And we at OSSC, after 5 years since its establishment, are proud to provide firefighting and security services which are rated as our top priority since our launch. We are, also, proud to provide trained calibers capable of such responsibility in addition to structuring a specialized force in industrial security and a coastal force considered first of its kind in the gulf region along with the trace force. And since the count of our Kuwaiti firefighters and security men is around 1400, holding full time jobs at OSSC and spread across other subsidiaries as per their needs, this is considered a great achievement on its own. Furthermore, we are very proud to have a full batch of 10 firefighting trainers, who have received training skills in England avoiding us to send our trainees abroad or even to use foreign trainers in the field of firefighting saving us huge costs and expenses. Thank God, the level of skills of our firefighters at OSSC have been commended by trainers and institutes in Britain not just on the scale of Kuwait but on that of the GCC. Firefighting and security services have been our top priority since our launch, yet there are other fields which we have expanded to, and to be more specific, the field of general services where OSSC have actually been involved with logistical services through the formation of committees responsible for each of the services sectors. In conclusion, the firefighting, security and other logistical services are nothing but a national responsibility serving our economy and the forms the artery of our beloved Kuwait where we celebrate its festivities in these lovely joyful days for our people and wise leadership. 2 2 Security Services Agreement with KPI and KOTC Signed The Company signed an agreement providing security services for Kuwait Petroleum International. The agreement was signed on behalf of the first party by Mr. Ali Ahmed Al Obeid, Act. Chairman & MD of Oil Sector Services Co, and on behalf of the second party by Mr. Hussein Ismail, Chairman of Kuwait Petroleum International. The signature of this agreement is in line with the directions of KPC consolidating oil security sector services under one umbrella for unified vision of the security sector and improving security performance at the corporation and its subsidiaries. Under this agreement, OSSC will provide and run fully integrated security services for Kuwait Petroleum International. Furthermore, OSSC signed another agreement providing security services to Kuwait Oil Tanker Company (KOTC), whereby it will supply and manage security services completely for KOTC. This agreement was signed by Mr. Nabil Mohamed Borosli on behalf of KOTC and Mr. Ali Ahmed Al Obeid Act. Chairman & MD of OSSC. The signing of this agreement came after a series of similar agreements OSSC has signed previously with KPC, KPNC, Kuwait Aviation Fueling Company, Petrochemicals Industries Company aiming at holding OSSC responsible for the security of all these facilities in addition to migrating all of its security men. Signing the agreement to operate and manage the coastal protection force OSSC signed an agreement, represented by Act. Chairman & MD Mr. Ali Al Obied, and the security decisions follow-up committee headed by Brigadier Mohamed Al Bader who was represented by Major General Mohamed Al Farsi, to provide services and operations to the coastal protection force which includes 140 personals of company s Kuwaiti marine security men. It s worth mentioning that the location of the forces center is Abdullah port refinery. Furthermore, the force operates naval patrols in coordination with Kuwait Coast Guards covering all oil facilities in Shuaiba.
3 3 Security Department explored cooperation with American company K-9 Castle Security delegation checked latest security systems in the American Energy Ministry Al Obeid Awards Company and Facilities Security Guards A delegation from Supporting Services Department Security represented the company among an official Kuwaiti delegation in the visited which was organized by the higher coordination committee responsible for protection of the vital energy facilities supporting energy labs in the US, which in coordination with the National Security division of the State of Kuwait and the American energy ministry. OSSC s delegation included Mr. Awad Salem, Team Leader of Security Projects, and Mr. Misfir Al Ajmi, Head of Security Team Operations. The delegation was introduced to new means of protecting the infrastructure of vital energy facilities against terrorist and attacks and security breaches including protection from breaches of advanced security systems which could be applied for the vital energy facilities in Kuwait. The delegation met with high level personals in the American Energy ministry where parameters of cooperation were discussed in areas of protecting energy resources and its infrastructure and its crucial role in achieving national and global security. Furthermore, the delegation visited North West Pacific laboratories in Richland in Washington State, where they were introduced to the procedures followed by the American Energy Ministry to secure its energy resources, networks and its delivery operations to consumers. They were also introduced to the security systems applied in protecting control systems of the infrastructure of energy resources and discovery of cyber attacks and the proper curative procedures. The delegation also visited Sandia National laboratories in Bakurki, state of New Mexico, where they were introduced to the programs used to analyze the efficiency of the applied security systems at the vital energy facilities and the programs which prevents the terrorists from achieving their goals of damaging the facility s infrastructure along with techniques of discovering explosives. The company, represented by Act. Chairman & MD Mr. Ali Al Obeid, and DMD s Mr. Jassim Ramadan and Mr. Kamil Al Zaidan, in the presence of Major General Yousif Al Draiy, Ministry of Interior, awarded the company security guards at various locations as well as security guards of vital and oil facilities protection/security department, for their distinct efforts and unlimited contribution to the protection and maintenance of the nation s resources and oil facilities.
4 4 Al Mutawa: 1651 Kuwaitis with respect to 11 non Kuwaitis during 2010 OSSC takes steps towards Kuwaitization HR Manager Ms. Muna Al Mutawa revealed the company s efforts in developing national workforce during the fiscal year 2010/2011 where technical and training courses in various fields were provided for the workforce to improve the employees skills making them capable of responsibilities and missions in addition to their career advancement. Furthermore, Al Mutawa added that OSSC has taken noticeable steps towards the national Kuwaitization policy where the count of Kuwaiti workforce reached 1651 with respect to 11 non Kuwaitis during 2010 as the company is keen to attract national capabilities through local and international communication with KPC to employ national workforce. OPEC Awards Naila Baqer In a ceremony organized by Ministry of Oil marking the 50th anniversary of OPEC, attended by Oil Minister Sheikh Ahmed Al Abdallah Al Sabah, Ms. Naila Baqer, Team Leader of Strategic Planning, was awarded during the ceremony and presented with an OPEC award for her distinguished services over the past years. Salim Al Sabah.. Member in Development Shiekh Salim Al Sabah was chosen from the planning department as a member among those leading the development plan of Kuwait 2035 (Thukhur) which is sponsored by Deputy Prime Minister for economic affairs and Development and Housing Minister Shiekh Ahmad Al Fahad who dictates the involvement of Kuwaiti workforce in the contribution of establishing Kuwait s new infrastructure. Noura Al Ajmi Ms. Noura Al Ajmi (Systems Analyst IT) has succeeded in obtaining the Project Management for Professionals certification which is considered one of the most important and accredited certifications worldwide in the field of project management and it is issued from the British board for professionals, ensuring it s holders necessary capabilities to execute projects in a certain time and within a specified budget.
5 5 Representatives of OSSC s HR Department visited their counterparts at KPC and its subsidiaries As part of the existing cooperation between OSSC and KPC along with its other subsidiaries, the human resources department, over a period of three months, has been keen to visit counter departments at KPC and its other subsidiaries to familiarize with the latest HR systems, procedures and processes in the oil sector, to benefit from and exchange such expertise enhancing mutual cooperation in order to achieve the common objectives and plans of the oil sector. These visits have been hailed and praised by all HR officials in the oil sector for their positive impact on business in addition to promoting communication among the oil sector staff and employees. Al Awadi : The Company trained 23 firefighters in Burgan field Al Hajiri makes field visit to Machinery Operator course trainees at Kabid Mr. Abdul Hameed Al Awadi, Manager of Support Services - Firefighting, said that 18 firefighters from Kuwait Oil Company and 5 firefighters from Oil Sector Services Co have received proper training and induction course by OSSC s Firefighting assistant trainers to be qualified and promoted to firefighting equipment and control centers operators at the training field of Burgan Field firefighting facility. This course is the first of its kind in terms of preparation and training by OSSC s Firefighter assistant trainer aimed at qualifying staff of other subsidiaries for their own development and career development. On the same note, Mr. Mohamed Saeed Al Hajiri, Team Leader of Emergency & Firefighting Support department, paid a field visit to see firsthand progress in firefighting machinery and equipment operator course held at the center of firefighter training of Fire Service Directorate, Kabid. Training supervisors, firefighting Captain Yaser Al Misri and Adel Al Rashid commended the trainees ethics and their keen concern and interest in learning, joining and succeeding in the field service.
6 6 Participation in the Joint GCC drill for the Duty Force OSSC participated in the Joint Gulf drill for the Duty Force CTF 152 which was organized by the Kuwait army s naval force and the US army s marines, where the various specialized security divisions and departments of ministries and government bodies and oil sector companies from the State of Kuwait participated during the months of September and October And it s known that the Duty Force is made of the naval forces of the GCC countries and those of the coalition forces, which operates naval patrols to prevent terrorism and to fight acts of piracy, in addition to protecting the marine routes of the civil and commercial vessels/ships operating in the Arabian Gulf. It secures the safety of lives and marine environment according to the agreements under the international marine law. It also provides search and rescue operations when needed at times of disasters or emergencies. The drill was held within a framework combining joint cooperation among the naval forces of the coalition forces and the Kuwaiti armed naval forces. The drill included 5 different scenarios where the 4th and 5th scenarios took place in the parameters of KPC refineries, specifically near the Shuaiba industrial area and its port. OSSC was represented by Mr. Mubarak Al Azmi, Act. Team Leader of security operations, and security engineers Mr. Abdullah Abu Khalaf and Mr. Mathew Phillips. And as a result of the outstanding performance of the security delegation during this drill, the leadership of the Duty Force (152) awarded the force s shield to OSSC in appreciation for its participation. Two Graduates in Explosive Detection from Mubarak Security Academy Al Obeid Awarded Head of Academy in Cairo in recognition of his cooperation with the Company In line with its policy upgrading and improving the capabilities of its industrial force personnel, Oil Sector Services Co sent two of its explosive (K-9) detection specialists to Mubarak Security Academy, Egypt, to join an advanced training course in trace detection force to keep abreast of latest techniques and methods of using police dogs to detect explosives. The graduation of the two K-9 Security men (Fraij Sulaiman Al Fraij and Tareq Abdullah Al Obeid) was attended by Mr. Ali Ahmed Al Obeid, Acting Chairman and MD, Oil Sector Services Co., and Mr. Abdullah Mohamed Al Ajmi, Manager of Supporting Services - Security. During the ceremony held at the Academy, Mr. Ali Ahmed Al Obeid presented two trophies to Major General Dr. Emad Hussein, Assistant to Egyptian Interior Minister and Academy Chancellor, and Major General Tareq Al Ghawas, Director of Security Dogs and Guards, in recognition of the Academy s efforts and cooperation with OSSC and training its trace force.
7 7 Dousary: Regular Plans in place for CISF & Trace Force Security Staff Award Acting Head of CISF & Trace Force Security, Mr. Hussein Mohamed Al Dousary awarded security staff, Nayef Fahad Al Ajmi, Mohamed Al Shimary, Hamad Ahmed Al Khaleefeh and Khalid Al Haqqan. Mr. Al Dousary told Tawasul that we ll continue our policy of supporting CISF & Trace Force Security staff with monthly and half yearly incentive plans in recognition of their efforts and award such efforts. He commended the cooperation and direction of Act. Chairman & MD, Ali Al Obeid, and Manager of Support Services Security, Mr. Abdullah Al Ajmi. Al Dousary said that there is a significant improvement of the Force since my assignment as team head, with God s help and continued support from the Top Management of the Company. We have pursued the security concept and entered into agreements and arranged smooth deployment at the security gates, thanks God, in harmony with the Security Department of Oil Facilities. We are working shoulder to shoulder and will complete our work with other departments like CPF. Al Dousary commended the support of security committee of the Council of Ministers for its rehabilitation of our facilities through the construction of walls/fences, provision of metal detectors and a special location for the Force within the Refinery, as well as rest area to be opened this month. Maqwa gates too will be covered by trace force and police dogs. After Ahmadi.. Industrial Security Force (CISF) kicks off operations at Abdullah Port Refinery After successfully working with security staff at the Ahmadi port refinery, the Industrial Security Force (CISF) members commenced duty along with security staff of vital and oil facilities security/protection department of Ministry of Interior, deployed at the gates of Abdullah Port Refinery. This service is due to extend to all oil sector facilities. It s worth mentioning that it is the first time in the history of Kuwait oil sector that Oil Sector Services Co has succeeded in working out a contract with Ministry of Interior for the deployment of industrial security force (CISF) at vital facilities to promote and enhance the activities of the security forces of the department of vital and oil facilities protection/security. Award of Shared Services Committee Members The public relations and media department participated in organizing the award ceremony of Shared Services Committee Members held at Boubyan Club, awarding committee chairman PIC Chairman, Ms. Maha Al Mulla, and OSSC DMD Technical Services, Mr. Kamel Al Zaidan and the committee members.
8 8 Held a training program for Emergency Evacuation Plan The security department organized 3 informative courses to embrace health Supporting services security department held training courses for the head office employees focused on reporting accidents without damages (Near Misses). Furthermore, it held 3 informative sessions targeting health issues which are related to the employees (smoking, work pressures, obesity) which was very much welcomed by the employees. Even more, the security department explained the head office emergency plan and executed training program to the employees to make them aware of the emergency evacuation plan. And in line with the guidance and instructions of KPC in HSE fields, OSSC has prepared various documents related to HSE explaining rules and methods to protect the eyes & face, along with HSE requirements at projects, laws and rules for investigating committees in HSE accidents in addition to rating accidents of operations, fire and environment Awarding Awdah Al Shimmeri Deputy Managing Director for technical services,mr. Kamil Al Zaidan, and Manager of projects, M. Abdul Reda Al Qattan, awarded our colleague Awdah Al Shimmeri, public relations executive, for her distinguished efforts in preparations for the marvelous ceremony held to award the participants in the integrated services project at OSSC. Al Shamlan delivered employee donations for the victims of Pakistan to the International Charity Organization Mr. Adel Al Shamlan, Manager of public relations and media department, has delivered a cheque to the representatives of the International Charity Organization in support of the organizations programs included in the Kuwait is with You campaign to assist the Pakistani people. From the organization s side, the director of human resources Mr. Waleed Al Saif and supervisor of donators affairs Mr. Amin Al Nabhan received the cheque.
9 9 Seven Questions to Ask to Simplify Execution of a Plan (Part One) Every manager has to make plans for his department, not only to establish processes, but also on how to EXECUTE that plan and those processes; how to identify the pitfalls and how to solve them. An easy way to do that would be to ask seven questions and the solution will be found within the answers to those questions. The questions are: Who is your primary customer? it is critical to determine who exactly (as a department) are you trying to serve directly. Clearly identifying your primary customer will allow you to devote all possible resources to meeting their needs and minimize resources devoted to everything else. Some departments may try to respond by saying that they have more than one type of customer; this answer is a guaranteed recipe for underperformance. The department is therefore asked to identify who their PRIMARY customer is. TAWAZON Page issued by the Corporation Planning Department How do your core values prioritize your stakeholders, employees and customers? Along with identifying a primary customer, you must also define your core values in a way that ranks the priority to employees and customers. Value statements that are lists of inspirational behaviors are not good enough. Real core values indicate whose interest comes first when faced with difficult trade-offs. For some departments, stakeholders come first, for others it may be employees or customers. There is no right and wrong, but choosing is necessary. What critical performance variables are you tracking? Once the above have been identified, and the manager, has allocated the resources correctly and provided guidance for tough decisions, the manager has to get everyone who works for him/her to focus on their jobs and assignments. This third implementation is imperative because it requires you to set the right goals, assign accountability and monitor performance. It is easy to fail this imperative by focusing on the wrong performance indicators or monitor scorecards that have irrelevant measures in them. OSSC holds 2nd Town Hall in Bayt Al-Watania Planning department held its second quarter Town Hall in Bayt Al-Watania, the guest house of sister company Kuwait National Petroleum Company (KNPC). The event was attended by Act.Chairman & MD, Mr. Ali Al-Obaid, and DMD-Technical Services, Mr. Kamel Al-Zaidan, as well as OSSC managers and Team Leaders. Al-Obaid welcomed the attenddes and shared with them the videotaped message from CEO, Mr. Farouq Al-Zanki, in which he stressed the importance of cooperation and working as one team to achieve the strategy 2030 for KPC and OSSC. Later, the attendees discussed the performance report for the second quarter, as well as the Balanced Scorecard (BSC.) Furthermore, Mr. Kamel Al-Zaidan gave a presentation on shared services, which summarized the work done by the Shared Services Committee, which included members from KPC and its subsidiaries, and worked with the assistance from international consultancy firm, Accenture. Special Thanks OSSC would like to thank KNPC for their hospitality, and special thanks to the management of Bayt Al-Wataniya House and Mr. Abdulwahab Al-Rashed, who had put great effort in making our Town Hall a success. We would like to wish KNPC continuous success in all its endeavors.
10 10 The Company is key participant in seminars, forums and exhibitions Public Relations and Media Department, in line with its internal and external communication policy, participated actively in seminars, forums and exhibitions to show to the public the various and wide range of activities the company provides, its important role in protecting the national economy s infrastructure and the various services offered to the oil sector. Oil & Gas International Conference and Exhibition ADIPEC Abu Dhabi Participants in the above Oil & Gas International Conference and Exhibition included oil ministers from GCC, Arab and foreign countries, as well as a number of experts and specialists from the oil industry. The conference offered a fair opportunity for more than 170 participants to share views and ideas on key oil and gas industry issues. Two preliminary sessions, eight sessions for experts committee were held in addition to 18 technical sessions. Third Inventions Fair This fair hosted around 170 inventors from 34 countries around the world to display their inventions to the world. Sixth Job Opportunity Fair This fair is aimed at encouraging both Kuwaiti men and women to be more involved in the oil sector job opportunities, as this sector is on continuous improvement by Kuwaiti human resources. Small Projects Forum Participation in this event is consistent with KPC s objectives and policies supporting such development projects, specially those involved in human resources development, promoting and refurbishing youth s technical efficiency and expertise. Gulf Job Development Forum This forum addressed various issues closely linked to sustainable manpower industry for the 21st century organizations.
