Captain Jim Carmen, the Director of the MOAA Transition Center contacted me and asked if Montgomery County Chapter would be willing to have someone come out to one of our events and do some "recruiting" for the program if there were any interested folks. I told him that he could have the July event for this purpose and I also told him that I would send invitations to the presidents of all the Maryland chapters, in case any of you want to hear about the program firsthand. Chapter President From: Martin, Gary P SES USARMY CECOM (US) Sent: Wednesday, July 23, :47 AM Subject: Supplemental Preliminary Environmental Assessment with Potential Implications to APG (UNCLASSIFIED) Classification: UNCLASSIFIED Caveats: NONE (This message is sent on behalf of MG Crawford) APG Workforce, As many of you are likely aware, the Department of the Army has completed a draft environmental assessment for the Army 2020 force structure realignment and is making the draft available for public comment for sixty days, which started 26 June 14. This document discusses possible effects to installations based on current budgetary projections that require the Army to analyze the impacts of a reduction of the Active Component to 420,000 Soldiers. These reductions are necessary to achieve the savings required by the Budget Control Act of Nearly all Army installations will be affected in some way by force reductions, and Aberdeen Proving Ground is listed as one installation being assessed for this possibility. The document is called the Supplemental Programmatic Environmental Assessment (SPEA) because it is a follow-up to an assessment conducted in 2013 about stationing changes to brigade combat teams at 21 Army installations and joint 1
4 bases. With the deeper force reductions now anticipated, the Army must consider additional installations that have the potential to lose 1,000 or more Army employees. The Army has added nine more installations to the study including Aberdeen Proving Ground. This supplemental environmental assessment will now list APG as a site for potential reductions of 1,000 Soldiers and 3,300 civilian employees. The overall numbers in the supplemental environmental assessment do not reflect actual or projected losses; rather, they are designed to provide an assessment of the possible environmental and socioeconomic impacts of the greatest cumulative reductions being considered at each installation (worst case scenario for each). This analysis combined with public feedback, an assessment of installation capabilities, plus strategic and operational requirements would then inform the Army decision making process. The bottom line is nothing is definite regarding these possible reductions. But, we need you to be aware that the process is underway and we will keep you informed as the process continues. APG is one of nine (9) Army installations targeted for troop and personnel reductions---almost a third of the existing staffing levels. Final decisions as to which installations will be selected for reductions in Soldiers and Army civilians have not yet been made. 2
5 APG has been assessed to reduce approximately 4,300 positions 1,000 military and 3,300 civilian personnel, according to the SPEA report. This is a result of the current federal budget constraints and the resulting reduction of the Army s active duty from 570,000 to 490,000 troop numbers---sequestration could further reduce the number to 420,000. Ft. Meade is the only other Maryland installation impacted by the current SPEA and they are the only installations impacted on the East Coast; the remainder of the list is more troop-oriented like Ft. Bragg and Ft. Sam Houston.
