1 Lucrecia Garcia Iommi Mail address: 217 O Shaughnessy Hall, University of Notre Dame, Notre Dame, IN Lgarciai@nd.edu Personal Website: Education University of Notre Dame, Notre Dame, IN Ph.D. candidate in Political Science Anticipated, January 2012 With a Graduate Minor in Screen Cultures Thesis: Thinking Institutions in 3-D: Ideas, Power and Interests in the Creation of the International Criminal Court Advisor: Professor George Lopez The International Criminal Court (ICC) was created because key individuals, as powerful normative entrepreneurs believed that only a strong, independent court, with complementary jurisdiction could effectively deal with crimes under international law. Indeed, individuals ideas, as autonomous and necessary causal factors, selected from a range of institutional alternatives, and ultimately decided the institutional design of the ICC. The sources of these ideas are found in the identity of the states these individuals represented, the cultures of the organizations they belonged to, and their technical expertise on international criminal law of legal advisers. Interests functioned as independent variables along with ideas and as antecedent conditions along with power. I support this argument using a combination of ordinal regression analysis, process tracing and discourse analysis in a cross-national study.
