What a great Fall day for a Texas football game and a Reunion! The business meeting was well attended and remarkable for the attendance of the only father son alumni pair in the country, Clint(66) and Chad(97) Coneway (we are making the claim, the challengers will have to put up or shut up!). Clint is a retired Captain (now an NJROTC instructor) who was fortunate to have had several commands including the nuclear powered cruiser Truxtun. His son, Chad, is working his way up and was recently serving in Valley Forge. Alum Jack Ritter (55) received the Alumni of the Year award for leading the foundation fund raising over the $100,000 mark by pledging $10,000 on his own. His leadership has been instrumental in allowing the association to grant scholarships and awards to the midshipman each year. Three of the students who received financial awards(mid'n 2/C Bettina Luis, Mid'n 3/C Karen Steinbock, and Sgt. Seth Goldstein) were present and received their scholarships from President Bill Docekal. Fred Moon (70) was elected to the Board of Directors, replacing Ken Fletcher. The rest of the Alumni organization remained as before (see listing to the left). Everyone enjoyed Bob Gartner's (66) traditional 6 foot long hogie and refreshments and then headed over to the Royal-Memorial Stadium for the expected great dust-up between the Longhorns and the Cornhuskers. Of course, Texas beat Nebraska But we all expected that! That evening, under a beautiful Texas sky at Camp Mabry, about 60 Alums and guests enjoyed some great BBQ thanks to the hard work of Max Miller (57). Everyone agreed that it had been a great day and all looked forward to next year's Reunion. 2 Page 2 President's Corner The 1999 reunion was another success, with the Texas victory over Nebraska, the excellent catered food, the great location at Camp Mabry, the mild weather, and the fellowship visiting with all of the alumni. I want to thank all who attended, and especially those who worked to make it happen. A special event that I enjoyed was the World War II alumni dinner held at the Austin Country Club Friday night. Joe H. Smith and Kirk Cansler are instrumental in planning the cocktail and dinner party. Sue and John Cipparone and Barbara and I attended, and we really enjoyed the evening. We want to invite all alumni to this event on the Friday night of future reunion weekends. Our foundation trustee chairman Weldon Koenig reported to those attending the reunion business meeting that our foundation exceeded $ 100,000 for the first time. Weldon officially reported to the board of directors at the 29 Jan board meeting that the foundation account was $105,314. He expressed a Special Thank You to Jack Ritter for providing a $10, contribution. With the Trust Fund Goal of $100, having been reached, it is important to be able to increase our support to the midshipmen. The annual funding level of our Alumni Association has been about $5, in recent years, and we hope to increase this level and continue to grow the foundation at the same time. LT. Coley Chappell has redesigned the Foundation Trust Fund Contributor's Wall Boards in the RAS 3rd deck Wardroom area. All of you are invited to view the excellent job Coley has done on the Contributor's Wall Boards during your next visit to the campus. Lack of space has required us to decommission donor levels less man $500. The larger brass plates with contributor names and amounts on them had been replaced with smaller name plates. I am planning on return ing the larger brass plates to the original donors expressing Thanks and Appreciation for their contribution and the offer of an opportunity to in crease their contribution to a higher donor level. All Contributors to the Trust Fund should note that we will respect the wishes of those who wish to remain anonymous. This year's reunion is scheduled for 21 October 2000 (Texas vs Mis souri Football Game). We are expecting a great turnout. (This is the al ternate year for the K.J. Moore contingent to attend). Max Miller has al ready reserved the pavilion at Camp Mabry. Joe H. Smith said that the World War II Veterans Reunion had arrangements with the Red Lion Hotel in Austin, and that all Alumni were welcome to make reserva tions. All Alumni were also invited to the World War II Veterans din ner party at the Austin Country Club on Friday, 20 October 2000 ($40.00 per person, pre-paid). Gary Schoen is arranging for optional activities that might be of interest, including a UT Tower Tour and a Campus Tour. WE WANT TO SEE ALL OF YOU AT THE REUN ION. Warmest regards, Bill Docekal, 1965 President NROTC Alumni Foundation PNS RETIREMENT Colonel Cipparone entered the Marine Corps on 14 February 1971 and was commis sioned in May Following his designation as a Naval Aviator in December 1972, First Lieuten ant Cipparone reported to HMT-204 at MCAS New River and was subsequently assigned to HMH-461. In October 1973, First Lieutenant Cippar one transferred to the 1st Marine Brigade in Ha waii. As a member of HMH-463, he served aboard the USS Hancock. Following his promotion, Cap tain Cipparone served as the Air Officer for 3rd Battalion, 33rd Marines and returned to HMH-463 until his transfer in June Reporting to the 1 st Marine Aircraft Wing, Captain Cipparone functioned as the Admin and NATOPS Officer with HMH-462 through June Selected to attend the Amphibious Warfare School in Quantico, VA, he graduated in June Ordered to Marine Air Group 42 in Ala meda. CA, Captain Cipparone coordinated the re serve training of HMH Transferred to MAWTS-1 in 1982, Major Cipparone headed the CH53D/E shop until his assignment to Command and Staff College in Quantico in June Upon graduation, Major Cipparone became the Execu tive Officer of HMH-36I in July of He as sumed command of the squadron in August 1987 and was subsequently promoted to Lieutenant Colonel. Following his command, Lieutenant Colonel Cipparone was assigned to the 1st Marine Aircraft Wing as the Assistant Plans Officer until his transfer in June Lieutenant Colonel Cip parone then graduated from the Naval War Col lege in June He was subsequently assigned to HQMC where he was the CH-53 Requirements Officer and Assault Support Coordinator within the Department of Aviation. Ordered to the faculty at the National War College m 1992, he was promoted to his cur rent rank and assumed the responsibilities as the CMC Chair in January 1993 until his transfer in (Continued on page 8)

4 Page 4 Colonel Leads Warfighter School Col Cipparone was Commanding Officer CORTRAMID EAST, USMC Component during the summer of As the new 3/C Midshipmen were being introduced to various branches of the Navy - to include Air, Surface and Submarine units - they would also spend a week with the other Sea Service: the United States Marine Corps. During Marine week, the students were introduced to variety of USMC operations, tac tics, conditioning and training. They were exposed to helicopter operations, amphibi ous assaults (via Mike boats) and fired a number of small arms. Most of you can recall your 3/C cruise, some parts with more fondness than others. Thirty plus years ago, it consisted of a month at NAS Corpus learning to fly (sort of), and then being transported by "Tree-Top Airways" to the Coronado Amphib Base for a month of Marine/amphibious warfare training. Who could ever forget several nights in the boondocks at Camp Pendleton trying to survive firefights with regular Marines. The Mids were indeed fortunate to have the Colonel's guiding hand at the tiller as they made their way through the rigors of last summer's training. Please take note of the contribution and information update pages (pages 5 and 6). It has become increasingly clear that we have lost many good Midshipmen because of financial difficulties. In fact, a number of them have been lured away from our NROTC program by higher financial assistance at other universities' NROTC programs. Looking for something Spectacular to do during the weekend of We have an alumnus who has been named the Commander, Naval October 21st and the Annual NROTC Reunion? The University Special Warfare Group ONE. He is Bill McCraven class of of Texas-Austin Tower has been reopened to the public. The Fall tour schedule (of the real Adams, DFW Regional Director thing) is currently being evaluated, however the tours are nor mally scheduled for Saturdays and Sundays. Individual advance reservations ($3.00 per person) are required. The NROTC Reun ion 2000 Committee will make special arrangements and ad vance reservations for UT-Austin Tower Tours on October 21 and 22,2000 if NROTC Alumnus and family members would like to participate. There are a LIMITED number of spaces available for each tour time, i.e. 24 individuals per each tour. Tours are conducted only once each hour. He also joined our Alumni ranks before departing! His bio. follows: Rear Admiral Steve Smith is from Brielle, New Jersey. He com pleted four years of Army ROTC and graduated from Valley Forge Military Academy in Attending the University of Texas at Austin on a Navy ROTC scholarship, he graduated in 1969 with a Bachelors degree in Industrial Management. Early assignments included USS UHLMANN (DD 687), Boat Support Unit ONE/Coastal River Squadron ONE. USS DALE (CG 19), USS CLAUDE V RICKETTS (DDG 5) and the Staff of Com mander Destroyer Squadron THIRTY-ONE. While assigned to Boat Support Unit ONE he served in the Mekong Delta area of Vietnam with the Naval Special Warfare Group as a SEAL Team Boat Detachment Officer in Charge. Rear Admiral Smith was Executive Officer of USS HORNE (CG 30), and commanded USS CHANDLER (DDG 996). While in command of CHANDLER he was an EARNEST WILL Convoy Commander and Sector Anti-Air Warfare Commander in the Ara bian Gulf during the height of the "Tanker Wars". He commanded the AEGIS cruiser USS MOBILE BAY (CO S3), homeported in Yokosuka, Japan from 1992 to 1994 and was the Anti-Air War fare Commander for the USS INDEPENDENCE Battle Group. During his command MOBILE BAY earned the Battle Efficiency Award and Commander SEVENTH Fleet Anti-Air and Anti- Surface Warfare Awards. MOBILE BAY was also awarded a Meritorious Unit Citation for putting out a large container ship fire on a U.S. merchant ship in the harbor of Pusan, Korea. He has done graduate work toward a Master's degree in World Politics at Catholic University in Washington, D.C. and holds a Master's degree in National Security Affairs and Strategic Studies from the Naval War College in Newport, Rhode Island His paper, "Naval Operations in the Third World," earned first honorable mention in the 1991 Naval War College annual essay competition. In shore assignments, Rear Admiral Smith has served as a LCDR Assignment Officer, Assistant CAPT Assignment Officer, Head of Surface Warfare Officer Training and Professional Develop ment on the staff of the DCNO (Surface Warfare), Instructor at Tactical Training Group Pacific, Assistant Chief of Staff for Man power and Personnel (N-i) on the Staff of the Commander in Chief Pacific Fleet, and Executive Assistant to the Chief of Na val Personnel. He was the Senior Military Assistant to the Under Secretary of Defense for Personnel and Readiness, and as Flag Officer served as Assistant to the Under Secretary of Defense for Policy and Assistant Deputy Chief of Naval Operations for Plans, Policy, and Operations. NROTC Alumni Foundation (Continued from page 7) of Amphibious Group THREE in January Rear Admiral Smith has been awarded the Defense Distinguished Service Medal, the Defense Superior Service Medal, three Legions of Merit, two Bronze Stars (with combat "V'), two Meritorious Service Medals, three Navy Commendation Medals, the Combat Action Ribbon, and various Campaign/Service Medals and unit awards. (Continuedfrom page 2) July Colonel Cipparone assumed command of Security Battalion, August Colonel Cipparone graduated from Lemoyne College in Syracuse, NY, in June, 1970 with a B.A. degree in History. In May, 1976 he received an M.A. degree in Guidance and Counseling from the University of Northern Colorado. Colonel Cip parone's personal decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal, the Air Medal with Combat "V" and the Navy Comm. Medal. Colonel Cipparone is married to the former Sue Pudney of Syracuse, N. Y. They have four children, Cristine, Kelly, Chad, and Valerie. Colonel Cipparone's tenure as UT NROTC Professor of Naval Science concludes in July. His Change of Command is currently scheduled for July 28th, 2000, with retirement from the service in October Rumor has it that a relief is inbound, presumably a Navy Captain. Whoever the person is, anyone taking his place will be hard pressed to match his record of accomplishment.
