Challenge, Discussion In general modernization of administration (mentality shift - reducing governmental tasks to the core (security, education, infrastructure, health care, solution for social problems) inclusion of minorities (women, immigrants, elder people) demographic development (declining population, excess of age in total, approaching full employment, location/position, integration of first/second/third-generation immigrants globalization, service) access to excellent infrastructure (broadband)

Challenge, Discussion Media / it keep the cluster course Education: media literacy as key skill, struggle for the best/good qualified employees = best education as possible new IT/comunication technologies security in a globalized world, youth protection - digitalization, Internet/Mobiles job and personal usage, globalization of services (even public services), access to information-communication as trigger for regional development But: Clash of the German administration-system and self conception (core) technologies advances fast administrations, laws and legislation?
