3 Certifying staff categories Certifying staff are in the following categories: A line maintenance (Part 145 only) B1, B2 & B3 line and base maintenance C base maintenance only Engines and components shop maintenance NDT Commander, flight engineer & pilot owner 3

4 Support staff categories Support staff are only in base maintenance and in the following categories: B1 B2 B3 (not for complex motor powered aircraft) Support staff is only required in case of base maintenance of complex motorpowered aircraft. 4

5 Responsibilites Any person or organisation performing maintenance shall be responsible for the task performed (M.A.201(c)). What does this mean? 5

6 Certificate of release to service statement Part 145: Certifies that the work specified, except as otherwise specified, was carried out in accordance with Part 145 and in respect to that work the aircraft/aircraft component is considered ready for release to service. (AMC Part 145.A.50(b)) Part M: 'Certifies that the work specified except as otherwise specified was carried out in accordance with Part M and in respect to that work the aircraft is considered ready for release to service'. (AMC M.A.801(f)) 6

7 Responsibilities and functions of CS & SS The rule is not always to clear about the responsibilities of different players. Individual CS (einyrki) responsibility is stated in Part M (M.A.201(c), M.A.402, M.A.801(e)) Maintenance organisation CS & SS share the responsibility the one cannot live without the other 7

8 Responsibilities and functions of CS & SS Support staff in shall: ensure that all relevant tasks or inspections have been carried out to the required standard before the category C certifying staff issues the certificate of release to service. Part 145.A.30(h)1.(i) 8

9 Responsibilities and functions of CS & SS Category C certifying staff shall: ensure compliance with paragraph (145.A.30(h)1.(i)); and that all work required by the customer has been accomplished; and shall also assess the impact of any work not carried out with a view to either requiring its accomplishment or agreeing with the operator to defer such work to another specified check or time limit Part 145.A.30(h)1.(iii) 9

10 Responsibilities and functions of CS & SS Other certifying staff shall: ensure that all relevant tasks or inspections have been carried out to the required standard before issuing the certificate of release to service. It may also include: that all work required by the customer has been accomplished; and shall also assess the impact of any work not carried out with a view to either requiring its accomplishment or agreeing with the operator to defer such work to another specified check or time limit 10

11 To the required standard To the required standard means performed in accordance with: the instruction contained in the task cards; the applicable maintenance data the applicable standard practices; and the procedures of the MO and/or operator as appropriate NPA (AMC 145.A.50(a) pg. 24) 11

12 Task sign off Task sign off is a statement issued by the authorised person which indicates that the task or group of tasks has been correctly performed. A sign off relates to one step in the maintenance process and is, therefore, different to a certificate of release to service. (GM 145.A.48) 12

13 Task sign off The authorised person is the person who performs the task or supervises the task and they assume the full responsibility for the completion of the task in accordance with the applicable maintenance data (AMC4 145.A.48(b)) Authorised person may be: certifying staff or support staff mechanic authorised to sign off tasks 13

14 Task sign off The sign off by authorized person does not prevent the CS/SS from coordinating / inspecting / supervising different maintenance staff working on different areas of the aircraft at the same time for the purpose of ensuring that all the maintenance tasks have been carried out to the required standard 14

15 CRS Effective coordination and oversight of the tasks by the CS or SS is important so: CS can ensure (CRS); or SS declare (SS) that all tasks have been carried out to the required standard 15

16 CRS CS and SS are responsible for ensuring that all tasks have been carried out the required standard, therefore they should determine the level of coordination and oversight they want to perform 16

17 Privileges of CS Privileges of category A, B1, B2, B3 and C CS are stated in Part 66.A.20(a) Individual CS have to pay attention to: aircraft rating(s) limitations in the licence if applicable six months of maintenance experience 17

18 Privileges of CS Part 145/MF maintenance organisations control CS authorisations, however, B1/B2/B3/C CS should know limitations in Part 66.A.20 i.e.: B1/B3 (structure, powerplant, mechanical and electrical systems) B2 (electrical and avionics systems) C (base maintenance for the aircraft entirety) 18
