Deviations from these provisions shall not be made without the prior approval of the Commanding Officer, MCAS Iwakuni. 4. Summary of Revision. 10 BACHELOR HOUSING MANAGEMENT MANUAL CHAPTER 1 GENERAL INFORMATION PURPOSE. This Manual provides information for management of military bachelor housing at MCAS Iwakuni, Japan. The provisions of this Manual do not apply to the TLF. The TLF is a nonappropriated fund activity operated by the MCCS Department primarily to support transient families BACKGROUND INFORMATION. Providing adequate housing accommodations to bachelor and unaccompanied personnel is a Marine Corps objective and a supporting mission of the Air Station. These accommodations must meet basic physiological and psychological needs and provide space, privacy, and furnishings required for comfortable living. Personnel residing in bachelor housing will be provided with a well maintained, suitable, living environment. Eligible occupants will be housed on a nondiscriminatory basis and shall be provided equal housing opportunities regardless of race, color, religion, national origin, or gender. Bachelor housing policies and procedures will be in accordance with reference (a). In order to meet this obligation, the CO, MCAS Iwakuni has developed the policies and procedures contained in this Manual and will maintain control of all bachelor housing assets RESPONSIBILITIES 1. Bachelor Housing Director. The Bachelor Housing Director is responsible to the MCCS Director for the management of bachelor housing programs. The Bachelor Housing Director will also act as a special staff officer to the CO, MCAS Iwakuni concerning bachelor housing issues. The Bachelor Housing Director shall establish an organization to carry out the management of bachelor housing programs with the intent of supporting the unit commanders in maintaining the good order and discipline, health, and comfort of bachelor housing occupants. a. Overall administration of bachelor housing assets and the nonappropriated transient billeting fund. 1-3

11 1002 BACHELOR HOUSING MANAGEMENT MANUAL b. Provide continuity and stability in the management of bachelor housing. c. Provide commanders with a single point of contact and subject-matter expert for all bachelor housing related issues. d. Support of unit commanders and officers in charge in the delivery of the desired QOL for their Marines and Sailors. e. Overall management of officer and SNCO BOQ/BEQ facilities. f. Assignment of Sergeant and below BEQ facilities to unit commanders. g. Oversight of all facility related aspects of bachelor housing management. h. Preparation of bachelor housing inventory, occupancy, and usage reports. i. Ensure an appropriate IMCP for bachelor housing. j. Management of garrison property within the Bachelor Housing Division. 2. Unit Commanders and Officers in Charge. Unit commanders and officers in charge will be assigned barracks or barracks space for eligible E-5 and below personnel of their unit. These assignments will be effected to maintain unit integrity at the squadron level to the maximum extent possible. a. Make individual room assignments for bachelor and unaccompanied sergeant and below personnel of their unit and ensure only eligible personnel reside in their barracks. b. Maintain the good order and discipline, health, and comfort of their resident Marines and Sailors. c. Further standardize and specify barracks conduct at the unit level and enforce rules and regulations related to the barracks. 1-4

12 BACHELOR HOUSING MANAGEMENT MANUAL 1002 d. Ensure that assignment, occupancy, and use of barracks spaces are in accordance with the policies contained in this Manual. e. Ensure that all unit personnel in the BEQ contribute to the overall upkeep of interior and exterior common areas. f. Inspect rooms for cleanliness and habitability. g. Provide appropriate duty personnel as required. h. Report accurate usage data to the Bachelor Housing Director. i. Identify special billeting requirements and problem areas to the CO, MCAS Iwakuni and the Bachelor Housing Director. 3. Occupants. Prudent housing management involves a reasonable degree of responsibility by the occupant for the care and maintenance of assigned quarters. a. Bachelor housing occupants shall be responsible for routine housekeeping within their assigned quarters and for reporting items for repair or replacement to the appropriate bachelor housing management personnel. b. Bachelor housing occupants are liable for loss of or damage to any bachelor housing facility, equipment, or furnishings caused by abuse or negligence of the occupant or the occupant's guests. c. Bachelor housing occupants are responsible for correcting any loss or damage caused by abuse or negligence, or to reimburse the Government. d. When more than one occupant is assigned to the same quarters, the senior occupant will be held responsible for the quarters and damage to any items not specifically signed for by the other occupant. e. Officer and SNCO bachelor housing occupants are responsible for checking out with the bachelor housing office when vacating their assigned quarters. 1-5

Bachelor housing management training is required at the appropriate level for all personnel to ensure a professional and competent bachelor housing and billeting program. Formal schools, local training courses, and on the job training will be used to satisfy this requirement. Quotas for formal schools and local training courses will be requested and coordinated through the MCCS training section. The Bachelor Housing Director will establish an on-the-job training program to provide bachelor housing personnel with initial training and refresher training on a recurring basis. 1-6

15 BACHELOR HOUSING MANAGEMENT MANUAL CHAPTER 2 BACHELOR HOUSING ORGANIZATION GENERAL. The Bachelor Housing Director reports to the Director, MCCS. The structure and staffing of the Bachelor Housing Division is based upon the facilities managed, the number of permanent party and transient personnel billeted, and the mission of the Air Station ORGANIZATIONAL STRUCTURE. 16 2002 BACHELOR HOUSING MANAGEMENT MANUAL CENTRALIZED MANAGEMENT. The bachelor housing program is partially centralized. There is a centralized program for officers, civilians, SNCO's, and all transients. In this centralized mode of BOQ/BEQ management, the BOQ/BEQ managers are either military or civilian and report to the Bachelor Housing Director. Management of sergeant and below BEQ's is decentralized to unit commanders and officers in charge. In this decentralized mode, the sergeant and below BEQ manager is military and reports to his unit commander or OIC who has the delegated authority over day-to-day operation of assigned BEQ's and/or BEQ spaces. The organizational composition, personnel requirements, and responsibilities of the Bachelor Housing Division are based on this management policy TABLE OF ORGANIZATION. The table of organization is developed to provide an adequate work force to accomplish all bachelor housing functions regardless of the fund sources (APF or NAF). The Bachelor Housing Division organization has been simplified to a minimum of intermediate layers of supervision based on the scope of responsibilities assigned RESPONSIBILITIES AND FUNCTIONS. The primary responsibilities and functions of bachelor housing personnel will be in accordance with paragraph 2201 of reference (a). 2-4

18 BACHELOR HOUSING MANAGEMENT MANUAL CHAPTER 3 OCCUPANCY, DESIGNATION, AND ASSIGNMENT GENERAL MANAGEMENT POLICY. Use of bachelor housing assets will be in accordance with references (a) and (e) OCCUPANCY. The following personnel may occupy permanent bachelor quarters. 1. Active Duty Military. Assigned active duty U.S. military personnel who are unmarried or are in receipt of unaccompanied or UDP orders. Personnel living in family housing aboard the Air Station or off base and in receipt of housing allowances, are not authorized bachelor quarters. 2. Civilian. The following bachelor or unaccompanied civilians, when recruited from the U.S. with a travel agreement or from another overseas location when they were originally hired from the U.S. with a travel agreement, will be housed on a space available basis. a. DoD civilian employees. b. Contractors employed by the U.S. government when housing is provided as part of the contract. c. Nonappropriated fund civilian employees. d. Red Cross workers. e. USO executive and staff personnel. 3. Foreign Military. Foreign military personnel in approved exchange programs or with approval of the CO, MCAS Iwakuni OCCUPANCY POLICIES 1. Non-Concurrent Travel. Accompanied tour personnel who precede their families to Iwakuni may reside in bachelor quarters however, 3-3

19 3003 BACHELOR HOUSING MANAGEMENT MANUAL they must vacate bachelor quarters on arrival of their commandsponsored family members or assignment to family housing, which ever comes first. These personnel may reside in the TLF with their family while waiting for family quarters. 2. Accompanied Tour Personnel. Accompanied tour personnel residing off base or in family housing are not authorized bachelor quarters. Bachelor quarters will be assigned only when all family members permanently depart on official orders and family housing is cleared if assigned. 3. Family members are not authorized to permanently reside in bachelor quarters except in extraordinary circumstances that are specifically approved by the CO, MCAS Iwakuni. 4. Domestic Disputes. The use of bachelor quarters to separate military sponsors from their spouse during domestic disputes is not authorized. Personnel in this situation may be billeted overnight on an emergency basis as determined by PMO, Family Advocacy, or the individual s commanding officer. Transient quarters are authorized in these situations with the military member paying the standard service charge for the quarters. 5. UDP Rooms. UDP personnel may be required to vacate their quarters when deployed away from MCAS Iwakuni for an extended period of time. The requirement to vacate will be decided by the CO, MCAS Iwakuni on a case by case basis when operational commitments indicate a possible need for the quarters by other personnel. When the decision to vacate is made, temporary storage space will be provided for personal property. 6. Joint Household. Bachelor housing may not be occupied on a permanent basis by married personnel accompanied by their military spouse per reference (b) DESIGNATION. Bachelor housing assets will be designated as bachelor or transient to ensure most efficient use. Designation will be based on permanent party and transient personnel billeting requirements. E-5 and below BEQ s and BEQ spaces will be designated so as to maintain unit integrity at the squadron level. Unit integrity will also be maintained for UDP SNCO s at the squadron level. Unit integrity for UDP officers will be 3-4

20 BACHELOR HOUSING MANAGEMENT MANUAL 3003 maintained to the extent possible but will not take precedence over the minimum standards of adequacy for other officers, O-3 s, and above. Diversions of BEQ spaces or rooms are not authorized without the consent of the CO, MCAS Iwakuni. 1. Building 203. Building 203 is designated as a E-5 and below BEQ and is assigned to the CO, CSSD-36. The CO, CSSD-36 is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with current regulations. The CO, CSSD-36 is also responsible for maintaining good order and discipline in this BEQ. 2. Building 313 and 314. Buildings 313 and 314 are designated as an E-5 and below BEQ s and are assigned to the CO, HQHQRON. The CO, HQHQRON is responsible for ensuring that these facilities are properly maintained and that assignment, occupancy, and the use of these BEQ s is in accordance with current regulations. The CO, HQHQRON is also responsible for maintaining good order and discipline in these BEQ s. 3. Building 318. Building 318 is designated as a E-5 and below BEQ and is assigned to the CO, MWSS-171. The CO, MWSS-171 is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with current regulations. The CO, MWSS-171 is also responsible for maintaining good order and discipline in this BEQ. 4. Building 335. Building 335 is designated as a E-5 and below BEQ and space is assigned as follows: a. The first deck is assigned to the Station S-1 Officer for use as billeting for the Joint Reception Center. The Station S-1 Officer is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with current regulations. The Station S-1 Officer is also responsible for maintaining good order and discipline in this BEQ space. b. The second deck is assigned to Medical, Dental, and the Construction Battalion Detachment. The OIC s of Medical, Dental, and the Construction Battalion Detachment are jointly responsible for common areas and individually responsible for their personnel s living spaces. This responsibility includes ensuring 3-5

21 3003 BACHELOR HOUSING MANAGEMENT MANUAL these spaces are properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The OIC s of Medical, Dental, and the Construction Battalion Detachment are also responsible for maintaining good order and discipline in this BEQ space. c. The third deck is assigned to the CO, MWSS-171. The CO, MWSS-171 is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The CO, MWSS- 171 is also responsible for maintaining good order and discipline in this BEQ space. d. The fourth deck is assigned to the CO, MALS-12. The CO, MALS-12 is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The CO, MALS-12 is also responsible for maintaining good order and discipline in this BEQ space. 5. Building Building 1358 is designated as a E-5 and below BEQ and is assigned to the CO, MALS-12. The CO, MALS-12 is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with this Manual. The CO, MALS-12 is also responsible for maintaining good order and discipline in this BEQ. 6. Building Building 1395 is designated as a E-5 and below BEQ and is assigned as follows: a. The first deck is assigned to the CO, PSD, MAG-12. The CO, PSD is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The CO, PSD is also responsible for maintaining good order and discipline in this BEQ space. b. The second deck is assigned to the CO of the UDP Squadron assigned to this BEQ. The CO of the assigned UDP squadron is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The UDP squadron CO is also responsible for maintaining good order and discipline in this BEQ space. 3-6

22 BACHELOR HOUSING MANAGEMENT MANUAL 3003 c. The third deck is assigned as overflow BEQ space for VMFA- 212, PSD Marine Air Control Squadron 4 Detachment and UDP Squadrons as required. The CO s and OIC s of these units are jointly responsible for common areas and individually responsible for their personnel s living spaces. This responsibility includes ensuring these spaces are properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The CO s and OIC s of the assigned units are also responsible for maintaining good order and discipline in this BEQ space. d. The fourth deck is assigned to the CO, VMFA-212. The CO, VMFA-212 is responsible for ensuring that this BEQ space is properly maintained and that assignment, occupancy, and the use of this BEQ space is in accordance with this Manual. The CO, VMFA- 212 is also responsible for maintaining good order and discipline in this BEQ space. 7. Building Building 1686 is designated as an E-5 and below BEQ and is assigned to the CO of UDP Squadrons as required. The CO of the assigned UDP squadron is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with this Manual. The UDP squadron CO is also responsible for maintaining good order and discipline in this BEQ. Ch 3 8. Building Building 1687 is designated as an E-5 and below BEQ and is assigned to the CO, MAG-12. The CO, MAG-12 is responsible for maintaining good order and discipline for ensuring that the facility is properly maintained and that assignment, occupancy and use is in accordance with this Manual. 9. Building 204. Building 204 is designated as an E-5 and below transient BEQ. This BEQ may be used for VMA or VMAQ UDP units if required. This BEQ is managed by the bachelor housing office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and use of this BEQ is in accordance with this Manual. 3-7

23 3003 BACHELOR HOUSING MANAGEMENT MANUAL The CO of an assigned unit is responsible for maintaining good order and discipline in this BEQ during the unit s occupancy. 10. Building 330. Building 330 is designated as a SNCO BEQ. This BEQ will be used for permanent party SNCO s and Navy equivalent personnel from HQHQRON, MWSS-171, CSSD-36, Medical and Dental. Other permanent party SNCO s that desire to reside in this BEQ will be assigned if their primary place of duty is on the south side of the Air Station and space is available. One-half of the first deck will be use for transient SNCO s. This BEQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with this Manual. The CO s or OIC s of the individual occupants are responsible for maintaining good order and discipline within the individual living spaces of their personnel. 11. Building Building 1368 is designated as a SNCO BEQ. This BEQ will be used for permanent party SNCO s from MAG-12 and transient SNCO s. Other permanent party SNCO s that desire to reside in this BEQ will be assigned if their primary place of duty is on the north side of the Air Station and space is available. One-half of the first deck will be used for the MGySgt house. Issues pertaining to the MGySgt house will be coordinated with the house manager. This BEQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with this Manual. The CO s or OIC s of the individual occupants are responsible for maintaining good order and discipline within the individual living spaces of their personnel. 12. Building Building 1388 is designated as a SNCO BEQ. This BEQ will be used for UDP SNCO s. One-half of the first deck will be used for the SgtMaj house. Issues pertaining to the SgtMaj house will be coordinated with the house manager or the Station Sergeant Major. This BEQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BEQ is in accordance with this Manual. Individual occupants are responsible for maintaining good order and discipline within their assigned living spaces. 3-8

24 BACHELOR HOUSING MANAGEMENT MANUAL Buildings 1190 and Buildings 1190 and 1192 are designated as UDP officers quarters. These BOQ s are managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that these facilities are properly maintained and that assignment, occupancy, and the use of these BOQ s is in accordance with this Manual. Individual occupants are responsible for maintaining good order and discipline within their assigned living spaces. 14. Building 1191 and Buildings 1191 and 1193 are designated as permanent party officer and civilian quarters. These BOQ s are managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that these facilities are properly maintained and that assignment, occupancy, and the use of these BOQ s is in accordance with this Manual. Individual occupants are responsible for maintaining good order and discipline within their assigned living spaces. 15. Building Building 1189 is designated as a UDP and transient officers quarters. UDP officers in the grade of WO or CWO2 will be assigned to this BOQ when space is not available in BOQ 1190 or This BOQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BOQ is in accordance with this Manual. Individual occupants are responsible for maintaining good order and discipline within their assigned living spaces. 16. Building 606 (Kintai Inn). The Kintai Inn is designated as transient officers quarters. This BOQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible for ensuring that this facility is properly maintained and that assignment, occupancy, and the use of this BOQ is in accordance with this Manual. The Station Protocol Officer will make assignments to rooms designated as VIP. PCS personnel will not be assigned to transient facilities unless the TLF is full or the CO, MCAS Iwakuni has approved an exception. 17. Building 511 (Shogun House). The Shogun House is designated as distinguished guest quarters and assignments are made by the Station Protocol Officer. This BOQ is managed by the Bachelor Housing Office and the Bachelor Housing Director is responsible 3-9

Priority of Assignment a. Personnel who must occupy quarters for reasons of military necessity. b. Permanent party military bachelor personnel not drawing BAH. c. Personnel serving family members-restricted or all-other tours of duty. d. Other eligible PCS permanent party military personnel. e. Eligible DoD civilians. f. Eligible non DoD government civilians. g. All other eligible personnel. 2. Room Assignments a. Where possible, room assignments will be made to provide like accommodations for like grades. Best occupancy of bachelor quarters by authorized personnel will be maintained per reference (a) which specifically addresses the minimum standards of space and adequacy for all grades. b. CO s and OIC s will make room assignments for their E-5 and below personnel. (1) Room assignments are intended to be for the duration of the Marine s and Sailor s tour at MCAS Iwakuni. (2) Room assignments will not be changed without the approval of the Marine s or Sailor s chain of command. (3) E-5 s will be assigned one to a room. 3-10

26 BACHELOR HOUSING MANAGEMENT MANUAL 3005 (4) E-4 s and below will be assigned two to a room. (5) NCO s will not be assigned rooms with E-3 s and below personnel. (6) The practice of designating separate areas or blocks of rooms for females will be avoided to the maximum extent possible. (7) All occupants of a room will be of the same sex and where two room modules have a shared bath (BEQ s 335, 318, 1358 and 1395) all occupants of the two room module will be of the same sex. (8) In BEQ s that have central bath/toilet facilities (BEQ s 1686 and 1687), males and females will be isolated by wing or deck so that they are not required to traverse the same common areas or passageways enroute to and from their bath/toilet facilities. (9) Establishment of member married to member joint households is not authorized in bachelor quarters ESTABLISHING OFF-STATION RESIDENCE Ch 4 1. Approval. Requests to establish a residence off-station shall be forwarded to the Station S-4 Officer via the member s chain of command. 2. Pregnant Marines. Pregnant Marines will be authorized to establish off-station quarters at their request after the 20th week of pregnancy. Prior to the 20th week of pregnancy approval rests with the CO, MCAS Iwakuni. Pregnant servicemembers may reside in the BEQ until delivery; however, they are encouraged to arrange for where they will reside after delivery as early as possible during the pregnancy. 3. Government Quarters. Personnel who receive authorization to reside in private quarters off-station with allowances are not authorized government quarters. They are required to vacate their government quarters and must check out with the Bachelor Housing Office. 3-11

27 3006 BACHELOR HOUSING MANAGEMENT MANUAL CHECK IN/OUT PROCEDURES 1. General. All personnel except permanent party and UDP E-5 s and below are required to check-in and out at the Bachelor Housing Office (Kintai Inn, building #606). Identification and orders are required. All unit commanders are required to ensure that their personnel residing in officer or SNCO bachelor quarters check-out with bachelor housing. 2. Garrison Property. The Bachelor Housing Office will maintain an inventory of government property for each BOQ/BEQ room. The occupant will sign the itemized inventory of government property within their quarters and take full responsibility for this property. The property will be inventoried by the building manager prior to check-out and the occupant will be held responsible for missing or damaged property. MLSR property reports will be submitted in accordance with reference (g). 3. Housekeeping. Permanent party personnel are required to clean their assigned bachelor quarters prior to departure. a. Officers, Civilian, and SNCO's. Rooms will be inspected for cleanliness by the building manager prior to check-out. An appointment for the inspection must be made with the building manager. Inspections must be conducted far enough in advance to allow time to correct discrepancies. Failure to comply with established cleaning requirements will result in the current cleaning fee being charged to the individual. b. E-5 s and Below. Unit commanders and OIC s are responsible to ensure their E-5 and below personnel clean their quarters prior to departure NON-AVAILABILITY. A non-availability endorsement will be stamped on the individual s orders by the Bachelor Housing desk clerk or duty manager when adequate quarters are not available for occupancy OCCUPANT LIABILITY. Occupants of Bachelor Housing facilities will be held liable for loss or damage of government property or furnishings when it is determined that the loss or damage was due to abuse or negligence by the occupant or the occupant s guest. 3-12

28 BACHELOR HOUSING MANAGEMENT MANUAL INSPECTIONS. The CO, MCAS Iwakuni has the responsibility to ensure that assigned living spaces are properly maintained and cleaned, that personnel are properly housed, and that bachelor quarters provide a safe and secure place to live. To meet these obligations, periodic inspections of bachelor quarters must be conducted. 1. CO, MCAS Iwakuni. Periodic inspections by the Air Station Commanding Officer or his designated representative are conducted in accordance with reference (a). 2. Commanding Officers and Officers in Charge. CO s and OIC s will establish inspection programs for bachelor quarters assigned to their personnel. 3. Other Authorized Personnel. Brief and informal inspections of bachelor quarters may be made periodically by authorized personnel to inspect structural and utility components, serviceability of furnishings, and to ensure that fire and safety hazards do not exist. Required inspections will be coordinated in advance with respective unit representatives and/or occupants. 3-13

30 BACHELOR HOUSING MANAGEMENT MANUAL CHAPTER 4 POLICIES AND GUIDELINES GENERAL. The following policies and guidelines pertaining to specific quality of life issues are provided to assist unit commanders and OIC s in maintaining good order and discipline within bachelor housing facilities. Unit commanders and OIC s will develop their own policies and regulations for their assigned E-5 and below BEQ s and/or BEQ spaces. These policies and regulations will serve the units unique attributes and will be consistent with the guidelines contained herein and in reference (d) ALCOHOL. Use of alcoholic beverages on military installations must be consistent with the overriding need for military readiness, discipline, and community safety. Responsible alcohol consumption for those Marines and Sailors who are of the legal drinking age is permitted in bachelor quarters. Commanders, however, can and should sanction individual Marines, if their behavior warrants. Bachelor quarters occupants will be permitted to possess amounts of alcoholic beverages to allow for sensible personal consumption. It is the duty of residents who legally possessing alcohol to ensure that no underage personnel consume alcohol. Specific alcohol regulations for MCAS Iwakuni are contained in reference (i) SMOKING. Smoking is not permitted in bachelor housing facilities. Common areas in bachelor housing facilities will not be designated as smoking areas. Unit commanders, OIC s and the Bachelor Housing Director will designate outdoor smoking areas for their assigned facilities. These designated smoking areas will not be located in areas commonly used by non-smokers and not in the immediate vicinity of supply air intakes or building entry ways/egresses VISITATION. To ensure maximum safety, privacy, and security in bachelor housing areas, entry into bachelor housing facilities is limited to the occupants of the particular facility, guests of occupants of that facility when escorted by the occupant 4-3

31 4003 BACHELOR HOUSING MANAGEMENT MANUAL and personnel on official business (i.e., unit leadership, BEQ management, maintenance workers, etc.). Occupants are directly responsible for the safety and conduct of their guests and will be held accountable for any misconduct by their guests. Occupants are required to be physically present with their guests at all times within the facility and are responsible for ensuring guest visitations are kept within proper standards of Marine Corps core values and are not disruptive to other occupants or activities. Ch 2 1. Spouse Visitation. Unaccompanied permanent party and UDP married personnel are authorized visitation by their legal spouse. Personnel who do not have a single occupancy room with a private bath must request to move into a private room during their spouse s stay if available. This will only be on a space available basis as determined by the Bachelor Housing Director. Permission for spouse visitation will only be granted for personnel who will be in a single occupancy room with a private bath during their spouse s stay. Requests must be submitted in standard naval letter format to the Bachelor Housing Director using the member's chain of command. The request must state the exact dates of arrival and departure of the spouse. Visitation may be granted up to 30 days per year. Spouses authorized for visits must register at the Bachelor Housing Office in bldg 606 upon arrival. An additional service charge will apply if the occupant has maid service. No children, other relatives, or guests are allowed to stay overnight in any bachelor quarters. 2. E-5 and Below BEQ s. CO s and OIC s are responsible for enforcing all visitation regulations within assigned E-5 and below BEQ s and/or BEQ spaces. They will ensure that a guest log, specifically formatted for monitoring guests, is maintained. Visitations will be closely monitored by frequent tours through the BEQ s or BEQ spaces and immediate involvement when there are indicators of potential problems. CO s and OIC s will ensure appropriate authority is delegated to require an occupant to remove their guests from the BEQ in order to maintain good order and discipline. All occupants are required to enforce these controls and to question all suspect persons in their BEQ s. Suspected unauthorized personnel are to be reported to the duty NCO or other competent authority immediately. BEQ residents will be permitted to host visitors from noon to 2200 on weekends and holidays. Visitation hours on normal duty days will commence at liberty call but never before 1200, expiring at When quarters are shared, the roommate has the authority to request guests to leave the room at anytime. Sexual 4-4 Ch 1

32 BACHELOR HOUSING MANAGEMENT MANUAL 4007 activity of any kind is strictly prohibited in the BEQ. Nonmilitary guests, to include family members, under the age of 18 will not be allowed in the BEQ. All guests must provide a form of positive identification with age or date of birth. Military guests must present their Armed Forces Identifications Cards. a. E-5 s and E-4 s. All noncommissioned officer occupants are required to register their guests with the duty NCO and to sign them out when they leave the BEQ. These NCO s have the privilege of using their rooms for guest visitations by nonmilitary guests of the opposite gender. Along with this privilege, the occupant is responsible for ensuring the conduct of the guest and the occupant is in keeping with the high standards of behavior and morality expected of those in our ranks. These NCO s will be particularly vigilant to ensure that E-3 and below personnel are not present in their room while nonmilitary guests of the opposite gender are visiting. b. E-3 and below. All E-3 and below occupants are required to register their guests with the duty NCO and to sign them our when they leave the BEQ. Nonmilitary guests of the opposite gender are not permitted in the room of E-3 and below personnel. Unit commanders and OIC s will designate common areas for E-3 and below personnel to use for these nonmilitary guests NOISE. Courtesy and common sense rule on this issue. Loud noise (which can be heard outside of a room with the door closed) is prohibited. Station regulations regarding noise discipline will be adhered to at all times. Occupants will ask others to respect the noise control standards; and if asked, occupants will be cooperative. In the area outside/adjacent to the BOQ/BEQ, occupants will adhere to established installation noise restrictions GAMBLING. Gambling is NOT permitted in BEQ s or BEQ spaces at any time PETS. Pets are NOT allowed in bachelor quarters, to include any aquariums, terrariums, or caged animals. 4-5

33 4008 BACHELOR HOUSING MANAGEMENT MANUAL WEAPONS. Firearms, explosives, ammunition, pyrotechnics, and marshal arts weapons are NOT allowed in bachelor quarters. Arrangements should be made to store weapons that are legal to possess in the Station Armory or other authorized weapons storage facility BICYCLES. Bicycles racks are provided at each bachelor housing facility. Bicycles taken inside BOQ or BEQ rooms will be stored in a manner so they do not impede exit from the room in an emergency. Care will be taken to ensure interior walls and doorways are not damaged when carrying bicycles in or out of the facility, especially when carrying them up or down stairwells. Bicycles will not be stored in any common area of bachelor housing facilities. Bicycles are not permitted inside transient quarters because of the potential for damage to furniture SECURITY. Basic requirements to be satisfied are that every occupant living in bachelor quarters can lock their door, and have a means of securing items within the room (locking wall lockers, secretaries, etc.). Occupants living in bachelor quarters that do not satisfy these requirements will immediately inform the BOQ/BEQ manager through their chain of command SAFETY 1. Occupants of bachelor housing are responsible for the safety conditions of their assigned rooms. Occupants should constantly be on alert for hazardous conditions and take immediate action to correct those within their capability. A condition beyond the occupant's capability to correct should be immediately reported to the building manager or Bachelor Housing Office. CO s and OIC s are responsible for ensuring proper safety conditions in all assigned BEQ s and/or BEQ spaces. 2. To assist in maintaining quarters in a safe condition, representatives of the Structural Fire Division and/or Station Safety Center will conduct BOQ/BEQ inspections periodically. Discrepancies noted during inspections will be reported to the CO, MCAS Iwakuni. The following specific safety policies apply to Bachelor Housing facilities. 4-6

34 BACHELOR HOUSING MANAGEMENT MANUAL 4013 a. Tampering with, or misuse of fire fighting equipment, smoke alarms, or fire alarm systems is prohibited. b. Fire works, candles, incense, smoldering, or odor producing substances and open flames are prohibited. c. Overloading of electrical circuits is prohibited. Extension cords are discouraged and should be used only when absolutely necessary. Electrical extensions should be replaced when worn or frayed and should not be placed under rugs, through doorways or windows, or attached to pipes or other fixtures. d. Hallways and stairwells will be kept clear at all times. Personal gear, debris, obstructions, and any items that impede personnel egress will be removed immediately THEFT. Theft of personal or government property is against the law, is contrary to our core values, and will not be tolerated. Report thefts of personal or government property to the appropriate authority TELEPHONES. Private telephones are permitted in all bachelor quarters. Phone service is provided by the Station Telephone Office in transient quarters except for UDP rooms. Permanent party and UDP personnel must acquire their own telephone service through the Station Telephone Office. Some facilities do not have enough cable pairs to support telephones in every room. Telephone service will be on a first come-first served basis in these facilities. Public telephones must be operational, accessible, and adequately support the Bachelor Housing community. The allowance of personal phones in BEQ rooms has decreased the demand for public phones; however, this does not provide an excuse for inadequate numbers of working public phones. Occupants and their guests will take care to avoid damaging public phones in any way. Request additional public phones through the BOQ/BEQ manager or the Bachelor Housing Office. Report non-working public phones to the BOQ/BEQ manager or to the Services Branch of MCCS WASHERS AND DRYERS. Occupants will use these facilities only for their intended use (personal clothing and uniforms). Washing and/or drying of shoes, combat boots, or 782 gear does not constitute proper usage, and is prohibited. 4-7

35 4014 BACHELOR HOUSING MANAGEMENT MANUAL STORAGE. Effective use of storage space is critical as often times there is not enough space to satisfy each occupant. The available storage in the BOQ s and BEQ s is only sufficient for luggage and similar items. Personnel with extensive storage requirements need to rent commercial storage space. BOQ/BEQ building managers will control storage spaces. Available storage space will be on a first come-first served basis. The building manager will tag all storage items with the occupant s name and room number. The building manager will also maintain a log book for all storage items ensuring that items are logged in and out. Unoccupied bachelor quarters will not be used for storage CLEANING AND FIELD DAYS. Rooms and common areas will be kept clean and orderly. Common areas in officer and SNCO facilities are cleaned by contracted personnel; however, occupants are responsible to clean up after themselves as required. All occupants are responsible to maintain their individual living spaces. The following policies pertain to E-5 and below BEQ s. 1. Daily Housekeeping Tasks a. Empty trash receptacles. b. Sweep decks. c. Make racks. d. Stow dirty equipment and clothes. e. Police call around the BEQ. 2. Weekly Housekeeping Tasks a. Mop decks/vacuum carpets. b. Dust room. c. Clean windows and mirrors. d. Clean head and shower. e. Clean refrigerator inside and out. 4-8

36 BACHELOR HOUSING MANAGEMENT MANUAL Common Areas. It is each occupant s responsibility to clean up after themselves in the common areas. Occupants are expected to apply common courtesy and common sense to all situations relating to BEQ cleanliness and sanitation. 4. Field Days. Field days will be conducted on a weekly basis to ensure that health and welfare standards are being achieved. Field days will include BEQ common areas, in addition to the occupant s individual living space PARKING. There is considered to be ample parking in the vicinity of all BOQ s and BEQ s. Personnel using these areas are responsible to maintain them in a good state of police VEHICLE MAINTENANCE. Vehicle maintenance will not be conducted in the parking area of BOQ s or BEQ s. The Air Station Auto Hobby Shop is provided for this purpose TRASH RECEPTACLES. Trash receptacles in and around the BOQ s and BEQ s are for household trash only. Trash will be segregated in accordance with established station procedures. 4-9

PSE consists of furniture, furnishings, and equipment for bachelor quarters and will be managed in accordance with reference (c) DEFINITIONS 1. Furniture. Furniture consists of movable articles normally associated with occupancy of living quarters and lounges. Examples of these household type furniture articles are chairs, sofas, tables, beds, wardrobes, and chests. 2. Furnishings. Furnishings are items necessary to provide a reasonable degree of livability in personnel quarters. Household furnishings supplement household furniture and add to the comfort or use of the room or space assigned. Household furnishings include item such as lamps, mirrors, rugs, shower curtains, and bedspreads. Furnishings do not include household goods such as bed and bath linens, cutlery, silverware, dishes, and kitchen utensils. 3. Equipment. Equipment includes general use items such as clothes washers and dryers, refrigerators, cooking ranges, vacuum cleaners, floor polisher/buffers, and ice machines GOVERNMENT PROVIDED PERSONNEL SUPPORT EQUIPMENT 1. Whole Room Concept. The Marine Corps has adopted a whole room concept with regard to furnishing bachelor quarters. Instead of acquiring items piecemeal, room furniture for permanent party and transient personnel will be procured in packages for a room. This ensures that residents have matching furniture and that furniture is replaced on a regular basis. Whenever possible, input from occupants will be considered when purchasing government furniture for sleeping rooms and common areas. The goal is to replace the furniture every 7 years and not to exceed 10 years. 5-3
