Kingsley) Pages: 17 This instruction implements AFPD 23-1, Materiel Management and facilitates the implementation of Department of Defense (DoD) guidance from DoDM , DoD Supply Chain Materiel Management Procedures; DoD Directive , Equipping the Reserve Forces; DoD M, DoD Integrated Materiel Management (IMM) for Consumable Items: Operating Procedures for Item Management Coding (IMC); DoD M, Shelf-Life Item Management Manual; and DoDI , National Guard and Reserve Equipment Report (NGRER). It provides instructions for developing, assigning, and using Standard Reporting Designators (SRD). This instruction applies to all Air Force personnel to include active duty, guard, and reserve military, civilian, foreign nationals employed by the Department of the Air Force and Air Force contractor personnel. This policy sets forth guidance in the following areas; acquisition, maintenance, and supply activities, including Air National Guard (ANG) units and Air Force Reserve Command (AFRC). Excluded is equipment managed by the medical community and the Air Force Technical Applications Center (AFTAC) Refer to AFI , Munitions Management, for management of Class V (munitions) materiel. Notify AF/A4LR of guidance conflicts between this instruction and any other DoD/USAF guidance or Technical Orders (TO). Pending case resolution, DoD directives/tos will take precedence. IAW the Paperwork Reduction Act and DoD policy, ensure that reports of information collections that are collected and/or are compiled and transmitted from the general public are cleared and licensed by the Office of Management and Budget prior to collection. Information that is collected from other DoD components or Federal agencies must be approved by DoD and licensed with a report control symbol. See Attachment 1 for a glossary of references and supporting information.

2 2 AFI MAY 2017 Contact Reliability and Maintainability Information System (REMIS) Program Management Office (PMO) for access and additional system information. Refer recommended changes and questions about this publication to the Office of Primary responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s from the field through the appropriate functional s chain of command. MAJCOMs supplementing this Instruction must coordinate their supplements with AF/A4LR and will follow guidance in Air Force Instruction (AFI) , Publications and Forms Management. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. See AFI , Publications and Forms Management, Table 1.1 for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) Air Force Manual (AFMAN) , Management of Records, and disposed of IAW Air Force Records Disposition Schedule (RDS) located in the Air Force Records Information Management System (AFRIMS). SUMMARY OF CHANGES This document has been substantially revised and must be completely reviewed. Major changes include inputs from Reliability and Maintainability Information System (REMIS) SRD Training Guide, additional Roles and Responsibilities, along with the detailed processes for SRD management, and it identifies responsibilities in accordance with AFMC organization construct and major command SRD management. 1. Roles and Responsibilities: 1.1. Air Staff (HAF/AF/A4LR): Serves as the Technical Content Manager (TCM) for this instruction having overall management of the SRD program. General policy oversight questions should be directed to this office Provides guidance and serves to adjudicate SRD cross-majcoms matters 1.2. HQ Air Force Materiel Command (AFMC/A4F): Is designated as Technical Content Manager (TCM) for Technical Order (T.O) , Maintenance Data Documentation Serves as the SRD management focal point a for overall use of SRDs within the Maintenance Data Documentation (MDD) arena Determines and serves as the cognizant authority for message group addresses to be used by the AFMC Centers, Agencies and Squadrons for notifications to SRD users Develops or recommends additional SRD management procedures, and/or SRD data products, etc AFMC and AFSPC Centers, Agencies and Squadrons SRD Managers:

3 AFI MAY Supporting Agencies & Centers (AFSC, AFMC, AFLCMC, AFNWC, CYSS, and SMC): Implements SRD management, maintains end item Equipment Designators (ED) and their associated SRD codes for equipment under the management of various centers or agencies Primary and Alternate SRD managers who in conjunction with the Mission Capable / Maintenance Data Documentation (MICAP/MDD) monitors will: Maintain the currency of the SRD tables in REMIS by adding, changing, or deactivating SRDs. (T-1) Review all SRD assignments, deletions, or change requests (AF Form 1230, Standard Reporting Designator (SRD) Candidate Information). (T-1) Notify major commands (MAJCOMs), field operating agencies (FOAs), and Direct Reporting Units (DRUs) deactivation of SRDs. Accomplish notifications using an organizational message (Attachment 2). MAJCOMs and FOAs will have 30 days to respond from the date of the message was released. (T-1) Failure to acknowledge an SRD deactivation constitutes agreement. If the response voices disagreement, the SRD manager will remove recommended deactivation from the approval process for additional coordination with the MAJCOM/FOA until agreement is reached on final action. (T-1) Make appropriate inputs to add, deactivate or change SRDs in REMIS. (T-1) Maintain a history file for new, change, and deactivation SRD requests. At a minimum, the SRD file will contain the AF Form Requests for change to or deactivation of an SRD will be filed with the original request to establish the SRD. SRD records will be kept for at least one year after deactivation. (T-1) Conduct an annual SRD review. This review includes verifying reporting in the equipment status, maintenance, and MICAP data systems to identify inactive SRDs for possible deactivation, retention, or modification. Proposed deactivation and changes resulting from these reviews will be coordinated with MAJCOMs and FOAs. (T-1) Air Force Space Command (AFSPC)/Cyberspace Support Squadron (CYSS): AFSPC CYSS/CYM Maintenance Data Analysis (cyss.man.maintenance.data.analysis@us.af.mil <mailto:cyss.man.maintenance.data.analysis@us.af.mil> ) is designated the central focal point for communication/cyber Commercial-Off-The-Shelf (COTS)/Government Off-The-Shelf (GOTS) equipment and fulfills all rolls identified in Cryptologic and Cyber Systems Directorate (AFLCMC/HNC):

4 4 AFI MAY Manages Cryptographic and Communications-Security (COMSEC) equipment. If the SRD code begins with Uxx, it falls to Cryptologic and Cyber Systems Directorate AFLCMC/EZSC: The Department of Defense (DoD) focal point for authorizing certain types of Equipment Designators for use. If the new equipment is an aircraft, engine, missile, satellite, multi-service/agency support equipment, or Joint Electronic Test Designated (JETD) C-E equipment, a DoD unique equipment designator must be appointed prior to submitting an SRD request. These requests are made via DD Form 61 submission, refer to Program Manager: Identify potential SRD candidates as early as possible in the acquisition cycle. See paragraph 9, Requirement for SRD Assignment Submit a completed AF Form 1230 to the appropriate AFMC Center or AFSPC/CYSS/CYM manager with a functional description and intended use of the candidate equipment. Determine if the item is MICAP reportable, requires Time Compliance Technical Order (TCTO) or service bulletins, requires reliability and maintainability data, or is being tracked for inventory purposes only, other end items it may install to or have installed to it. Ensure REMIS accurately reflects configuration for installation on the Next Higher Assembly (NHA) Submit a completed AF Form 1230 when removing an item from the inventory or making any changes to the original request Review AF Form 1230 requests forwarded by the AFMC Center or SRD manager for assignment, changes, or deactivation Return disapproved AF Form 1230 requests that do not meet the requirements to the requesting MAJCOM/FOA with a courtesy copy to the AFMC Center SRD manager citing reasons for disapproval Forward approved AF Form 1230 requests to the AFMC Center or SRD manager only for assignment and loading to SRD table Participate in all SRD assignment reviews when requested by the AFMC Center SRD manager Weapon System Program Office: Identify potential SRD candidates as early as possible in the acquisition cycle. See paragraph 6, Requirement for SRD Assignment Submit a completed AF Form 1230 to the appropriate (MAJCOM SRD MANAGERS) with a functional description, intended use of the candidate equipment, system service date. Determine if the item is MICAP reportable, requires TCTO or service bulletins, requires reliability and maintainability data, or is being tracked for inventory purposes only, and other end items it may install to or have installed to it.

5 AFI MAY Submit a completed AF Form 1230 to the appropriate MAJCOM SRD manager/focal point when removing the item from the inventory or making any changes to the original request. (T-1) Initiate AF Form 1230 requests for any of those systems currently in the field that meet the requirements for SRD assignment to the MAJCOM/FOA SRD manager/focal point citing reasons for approval Maintain record of requested assignment and conduct periodic reviews when requested by the MAJCOM/FOA SRD manager/focal point (for MAJCOM unique systems) Review AF Form 1230 requests forwarded from the MAJCOM/FOA SRD manager/focal point for applicability, and finalize the form as required MAJCOM SRD MANAGERS/ FOA SRD Managers or Focal Point: Establish a MAJCOM Supply and Maintenance Office of Primary Responsibility (OPR) and Office of Coordinating Responsibility (OCR) for SRD management and provide information to AFLCMC/Gunter Database Manager (DMB) Initiate an AF Form 1230 when a request for an SRD assignment is received from the field. Review and evaluate information provided to determine if the equipment warrants SRD assignment and the type of reporting requested. Forward a copy to the System Program Manager or Program Manager office designee for coordination and validation. Forward to the Lead Command Program Office for coordination and validation on whether the system is MICAP reportable, requires TCTO or service bulletins, requires reliability and maintainability data, or is being tracked for inventory purposes only, and any associations it may have with other end items If the requested system does not warrant SRD assignment, reply to the field requestor with reasons for disapproval of the SRD If the items meet any of the conditions referenced in para 1.6.2, and the Lead Command program office agrees, complete applicable information on AF Form 1230 and forward to the appropriate AFMC Center SRD manager Forward Lead Command AF Form 1230 requests to the appropriate System Program Manager or Program Manager Conduct periodic review of all SRDs requested by your organization or when asked by the AFMC Center SRD managers LRS Commander will: Forward SRD assignment requests to owning MAJCOM SRD OPR stating the information on the equipment data plate (i.e. nomenclature, manufacture, model number, and part number) and reason why an SRD is required. (T-1) For problems with established SRDs (including local SRDs) ; contact your (D054/G081) or Integrated Maintenance Data System or Core Automated Maintenance System (CAMS) mobility data base manager for resolution. If no resolution is found, contact the MAJCOM SRD OPR.

6 6 AFI MAY Contact REMIS Program Management Office for specific MAJCOM points of contact. (T-1) The LRS/supply activity will load SRD records if required for establishment of MICAP due-out details. (T-1) SRD Requests: For COTS equipment, SRD requests are forwarded to the AFSPC/CYSS SRD manager (Maintenance Data Analysis). (T-1) For COTS SRD requests, the equipment or system WUC table is required with SRD request per AFSPC/CYSS SRD managers. (T-1) For COMSEC equipment, SRD requests are forwarded to the AFLCMC/HNC (CCSD) SRD manager. (T-1) All other AFMC managed equipment SRD requests will be forwarded to the appropriate AFSC, AFLCMC and AFNWC SRD managers. (T-1). 2. For New Requests: 2.1. During Acquisition and prior to end item equipment fielding, the managing Center, Agency or Equipment Specialist will submit an AF Form 1230 to establish the Equipment Designator/SRD. Requests can also be submitted to add additional SRDs to an existing production model Equipment Designator to differentiate unique configurations. (T-1) If the end item is Type Equipment A, M, E, or R, an appropriate MDS, TMSM, or TMS (Attachment 3 SRD 1st Character) must be appointed and pre-approved for use by AFLCMC/EZSC. Select Type G equipment that is used by multiple branches or agencies would also require a TMS assigned by HQ AFMC/LOME. Further guidance on this part of the process can be found in DoDD L, AFI , Mil-Hdbk-1812, and Mil-Std-196E MAJCOMs/FOAs or units identifying fielded equipment requiring an SRD for upchannel reporting may initiate and forward up-stream to the applicable Equipment Specialist for validation of the request and action, as required. (T-2) Equipment Specialist will forward the completed AF Form 1230 to the appropriate SRD manager for processing. (T-1) SRD manager will ensure equipment qualifies for SRD (MDC, MICAP, or TCTO reportable, or Inventory reportable). (T-1) SRD manager will validate content of the AF Form 1230 conforms within established rules and returns any form missing information. (T-1) SRD manager will Add new Equipment Designators to REMIS via EFM0200, ensuring Equipment Designator format restrictions are met and all necessary data is entered. National Stock Numbers must be entered when available. (T-1) SRD manager will Add new SRD record to REMIS via EFM1690. (T-1) SRD manager will push SRD table to the field. (T-1).

7 AFI MAY SRD manager will file the AF Form 1230 for audit purposes, until the equipment is retired from USAF service. (T-1). 3. Update Request: 3.1. SRD change requests are submitted by the assigned Equipment Specialist via AF Form 1230 to the appropriate SRD manager. (T-1) SRD manager will review form for validity. Forms will be returned to submitter if requested changes conflict with or established policy direction. (T-1) SRD manager will update permitted changes to EFM0200 and/or EFM1690, as necessary. (T-1) Use Add on EFM1690 to update SRD record with new higher/lower equipment association or new National Stock Number information. (T-1) Use Change on EFM0200 to modify existing data in changeable fields. (T-1) Use Change on EFM1690 to modify existing data in changeable fields of the end item SRD (upper section of screen) or to change the QPA/Usage Factor of a higher/lower assembly SRD (lower section), or an associated National Stock Number s MMC code (lower section). (T-1) Use Change on EFM1690 to deactivate the association with a higher/lower assembly or National Stock Number by entering a Stop date in the appropriate field. (T- 1) SRD manager will file AF Form 1230 for audit purposes until the equipment is retired from USAF service. (T-1). 4. Deactivation of an SRD: 4.1. Lead Command/FOA SRD manager will report to the assigned Equipment Specialist when the last item for an SRD has been removed from their inventory When the equipment is no longer in the AF Inventory the assigned Equipment Specialist will ensure all inventory and WUCs records are stopped in REMIS. (T-1) The assigned Equipment Specialist will submit an AF Form 1230 to the appropriate SRD manager to deactivate the SRD in REMIS The SRD manager will send a formal message to the MAJCOM SRD MANAGERSs and functional managers to notify of the pending SRD deactivation, refer to attachment 2. Current MAJCOM SRD MANAGERS listing is found on the REMIS Section (HIAM) website. (T-1). MAJCOMs have 30 days to respond or failure to respond will be considered as concurrence. (T-1) SRD manager will deactivate SRD on EFM1690. (T-1) SRD manager will retain the deactivation request form for one year for audit purposes. (T-1). 5. Annual SRD Program Reconciliation: 5.1. Lead Command/FOA SRD Manager will request current SRD Cross-Reference table file from the REMIS Program Office. (T-1).

8 8 AFI MAY SRD Manager will distribute the product to Equipment Specialists with a suspense date. (T-1) Equipment Specialists will validate the data for all SRDs under their supervision. (T-1) Confirm accuracy of SRD description, associated higher/lower assembly SRDs and their Quantity per Application, Management Division, System Manager, MICAP/MDC/TCTO reportability, TMC/WDC code groups and existence of WUCs and Inventory. (T-1) Equipment Specialist will review all SRDs that have no active inventory and submit AF Form 1230s to deactivate any determined to be retired and/or no longer valid. (T-1) Equipment Specialists will contact field agencies that are known to possess SRD managed equipment that is not reflecting active inventory at REMIS to ensure inventory is established. (T-1) Equipment Specialist will return updated product to SRD Manager with AF Forms 1230, as necessary. (T-1) SRD Manager will update REMIS per AF Form 1230 guidance. (T-1) SRD manager will retain the AF Form 1230s submitted during reconciliation until the equipment is retired from USAF service or one year from deactivation. (T-1). 6. Requirement for SRD Assignment: 6.1. Assigning SRDs. SRDs are assigned to facilitate MICAP, MDD (MDD15), TCTO, and/or inventory tracking on end-items of equipment. SRDs are not normally assigned to items that are already work unit coded (WUC) under established SRDs. SRDs may be assigned for aircraft blocks or communications-electronics (C-E) versions as required by the program manager Maintenance Data Documentation (MDD). With the exception of engines, assign SRDs for MDD only if the item meets the requirements and rules for on-equipment maintenance action documentation IAW Technical Order (T.O.) , Maintenance Data Documentation. (T-1). MDD reportable end items must have a reportable SRD as well as WUCs to document completed on-equipment maintenance actions. (T-1). Do not assign individual SRDs for MDD to items that are defined for off-equipment maintenance documentation IAW T.O ; instead, use the SRD for the end item they comprise.. (T-1) Mission Capability (MICAP). Failure of the system/equipment will prevent performance of the required mission. The types of equipment/system that fall in the categories or requirements for MICAP reporting are: Aerospace vehicles and ground launch missiles. (T-1) Aerospace engines. (T-1) Type I aircrew training devices and direct mission support trainers. Include ground training aircraft assigned to technical training school units. (T-1) C-E, cryptologic, intelligence, surveillance, and reconnaissance (ISR), nuclear command, control and communications (NC3) and photographic equipment when

9 AFI MAY uninterrupted service is essential to combat mission, support mission or task accomplishment. (T-1) Mine Resistant Ambush Protected (MRAP) family of vehicles. (T-1) Vehicles classified as support equipment (SE) and mission essential registered vehicles (excluding administratively used, general-purpose vehicles). (T-1) SE that is in direct support of aerospace vehicles or other MICAP reportable systems, when failure of the SE will directly cause MICAP in the other reportable systems. (T-1). 7. Time Compliance Technical Order (TCTO). Used for tracking completion of system/equipment modifications. 8. Inventory. AF visibility of system/equipment is required. 9. SRD Request Procedures: 9.1. The program manager (PM) or product group manager (PGM) requests the SRD assignment during the acquisition phase. The single manager forwards the requests (AF Forms 1230) to the AFMC Center SRD manager/focal point. (See REMIS web page for specific POC.) The AF Form 1230 must be filled in according to the instructions on the back of the form. (T-1). Submission of AF Form 1230 also applies to significant equipment modifications or configuration changes that may warrant additional SRD assignments. (T-1) The Lead Command program office requests SRD assignment prior to fielding for systems under their purview. Forward the requests (AF Forms 1230) to the appropriate MAJCOM/FOA SRD manager who forwards the form to the prime equipment SRD manager. (See REMIS web page for specific POC.) The AF Form 1230 must be filled in according to the instructions on the back of the form. (T-1). Submission of AF Form 1230 could also apply to significant equipment modifications or configuration changes, which may warrant additional SRD assignments. (T-1) 9.2. Field activities submit requests for SRD assignment on items not assigned during acquisition, or for changes to existing SRD data elements, to the owning MAJCOM/FOA SRD manager/focal point using data from the equipment data plate, i.e., nomenclature, manufacture, model number, and part number. (T-1) Upon approval, the owning MAJCOM/FOA SRD manager/focal point forwards the request to the appropriate program office 10. Assignment and management of SRDs: All requests for new SRDs must meet the requirements cited in paragraph Assign SRDs to selected equipment in the Air Force active inventory or new equipment undergoing acquisition. The first character of the SRD (Attachment 3) identifies a general type of equipment such as "A" for aircraft, "M" for ground-launched missiles, "T" for training equipment, etc. The last two characters of the SRD code are used to identify specific equipment. They have no other specific meaning but provide a quantity of codes to draw from when you initially assign the SRD (i.e., "ACH" for C-130E aircraft, "XGN" for T56-7 engines, and "BKP" for AN/GRR-23 radios).

10 10 AFI MAY Multiple SRDs may be assigned for end-items having dual applications, such as a stand-alone configuration, as well as a component of another system requiring cost data tracking. (e.g. aerospace vehicles with non-interchangeable engine or avionics configurations or engines installed to diverse aerospace vehicles) Location of SRD data. REMIS maintains the master table of valid unclassified AF SRDs, which is transmitted to some interfacing MISs; as they occur. Valid SRDs for classified equipment are found in other AF systems and publications. SRD codes for Command Mission Equipment (CME) are in the REMIS SRD table Use valid SRDs to administer data management in the following MIS or programs: Reliability and Maintainability Information System (REMIS/G099) (T-1) Mission Change Data (MCD) (T-1) High Priority Mission Support Kit (HPMSK) (T-1) Air Force Total Ownership Costs (AFTOC) (T-1) Comprehensive Engine Management System (CEMS/D042) (T-1) Integrated Maintenance Data System (IMDS/G105) (T-1) CAMS for Mobility (G081). (T-1) Special Studies Deficiency Reports (DR) and Materiel Improvement Projects (MIP) as maintained in Information Central (INFOCEN/G021) Logistics Composite Model (LCOM) Readiness Spares Package (RSP) Weapon System Management Information System (WSMIS/D087) Mission Capability (MICAP) and Awaiting Parts (AWP) (LIMS-EV) Air Force Data Services (AFDS) Local levels assign "L" (IMDS) and Z (Supply) prefixed SRDs. These are for local reporting purposes only and will not be reported up-channel from the base By accessing the SRD table directly through REMIS, you can also find the Defense Logistics Agency (DLA) Weapon System Designator Code (WSDC) as defined in AFI Air Force Materiel Management. 11. Deactivation of an SRD When the equipment is no longer in the AF inventory or no longer supported by AFMC, the lead Command is responsible for coordinating the removal of the SRD from REMIS and sending a message to applicable field units stating disposition instructions for the end item. 12. General Responsibility.

11 AFI MAY Supply Discipline. It is the responsibility of all logistics personnel to comply with all written guidance to ensure required repairs, inspections, and documentation are completed in a compliant, safe, timely, and effective manner. Supervisors are responsible for enforcing and establishing a climate that promotes maintenance and supply discipline. Failure to observe the prohibitions and mandatory provisions in this publication by military members is a violation of Article 92 of the UCMJ. (T-1). Civilian personnel who violate punitive publications may also be subject to disciplinary action. See AFI for more detailed information on the use of punitive language in publications. JOHN B.
