INSTRUCTIONS: The purpose of this Memorandum is to provide information on the application and selection procedures of elementary and middle school 2014 CORE Waiver Extended Learning Opportunity Summer Program administrative assignments. This is a new Memorandum. The following information is provided for administrators interested in applying for a 2014 CORE Waiver Summer Program school administrator position. I. Background As part of the federally approved No Child Left Behind (NCLB) waiver for the California Office of Reform Education (CORE) districts, LAUSD has reallocated Title I funds to provide extended learning opportunities for students that are not meeting grade level standards in core academic subject areas. Priority, Focus, Support, Reward, and Collaborative Partner CORE Waiver schools are eligible for a summer extended learning program. This program is restricted to CORE Waiver school students at CORE Waiver school sites. II. Schedules A. CORE Waiver elementary and middle school programs will provide a 4 week summer program from June 16, through July 11, B. Hours of operation: Student hours Teacher hours Principal hours 8:30 a.m. to 11:50 a.m. 8:20 a.m. to 12:00 a.m. 8:00 a.m. to 12:30 p.m. C. 2 D. There will be no summer program on July 4, 2014 in observance of the Independence Day holiday. III. Selection A. Application Administrators applying for a position of summer principal for a CORE Waiver Extended Learning Opportunity Summer program are to complete a paper application. (Attachment A) Administrators may apply for one CORE Waiver site position and are to submit their paper application to the Instructional Directors listed on Attachment B for the ESC/ISIC in which that school operates. All summer program principal position selections will be finalized by the ESC/ISIC Superintendents. A list of CORE Waiver elementary and middle schools is available on Attachment C along with their ESC designation. Administrators that are not selected for a position at the school for which they applied will be placed in a geographic candidate pool for possible consideration at other sites. Selected administrators are required to attend an ELOS Administrators meeting. All pertinent information on the organization, staffing, and implementation of the summer program will be shared at this meeting. 3 B. Basis Overlap Due to regular position basis restrictions the summer principal position may be filled by administrators for either all or part of the summer program. 1. Only B-Basis administrators may be assigned to work June 16 23, (6-days) 2. B or E-Basis administrators may be assigned to work the remaining 13-days from June 24 to July 11, Working Dates Who may be the Summer Principal? June 16 to June 23, 2014 June 24 to July 11, 2014 B-Basis Administrators only E-Basis Administrator or B-Basis Administrator C. Criteria The following prioritized criteria will be used to select summer school principals: a. Principals currently serving at the location designated as a CORE Waiver summer program site. b. Principals who are currently at a school not designated as a summer school site, and if more than one principal applies for that site, selection will be based on seniority and the criteria below. i. Principals who did not have a 2013 summer school assignment ii. Principals with the least number of summer school assignments in the last 5-years c. Non-school based administrators with regular status as principal, and if more than one administrator applies for that site, selection will be based on seniority and the criteria below. i. Administrators who did not have a 2013 summer school assignment ii. Administrators with the least number of summer school assignments in the last five years d. Assistant Principals, after all applying principals are assigned, serving at a location designated as a summer school site. If more than one assistant principal from the summer school site applies for that site, selection will be based on seniority and the criteria below. i. Assistant Principals who did not have a 2013 summer school assignment ii. Assistant Principals with the least number of summer school assignments in the last five years. Assistant Principals who are currently at a school not designated as a summer school site, and if more than one assistant principal applies for that site, selection will be based on seniority and the criteria below. i. Non-school based administrators with regular status as assistant principal, and if more than one administrator applies for that site, selection will be based on seniority and the criteria below. i. Applicants may apply for a Summer Principal assignment at one CORE Waiver school site. The application should be submitted to the ESC/ISIC Instructional Director of the preferred school site by April 11, The assignment of Summer Program Principals will be finalized by the ESC/ISIC Superintendents. Administrators may only apply for an assignment which does not overlap their current basis.
