1 All-State Awards Program Standard Operating Procedures The Department of Idaho will host an All-State competition, for its Posts and Districts. This program will run from July 1 st until June 30 th. The Commander and Quartermaster, or Membership Chairman of Idaho s All-State Districts or Posts will receive awards. The All American Award has additional goals. Nominees for Post and District All-State Awards will be submitted to the Department no later than 25 May, This deadline is for recognition at the Department Convention only. Any Post or District who meets the All-State criteria after the Department Convention but before July 1, 2018 will be eligible for All-State status. Awards for Post and District Commanders shall be either a VFW All State cap or an All State jacket. a. District Commanders will submit Post All-State nominations, (attachment 1), certifying the Post s successful completion of the All-State criteria. b. Area Commanders will submit District All-State nominations, (attachment 2), certifying the District s successful completion of the All-State criteria. The following criteria will be considered when selecting the Department All-State Districts and Posts. Department All-State Post Criteria 1. Meet the membership criteria as outlined in attachment A current election report must be submitted. 3. Satisfactorily passed Post inspection and corrected any deficiencies. 4. Current in quarterly audits. 5. Conduct monthly meetings. 6. Post Commander or designated representative must attend all District meetings. 7. Post must be current in District dues. 8. Post must have a designated Service Officer. 9. The Post must be active in their community and support the Department s Community Activities Program through regular monthly reporting. 10. Purchase a minimum of 500 Buddy Poppies. 11. Participate in at least three (3) of the following Programs: a. Voice of Democracy b. Patriot s Pen c. Scout of the Year d. Citizenship Education Teacher of the Year (A donation of $ to Department Programs will suffice for participation in one (1) program only.) 12. Donate a minimum of $50 to Veterans & Military Support. The donation, or proof of, shall be sent to the Department of Idaho for credit. Donations will be forwarded to VMS. 13. Register delegate for the Department Convention and pay delegate fees. 14. Register a Post delegate for the National Convention and pay delegate fee. 15. Recommended by the District Commander. (Attachment 1) 1
2 Page 2 All-State Department All-State District Criteria 1. Meet the membership criteria as outlined in attachment 3. Though desirable, all Posts in the District need not be 100% 2. District and all subordinate Posts must be current in quarterly audits. 3. District and all subordinate Posts must be bonded. 4. Must submit a current election report. 5. The district and all subordinate post inspections must be completed and any deficiencies corrected. 6. The District must sponsor a contestant in the following VFW programs: a. Voice of Democracy b. Patriot s Pen c. Citizenship Education Program with contestants in all three grade levels (k-5,6-8, & 9-12) 7. Must conduct at least three (3) meetings. 8. The District Commander or their designated representative must attend all Department Council of Administration meetings. 9. Conduct at least one School of Instruction at a District meeting. 10. Have a designated Membership Chairman and actively support the Department and National membership objectives. 11. The District must designate a Service Officer. 12. Recommended by the Area Commander. Verify with Dept. Quartermaster. 5 Does post conduct monthly meetings? 6 Has post commander or designee attended all Dist. meetings? Verify with Dist. QM/ADJ 7 Have District dues been paid? 8 Does the post have a Service Officer? 9 Is post active in their community and submit monthly activity reports? 10 Amount of buddy poppies purchased. Verify with Dept. QM. Minimum 500 poppies 11 Which VFW programs did the post participate in? Was there a donation in lieu of participation in one program? Voice of Democracy Patriot s Pen Citizenship Teach of the Year Scout of the Year 12 Veterans & Military Support donation amount. Verify with Dept. QM Minimum $ Have post delegates been elected for Dept. Convention and delegate fees paid? 14 Has the post registered a delegate to the National Convention and paid fee? I certify that the above information is true and correct and hereby submit Post No. for consideration as ALL-STATE Post. District Commander Remarks: 3

QM, district and subordinate posts quarterly audits are current. 3 Ensure district and subordinate posts are bonded 4 Has a district election report been submitted? 5 Has district and all subordinate posts passed inspection with all discrepancies corrected? 6 Has the district sponsored a contestant in the following programs? Voice of Democracy? Patriot s Pen? N.C.E.P. in all 3 grade brackets? 7 Has the district conducted at least 3 meetings? 8 Does the commander or designee attend all department C.O.A. meetings? 9 Did the district conduct at least one school of instruction? 10 Name of district membership chairman. 11 Name of district service officer?
