The demands of such doctrine have been increasing; hence the need for comprehensive reference material (RM) for the Army school could not be overemphasized. We welcome the printing of this RM. This is the product of the fixing initiatives of our newly-invigorated Doctrine Center. This is expected to benefit the instructors and students of the Training and Doctrine Command as it discusses the salient features of Admin or Management. More importantly, researchers and writers of military doctrines will also find this reference material useful. By being aware of the importance as well as the substance of its contents, the users will be able to properly utilize and employ them in order to exploit their useful implication in the Army s operations. While the concepts and guidelines embodied in this RM have been thoroughly validated, these have been accredited by TRADOC for the use of all Army schools. This is to be further subjected to test and evaluation prior to the promulgation of CSAFP for widest dissemination. 6 PREFACE. Purpose This reference material is intended to provide Army engineers and other interested students an overview of the Corps of Engineers history and organization.. Scope and Applicability This reference material provides the readers information on how the Corps of Engineer evolve from the time it was organized as part of the clandestine Katipunan to the time when it was actively utilized and distinguished itself in combat during the Second World War. It also provides information on how significantly the Corps of Engineers help in socioeconomic development particularly in the making paving of farm to market roads and the constructions of important facilities, particularly in the countryside. The material includes different engineer organizations that are relevant and responsive in today s internal security engagement of the Armed Forces of the Philippines in general and the Philippine Army in particular. 3. User Information The proponent of this reference material is the Combat Support School, TRADOC, PA. However, Doctrine Center is responsible in the review and updating of this publication. 9 CHAPTER HISTORY OF THE CORPS OF ENGINEERS IN THE PHLIPPINES The origin of the concept of Corps of Engineers can be traced back in the history of military warfare. The theory of fortifications and fortresses in the eighteenth century brought forth the dawn of the Corps of Engineers history. It was during this period that rulers and kings accepted the indispensability of engineering in warfare. This belief becomes the basic element of the early military doctrines which was carried forward and accepted by generations after generations of military leaders. Thus in all Armed Forces of the world, the Corps of Engineers (CE) exists although under different forms and names. Section - Brief Historical Background On October 3, 896 General, Emilio Aguinaldo issued a manifesto calling every male young or old, who, can carry a bolo or a knife to fight until liberty is achieved. On the same day, the Central Revolutionary Committee of the Katipunan organized an Army for the defense of the towns and provinces under the Revolutionary Government, and part of the main task of the committee was the immediate organization of a group of men that shall undertake the construction of fortifications for land and sea coast defense in and around Cavite which was the, evacuation center of the re v olutionists from Manila. The fateful phrase group of men that shall undertake the construction of fortification for land and sea coast defense" has far reaching ramification for it marked the day when Filipinos from almost all social classes were united in their common struggle for freedom and won it and eventually set the foundation of a Corps of Engineers and a tradition of excellence. For the succeeding years, the same Corps of Engineers spearheaded another peaceful revolution to emancipate the masses of Filipinos in their remote and depressed corners and from their environmental constriction by way of massive infrastructure development. The move of the Central Revolutionary Committee, aside from complying with the orders of Gen Aguinaldo to call to arms, marked the activation of the first Filipino Corps of Engineers. Its first commander or director general, as it was then termed was Gen. Edilberto Evangelista, a native of Manila and a graduate of Civil Engineering and Architecture in the University of Ghent in Belgium where he graduated with the highest honors and specialized in calculus and the construction of steel bridges, He was initiated into the Katipunan on November and adopted the war name Ipil". He was latter installed as Director General of the Engineering Corps and made a Lieutenant General in. the Revolutionary Army. He Served as the Vice President of the Magdalo Council of the Katipunan. -

10 The concept of engineer units was introduced by the Philippine Army (PA) in 935 when an Engineer Section in its Headquarters was organized to do limited repair works since during that time, construction of barracks, facilities and utilities were solely undertaken by the Bureau of Public Works. the Philippine Army as organized in 935 had an Engineer Section in its Headquarters. Engineering works such as construction of barracks and other facilities and the Bureau of Public Works undertook utilities needed for training of trainees. The possibility of an impending war was perceived by planners, and Headquarters, Philippine Army deemed it imperative that there should be engineer combat support available Defense Act. The period from 937 to 94 saw the transition and shifting of responsibility from civilian public works to the military engineers in the design, construction and maintenance of training camps and their facilities and utilities. At the same time, recruiting and training of individuals were undertaken for fill-up of possible engineer organizations conceived to provide support to combat units In August 94, PA mobilized ten (0) Engineer Battalions, one () for each Reserve Division, aside from the two () Engineer Battalion of the PA and PC Regular Division. These were the engineer units that saw action at the outbreak of War in the Pacific. During the war, men of the Corps of Engineers distinguished themselves not only in combat engineering but also in actual combat slugging it out with the enemy. The period immediately after liberation found the Corps of Engineers badly dismembered and scattered. However, through the resiliency, initiative and competence of the military engineers, the Corps regained its pre-war stature. The organization of the Corps stabilized in 946. From 946 to 958 the Corps of Engineers was engaged heavily in the rebuild of posts/camps/stations; in the improvement of facilities; and in the construction of new military installations. During the height of the Huk Campaign, in addition to its purely military operations, the Corps undertook missions, which were non-military: participation in the Economic Development Corporation (EDCOR) Programs. These were resettlements and rehabilitations of surrendered dissidents and their families. In 954, the task of vigorously implementing President Magsaysay's School building program was handed-over to the Corps of Engineers. The st Engineer Forestry Company was activated to set-up and operate sawmills and plants needed to turn-out prefabricated school buildings. -

11 President Magsaysay gave an additional role to the AFP in 956: To implement the socio-economic program for the amelioration of the lot of people inn the rural areas." the strength of the Corps was increased with the activation of the st Engineer Combat Group, (later renamed as the 50st Engr. Combat Group). This new group, along with the st Engineer Construction Group, was deployed all-over the country to implement the President's programs by constructing feeder roads and bridges, drilling of well, etc One engineer achievement, which made the headlines in 958, was the completion of the USV A-financed Veterans Memorial Hospital started in 954. This gained publicity as the most modern in the Far East and considered one of the most outstanding in design and construction in the country. During this period also, the construction of AFP military installations and facilities for a modern armed forces under the Mutual Defense Agreement was initiated. In 959 a mammoth Military Construction Program envisioned under the agreement was prosecuted with sustained vigor. Also during this period the Corps of Engineers participation in socio-economic development projects were given renewed emphasis. The year 960 saw the Philippines reeling to the onslaught of series of strong typhoon, which brought out disastrous floods. The Corps of Engineers took time out regular operations to provide assistance and relief to victims. President Marcos in his inaugural speech in 965 laid down a policy:" to call on the AFP to engage more actively in helping our government and people build roads, bridges and irrigation facilities required for our economic development. The Armed Forces can and must take contribution to the development of an adequate physical base for our economic effort." This emphasis on AFP participation in the implementation of infrastructure programs was carried out with the Corps of Engineers leading the effort. President Marcos believes that economic development is the answer to problems of dissidence and rebellion. As manifestation, he sent in 966 a Philippine Civic Action Group to Vietnam composed mostly of AFP Engineers. The 5th Engineer Construction Group with three (3) ECB's, 5st Engineer Brigade with ten (0) ECB's. This Brigade produced the first engineer general officer occupying an engineer TO/E position. The AFP Corps of Engineers was now engaged predominantly in nation-building endeavors and less in combat activities as originally conceived. As workload was increasing, engineers units were organized and activated to correspond to the load. The Philippine Navy and Philippine Air Force entered the scene of infrastructure implementation. In 967 the Naval Construction Battalion (Sea Bees) and PAF Engineer Construction Battalion were activated. -3

12 Physical Accomplishments and their effects on the Country impressed national leaders and the Corps expanded. The 5nd Engineer Brigade, PA was activated, the Naval Construction Battalion became Naval Construction Brigade and the PAF ECB became 550th Aviation Engineer Wing (renamed in 979 as the 355th Aviation Engineer Wing).The 56th Engineer Base Topo Company, PA became the AFP Mapping Centre, as AFPWSS Unit and Philippine Army activated the 500th Engineer Combat Battalion for PA-wide support and Engineer Combat Battalions for each of the Infantry Division/Separate Brigade. In recognition of the AFP Corps of Engineers, President Marcos at one time promoted three (3) Engineer officers to Brigadier Generals. Section - Office of the Chief Engineer, AFP The Corps of Engineers was originally created by section 3 of Commonwealth Act No of the National Defense Act as part of the Regular Force of the Army; it was organized on 0 Feb Mission Section 5-A of the National Defense Act (as amended states): The Corps of Engineers is charged with all construction required for national defense, with the maintenance and repairs of all such construction and with the maintenance and operation of all utilities, except such construction and such utilities as maybe specifically assigned to other services by the Chief of Staff.. Function The Chief of Engineers, AFP shall assist the Chief of Staff, AFP in planning, formulation of policies and supervision of programs and projects related to engineering in the Armed Forces of the Philippines. 3. Specific Functions a. Formulates policies, procedures, and regulations in the implementation and management of engineer operations and other related matters. b. Plans, designs, administer and supervise AFP construction and other command directed projects. c. Existing engineer doctrines and recommends removal or insertion of provisions as may be found appropriate. d. Acts as overall commodity manager for engineer supplies and equipment in the AFP. e. Coordinates for the professional development of the members of the Corps of Engineers with concerned joint staffs and agencies of the government. -4

13 f. Monitors and recommends changes in the Engineer Table of Organization, Table of Basic Allowances, and Tables of Equipment and Allowances related to the AFP Corps of Engineers. g. Monitors and recommends deployment of engineer units. h. Coordinates with concerned offices and agencies of the government on engineer matters with strategic value and implications to national defense. i. Assists in the implementation of bilateral and multi-lateral armed forces arrangements on military engineering matters. j. Assists the civilian recognized entity in the development of advanced and better quality engineer hardware, technology and equipment. k. Exercises technical supervision over Major Services Engineer and other units as directed by the Chief of Staff, AFP. l. Monitors and provides technical inputs to Self Reliant Defense Posture (SRDP) effort as regards to materiel for the Corps of Engineers. m. Plans and coordinates involvement of engineer units in disaster relief and control operations. n. Monitors all projects undertaken by engineer units. AFP. o. Perform all other functions as directed by the Chief of Staff, Section - 3 Office of the Army Chief of Engineers 4. Brief History. The Office of the Army Chief of Engineers (OACE) was organized in July, 957 in order to provide engineering support in the rehabilitation and repair of buildings and facilities in Fort Bonifacio (formerly Fort William McKinley)..However, due to the increase in rebuilding works, improvement of facilities and construction of new military installations as well as socio-economic development projects, several engineer units were also organized to be able to respond to this rapid changing need. In the middle part of 986, the OACE was renamed as OCEPA with the following branches, namely: Admin and Fiscal Branch, Supply and Maintenance Branch, Plans and Operations Branch Real Estate, Mapping & Intel Branch Construction, Rehabilitation & Project Management Branch and Architectural & Engineer Branch. On 5 September 995, the Office of the Chief of Engineers, PA was re-designated to Office of the Army Chief of Engineers, pursuant to GO Nr 004 effective October

14 On August 997, the Career Management Branch was created to handle the statistical records of all engineer personnel to include assignment training, educational profile and other related information of engineer personnel. The activation of the Office of the Army Real Estate pursuant to General Orders Nr 564, HPA dated. June 998 resulted to the absorption of responsibility of the Office of the Army Chief of Engineers in the administration and management of Army real estate. On 6 January 004, the Army Personnel Management Center was activated pursuant to GO Nr 6 HPA dated 9 January 004 to administer and manage the career development of all personnel of the Philippine Army. Said office absorbed the responsibility of the Office of the Army Chief of Engineers particularly on matters pertaining to the placement and training of the engineer personnel, thereby removing the Career Management Branch from the office. 5. Vision. The vision of the Army Corps of Engineers is to be A premiere organization of proud Engineer-soldier, effectively trained and equipped, and highly esteemed for excellence and mission accomplishment. 6. Core values. PA Corps of Engineers is guided by the tenets of: a. Integrity b. Commitment c. Compassion d. Discipline e. Excellence f. Initiative 7. Core Competencies. The PA Corps of Engineers will provide quality engineer services in support of the AFP and the nation through its core competencies: a. Technical Channel of Organization. The Army s Corps of Engineers Technical channel of Organization (as shown in Fig -) is compose3d of several engineer operational units such as Engineer Brigades, Engineer Construction Battalion, Engineer Combat Battalion, and Post Engineer Detachments, which are all under the control of the Office of the Army Chief of Engineers. ACE is the special staff responsible to the Commanding General, Philippine Army in the management of all matters related to engineering and the development of the Engineers as an occupational specialty It has the following functions to wit: a..formulates plans, programs and policies for the overall administration of Engineer personnel and equipment. b. Plans, implements, and supervises the career development of engineer officers and enlisted personnel to include the schooling of engineer personnel. c. Supervises and monitors implementation of Engineer doctrine. -7

16 d. Act as commodity manager to provide supervision and technical advice in determining the requirements for the requisition, procurement, storage, distribution, and documentation of engineer equipment and supplies of the command. e. Advises the CGPA on community development, environment protection, and socio-economic projects undertaken by the engineer units of the command. f. Plans and supervises engineer operations or activities in connection with base development and military-related construction. g. Advises the CGPA on matters concerning combat engineer operations. h. Acts as project manager supervisor st Engineer Brigade Philippine Army On February 8, 954, the st Engineer Construction Group ( st ECG) was organized and activated. It established its headquarters at Libis, Quezon City alongside Marikina River and was known as Santolan Barracks. Then, on the later part of February 954, the 50 Engineer Light Equipment Company was administratively and operationally attached to st ECG. With the AFP's Revitalization Program, this Construction Group was reorganized on December, 957 and re-designated as 5 th Engineer Construction Group (5ECG). The exemplary performance of the 5 th Engineer Construction Group impressed the national leadership - that the AFP can very well undertake socio-development projects of the Government. So that, on a joint session of Congress in 966, the late President Marcos announced his desire to utilize the military to support the implementation of the government's development program. This paved the way for the activation of the 5 st Engineer Brigade, Philippine Army on 5 July 966 and the deactivation of the 5ECG. And on October 8.979, the Santolan Barracks which accommodates the 5 st Engineer Brigade headquarters was renamed Camp General Rigolaerto J Atienza in honor of the only Engineer Officer to become AFI' Chief of Staff. The evolution of the 5 st Engineer Brigade into modern-day employment has changed invariably with time. The Pioneer Engineer Brigade not only acts as a potent force in implementing the socio-development programs of the Government but also emerged as an important component in the Disaster Rescue and Relief Operation during or in times of calamities in Luzon. At present, the 5 st Engineer Brigade has four (4) Battalions: The 5 nd Engineer Construction Battalion located at Camp Servillano Aquino, Tarlac City; the 564 th Engineer Construction Battalion at Camp Eldridge, Los Banos, Laguna; the 565 th Engineer Construction Battalion at Camp Weene Martillana, -8

17 Pili, Camarines Sur, and ca-located with Brigade Headquarters at Libis, Quezon City is the Engineer Maintenance Support Battalion (Provisional).. 5 nd Engineer Brigade Philippine Army The acceleration of government development program in Southern Philippines triggered the activation of the 5" Engineer Brigade, PA on 0 July 969. The 6 ECBs of 5 5` Engineer Brigade, PA which were stationed in the Visayas and Mindanao, were reassigned to the newly activated Brigade. However, on 0 January 97 the Brigade was again deactivated and instead the 53 st Engineer Construction Group was provisionally organized and assigned to the 5 st Engineer Brigade, PA to take command and control over the four (40 Engineer Construction Battalions in Mindanao. After three years of massive development projects in mainland Mindanao, on 0 March 974, the 5" d Engineer, PA was activated anew. All units and elements of the 53 St Engineer Construction Group were assigned to the Brigade in as much as the provisional existence of the former had been terminated on the same date.. 53 rd Engineer Brigade Philippine Army The activation and organization of the 53rd Engineer Brigade, PA came about from concept of regional implementation of the national development program and in consonance with the plan of Higher Headquarters to decentralize area of coverage of Army Engineer units for effective control. To ascertain effective control and accelerated execution of infrastructure projects nationwide it necessitates the activation of the 53rd Engineer Brigade, PA whose area of operation is the archipelagic Visayas. Activated on 6 August 986 pursuant to General Order Nr 303, HPA dated 30 August 985 the whole Visayas islands comprising Regions Vl, Vll and Vlll with a total of 4 provinces were assigned to the 53 rd Engineer Brigade, PA as its area of responsibility (AOR). In its earliest year of conception, although starting with only 0 percent personnel fill-up and an equipment fill-up of 5.5 percent, it has accomplished P 0.87M worth of infrastructure projects as part of the Civic Action (CIVAC) activities. The following years, from two to three Construction Battalions, it engaged in successive multi-million peso Base Development projects of infantry Divisions and Brigades like the Camp Gen. Macario Peralta Jr, Jamindan, Capiz; Camp Hernandez, Dingle, lloilo and Camp Delgado, lloilo City. They developed barracks, quarters, administrative buildings, camp road nets and water facilities. During President Aquino's administration, it yielded PlM worth of projects for the second year and 8.3M for the third. After four years of untiring dedication with the heart mark of a warrior the 53rd Engineer Brigade, PA earned its respect through it's achievements. A total of P6M worth of projects were successfully constructed to signal the beginnings of countryside development in the Visayas. -9

18 3. 54th Engineer Brigade Philippine Army The 54th Engineer Brigade, PA was activated on 0. July 99 pursuant to HPA GO # 5L3 dated 0 July 99. On n July 99, the brigade was activated as a regular unit of the Philippine Army in accordance with the AFP TOE number 05-3 effective as of 0 July 99 pursuant to GHQ GO # 74. The Headquarters and Headquarters Service Company and the Engineer Maintenance Battalion (provisional) were likewise activated pursuant to HPA GO # 54 on 0 July L99, Consequently, two () battalions, the 53Ecb and the 54ECB of the 5st Engineer Brigade, PA were transferred to the 54th Engineer Brigade effective 0 luly 99 pursuant to HPA GO # 55 dated 0 July 99. HPA GO # 67 dated 4 August 99 affecting the transfer from 0 July 99 to 4 August 99 later amended the order. The 548ECB, S4th Engineer Brigade, PA was later activated effective 6 November 99 pursuant to HPA GO # 90 dated 09 November 99. This brigade is the second youngest among the five (5) engineer brigades of the Philippine Army having been organized and activated on 0 July 99 with regions I,II, VI and CAR in northern Luzon as its assigned area of responsibility. At the height of the conflict between the MILF and AFR the brigade was directed to move to Central Mindanao on 0 July 000 covering the provinces of Maguindanao, Cotabato, Sultan Kudarat and part of Lanao del Sur to undertake the repair and rehabilitation of various infrastructures that were damaged during the conflict such as the Secretary Narciso Ramos Highway, school buildings, mosques/ municipal buildings, water system and other related structures. The repair and rehabilitation efforts undertaken by the AFP Corps of Engineers particularly the 54th Engineers was part of the genuine concern of the government to alleviate the plight of our Muslim brothers in Central Mindanao who were directly affected by the armed conflict. At present, the 54th Engineer Brigade, PA has four (4) battalions: the left behind battalion in northern Luzon 53th Engineer Construction Battalion located at Camp Abat, Manaoag, Pangasinan, and 54th Engineer Construction Battalion at Sitio Sarmiento, Langcong, Matanog, Maguindanao, 548th Engineer Construction Battalion at Poblacion Matanog, Maguindanao and engineer support battalion co-located with 54ECB at Sitio Sarmiento th Engineer Brigade Philippine Army In order to fast track the Government Development Programs, and help uplift the economic welfare and standard of living of our Muslim, Christian and Indigenous brothers in Southeastern portion of Mindanao, the organization of the 55th Engineer Brigade, PA was conceived. It was on 6 October 99 that the brigade was organized pursuant to General Orders Nr 086, HPA dated 07 October 99 and General Orders Nr 74, GHQ, AFP dated 3 February 993. Since its creation it established its temporary base at San Gabriel, Tugbok District, Davao City, a land owned by the University of the Philippines-Mindanao. Originally its AOR covers Region Xl and Region Xll and parts of Region X but with the entry of 54th Engineer Brigade in Central Mindanao, a redefining of the new Area of Responsibility (AOR) for all Engineer Brigades was initiated -0

19 on 8 September 000. The 55th Engineer Brigade presently operates within the areas of region Xl specifically Davao del Norte, Davao del Sur, Davao Oriental, Compostela Valley, South Cotabato, Saranggani and the Caraga Region covering the Provinces of Surigao del Norte, Surigao del Sur, Agusan del Nore, Agusan del Sur. The brigade is equipped with three(3) Construction Battalions and one Engineer Support Battalion as its operating arms. The construction battalions were absorbed from the 5nd Engineer Brigade, PA which originally is the only engineer brigade operating throughout Mindanao island. Whereas the Engineer Support Battalion was activated on 0 August 994 pursuant to Sec ll, General order Nr 06, Headquarters,.55th Engineer Brigade, PA dated 8 July 994 to support the line battalions in conquest of development. The first commander of the brigade was BRIGADIER GENERAL ROLANDO C ESCALONA AFP, then a Colonel. Section -4 Naval Construction Brigade 5. History. On, July 966 that the National Government directed the Bureau of Public Works to turn-over one-half of their dredge fleet to the Philippine Navy to assist in the implementation of social and economic programs of the government. On 0 August 960 HPN constituted the Waterfront and Dredge Company. Its main tasks consisted of building causeway, piers, harbors and undertaking dredging and reclamation works. The Company's tireless and productive effort has proven to be invaluable as it was upgraded into Naval Construction Battalion (NCB) on L5 July L967. WDC was instrumental in the reclamation of the present site of the Folk Arts Theater and Cultural Center of the Philippines. Enormous changes that took place in the Philippines n 97 caused the creation of nd Naval Construction Battalion and later paved the way to the formal activation of Naval Construction Force on 04 May 974. On May 980, NCF was restructured and renamed as the Naval Construction Brigade pursuant to HPN Gen Order Number 45 to maximize effective utilization of personnel and material resources and to meet the challenge of infrastructure development. The Brigade excelled in the field of naval and combat engineering operations due to its numerous achievements namely; construction of school buildings at Surigao and Samar, Soldiers Barracks at Kalayaan Island Group, construction of circumferential road at Palawan and Basilan and the construction of various ports, piers and harbors at different Naval Operating Base of the PN to strengthen bases support facilities to support Fleet-Marine Operations. When the killer earthquake hit the Northern Luzon in 989, operational readiness of the brigade was again put to test. Task Force "Tulong" was organized to bring services and bring back to normalcy the dislocated lives of -

20 our desperate populace. The Seabees assisted them to rise from the debris, cleared canals, fixed water systems and leveled roads. After the Mount Pinatubo eruption In 99, Seabees reach another milestone in disaster relief operations and engineering construction. Construction of Palawig Rehabilitation and Evacuation Center was accomplished in a record time of 69 working days. Then the construction of thousand Housing units at Mauaque, Mabalacat, Pampanga followed spit to relocate dislocated families affected by the Mt. Pinatubo eruption. Indeed, the Seabees has created a constancy of purpose in line with the unit's mission, thus realizing and achieving its goal of providing efficient and effective service towards building a progressive nation to keep pace with the trends of time. Section -5 Office of the Air Force Chief of Engineers, HPAF 6. History. The office of the Air Force Chief of Engineers has its own beginning when the installation Branch of A 4 Division, HPAF was abolished effective Feb 54 and creating the Office of the Air installation Officer, PAF effective Feb 54 per GO #5, HPAF, 7 Feb 54. Four years later, the Air installation Officer got its new designation as Director Air installation effective 30 Jan 58 per GO #67, HPAF dated 3 Jan 58. Pursuant to SO #9, HPAF dated 0 Aug 65. Office of the Director of Air Installation, HPAF was re designated as Office of the Director of Civil Engineering, HPAF effective 4 Aug 65. ODCE, HPAF was renamed as Office of the Air Force Chief of Engineers Office and the head of office was re designated as AFCE effective 7 May 86 pursuant to GO #4, dated 5 May 86. OAFCE, PAF was renamed again as OA 9HPAF (coordinating staff) and the head of Office was re-designated as Assistant Chief of Air Staff for Base Development & Engineering Services pursuant to GO #85, HPAF dated 8 May 90. Finally, from OA 9HPAF to OAFCE, HPAF effective 0 Jun 9 to GO #98, AFP, HPAF dated 4 June th Aviation Engineering Wing, Philippine Air Force. The 355 th Aviation Engineering Wing traces its roots to the first engineering squadron of the PAF, the 55 st Aviation Engineering Squadron which was created on 4 October 947 under the 05 th Composite Wing based in Nichols Air Base. The squadron was reorganized as a separate unit under the technical supervision of the Director or Civil Engineering on 0 July 966, and later under the PAF Depot. The incessant demand for nationwide service resulted to the creation of the 550 Aviation Engineering Wing from the combined resources of 55 st AES and the other two () engineering squadrons, the PAF Engineering -

21 Construction Battalion and the 550 nd Engineering Construction Battalion on 0 February 974. The Wing was placed under the command of COLONEL RECAREDO ALBANO. Several weeks later, the 554 th Maintenance Support Squadron was activated and attached to the Wing. The three (3) squadrons, 556 AES, PAFECB and 550 ECB were re-designated as 55 AES, 55 AES and 553 AES to conform to the numerical designation of die Wing. On March 975, the CG, PAF directed SSO AEW to handle the construction, improvement and maintenance of six (6) airports such as Laoag, Puerto Princesa, Cagayan de Tawi-tawi, General Santos, Davao City and Awang, Cotabato City. Within one () year, the Wing total strength rose to seven (7) squadrons when two () more squadrons, 555, AES and 556" Af;S were activated. On 0 November 976, the 554 th AES and 555 th AES were dissolved and the 556 th AES was re-designated as 554 th Maintenance and Supply Squadron. Also, the Wing was re-organized with four (4) squadrons, namely: 55 st AES, 55 nd AES, 553 rd AES and 554 th AES. The responsibility of expansion and construction of four (4) airports in Laoag, Sasa Davao, Awang Cotabato and General Santos were transferred to Ministry of Public Works and Highways in 4 July 978. Still with COLONEL RECAREDO ALBANO as Wing Commander, 550c", AEW was re-designated as 355" Aviation Engineering Wing on 9 March 979. The 55"d AES was unmanned and 55" AES and 554" AES were re-designated as 356"' AES and 357 ' MSS, respectively. The exigency of martial law for increased security caused the unfeeling of the Wing and re-designation to PAF 3Td Security Group on 6 April 983. With three (3) squadrons and under the command of COLONEL ERNESTO PIOQUINTO, it was placed under PAF Security Wing. Persistent effort of the Wing leadership to restore unit identity paid-off when several months later, it was re-designated to 355" Aviation Engineering Group. On 0 January 984, the 358" AES was activated and added to the group. On 3 July 985, the 355'r' Aviation Engineering Group was reorganized again to perform nationwide engineering services so that the command and control was transferred to the 55' Air Logistics Division. A year later, on April 986, it was re-designated to Air Force Engineering Services. It was on 6 January 989 when it was renamed as 3S5 ' Aviation Engineering Group. Finally, on July 4, 99, it was renamed again as 355"' Aviation Engineering Wing with COLONEL MAIZIANO RIVERA as Wing Commander. As a result of the PAF Reorganization Program, the Wing was among the four (4) units placed under the administrative arid operational control of the Air Logistics and Support Command in 998. To give way to the implementation of the Base Conversion and Relocation Program, the Wing was relocated to Basa Air Base on 5 November 000. This is new home of the 355AEW Builders. -3

23 CHAPTER CORPS OF ENGINEERS ORGANIZATION Section - Engineer Brigade Non-Divisional Corps of Engineers Organization. General An Engineer Brigade is organized into one Headquarters and Headquarters Company (figure -), which provides command, construction planning, direction, coordination, and control of the engineer construction Brigade and attached units; one Engineer Support Battalion; and three Engineer Construction Battalions whose mission is to perform vertical and horizontal projects for the Philippine Army units, construct and rehabilitate roads, airfields, irrigation systems, structures and utilities in support to the socioeconomic program of the government and perform Combat Engineering support when directed. Shown in Figure - is the proposed Organization of an Engr Brigade, which will be composed of one HHCo, one Engr Support Coy, and three Engr Construction Battalions. Figure. The commander is responsible for all that his staff does or fails to do. He cannot delegate this responsibility. It is therefore imperative that the commander must foster an organizational climate of mutual trust, cooperation and teamwork among his staff. When the commander assigns a staff member a mission, he also delegates the necessary authority for the staff member to accomplish the mission. Having delegated the authority to the staff member, the commander must provide the staff member with the guidance, resource and support as well as training necessary to accomplish the mission. The staff on the other hand is an extension of the commander. They must function as single and cohesive unit. Each staff member must know his own duties and responsibilities in detail and be familiar with the duties and responsibilities of other staff members. a. Chief of Staff. The Chief of Staff is the commander s principal assistant for organizing, directing, coordinating, monitoring, supervising, and training the staff. He frees the commander of routine details and passes pertinent data information and insight from the staff to the commander and from the commander to the staff. The chief of staff is also responsible for staff discipline, morale, and mobilization reactions. He further ensures that the staff work conforms to the mission and commander s guidance; inform the commander and other primary staff members about new missions, -4

27 instructions, and developments; and maintains knowledge of all directives, orders and instructions the commander issues to the staff and subordinate commanders and verifying their execution. b. Assistant Chief of Staff for Personnel, Gl ) The Assistant Chief of Staff for Personnel is the principal staff assistant to the Commander, in the administration and management of individuals. He advises other staff officers and assists them in handling personnel problems in their particular functional areas. The assistance may include actual preparation of plans and some direct supervision. ) His primary general staff responsibility includes maintenance of unit strength; personnel and manpower management; development and maintenance of morale; health services; and maintenance of discipline, law and order. c. Assistant Chief of Staff for Intelligence, G ) The Assistant Chief of Staff for Intelligence is the principal staff assistant to the Commander that is responsible for the preparation, integration; evaluation and implementation of tactical and engineering intelligence and counter intelligence. He also monitors the security of unit facilities and utilities. ) He has the responsibility to ensure its dissemination to all organic units and offices which may need them in a form that will furnish the greatest assistance and time to serve their purposes. d. Assistant Chief of Staff for Operations, G3 ) The Assistant Chief of Staff for Operations is the principal staff assistant to the Commander in the preparation, processing, analyzing, dissemination, recommendation and execution of plans and, orders on areas relevant to Brigade operations, force development and modernization. He also advises and provides the Commander information, relative to operations of the Brigade. ) As the Operation Officer of the Brigade, he prepares updates and maintains staff estimates and execution of decisions; conduct staff coordination, inspections and assistance visits; perform and supervise staff administrative procedures' and staff section and personnel; and perform risk management duties. He is also responsible in monitoring command training program and Civil Military Operations (CMO) programs in coordination with G8 and G7 respectively. e. Assistant Chief of Staff for Logistics, G4 ) The Assistant Chief of staff for Logistics is the principal staff assistant to the Commander in mattes pertaining to the provision of -5

28 supply, maintenance, transportation and miscellaneous logistic support to the Command. He also maintains close and continuous coordination with the support unit Commanders (Military supply points of the PA / AFP Logistics Center) and responsible for logistic support operations ) Advises other staff officers and assists: hem in logistics matters in their respective area of responsibility. f. Assistant Chief of Staff for Comptroller, G6 ) The Assistant Chief of staff for comptroller is the principal assistant. to the Commander in management and financial matters including allocation and use of resources, progress and statistical reporting and analysis, cost analysis, financial services and overall management of the Command. The comptroller usually assists the Chief of staff in programming and program coordination. He also advices other staff offices on management of financial matters for which they are responsible and may provide staff assistancet0o them in preparing plans and orders. g. Assistant Chief of Staff for Civil Military Operations, G7 ) The Assistant Chief of Staff for Civil Military Operations is the principal staff assistant to the commander in all matters pertaining to political, economic, social and psychological aspects of military operations. He has staff responsibility for those actions embracing the relationship between the military forces and civil authorities and people in the area of operations and for those actions in which psychological operations (PSYOPS) techniques are used to support the achievement of Command objectives by creating in target groups the emotions, attitudes, or behavior desired. ) He also prepares, plans, estimates, and conducts studies and recommends policies and procedures as well as provides administrative / logistics support concerning CMO activities. Further, he exercises staff supervision over Headquarters and Headquarters Service unit HHSU) and line Battalions of the Brigade in the conduct of CMO activities. h. Assistant Chief of Staff for Education and Training, G8 ) The Assistant Chief of Staff for Education and Training assists the Commander in the formulation of policies and training / education philosophies; formulation of training objectives and directives; and in the planning, direction; coordination and supervision of all matters pertaining to education and training of the Command. ) Its specific functions include preparation of the education and training portion of the Command's Program and Budget Guidance and supervise its implementation by the subordinate units. It therefore, acts as Program Director for training funds. He also determine training courses for -6

29 local and foreign service schools as well as education opportunities in academic institutions and other agencies as may be authorized under existing laws and scholarship grants. i. Technical, Special and Personal Staff There are several technical, special and personal staff that also assist the commander: j. Communication Electronic and Information System Officer.(CEISO) is responsible for the efficient operation of the COMCEN within the command. k. Brigade Staff Judge Advocate (SJA) serves as the legal advised for the command. l. Brigade Adjutant General (AG) is responsible for coordinating personnel and administrative services assets and operations. m. Brigade Provost Marshall (PM) is responsible for coordinating military police, combat support and combat service support assets and operations. n. Brigade Inspector General (IG) is a personal staff, responsible for advising the commander on the overall welfare and state of discipline of the command. o. Brigade Chaplain is responsible for coordinating the religious, assets and operation within the command. p. Brigade Surgeon ensures the health care of all members of the Command. q. Headquarters Commandant exercises operational control over Headquarters troops and is responsible for the movement of personnel and security of the Headquarters, training, supervision of training and moral activities, mess and quartering personnel and visitors, and supervision and maintenance of major transportation and equipment for the headquarters. r. Command Sergeant Major is also a member of the Commander s personal staff by virtue of his being the most senior noncommissioned officer of the Command. Mission To excavate, haul, compact and grade earth and provide stabilized earth sub-grades for airfields, roads, supply storage areas and similar projects; to construct and rehabilitate buildings, bridges, drainage structures and related facilities, and install and repair utilities.. Capabilities. Following are the capabilities of Engineer Company. a. Operate borrow pits and haul borrow pit material; perform cut and fill; compact natural or fill material to provide sub-grades of specified bearing strength; and level natural or fill materials to desired grades. b. Construct or rehabilitate small buildings, shelters and related facilities; and erect prefabricated structure. c. Install electrical, water and sewerage facilities. d. When supported with additional construction personnel and heavy equipment, this unit can perform power line installation and road concreting or asphalting. e. Provide a capacity for supervision of contract labor and indigenous hired personnel and for assistance in the supervision of contract construction. f. 53 CHAPTER 6 DIVISIONAL ENGINEER ORGANIZATION. General. This chapter describes the Divisional Units organization, mission, and capability. Figure 6. shows the organization of an Infantry Division. 54 . Mission To increase the combat effectiveness of the infantry division by accomplishing mobility, countermobility, and survivability missions; to perform infantry combat mission when required. 3. Organization The Engineer Combat Battalion shall be manned by twenty three (3) officers and five hundred fifty eight (558) Enlisted personnel to fill-up this units. One Headquarters and Headquarters Service Company, and Thee Engineer Combat Company. 4. Capabilities a. Provide engineer staff planning, and supervision of organic and attached engineer troops. b. Prepare and maintain essential combat routes in the forward battle area to include entering and exiting to blocking positions and river crossing sites and expedient repair of bridges. fords and culverts. c. Plans, prepares and execute demolition targets such as the destruction of bridges and railroads and the clatter of roads and airfield runways. m. Perform limited construction and maintenance of supply installations, command posts. defensive installations, forward area landing strips and helipads. n. 63 ANNEX C Corps Insignias Cogwheel The Cogwheel Design of OACE seal in Figure. is a geometric design. It also represents the arm shield used in close combat during olden times. It is one rimmed with teeth which mesh with those of another wheel to transmit or receive motion. The geared motion is a symbol of a directed progress. The circular 'shape serves as technical model and the basic design connotes national progress. At the top frame of the cogwheel is the word "ENGINEERS" and in the bottom, the words "PHILIPPINE ARMY" which are linked by two laurels signifying that the Engineers have gained distinction for the Philippine Army. The two laurels have five sets each of green Sampaguita leaves representing our national flower. The five sets is associated with or designated for the engineers. The frame of the wheel is held at its axis by three brackets (lines) dividing the enclosed (inner) area' into divisions, correspondingly, red, white, and blue in the Philippine Flag. The wheel have eight teeth corresponding to the eight rays of the sun while the three favored Philippine structures are the Ifugao Rice Terraces on the blue background; Muslim tree trunk palisades and Spanish stone fort on the red background; and Warren type steep truss bridge on the white background. 64 Turret Castle The international acceptance of the use of the turret castle as the official insignia of the Corps of Engineers worldwide led to the adoption of the Philippine Army Corps of Engineers insignia as its official insignia representing the AFP Occupational Specialty Engineer. The design represents a castle in its most conventional form, without decoration or embellishments, to ensure simplicity of the design and practically in use. New Corps of Engineers Insignia Despite the long period that elapsed, however, the US Army s influence on four (4) AFOS insignias remained strong in the Infantry, Cavalry, Field Artillery, and Corps of Engineers. The relatively long oversight or omission by GHQ, AFP and / or HPA has implied a re-examination of the foregoing military emblems with a pressing need for adopting an indigenously designed, historically significant and nationalistically insignia for the adoption of the C-
