Execution a. Commander's Intent and Concept of Operations (1) Commander's Intent. Commanders, Assistant Chiefs of Staff, Special Staff Officers, and Officers In Charge will ensure alcoholic beverage controls are practiced in accordance with this Order and the references; and that controls reflect command presence and influence of leadership. (2) Concept of Operations. Alcoholic beverage possession and consumption is authorized for individuals 21 years of age or older with the exception of special circumstances cited in paragraph 4c(1). b. (d) Single Marine Program Activities 1. Unauthorized Possession and Consumption. The Zone is an alcohol free facility. On trips and activities away from the Zone, no alcohol is to be consumed by anyone under the age of 21. No alcohol is to be consumed in any vehicle used for transportation in conjunction with the SMP. 2. Authorized Consumption. If of legal age, an SMP participant may drink responsibly at the final destination of the SMP trip, unless the final destination is alcohol free. 3. Controls for Consumption. An SMP participant who provides alcohol to an underage participant, drinks underage, drinks excessively or irresponsibly will be reported to their unit Sergeant Major or other individual designated by the commanding officer, for appropriate action. If the SMP event takes place aboard the Combat Center, and an alcohol incident takes place, the incident will be reported to the provost marshal's office. c. Coordinating Instructions (1) The Commanding General, MAGTFTC, MCAGCC, may waive the age 21 requirement but not below 18 years of age. The Commanding General will determine that the exemption is justified by special c i rcumstance as outlined in reference (a). (2) All personnel are required to report unauthorized consumption of alcoholic beverages by personnel under age 21 to their chain of command. Any person who provides an alcoholic beverage to a person they know, or should reasonably know, is under age 21 is subject to prosecution under applicable state or military law. 2

(a) Possession and Consumption 1. Military and civilian personnel are not authorized to consume alcoholic beverages while in a duty status (working). Military personnel will not consume alcoholic beverages within eight hours of assuming duty. Hail and Farewell parties and receptions following ceremonies, should be appropriately scheduled at times to coincide with the end of working hours if alcoholic beverages will be consumed. 2. Alcoholic beverages are authorized for private consumption and possession in family housing, bachelor officer quarters (BOQ), staff noncommissioned officer (SNCO) quarters, t he temporary lodging facility (TLF), and for public consumption at the officer/snco club pool and Desert Winds Golf Course, when purchased and dispensed from the officers/ SNCO snack bar and Desert Winds Golf Course pro shop, respectively. 3. Alcoholic beverages are authorized in the BEQ in accordance with reference (d) and unit BEQ standard operating procedures. 4. Alcoholic beverages are not allowed on any range or range complex [reference (f)), at organized athletic contests, Camp Wilson, unit and private functions at installation faciliti es and fields without prior coordination with the Combat Center Chief of Staff. (b) Sales of Alcoholic Beverages 1. MCCS is the only authorized organization to sell packaged alcoholic beverages aboard MAGTFTC, MCAGCC, per reference (a). Sale of alcoholic beverages by the drink is authorized at designated MCCS facilities when approved by the Commanding General, and at restaurants contracted to operate on the installation, similarly when approved by the Commanding General. 2. In conjunction with special occasi ons and when authorized by the Commanding General, messhall facilities may serve or sell alcoholic beverage for consumption on the premises only. The Commanding General may waive or designate other areas for the occasional sale, possession, or consumption of alcohol beverages in accordance with references (a), (b), (c), and (e). 3. Individuals under 21 years of age will not be employed aboard MCAGCC as a bartender, cocktail waitress, bar back, or in any other capacity which solely involves the selling or dispensing of alcohol. Facilities primarily designed for the sale and service of food consumption on the premises may employ persons 18 to 21 years to serve alcoholic beverages in the bona fide food serving area(s) only per references (a), (c) and (e). 4. In retail stores, individuals 18 years of age or older may sell alcoholic beverages for off- premise consumption provided such transactions are supervised by someone 21 year s of age or older. Retail stores include the Main Exchange, the Ocotillo Exchange, and Marine Mart. 3

Beer and wine sales are for on-premise consumption only, in designated customer areas at the Camp Wilson Warrior Club with permission from the Commanding General, at the bowling center snack bar, and restaurants contracted to operate on the installation with permission from the Commanding General. 6. Alcoholic beverages will not be served to any personnel, military or civilian, prior to 1630 Monday-Friday in all facilities aboard the Combat Center, unless coordinated with the Combat Center Chief of Staff. The Commanding General's authorized holiday or special liberty periods may modify these hours. 7. Alcoholic beverages may be sold at special events, messhalls, and other approved locations for on-premise consumption only with prior coordination with the Combat Center Chief of Staff. Special events must be designated by commanding officers (unit events) or the Commanding General (base- wide events). (4) Forms.
