Trail Program funding will be available to use toward local match and if Rails-With-Trails is a program that has been used in Michigan. Staff submitted Congestion Mitigation Air Quality program information for Lenawee County to MDOT. Staff attended PASER rating training in Kalamazoo, MI. This training is required to collect pavement condition data for the Transportation Asset Management Council. Staff scheduled and advertised the Small Urban Program meetings for Adrian/Tecumseh and Hillsdale/Jonesville. Staff received updated funding amounts for the Rural Task Force program and will be assisting the Task Force members in programming the increased revenue for FY Staff attended the Michigan Association of Regions meeting in Lansing. Technical Assistance Staff continued to provide administrative services for the Jackson Walkable Communities Coalition (WCC) including compiling minutes, developing the agenda, etc. Staff is also assisting with the transition to the Active Living Health Action Team, part of the Health Improvement Organization of Allegiance Health. The development of a new non-motorized plan is now a high priority of the WCC, and they will be working with R2PC and AARP representatives to move forward. Staff attended a MDOT Context Sensitive Solutions (CSS) public meeting to review design concepts for improving aesthetics along the I-94 corridor between M-60 and Sargent Road. Program Management Staff attended the monthly directors meeting of the Michigan Transportation Planning Association. Staff conducted the monthly meetings of the JACTS Technical Advisory and Policy committees. Staff prepared the quarterly progress report and billing for MDOT approval. Staff began a Continuation of Operations Plan (COOP) for JACTS. Long Range Transportation Plan Staff attended a meeting with MDOT transportation network modelling staff to discuss the upcoming Long Range Transportation Plan update. [Page 2 of 6] Page 11

12 Unified Work Program (UWP) [March, 2016 Staff Progress Report] Staff attended the Pre-UWP meeting in Lansing. This is a meeting to determine the priorities for next fiscal year s Unified Work Program in cooperation with MDOT. Transportation Improvement Program (TIP) A draft FY project list was developed and presented to the JACTS committees and the R2PC. An updated project list was presented at the January meetings. TIP development is ongoing, and we are seeking resolutions of support from JATA and Jackson County DOT. Staff processed numerous amendments to the JACTS FY TIP and forwarded the information to MDOT for approval. Staff began reviewing the FY TIP full document, and noting areas for improvement or changes to be implemented in the new cycle. Staff held discussions with OHSP and JPD regarding not doing seat belt zones. It was decided to redistribute the money to the other two agencies for additional seat belt zones. Staff notified all JTSP Commission members to submit their application for appointment by the Board of Commissioners. Staff updated strategic plans after adding extra seat belt patrols in order to expend all OHSP dollars. Staff reviewed budgets and notified agencies of upcoming mandatory seat belt and impaired driving patrols. Staff attended the annual OHSP Traffic Safety Summit in East Lansing. Topics included drugged driving enforcement, new work zone strategies, and victim impact panels. The requests of member units of government within Hillsdale, Jackson, and Lenawee Counties are listed below. These activities were prepared at cost to the individual units requesting the service (unless alternative funding was available). City of Litchfield Hillsdale County Staff attended the March 23 rd meeting of the Planning Commission and facilitated a discussion regarding the proposed edition of the City of Litchfield Master Plan currently under development. The following elements were reviewed: an introductory chapter and a demographics appendix, various maps (i.e., base, hydrology, topography, and transportation), and an analysis of the transportation network. Various other maps were subsequently created or amended (i.e., floodplains, water resources, vicinity, and zoning). [Page 3 of 6] Page 12

13 Wheatland Township [March, 2016 Staff Progress Report] Staff was hired to bring the Wheatland Township Zoning Ordinance into conformance with the Michigan Zoning Enabling Act (MZEA) and other state regulations. Work on the project is scheduled to begin in April. Blackman Township Jackson County Staff consulted with a Township official regarding animal units as they relate to the Blackman Township Zoning Ordinance. Village of Brooklyn Staff consulted with a Village official regarding interpretation of the Zoning Map. Concord Township Staff consulted with a Township official regarding the amendment process for the Zoning Ordinance. Staff consulted with a Township official regarding sign regulations in the Zoning Ordinance. Grass Lake Township Staff facilitated the March 16 th meeting of the Planning Commission s Master Plan Committee during which the Goals and Objectives of the Grass Lake Township Master Plan were reviewed and revised, based upon various Plan elements. Henrietta Township Staff consulted with a Planning Commission official regarding a proposed Zoning Ordinance amendment which will regulate medical marijuana facilities in the Township. County of Jackson Solid Waste Planning Committee Staff provided a Michigan Department of Environmental Quality (DEQ) official with an update regarding the approval process for the 2016 Amendment of the Jackson County Solid Waste Management Plan. Staff also provided a Jackson County official with a schedule for the approval of the Plan. County Planning Commission (JCPC) Staff facilitated the March 10 th meeting of the JCPC. Staff reports regarding proposed text amendments regarding the regulation of medical marihuana and fences and walls in Henrietta and Concord Township s respectively, as well as a conditional rezoning from Agricultural (AG-1) to Limited Industrial (LI) in Section 35 of Sandstone Township. Staff prepared the 2015 JCPC Annual Report which was reviewed and approved by the Planning Commission during its March 10 th meeting. Staff met with officials from the Enterprise Group of Jackson on March 7 th to explore possible collaboration opportunities regarding the identification of development-ready industrial sites [Page 4 of 6] Page 13

14 throughout Jackson County. [March, 2016 Staff Progress Report] Staff made various updates to the Jackson County Planning Commission s suite of webpages Staff contacted Roger Gaede, the new Planning Commissioner representing the Township s environmental interests, and made arrangements for transmitting monthly agenda packets. Jackson 2020 SIT Committee Staff represented ARC (Arts, Recreation, and Culture) at the March 14 th meeting of the County s Strategic Implementation Team. Upper Grand River Water Trail Master Plan Staff participated in the March 2 nd and March 16 th meetings of the Steering Committee charged with developing the Plan. Staff also prepared various maps (i.e., the Grand River, watershed base map, watershed urban areas, watershed sub-basins, and possible watershed water trails) for use in those and future meetings. NETMA (Nobody Ever Tells Me Anything) Committee Staff attended the March 22 nd meeting of the Committee, representing ARC (Arts, Recreation, and Culture). Citizen Interaction Design (CID) Staff was interviewed by a PhD student in the University of Michigan s School of Information regarding the CID project conducted in Jackson County over the past couple of years. Hazard Mitigation Plan Staff investigated the possible update of the current edition of the Jackson County Hazard Mitigation Plan which sunsets on December 27, Parma Township Staff facilitated the March 9 th meeting of the Planning Commission during which the goals and objectives were finalized for the next edition of the Parma Township Master Plan. Summit Township Staff consulted with Township officials regarding how to handle a potential conflict of interest. Adrian Township Lenawee County Staff provided the Planning Commission with updated maps for the proposed edition of the Adrian Township Master Plan currently under development. Village of Blissfield Staff made arrangements to compile and analyze the information generated from two surveys conducted as part of the development of a new edition of the Village of Blissfield Master Plan. Village of Britton Staff facilitated the March 28th meeting of the Planning Commission. A full draft of the proposed [Page 5 of 6] Page 14

Cambridge Township Staff consulted with the Township s attorney regarding sign regulations in the Cambridge Township Zoning Ordinance. County of Lenawee County Planning Commission (LCPC) Staff facilitated the March 17 th meeting of the Commission. Staff prepared recommendations regarding a proposed rezoning from Agricultural (AG-1) to Industrial (I) in Section 16 of Rome Township as well as 4 PA 116 Farmland Agreement applications for properties located in Sections 10, 11, and 24 of Palmyra Township. Staff prepared the 2015 LCPC Annual Report which was reviewed and approved by the Planning Commission during its March 17 th meeting. Staff prepared and mailed out the invitations for the 41 st Annual Dinner of the Lenawee County Planning Commission which will be held on April 21 st at 6:00 pm at the Lenawee Country Club. The topic for the event is Michigan s Regional Prosperity Initiative (RPI). Staff made various updates to the Lenawee County Planning Commission webpage ( County Solid Waste Planning Committee (LCSWPC) Staff provided a Michigan Department of Environmental Quality (DEQ) official with an update regarding the approval process for the 2016 Amendment of the Lenawee County Solid Waste Management Plan. Staff also provided a Jackson County official with a schedule for the approval of the Plan. Hazard Mitigation Plan Staff investigated the possible update of the current edition of the Lenawee County Hazard Mitigation Plan which sunsets on June 20, Palmyra Township Staff continued to review and recommend amendments which will bring the Palmyra Township Zoning Ordinance into compliance with the Michigan Zoning Enabling Act (MZEA) and other laws. Concord Township Staff provided a Township official with the forms needed to submit a proposed zoning ordinance amendment to the Lenawee County Planning Commission for its review and recommendation. 18 JACTS MEMORANDUM TO: FROM: Region 2 Planning Commissioners Policy Committee Members Steven Duke, Executive Director DATE: April 6, 2016 SUBJECT: FY 2017 Certification of the Jackson Urban Area Transportation Planning Process The Region 2 Planning Commission, as the designated Metropolitan Planning Organization (MPO) for the Jackson metropolitan area, in conjunction with the JACTS Policy Committee, is required to annually self-certify the Jackson Area Urban Transportation Planning Process and affirm that the MPO has fulfilled the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) rules and regulations. Staff requests APPROVAL of the attached resolution recommending that the Jackson Urbanized Area Transportation Planning Process receive certification for FY 2017 by the Region 2 Planning Commission. 19 METROPOLITAN TRANSPORTATION PLANNING PROCESS CERTIFICATION For the Region 2 Planning Commission In accordance with 23 CFR , the Michigan Department of Transportation and the Region 2 Planning Commission, the Metropolitan Planning Organization for the Jackson urbanized area, Michigan urbanized area, hereby certify, as part of the STIP submittal, that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of: I. 23 U.S.C. 134, 49 U.S.C. 5303, and 23 CFR ; II. MDOT Time of Return (TOR) Analysis* Only the MDOT TOR spreadsheet will be accepted*. A copy of the data input page and results page must be included in the application submittal. Guardrail oriented projects and independent RSA submittals do not require a TOR analysis.
