At this pivotal moment in health care financing and delivery, NACBH will convene its annual public policy meeting to examine the implications and opportunities for children s behavioral health providers in current legislative proposals and regulatory reform. Participating in the conversation will be leading think tanks, key national colleagues in the field, the National Association of Medicaid Directors and the Center for Medicare and Medicaid Services. NACBH meetings are known for frank and collegial discussion. Please plan to join us to contribute your expertise, ideas, concerns and energy to a forward-looking dialogue on the role of children s services in the rapidly evolving health care system. Their product is information, from basic facts and numbers to comprehensive policy research, targeting in particular Medicaid, Medicare, the Patient Protection and Affordable Care Act (ACA) and provisions now under consideration for legislative or regulatory amendment. Within KFF s Program on Medicaid and the Uninsured, MaryBeth Musumeci concentrates on Medicaid for people with disabilities and long-term services and supports, including for adults who are dually eligible for Medicaid and Medicare. Prior to joining KFF, Ms. Musumeci held a Reuschlein Clinical Teaching Fellowship at Villanova University of Law and spent eight years as a civil legal aid lawyer, primarily focused on Medicaid, Supplemental Security Income, other public benefits programs and civil rights and accessibility issues. She has also clerked in the Delaware Family Court and represented women transitioning from welfare to work in Chester, Pennsylvania. 3 The Center on Budget and Policy Priorities (CBPP), a nonpartisan research and policy institute focused on how federal budget and policy choices affect low-income Americans, is front and center on today s debates on health care reform. Long known for keen analysis of federal economic trends, political process and strategies around where they intersect, CBPP also has a growing presence in the states through its State Fiscal Project and State Priorities Partnership. Judy Solomon s health policy portfolio includes Medicaid, CHIP and health reform implementation issues, particularly policies to make coverage available and affordable. Previously, she was Senior Policy Fellow at Connecticut Voices for Children and Executive Director of the Children s Health Council, where she directed work on policy analysis, outreach, education and training and independent oversight of health care services provided through Connecticut s Medicaid managed care program. Her most recent and timely work includes reports on how the American Health Care Act, the House Republican proposal now on hold, would fundamentally overhaul Medicaid, reduce coverage and hinder innovation. Policy leaders from key national partners will share their organizations priorities for children and families in the current legislative and regulatory scenario and their perspectives on opportunities to advance more responsive models of care. What are the prospects of discussions on Capitol Hill, and where are the openings to influence them? What regulatory reforms are underway or anticipated? Who should you be partnering with on the local level? What do your states need to hear from you as they plan for inevitable changes in federal financing? Are there promising innovations that can be replicated or adapted? What are your NACBH colleagues doing or observing in their states? This substantial block of time is

Thursday, June 15, :30 a.m. Paris North Continental Breakfast 9:00 a.m. 10:30 a.m. Medicaid: Value-Based Purchasing Lindsey Browning Program Director National Association of Medicaid Directors The National Association of Medicaid Directors (NAMD) is the professional organization representing Medicaid leaders in all 50 states, D.C. and the territories. With more than 72 million Americans covered by Medicaid, state Medicaid Directors negotiate a complicated mix of federal and state requirements, the special needs of different eligible populations, and funding that does not quite keep up with treatment and related technology developments. Increasingly, states are reorienting their Medicaid systems to deliver better care and lower costs through valuebased purchasing initiatives. States are ideally positioned to lead these innovations, in partnership with providers, consumers and other payers, to meet the needs of the local community. How will they fare within larger Medicaid reform and greater financial restrictions? How applicable is value-based purchasing for children s behavioral health providers, within or separate from integrated health programs? Lindsey Browning leads NAMD s initiative on value-based purchasing with additional focus on behavioral health integration and managed care. Prior to joining NAMD in 2014, she was an associate in policy analysis for the Children s Hospital Association and, in her undergraduate days, was a public policy intern at the American Foundation for Suicide Prevention. 5 10:45 a.m. 11:45 a.m. Medicaid and Children s Behavioral Health: A Continuing Conversation with CMS Kirsten Beronio Senior Policy Advisor for Behavioral Health Disabled and Elderly Health Programs Group Center for Medicaid and CHIP Services Center for Medicare and Medicaid Services Department of Health and Human Services Baltimore, Maryland Continuing NACBH s ongoing conversation with federal Medicaid policy makers, we are delighted to welcome Kirsten Beronio, who joined CMS as Senior Policy Advisor for Behavioral Health in In this role, she advises CMCS leadership on policy issues, collaborates with colleagues to develop technical guidance to help states comply with parity requirements in Medicaid and CHIP and to integrate primary and mental health care, and supports states, Congress and other agencies within HHS in their behavioral health initiatives. For the previous six years, she was Director of the Division of Behavioral Health and Intellectual Disabilities Policy in the HHS Office of the Assistant Secretary for Planning and Evaluation with a substantial focus on parity policy, implementation and evaluation in both the private sector and Medicaid. This followed nearly ten years as Mental Health America s Vice President for Public Policy and Advocacy. Ms. Beronio will provide an update on Medicaid and CHIP policy related to children s behavioral health services, and an outline of the Medicaid waiver authorities and state plan options that can be used to improve their delivery. This session offers an important opportunity to meet the newest member of the policy team at the Center for Medicaid and CHIP Services and acquaint her with providers concerns and priorities.
