4 President Mark B. Rosenberg, Ph.D. Dr. Mark B. Rosenberg has served as the fifth president of FIU since August Prior, he served FIU in a multitude of positions, first as an Assistant Professor in Political Science as well as the founding Director of the Latin American and Caribbean Center at FIU. He eventually became the first FIU faculty member to assume the presidency of the university. He also served as founding Chancellor for the Board of Governors of the State University System of Florida from He has written or co-edited seven books and numerous scholarly articles in a multitude of journals, is a member of the Council on Foreign Relations, and has testified before Congress. He specializes in Latin America and the Caribbean. He holds a Master of Arts in Political Science from the University of Pittsburg, and a Ph.D. in Political Science with a graduate certificate in Latin American and Caribbean Studies from the University of Pittsburg. Dean John F. Stack, Ph.D., J.D. Founding Dean, Steven J. Green School of International and Public Affairs, Florida International University Dr. John Stack is the Founding Dean of the Steven J. Green School of International and Public Affairs at, overseeing eight academic departments, and 20 centers, institutes, and programs. He served twice as the chair of the Department of Political Science at Florida International University, and served as a Professor of Political Science and Law at the College of Law at. He has authored, co-authored, edited and co-edited 14 books and 35 articles, the latest of which was recently published in He specializes in ethnicity and world politics, administrative law, national security, and constitutional law. He holds a Master of Arts and a Ph.D. from the University of Denver in International Studies, and a Juris Doctorate from the University of Miami, and was admitted to practice before the Florida Supreme Court in Col. Todd E. Key Chairman, Strategic Research and Analysis, Strategic Studies Institute, US Army War College Col. Todd E. Key earned a BA in history and English from JSU in 1987 and was commissioned as a second lieutenant into the field artillery. Now an Army strategist, he has served five Army Chiefs of Staff, two chairmen of the Joint Chiefs of Staff, and the senior four-star general in charge of all NATO forces in Afghanistan. Col. Key was serving in the Pentagon on 9-11 and has three combat tours in Afghanistan. He is a recipient of the Legion of Merit (with two oak leaf clusters), the Bronze Star Medal, the Defense Meritorious Service Medal (with oak leaf cluster), the Meritorious Service Medal (with three oak leaf clusters), the Army Commendation Medal (with two oak leaf clusters), and the Army Achievement Medal (with one oak leaf cluster). He is also the recipient of the Italian and Polish Afghan Campaign Medals. He holds master s degrees in international relations from the US Army Special Operations Center and School through Troy State University and in national security and resource strategy from the Eisenhower School for National Security and Resource Strategy. He is chairman of the Strategic Research and Analysis Department at the Army War College at Carlisle Barracks, Penn. 2

5 LTG Joseph P. DiSalvo Military Deputy Commander of U.S. Southern Command Lieutenant General Joseph P. DiSalvo serves as the Military Deputy Commander of U.S. Southern Command in Miami, Florida. He graduated from the United States Military Academy in 1981 with a Bachelor of Science degree. LTG DiSalvo holds a Master of Science in Operations Research from the Air Force Institute of Technology and a Master of Science in National Security and Strategic Studies from the U.S. Army War College. Prior to his current assignment, he was the Commander of U.S. Army South, Fort Sam Houston, Texas. LTG DiSalvo has served in armored and mechanized units throughout his career, both in the United States and in Europe (7 years). He commanded the 1st Squadron, 3rd Armored Cavalry Regiment and 2nd Brigade Combat Team, 3rd Infantry Division. He also was the senior Brigade Trainer at the U.S. Army National Training Center in Fort Irwin, California. He has served in key staff positions on the Army Staff and the Joint Staff; Iraq Division Chief in the Joint Staff; Deputy Director for U.S. Homeland Defense and Western Hemisphere in the Joint Staff Plans and Policy Directorate; and Chief of Staff, US Southern Command. Frank O. Mora, Ph.D. Director Kimberly Green Latin American and Caribbean Center Dr. Frank Mora is the Director of the Kimberley Green Latin American and Caribbean Center at. Prior to his work at FIU, he served as Deputy Assistant Secretary of Defense for the Western Hemisphere from He has taught at the National War College, the National Defense University, and has served as an Associate Professor and Chair in the Department of International Studies at Rhodes College. He has consulted for the Library of Congress, U.S. Department of the Air Force, U.S. Department of the Army, the Institute for National Security Studies, the U.S. State Department, the Organization of American States, and U.S. Southern Command. He specializes in hemispheric security, U.S.-Latin American relations, civil-military relations, Cuban politics and military, and Latin American foreign policy. He holds a Master of Arts in Inter-American Studies from the University of Miami, and a Ph.D. in International Affairs from the University of Miami. Brian Fonseca Director Mr. Fonseca serves as the Institute s technical expert for national security and foreign policy. His analysis has been featured in local and national media, including BBC, Bloomberg, Fox News, and the Miami Herald. He serves as WSVN-Fox 7 s on-air political expert. Mr. Fonseca joined the Gordon Institute in 2015 after serving as Director of Operations at FIU s Applied Research Center (ARC) where he led the center s expansion into national security and cybersecurity initiatives. He joined FIU after serving as the senior research manager for socio-cultural analysis at United States Southern Command. He is the co-editor of Culture and National Security in the Americas with Eduardo Gamarra (February 2017) and The Twenty-First Century Security Agenda: Trends and Emerging Threats with Jonathan Rosen (February 2017). Mr. Fonseca holds degrees in International Business and International Relations from Florida International University. He has also attended Sichuan University in Chengdu, China and National Defense University in Washington D.C. From 1997 to 2004, he served in the United States Marine Corps and facilitated the training of foreign military forces in both hostile theaters and during peacetime operations Hemispheric Security Conference 3

6 Security Trends in the Western Hemisphere Ms. Mary Quinn Senior Researcher RAND Corporation Mary Quinn is a senior researcher with the RAND Corporation, National Security Research Division, Intelligence Policy Center. She joined RAND after a career as a member of Defense Intelligence Senior Executive Service with assignments as the Deputy Director of Plans, Policy & Programs for the National Media Exploitation Center; Chief of DIA s Collection Management Enterprise Office; Director of Technical Collection and Analysis for the Under Secretary of Defense (Intelligence) and Chief of Operations for the Defense Intelligence Operations Coordination Center. Ms. Quinn also represented DIA at US Southern Command in Miami, FL for 4 years as the Senior Command Representative for the DIA Director to the commander. In 2014, she was asked to serve as the Executive Lead for the Diversity and Inclusion Implementation Initiative responsible for planning/implementing solutions to improve retention and expanding career opportunities for more diverse future leaders at DIA as well as the larger intelligence community. Ms. Celina Realuyo Professor of Practice William J. Perry Center of Hemispheric Defense Studies National Defense University Celina Realuyo is Professor of Practice at the William J. Perry Center for Hemispheric Defense Studies at the National Defense University where she focuses on U.S. national security, illicit networks, transnational organized crime, counter- terrorism and threat finance issues in the Americas. As a former U.S. diplomat, international banker with Goldman Sachs, U.S. counterterrorism official, and professor of international security affairs at the National Defense, Georgetown, George Washington, and Joint Special Operations Universities, Professor Realuyo has over two decades of international experience in the public, private, and academic sectors. Professor Realuyo is a regular commentator in the international media, including CNN en Espanol, Deutsche Welle, Foreign Policy, Reuters, and Univision and has testified before Congress on national security, terrorism, and crime issues.throughout her career, Professor Realuyo has been a trusted strategic adviser to the most senior leaders in U.S. government, military, business, and academic circles on international issues. As a professor of national security at the National Defense University since 2007, she has educated top U.S. and foreign military and civilian leaders. 4 Kimberly Green Latin American and Caribbean Center

7 José Miguel Cruz, Ph.D. Director of Research Kimberly Green Latin American and Caribbean Center Dr. José Miguel Cruz is the Director of Research at FIU's Kimberly Green Latin American and Caribbean Center. He is an expert in the area of criminal violence, gangs, police, democratization and public opinion in Latin America. Cruz has a Ph.D. in Political Science awarded by Vanderbilt University, a Masters in Public Policy from Oxford University, and a BA in Psychology from the Universidad Centroamericana. Dr. Cruz has published countless articles, published research reports, co-authored books, and his single authored book: Elecciones para qué? El impacto de ciclo electoral en la cultura política salvadoreña. San Salvador: Facultad Latinoamericana de Ciencias Sociales (FLACSO) Enrique Gutiérrez Latin America Cyber Crimes and IP Investigations Microsoft Mr. Gutiérrez is a member of Microsoft's Digital Crime Unit, Legal & Corporate Affairs and is responsible for anti-piracy, intellectual property and cyber crime investigations and programs throughout Latin America (LATAM). His mission is to drive LATAM-wide strategies in these disciplines. Mr. Gutiérrez works closely with in-country attorneys, regional business partners, government officials and law enforcement. Mr. Gutiérrez generates intelligence sources through conventional methods as well as cyber-forensics to develop actionable evidence for legal actions. He is responsible for technical (digital crimes & malicious code) as well as financial fraud investigations and programs. Prior to joining Microsoft, Mr. Gutiérrez served as a senior federal law enforcement executive responsible U.S. Postal Inspection Service's security and investigative operations for the entire State of Florida. Mr. Gutiérrez directed fraud, identity theft, mail theft, narcotics, cyber, intellectual property and child exploitation criminal investigative programs.. Jorge Rosenblut President Strategies and Business development Jorge Rosenblut is a Chilean-American engineer, academic, businessman and consultant. He has been Chairman of the Board, Board Member and Senior Advisor of large public companies for the past 18 years. Most recently he was Chairman of Enersis, the $13 billion energy company that is part of Enel group (Italy). Mr. Rosenblut has also served as Chairman at Endesa, Chilectra and Smartcom(currently Claro Chile). Mr. Rosenblut has worked at the highest levels of corporate management and has extensive ties to Latin America, the U.S., and Spain. Mr. Roseblut completed his master s degree at the Kennedy School of Government at Harvard University (1985), and started his professional career as a World Bank Project Officer after being selected for the Young Professionals Program (YPP) in Washington DC. While working for seven years in high level positions with the Chilean government ( ), including serving as Under Secretary of Telecommunication ( ) and of The Department of the Presidency ( ), he received the world wide "Spirit of Telecommunications Award" from AT&T (1994). In 2013, Latin Business Chronicle named him one of the "100 Most Influential" Latin American business leaders Hemispheric Security Conference 5

8 External State Actors and Regional Leadership Consul General José Antonio Zabalgoitia Trejo Consul General, Consulate of Mexico Miami, Florida Consul José Antonio Zabalgoitia is Consul General of Mexico in Miami. He joined Mexico s Foreign Service in 1988 and reached the rank of Ambassador in He has served as Chief of Staff to the Secretary of Foreign Relations, where he was responsible for coordinating the Secretary s participation in Cabinet meetings and for preparing hearings before Congress. In that position he conducted the strategic planning process for the foreign policy chapter in the National Development Plan. Prior to his arrival in Miami, Ambassador Zabalgoitia was Mexico s National Coordinator for 28 regional political and economic forums. Among others, he oversaw Mexico s participation at the Organization of American States and coordinated the design and implementation of the Pacific Alliance on behalf of Mexico. Within the Alliance, he led the working groups dealing with public diplomacy and migration issues. He coordinated the Rio Group during Mexico s tenure as its Pro Tempore Secretariat. Overall, he prepared Mexico s participation at the highest level in 18 regional and hemispheric summits. Evan Ellis, Ph.D. Professor of Latin American Studies Strategic Studies Institute U.S. Army War College Dr. Evan Ellis is a research professor of Latin American Studies at the U.S. Army War College Strategic Studies Institute with a focus on the region s relationships with China and other non-western Hemisphere actors, as well as transnational organized crime in the region. Dr. Ellis has published over 150 works, including the 2009 book China in Latin America: The Whats and Wherefores, the 2013 book The Strategic Dimension of Chinese Engagement with Latin America, and the 2014 book, China on the Ground in Latin America. Dr. Ellis has presented his work in a broad range of business and government forums in 25 countries and four continents. He has given testimony on Chinese activities in Latin America to the U.S. Congress, has discussed his work regarding China and other external actors in Latin America on a broad range of radio and television programs, and is cited regularly in the print media in both the U.S. and Latin America for his work in this area. 6 U.S. Army War College Strategic Studies Institute

9 Vladimir Rouvinski, Ph.D. Director Department of Politics at Icesi University Cali, Colombia Born in the former Soviet Union, Dr. Vladimir Rouvinski is Director of the CIES Interdisciplinary Research Center at Icesi University in Cali, Colombia. His research areas include the relationships between Asia and Latin America, relations between Russia and Latin America, international development cooperation, and international interactions of subnational actors. Dr. Rouvinski earned his Ph.D. from Hiroshima University in Development and International Cooperation and a M.A. in Development and International Cooperation from Hiroshima University, and a B.A. in History and International Relations from Irkutsk State University. He has written for El Pais Newspaper, and published papers on Russia-Latin America relations, Chinese activities in Latin America, and Asia-Latin America relations. John Polga-Hecimovich, Ph.D. Assistant Professor of comparative politics U.S. Naval Academy. Dr. Polga-Hecimovich is an assistant professor of comparative politics in the Political Science Department at the U.S. Naval Academy. His research is broadly focused on the effects of political institutions on democratic stability, policy making, and governance, especially in Latin America. He is also interested in the application of formal modeling and quantitative methodology to answering research questions in these areas. He is fluent in English, Spanish, and Portuguese. One of his primary areas of research is how the executive branch of government exercises power. His current work examines how lawmakers in countries with low capacity bureaucracies assure the effective implementation of given public policies, and how their choice of bureaucratic agents affects the likelihood of policy success. His work uses the individual delegation decisions from over 45,000 executive decrees across ten Latin America countries to assess the determinants of delegation strategies, as well as case studies from Venezuela, Ecuador, and Brazil, to show the effects of politicians' delegation decision-making calculus. João Augusto de Castro Neves, Ph.D. Director of Latin America Eurasia Group Dr. João Augusto de Castro Neves is a political scientist with extensive experience in political risk analysis, advisory, strategic consulting and scenario planning for high-level financial services, corporate, and government clients, in the U.S. and in Latin America. He has lectured at top-ranked American and Brazilian universities and has conducted extensive research on elections, Latin American trade, regional integration and foreign and energy policies. Born in Rio de Janeiro, was raised in London, Brasília, Washington, and Ottawa. João holds a Ph.D. in Political Science from the University of São Paulo (USP), Latin America's top-ranked university Hemispheric Security Conference 7

10 Challenges and Opportunities in U.S. Security and Defense Policy Craig E. Deare, Ph.D. Dean of Administration College of International Security Affairs National Defense University Craig Deare has served on the faculty at the National Defense University since January, He joined CISA in March 2010, after more than nine years at the Center for Hemispheric Defense Studies, to include serving as the Dean of Academic Affairs from 2004 to Since coming to CISA, his duties have included Associate Dean of Academic Affairs, Interim Dean of Academic Affairs, and currently as Dean of Administration. Prior to joining NDU, Dr. Deare served in the U.S. Army for 20 years, with a variety of assignments specializing in Military Intelligence and Latin American Foreign Area Officer duties. His principal assignments included troop time with the 82nd Airborne Division, where he served for five years as a Battalion Intelligence Officer, Ground Surveillance Radar Platoon Leader, Assistant G3 Operations Officer (participating in Operation URGENT FURY in Grenada), and a Company Commander of an Intelligence Company Team. Raúl Benítez-Manaut, Ph.D. Professor and Researcher, Center of Research on North America Universidad Nacional Autónoma de Mexico (UNAM) Raul Benitez-Manaut is a professor and researcher at the North America Research Centre of UNAM-Mexico. He is president of the Mexican NGO Colectivo de Análisis de la Seguridad con Democracia (CASEDE) and was a public policy scholar at the Latin American Programme at the Woodrow Wilson Centre in Washington in 1998 and He was a visiting professor at the Institute for Latin American Studies (ILAS) at Columbia University in 2001 and professor at the School of International Service, American University ( ). He is a lecturer in political science and international relations at the National University of Mexico UNAM and the Instituto Tecnologico Autonomo de Mexico (ITAM). He has a Ph.D. in Latin American Studies at UNAM and a Masters in International Affairs from the Centro de Investigacion y Docencia Economica (CIDE). He has taught as a lecturer at countless Universities in Latin America, Asia and North America. He has published numerous journal articles and chapters of books on matters of Hemispheric Security, the Central American Peace Process, the civil war in El Salvador, national security, geopolitics, and the armed forces of Mexico. 8

11 Juan Sebastián González Former Deputy Assistant Secretary of State For Western Hemisphere Affairs Juan Sebastián González just completed service in the Obama Administration as Deputy Assistant Secretary of State for Western Hemisphere Affairs. He also served at the White House for four years as Special Advisor to Vice President Joe Biden from 2013 to 2015 and as National Security Council Director for Western Hemisphere Affairs from 2011 to From 2009 to 2011, Juan served at the U.S. Department of State as Chief of Staff to Assistant Secretary of State for Western Hemisphere Affairs Arturo A. Valenzuela. Juan is a frequent media commentator on national security issues and U.S. policy toward Latin America and the Caribbean. He is a Returned Peace Corps Volunteer from Guatemala, graduated with distinction from Georgetown University s Edmund A. Walsh School of Foreign Service,and is a Term Member of the Council on Foreign Relations. He is a native of Cartagena, Colombia. Jennie K. Lincoln, Ph.D. Director, Latin America and Caribbean Program The Carter Center Dr. Lincoln is a Professor at the Sam Nunn School of International Affairs at the Georgia Institute of Technology where she teaches Latin American Politics and U.S.-Latin American Relations. In 2010, she retired as Principal Research Associate at the Georgia Tech Research Institute (GTRI). Her research interests focus on uses of information technology to improve democratic initiatives and civil-military relations.in 2010, she retired as Principal Research Associate at the Georgia Tech Research Institute (GTRI). Her research interests focus on uses of information technology to improve democratic initiatives and civil-military relations. She has been a credentialed international election observer in thirteen elections.in May 2014, she was invited by the U.S. Embassy in Equatorial Guinea (only Spanish-speaking country in Africa) to conduct workshops and speak with government officials, non-government organizations, the press and the private sector on elections administration and models of domestic and international observation.in addition to her academic career, Dr. Lincoln has a long, distinguished record of consulting for the U.S. government, nongovernmental organizations and private sector companies with her expertise in Latin American Politics and U.S. Foreign Policy. Fabián Calle Researcher Study Center for the "Nueva Mayoria" Fabián Calle serves as a researcher on Security and Defense issues at the Center for "Nueva Mayoria" Studies. Prior, he served as senior researcher of the Argentine Council for International Relations (CARI). Mr. Calle has also worked as an adviser to the Office of the Chief of Staff of the Ministry of Defense of the Argentine Republic; as an adviser at the Ministry of Defense of the Argentine Republic; and as an adviser to the Department of Planning of the Ministry of Defense of the Argentine Republic. He has authored and co-authored several publications on defense strategy, neo-realism, and political order, including his latest publication with Federico Merke, "The US National Security Strategy in the unipolar era." Mr. Calle holds a Bachelor of Arts in Political Science from the University of Buenos Aires (UBA) and a Master's Degree in International Relations from the Latin American Faculty of Social Sciences (FLACSO) 2017 Hemispheric Security Conference 9
