2 Scope Data compiled in this rept covers San Bernardino, Riverside, Orange, and Los Angeles counties. Data were drawn from external sources, including the Employment Development Department s Califnia Lab Market Infmation, the U.S. Department of Education s Integrated Postsecondary Education Data System (IPEDS), O*NET OnLine, and Chaffey College s Colleague Administrative database. Data Sources and Calculations Educational Program Data TOP Code Program of Study Industrial and Transptation Security The Taxonomy of Programs (TOP) is a standardized system used at the state level to classify programs and courses that are intended to achieve the same outcome at different colleges throughout the state. The TOP code most relevant to Homeland/National Security is Industrial and Transptation Security. CIP Code Program of Study Homeland Security The Classification of Instructional Programs (CIP) is a standardized coding system used at the federal level to facilitate accurate tracking, assessment, and repting of fields of study and program completion at educational institutions throughout the country. This rept draws on the Homeland Security CIP code (43.31), which maps to the Industrial and Transptation Security TOP code, to examine employment trends. Completions Data Degree and certificate data f all comparison schools were collected from the U.S. Department of Education s Integrated Postsecondary Education Data System (IPEDS). All comparison institutions included in this rept are postsecondary and have provided data to IPEDS. IPEDS defines postsecondary education as a fmal program designed primarily f students beyond high school age. These include academic, vocational, and continuing education, and exclude avocational and adult basic education programs. 3 The Standard Occupational Classification (SOC) system is used by federal statistical agencies to classify wkers into occupational categies. The Homeland Security CIP code was mapped to the six SOC codes listed in the table above using the crosswalk described in the paragraph below. Educational Program to Occupation Crosswalk While the TOP-CIP-SOC Crosswalk (Employment Development Department, 29) is typically used f mapping TOP codes to CIP and SOC codes, the Homeland Security CIP code was added in 21, after the most recent iteration of the crosswalk. Therefe, the education crosswalk available through O*NET OnLine ( was used in this rept to map the Homeland Security CIP and SOC codes. This crosswalk allows the user to estimate lab market demand f Califnia Community College program completers using SOC based projections from the Lab Market Infmation Division. Industry Data The Nth American Industry Classification System (NAICS) is used by federal statistical agencies to classify business establishments f the purpose of conducting and repting research on the U.S. business economy. The Standard Occupation Classification codes are mapped to industry data by the Califnia Lab Market Infmation Division. Industry infmation is used to observe trends across industries that employ the occupations identified above. Homeland/National Security Page 3

The proposed Homeland/National Security Certificate program will prepare students f a variety of careers in the criminal justice and homeland/national security system. Courses within the program will acquaint students with prevention and response to threats against the United States and its interests. Students will understand the roles of local, state, and federal agencies to properly secure the United States. Students will gain an understanding of the United States intelligence system, as well as transptation and bder security. Additional focus is placed on international relations and middle-east customs and cultures. The program is suited to the needs of students who will utilize the certificate to be competitive within law enfcement and national security fields. The certificate program also complements the Administration of Justice AS-T degree f those who wish to transfer to universities suppting programs in Criminal Justice and Homeland/National Security to complete their bachel s degree. Successful completion of the Certificate in Homeland/National Security enhances the student s potential f employment at any level of government in the field of law enfcement and national security to include municipal and state police, as well as federal law enfcement and intelligence agencies. The purpose of this rept is to integrate and analyze data from multiple sources to determine lab market needs f the addition of a Homeland/National Security program at Chaffey College. The rept describes the regional job outlook and compares it to the number of recent graduates at other regional institutions. Regional Definitions Inland Empire includes the Riverside-San Bernardino-Ontario Metropolitan Statistical Area (MSA) Los Angeles County includes the Los Angeles- Long Beach-Glendale Metro Division Orange County includes the Santa Ana-Anaheim- Irvine Metro Division Key Terms and Concepts Replacement Jobs: Replacement jobs refer to the number of job openings due to wkers leaving an occupation. Annual Openings: Annual openings are calculated by adding the number of new jobs to the number of replacement jobs, divided by the number of years in the projection period. Projections: Projections of employment are calculated by the Employment Development Department and are based on a mathematical fmula that includes histical employment and economic indicats along with national, state, and local trends. Occupation: Jobs are grouped into occupations using the federal Standard Occupational Classification (SOC) system. Industry: Occupations are grouped into industries using the Nth American Industry Classification System (NAICS). Wages: Hourly wages are repted in percentiles and averages. The 25 th percentile is a useful proxy of entry-level wages and the 75 th percentile of experienced-level wages. Homeland/National Security Page 4

Data f Emergency Management Directs was limited to Los Angeles County. The most growth was projected f Security Guards (data f Security Managers unavailable), with between 15.8% and 25.8% growth expected, depending on region. Compliance Officers show the highest anticipated growth in the Inland Empire, with a slight decline in positions in Orange County. Little growth is expected f First-Line Superviss of Police and Detectives in the Inland Empire and Los Angeles County, with a slight decline in positions in Orange County and no data available f the State of Califnia. 18 Enrollment and Completion in a Similar Program at Chaffey College Description of Administration of Justice Chaffey College currently offers an Associate s Degree and a Certificate in Administration of Justice, which draws on some similar knowledge as involved in Homeland/National Security. A description of the Administration of Justice Certificate in the Course Catalog reads: The Associate in Science in Administration of Justice f Transfer degree prepares students f a variety of careers in the criminal justice system. Courses within the program acquaint students with the American Justice system, crimes causes, the role of law enfcement, roles of administration of justice practitioners, procedural and constitutional rights of defendants, legal defenses, criminal courtroom procedures, evidence procedures, juvenile procedures, and misdemean and felony violations of criminal law. Aspects that are similar to the Homeland and Transptation Security Certificate currently in place Cypress College include courses in Law Enfcement and Criminal Law. This program might be used as a model f the addition of the afementioned Homeland/National Security certificate program at Chaffey College.
