Per reference (a), enclosures (1) through (10) are forwarded. 2. U.S. Naval Mobile Construction Battalion ONE THIRTY-THREE deployed to Camp Shields, Okinawa, Japan during the period 15 May 1984 to 15 December 1984 with details deployed to: Yokosuka, Japan; Iwakuni, Japan; Sasebo, Japan; and Adak, Alaska. Additionally a Civic Action Team (CAT 13316) was deployed to YAP, Western Caroline Islands. 3. The homeport training period prepared the Battalion well for its return to the Pacific after two successful Atlantic deployments. The balance between informal, formal, in-house, on job and factory training enabled the Battalion to respond to the key mission areas of disaster recovery, embarkation, defensive combat, and contingency construction. Intensive factory training on crusher operations contributed significantly to the establishment of a productive quarry/crusher operation at Adak as well as enable the Battalion to conduct trai ning for four reserve and two active duty units. 4. The challenges of assuming operational control of Adak, developing an expanded local material procurement program, and completing all tasked pr ojects i n a safe, quality manner were overcome by dedication and enthusiasm at all levels in the chain of command. The large spread of separate detail si t es tested the soundness of our small unit leadership as young second class petty officers assumed responsibility for over half of our tasked projects. The successful completion of the Futenma Taxiway ahead of scheduled and within allotted funds demonstrated the NCF's ability to manage major constuction projects.

The benefits of large advance parties were evident at both turnovers by expanded i nventory accountability, increased equipment maintenance personnel, smoother turnover of key projects and quicker starts to new projects. More can be done to improve the process but prior planning, preparation and cooperation of the on site and relieving battalion were instrumental to the success of the turnovers and indicative of the "ONE NCF" concept. 5 !DCO'l'IVE SUMMARY 1. Administration. The Administration and Personnel Depar tment (Sl ) provided comple t e support to the mainbody on Okinawa and continued communi cations with all Detail sites. Support included Educational Services, Postal Services, and Career Counseling. Other services provided by special assistants included legal, special services, medical, dental and religious services. 2. Training. NMCB-133 deployed to Okinawa, Japan fully ready in all technical and military aspects after completing a strong homeport traini ng program. The Battalion's deployed training focused on general military t opics, military readiness and specialized OJT. The majority of mili t ary training was conducted during the week of September on Okinawa at Camp Hansen. Thie training included familiarization firing of weapons and was highlighted by a FEX in which half of the main body was insert ed by Marine CH 46 's He licopters. The Air Det mounted out on 4 September for a 14 day exercise to Po Hang, South Korea. Additional accomplishments included ext ensive Military Rights and Responsibilities/Cul tur al Expression in the Navy Wor kshops, in-depth Substance Abuse Training and Phys ical Readiness Training and t esting. 3. Operations. Tasked with mandays, NMCB-133 actua lly completed mandays of construction on 46 projects at the mainbody site i n Oki nawa and the Detai l sites. Three of the Dets were located in mainland Japan at Iwakuni, Sasebo and Yokosuka, with another at Adak, Alaska. Also, Ci vic Action Team deployed to Yap in the Western Car oline Islands. The Operations Department (SJ) was involved i n all phases of the construction e f fort and monitored input on labor, material status, equi pment availability and project progress. Weekly meetings were held on both t he Chief and Officer level s. Work sites were constantly visited by the Quality Con t rol Team and the Safety Chief to ensure quality workmanship in a safe environment. Engineering provided survey crews, drafting services and materials t es t i ng. Pl anning was greatly enhanced by the mini-computer and the CM-5 Construction Management Program. 4. Supply and Logistics. The Supply Department (S4) was responsi ble. for the management of all stores (CTR, CSR, Greens Issue, ARP), the Galley, Disbursing, MLO, Wardroom, BOQ and the Barber Shop. In addition, S4 supported the mainland Japan Detail sites in all areas of supply support. The Ga l l ey was recognized as the 11 most improved" dining facility by COMNAVFOR JAPAN and was a strong contender for the "Ney Award". 5. Equipment. Alfa Company upgraded the suite of equipment on site, with 96% in condition code A4 or better. Sixty-eight pieces of CESE were pai nt ed and rust proofed during deployment. 1-1

6 6. Camp Maintenance. Bravo Company established a mini Public Works Department which included a Maintenance Control Divi sion (MCD) and a Planning and Estimating Division (P&E). All materials were turned into MLO and a Camp Maintenance storeroom was established and run by Supply. Camp Mai ntenance exceeded the 3400 mandays tasked by expending a t ot a l 4082 mandays. An AIS was completed and a continuous camp maintenance pl an of work was i mplemented. A backlog of over 600 mandays with material was established for turnover. 1-2

15 ADKIHISTBATIVE SUMMARY 1. Lesson Learned a. Problem/It em : Message preparation/er ror rate. Disscussion. High error rate of outgoing messages was experienced due to the "By the Book" operating procedures of the COMFLEACT Okinawa Communications Center. Inexper i ence in the proper preparation of t he DD-173/2 by the 20+ personnel who are message t ypists in the Battalion requi red extensive and continous training. Action/Recommendation. The Comm Center personnel are very cooper ative and are wi lling to assist. Upon arrival of the Advance Party and Mainbody arrange for trai ni ng with the Counn Center. b. Problem/Item. Delay of mail Discussion. Prior to leaving homeport a Mail Routing message was sebt out using FPO Miami for all mainbody per sonnel and Dets established per Det location. This battalion exper i enced a delay of mail upon arrival to Okinawa. Several Messages were generated and the problem seemed to be solved, but toward the end of the deployment, we started to notice a delay of mai l again. Action/Recommendation. Ensure mail routing message is properly prepared and s ent out in a timel y manner. With the imp l ementation of the zip plus four ensure all concerned know t he correct mailing address and Dets are aware of their correct address. 2. Narrative. The Administrative and Personnel Department was headed by a CW03. a. Administrative Office. The office was headed by a YNC who acted as Assistant Administrative Officer. The office was staffed by seven YN's. The office's primary responsibility was to ma i nt ain the counnand ' s central files, directives system, report tickler, message routing/control syst em, officer service record and accounting, command and camp classified material.control, official mail control, operations of the word processing center and administrative support for the other department s and compani e s. (1) Specific accomplishments (a) The 23 camp policy memorandums which were in effect on arrival, were converted into 18 camp directives. (b) Upon arrival the Camp externa l directives file was approximately 40% complete. On departure, the file is expected to be 90% complete with all required directives on order. A request was submitted to COMNAVFORJAPAN to add Camp Shields to their directives distribution. (c) Camp Standard Subject Identifica t ion Code (SSIC) file established. 4-1

16 (d) A Camp Class.ified Material Control System, similar to that of the battalion, was established for the stored classified and cla ssified message traffic. - b. Personnel Division. The Personnel division was headed by a PNC and staffed by seven personnelman. ( 1) On-Board Strenght Report. The impor t ance of mainta1n1ng an up t o date and accurate Enlisted Personnel Diary was emphasized to facilitate an equi t able and stable di stributi on of Navy per s onnel assets. The monthly Prospective Gain/Prospective Loss l i sting proved to be an effective management tool in planning the battalions manning level months in advance. (2) Transfers and Receipt s. From 1 May 1984 to 15 December 1984, 97 personnel were transferred while 110 reported for duty. Excellent support was received from the Navy ATCO, Kadena AB, Japan. (3) Reenlistment. From 1 May 1984 to 15 December 1984, the Personnel Offi ce processed 34 r eenlistments and 23 extensions of enlistment. (4) TAD. While on deployment, 65 sets of TAD orders were issued, this incl uded 10 personnel on emergency leave. c. Post Office. The Post Offi ce consisted of the S-1 as the Postal Officer, a PCl, two PC3 1 s and a PCSN. All cla~ses of mail were received and dispatched dai ly (except Sunday) through the Navy Post Office located on Kadena Air Base. d. Legal. The Battalion Legal Offi ce worked closely with the Staff Judge Advocate for Commander Fleet Activites, Okinawa and the Legal Services Support Office, Marine Corps Base, Camp Smedley D. Butler. CoUDDandi ng General, Marine Corps Base, Camp Butler, Okinawa, was the General Courts-Martial convening authority and the supervisor authorit y for courtsmartial review. He also received non-judicial punishment appeal s. The military magistrate was an officer selected from his command. Legal Services Support Office, Marine Corps Base, Camp Butler, provi ded t r i al teams for General Courts-Martial and Special Courts-Marti al as well as counsel Administrative Discharge Boards and legal assistance. Commander Fleet Activites, Okinawa, provided assistance in claims adjustments and traffic citations. The Joint Forces Correctional Custody Unit (CCU) and J oint Forces Correctional Faclity (BRIG) were operated by the Marine Corps Base, Camp But ler, Oki nawa at Camp McTureous. 4-2

17 I e. Chaplain. The command religious program provided Protestant Worship services each Sunday Morning a t 0900, followed by Bi ble Class at Many members of the battalion also attended evening services together a t a number of area churches. Men traveled via the liberty bus to Roman Catholic Mass or Gospel Services at Kadena Air Base. The needs of Jewi sh personnel were met through Chaplain Feinberg of Camp Butler. Latter Day Saints and var ious other faith groups attended area services. Times and locations for services were published regularly in the POD and given out at indoctrination. A weekly Bible Study was held on Tuesdays at 1900 a t the Chapel. A number of officers were involved in Officers' Christian Fe llowship the last two months of the deployment. Special events also included a Thanksgiving service and a prayer service on POW/MIA Recognition Day. The Chaplain worked c lose ly with the Battalion SAC, and was a member of the Substance Abuse Counc i l. The A.A. group met weekly in the Chapel. The Chaplain a l so spoke at local churches on occasion, and was involved in co!ddluni ty relations projects at homes for the aged, for retarded young adults, and a orphanage. The Chaplain conducted over 140 formal counseling sessions and numerous sessions on job sites. Visits to job sites, work spaces, the hospital, brig and CCU were other areas of involvement. Three Baptisms and one wedding were conducted by the Chaplain. The Chaplain worked in close connection with American Red Cross, FSC, NRS, Medical, and the CBC Chaplains to help meet the needs of the members, varying from emergency leave to various family and financial problems. Lessons learned include the need to work hard at planning for transportation and to order resource and study material while in homeport. f. Library. The library of 5000 hardbook and 500 paperbacks is located in the Chapel. The Religious Program Specialist organized the books and a card catalog. Over 400 people used the Library during the deployment. The library was open Monday through Saturday from 1830 to 2200 and on Sundays and holidays from 1400 to 1600 and 1830 to A color T.V. was available for men looking for a quiet place to r elax. g. Special Services. The NMCB-133 Special Services Depar tment proved to be a versatile organization that offered a variety of activities to battalion personnel as well as other military members on Okinawa. The department was staffed with a LT, with the collateral duty of Special Services Of fi c ~r, and four enlisted members. The facilities included a new gym complete with basketball court, weight room, locker room and two saunas, as well as a theater, softball field, horse shoe pits and a picnic area. Special Services conducted an intramural softball league consisting of eight teams with each team playing 21 games. They also conducted two softball tournaments and a racquetball tournament. In addit ion, Special Services sponsored several battalion teams in softball tournament s at neighboring military installations. The gym was also used by other conunand s outside Camp Shields for a karate class (3 times a week), basketball for Kadena AFB and CFAO, and volleyball for CFAO. 4-3

18 Special Services funded two batta l ion wide parties, eight Company/ Det parties and a Navy Birthday Dinner held at t he Camp Shields Galley. In addition, Special Services coordinated with the Crow's Nest Club manager and MWR at Camp Butler to host several USO shows at Camp Shields. Thirteen tours and trips to vari ous beaches, shrines, and points of interest around the i s land were funded and coordinated by t he Special Servcies Staff. Special Services received most of i ts fund i ng through non-appropriated funds suppl i ed by Kadena MWR. Additional funds were generated by t he sale of theater concessions, battal ion memorabilia such as T-shirts, coffee mugs and ball caps, and proceeds from video games in the Camp. h. Public Affairs. The NMCB-133 Public Affairs Department pursued an aggressive program of external media r e l eases and internal colldllunications. Staff consisted of a LT with t he collateral duty of Public Affairs Officer, with two photographers and a journalist. The Photo Lab contained all necessary supplies to conduct a good public affairs program. While on deployment, the Battalion established a "hold" file for Fleet ~ Hometown News Releases. The Fleet Hometown News Release Program was very active with 76 articles released to date. In addition, the Battalion released five "hold" file stori es and sixt een other articles to various Navy publications such as Stars and St ripes, the Windjannner, the Seabee Courier, and PACFACTS, Navy Times, All Hands and the Coverall. Other major projec ts included a monthly Familygram entitled the Kangroo Kourier and the Leisure File, an inter battalion newsletter. i. Medical. The Med i cal Department was TAD to the NARMC Brach Clinic, Gulfport, f or t he homeport period. Corpsmen were assigned to the various areas within the clini c. They assisted not only with the support of NMCB-133, but the other homeport battalions as well as their dependents. The Senior Medical Representiat ive and t wo junior corpsmen manned the battalion medical offi ce for administrative purposes. The Medical Department participated in all phases of military training as required by the battalion. The department successfully completed the Ready to Deploy Inspection with a grade of sat i s factory. Upon arrival to Okinawa the Medical Advance Party moved into a recently built dispensary, officially opened for use in J anuary The building is a combination Medical/Dental facili ty wi th t he medical portion cons i sting of an emergency room, doctor's office, LCPO office, treatment room, cast-audiogram room, administrative section, pharmacy, labor atory, supply, x-ray room, duty room, and patient waiting area. The medical turnover was well organized. The entire TOA (TA-31) was unpacked, inventoried and r epacked. Liaison was made with the Naval Hospital, Camp Lester. The working relationship that resulted was of great benefi t to both commands. All major specialities located at the facilities at Kadena AFB were utilized for routine screenings while the more complex teats were done by the Camp Lester Hospital. 4-4

The availability of an audio booth and testing machine enabled the department to carry on an in depth hearing conservation program which allowed t he department to identify and send a larger number of personnel than usual to Camp Lester EENT Clinic for evaluation and treatment. Medical participated in the Battalion FEX. Medical training during the FEX consisted of basic first aid, improvising stretchers, medivac procedures and heat stress. The Air Det mounted out to Pohang, Xorea with two hospital corpsmen assi gned. General traini ng was given in the areas of veneral disease, safety and personal hygiene. The Preventive Medicine Technician made job site v i sits two or three t i mes a week in conjuction with Safety Chief visits. Veneral disease was low with a two percent infective rate being seen. Spe.cific accomplishments included: 1. Procurement of an Armed Forces Vision Testing machine. I 2. The Supply Room was provided with an air conditioner to help contr ol enviromental conditions, enhancing shelf life of TOA items. 3. The Medical Department Administrative Watch was included in the Naval Hospital CoUDI1unications System. Using a beeper, t he watch was notified of any emergency situation involving NMCB-133 personnel. 4. New treatment room shelves were built for more effici ent storage and use of supplies. 5. Plans were completed for the installation of an x-ray unit. 7. A whirlpool was ordered for use in the dispensary. On deployment to Okinawa, the Medical Department was short a Labor atory Technician Billet. The Naval Hospital sent a Second Class Laboratory Technician for two hours daily during the first four months of the deployment. The Naval Hospital from their library hospital corpsmen. Instructors. Duri ng deployment to Camp Shi e lds the Dental Department wa s staffed by one general dentist (LT) and two dental technicians. The senior dental technician was a First Class Petty Officer and was responsible for administration, pr event i ve dentistry pr ograms, and supply. The junior dental t echnician provi ded preventi ve dent i stry care and chairside assistance. All t r eatment was conducted i n a mobi le dental trai ler. Oral Surgery and Laborat ory support wa s provi ded by the Nava l Dent a l Clinic, Okinawa, the U.S. Nava l Hospital, Okinawa and t he Pacifi c Air Force 's Area Dental Laboratory at Kadena AFB. The staff spend one day per week at t he Naval Dental Clinic, Camp Butler, Okinawa. The annual recall program was complet ed i n October and led to a significant reduction i n Cl ass III and I V dental patients. Approximately 97% of all dent al care for the mai nbody pesonnel was conducted by Dental Department personnel The battalion deployed with 92% of the mainbody in Class I or II, and returned to homeport with 98% in Class I or I I. All remaining Cl a ss III patients were for f ixed prosthesis or oral surgery. One half of the medical supply stor eroom was rede signed for use as a dental clinic replacing the dental trailer. Construction is scheduled for December 1984 through June k. SAC. The NMCB-133 Substance Abuse Program was adequate for the Battalion. The SAC office was staffed by a collateral duty LT and two First Class Petty Officers as assistants. Connnand counseling was available at all times from the assistants, the Chaplain and other company level counselors. SAC and Counseling and Assistant Center (CAAC) screenings were available by appointment. The CAAC was located at Kadena Air Base and was manned by a TSGT Pressley. Special counseling sessions and level III treatment were ava i l able at the Alcohol Rehabilitation Service Center at Camp Lester Naval Hos pi t al. The ARS representatives were very helpful in obtaining bed sites for battalion members in need of level III treatment. 4-6

21 Substance abuse prevention edµcation and training was divided into supervisory training and non-supervisory training. The assistant SAC's provided the nonsupervisory training, while guest speakers from CAAC and ARS provided most supervisory training. The SAC office coordinated and verified the monthly urinalysis screening which were conducted at company level. 1. Command Career Counselor. A full time NC1(9589) and 13 formally trained company and Detail Career Counselors, plus a highly motivated retention team promoted total chain of command involvement. Our retention team was rated outstanding during the ORI by COMNAVLOGPAC career counselor, with no discrepancies. 4-7
