Ambassadorial Scholar News - p 2 and pp 4-5 Future Vision Vocational Training Team - p 4 Paul Harris Society Report PP 6-7 Future Vision Plans Are Under Way Future Vision will be a window of opportunity for the increased effectiveness of The Rotary Foundation: The Future Vision plans started on the 1st July 2010 for our District and for the other 99 Rotary Districts that were selected to be a pilot District within the Future Vision program. The pilot program will last for 3 years until the 30th June 2013; during this period the pilot districts around the world will test the new guide lines for the Foundation so that if there are found to be any adjustments or changes to be made to the envisaged new plan these changes can be made before they are rolled out to the other 432 Rotary Districts on the 1st July In the 3 year period of the pilot program only pilot to pilot Future Vision Foundation programs will be funded by the Foundation; this has been done so that the changes can be fully evaluated on a level playing field. It is possible, however, in the 3 year pilot phase to work with clubs in non pilot Districts. Why then are we making changes to the Foundation under the Future Vision program? While the current Foundation model has been very successful, the way its grant structure has been implemented and many of its programs have had only minimal changes since their inception in The world as we know it today has seen great changes in the last 93 years and many Rotarians have expressed frustration with the current system, calling for a more accessible Foundation with an improved grant application process and with greater autonomy at District and Club level. With these factors in mind and with the anticipation of the celebration of 100 years of the Rotary Foundation in 2017, the trustees set out in 2005 to develop a 10 year vision to move the Foundation towards its second century of service. The vision and plan reflected input from a wide variety of stake holders through interviews, focus groups and input sessions. Future Vision will offer Clubs and Districts more control over fund allocation and provide greater flexibility in decision making. It will allow Clubs and Districts to respond more quickly to urgent needs, both globally and locally, while providing greater efficiencies and impact on the programs and projects undertaken by Clubs and Districts supported by the Rotary Foundation. What effect will Future Vision have on clubs and what should they be reviewing within their Club? In the main Future Vision will have a minimal impact on how Clubs continue to participate in the programs of the Foundation; the greatest changes will be on the way grants from the Foundation are applied for and administered with greater ROTARY DISTRICT FOUNDATION NEWS - AUGUST 2010 PAGE

3 2 FOUNDATION NEWS EDITION AUGUST 2010 emphasis on good stewardship and accurate and timely reporting. Applications for the other programs of the Foundation including Group Study Exchange, Vocational Training Teams and Ambassadorial Scholars will be managed by the District Foundation Committee and forms will be changed if necessary to reflect the policies under Future Vision. The programs of Polio Plus and Peace and Conflict scholars are unaffected under the Future Vision program. In regard to the only two humanitarian grants that are now available i.e. District and Global, detailed information on these two grants is available in the grant Management Manual that was distributed to Foundation Chairs in attendance at the Foundation session at the District Assembly held in May at Melbourne Grammar. If any Club Foundation Chair was not at the Assembly a limited number of copies are still available from the District Grant Chair PDG Jim Studebaker or they can be down loaded from the RI Web site - type in Grant Management Manual in the search window. Clubs also need to agree to the terms and conditions of grants as set out in the club Memorandum of Understanding (MOU), the MOU needs to be signed by the Club President and President-elect and conveys Club qualification status for 12 months; signed forms should be returned to the Grants Chair: PDG Jim Studebaker PO Box 602 Balwyn Ambassadorial Scholar Wed 2010 will go down a year of big commitments for RD9800 Ambassadorial Scholar, Roland Dillon, sponsored by RC Southbank. Roland has made the further big commitment by getting married to his fiancé Dewi Cooke in New York shortly after he arrived to undertake his Master in Public Administration - Environmental Science and Policy at Columbia University. Dewi is a journalist with The Age and has spent much of the past year covering the Bushfires Royal Commission. Roland says married life is great but we hope it does not provide too much distraction away from his studies during the year. We wish Roland & Dewi a very happy life together and look forward to catching up with them back here in Melbourne next year. In this Newsletter you will read how clubs and individuals can make a commitment to further the work of the Foundation as it attempts to do Good in the World through the multi-facet programs of the Rotary Foundation. Future Vision is a managed change and to all intents and purposes it is business as usual. 4 FUTURE VISION VOCATIONAL TRAINING TEAM (VTT) EXCITING NEWS! Our District 9800 has agreement for a Rotary Foundation Future Vision Vocational Training Team (VTT) with District 9550, Timor Leste a Future Vision District - in one of The Rotary Foundation s 6 areas of focus Maternal and Child Health. District 9550 Governor, Allan Church and their Rotary Foundation Chair, PDG Joanne Schilling are most enthusiastic for this project, as are President Toni Favaro and the members of the Rotary Club of Dili, Timor Leste. The Planning Group from our District lead by PDG Ian Knight, PP Chris Don, PP Frank Leigh, Professor Jeremy Oats and his wife, Susan, will visit Timor Leste, between August, Whilst in Timor Leste our Planning Group will be looking for other opportunities for Clubs and our District to be involved in Timor Leste by adding to this Vocational Training Team, or in other projects. We have been greatly assisted in our planning for this Group visit to Timor Leste by PP Bob Glindemann and PP Robert Read, (members of the Rotary Club of Melbourne), who have both experienced and visited Timor Leste several times, on other Aid projects. We have asked Professor Jeremy Oats, Victorian Department of Health Clinical Councils Unit; Chair, Consultative Council on Obstetrics and Paediatrics Mortality and Morbidity and also at The Royal Womens Hospital (a member of the Rotary Club of Melbourne) to lead this team (to be selected) to go to Timor Leste later this Rotary year. It is anticipated we will work with existing organisations in Timor Leste, such as The Alola Foundation. As mentioned the area of focus will be Maternal and Child Health. We have been told the maternal mortality rate in Timor Leste is 1 in 35 mothers dying as a result of childbirth. This Vocational Training Team to go to Timor Leste later this Rotary year will be funded by The Rotary Foundation. This new Rotary Foundation Future Vision initiative, Vocational Training Teams clearly fits the mission and motto of The Rotary Foundation of Doing Good in the World PDG Ian Knight Chairman, Rotary Foundation Special Projects (VTT). WARM WELCOME FOR NEW AMBASSADORIAL SCHOLAR - PP David Gorman German Ambassadorial Scholar, Clemens Witt received a warm welcome from the other inbound scholars when he arrived in July. To celebrate his 30th birthday a few days after arrival he was taken out for dinner in Lygon St Carlton by a gorgeous contingent of our inbound scholars, including Miyuki Komaba ( , second from right) who recently got married to Al Roberts, one of her housemates whilst in Melbourne and will now be living here permanently. Clemens is a man steeped in Rotary having been in Rotaract for 10 years, held the office of District Governor (Rotaract) in Germany and has attended 5 International Conventions. Now there s a challenge for RD9800 Rotarians to match! Clemens has been assigned to RC Albert Park where his host counsellors, Henry & Loretta Michaelsen, share some close associations Henry & Clemens mothers come from the same town in Germany. 5 Ambassadorial Scholar Mei Maruyama featured on Rotary Radio s community program (3WBC 94.1FM) on Friday 6th August. Interviewed by Brian Bloomer (pictured), Mei provided an outline of her studies here at Melbourne University and how she expects to use her skills upon returning to Japan and comparision of life in Australia and Japan. In conjunction with RD9800 Ambassadorial Scholars Co-ordinator, David Gorman (RC Albert Park), she also compared the selection process with how it is done here. David also gave an overview of RD9800 s approach to Ambassadorial Scholarship selection under the Future Vision pilot program. Mei was invited to appear after her presentation to Rotary Club of Canterbury earlier in July. Mei and other scholars are available to present to all clubs at any time during their time in Australia. For those who missed the show live it can be replayed online at: Ambassadorial Scholars Davinder Sidhu (USA), Sophie Dowse (USA) and Mei Maruyama (Japan) are pictured helping out at the multidistrict Tree Planting project at Broadford on Sunday 8 th August. Newly arrived scholar from Germany, Clemens Witt, also participated. The day was a great success in brilliant sunny conditions for mid-winter. Nearly 10,000 seedlings were planted by some 150 volunteers from Districts 9790, 9800 & The only disappointment for the day was no sightings of kangaroos. Rebecca Morrison a visiting student from the Clinton School of Public of Public Service at University of Arkansas made a brief presentation to RC Melbourne at its meeting on 28th July, This was the conclusion of Rebecca s 2-month filed study trip to Melbourne as part of her 2-year Masters of Public Service. Rebecca worked with the Brotherhood of St Laurence on the HIPPY program which provides reading materials to pre-school children from disadvantaged backgrounds. She was sponsored by RD6150 in Arkansas under revised Ambassadorial Scholarship arrangements under the Future Vision pilot program. RD6150 will sponsor two students annually to undertake their field studies overseas and has proposed a link with RD9800. to further this arrangement. AMBASSADORIAL SCHOLARS HOST COUNSELLORS NEEDED: Five new scholars will be arriving in February Host Counsellors are required now to start making contact with the students and assessing their requirements for their arrival in Melbourne. 6 PAUL HARRIS SOCIETY REPORT AUGUST 2010 The District 9800 Paul Harris Society (PHS) is now in its forth year and we had our annual luncheon on 1 August This was against held at the beautiful Canberra Room of the Windsor Hotel. Everyone arrived to find drinks, great conversation and fellowship. The luncheon got off to a great start with PDG Don Jago saying grace, PDG Bernie Walshe providing an intro and DG Iven proposing a toast. Whether it was the crispy skin salmon fillet or the char grilled sirloin steak, the main dish was both tasty and satisfying. Before long, PDG Bernie introduced PDG John Davis, the D9800 Foundation Chair, to begin official proceedings. Just over 3 years ago, then DG Bernie inducted the charter members (16 in total) of the PHS which also assisted 5 other Rotary districts to establish their own Paul Harris societies. PDG John Davis also recognised both PP Chris Don and PP John Rafter who were instrumental to the establishment of the PHS. PDG John then gave us more insight into the implications of being one of the Future Vision pilot districts and how Future Vision will help us achieve the motto Doing Good in the World. PDG John named the members who joined the PHS since our luncheon last year. PDG John then inducted 3 new members of the PHS: Rotarian Elizabeth Beth Foley (RC Kew); PP Michael Mike McFarlane (RC Kew); and PP Philip Archer (RC Southbank). PDG John was assisted by DG Iven who presented each new member with their lapel badges. PDG John then introduced PHS members who have achieve Major Donor Level 1 status: Rotarians Colin and Julie Hutchieson (RC Eaglehawk) and PP Robert and Mrs Barbara Read (RC Melbourne). DG Iven again assisted in the proceedings. This was followed by a delicious dessert, be it the traditional apple tart tatin with vanilla ice cream or the lemon brulee tart with raspberry sorbet and more fellowship. PP Chris Don then introduced PP Hein Otten who, in recognition of his wife s continued support for his Rotary work, presented her with a PHF and membership to the PHS. Veronica Otten became our newest member. Her badge was presented by PRIP Royce Abbey. The luncheon came to a successful conclusion but I doubt we d be back next year... well, not in the Canberra Room anyway because the PHS is growing and we have an ambitious plan to double our size. At the conclusion of the luncheon, our membership number stands at 51 (including 3 members from other districts). Of course, support from each of our members is crucial for the PHS to grow so that we can better support The Rotary Foundation s wonderful with the community. If some one said Peace is the cessation of violence between countries or political entities, we would accept that as a definition of Peace at first blush. But that is seen as a definition of negative peace, it is merely the starting point. That is Peace Making what the diplomats and politicians do. Having signed a peace treaty, it has to be kept. The violence and distrust won t disappear just because of a written agreement. The next step is Peace Keeping.. The independent umpire comes in to manage the conflict and suppress the violence, best typified by the UN s Blue Berets or Australia s military and police keeping forces in Timor Leste, Solomons, Cyprus etc. On going or sustainable peace means advancing from external imposition of peace rules to Peace Building. The peace builders job is to devise strategies for ending violence and sustaining reconciliation in these divided societies. It is creating the space for the parties in conflict to encounter each other and engage in positive human and resource building projects. That requires facilitators with many different skills and diverse experience. They have to persuade people to switch from oppositional hostility to co operative physical and/or community 8 ROTARY DISTRICT FOUNDATION NEWS - AUGUST 2010 PAGE 7

8 7 building ventures. It has to move to win-win situations rather than the victor continuing to suppress the loser. The resentment of the loser will maintain hostility. The peace builders task is identifying and reducing the causes of violence so that lasting peace is achieved. As former US President Jimmy Carter said: Peace is creating a position where people Have the right to voice their views, Have the freedom to choose their leaders, Can feed their families and Raise healthy children. These are the sorts of conditions which the Rotary Foundation s humanitarian grants for clean water, polio elimination, literacy, child health, micro credit, rebuilding devastated schools etc underp peace building. So Rotary has the programs and with the Rotary Peace and Conflict Resolution program, it has advanced to the next level. Rotary Peace Fellows come from a multitude of backgrounds to build sustainable peace. That is the challenge we face as we continue our search for good candidates. How do we open our eyes to the breath of possibilities. Peace workers Peace Fellows can be psychologists to help traumatized war damaged people, medically trained people to improve health, teachers to help kids and rebuild communities, social workers, journalists to report stories, engineers to rebuild infrastructure or provide water, lawyers to negotiate settlements and promote human rights. Do you know such people? Have you links with organizations which employ such people? How about telling them that the Rotary Peace Fellowships provide world class education and training? Group Study Exchange Rotarians across our District will be practising their Texan drawl and adding Y all to every sentence as we link with District 5840 in Southwest Texas. Each club in our District has a partner club in District In addition, this year s Group Study Exchange is with District 5840 we will be hosting their team in March/ April 2010 and our team will head to Texas in May/ June Group Study Exchange is a flagship program of our District and of the Rotary Foundation. The Group Study Exchange (GSE) program of The Rotary Foundation is a unique cultural and vocational exchange opportunity for young business and professional men and women between the ages of 25 and 40 and in the early years of their professional lives. The program provides travel grants for teams to exchange visits between paired areas in different countries. For four to six weeks, team members experience the host country s institutions and ways of life, observe their own vocations as practiced abroad, develop personal and professional relationships, and exchange ideas. This year, the program is particularly embraced by the two District Governors. DG Stephanie Macchia of D5840 is a past GSE team member and our own DG Iven Mackay led our District s team to Korea in District 5840 includes the City of San Antonio. It is a centre for medical excellence, military, utilities, and tourism. We plan on selecting a team that will do our District proud and return with enthusiasm and new ideas. Applications for team leader close on Friday 1st October. Applications for team members close on Friday 8th October. Selection interviews will be in October and November. Application forms can be downloaded from our District website. The incoming team from D5840 will be welcomed in a big way in mid-march. Their exchange will include staying with city and regional clubs, plus our District Conference in Adelaide. Their team selections are next month. We are still looking for host clubs. Kick up your boots as we celebrate our Texan Connection and encourage your clubs to be involved with Group Study Exchange. 9 A District Grant that helped a village in Tibet. Brighton North Rotarian Don Cullen (pictured below with a Tibetan villager and Tibetan Monks) is passionate about improving the quality of life for the people of Tibet. Although there are no Rotary clubs in Tibet, the Rotary Club of Brighton and Don Cullen were able to use Foundation Grant funds through the awarding of a District grant to build a composting toilet for a village in Tibet. The Tibetan Village Project (TVP) is a non profit, non-political organisation dedicated to promoting sustainable development whilst preserving the rich cultural heritage of Tibet. TVP was started by humanitarian Tamdin Wangdu and his wife in nine years ago and relies upon generous donations from the United States and Don Cullen started the Tibetan Village Project (Australia) in early 2005 to complement the good works of TVP in Tibet. Last year the Rotary Club of Brighton North supported Don Cullen s TVP(A) project to build a Composting Toilet in the area know as Tidrum to improve the health and environmental sanitation of approximately 5,000 villagers and 10,000 people who visit the Tidrum area each year. The project accomplished its objective by building two composting toilets and organised awareness training for about 50 villagers. But the project also had a second valuable objective to improve the construction skills of those Tibetans who built the toilets. This was accomplished by employing two skilled builders who provided on-the-job construction training for ten Tibetan villagers who previously had only basic construction knowledge. As a result of environmental awareness training and building the two composting toilets, human waste no longer goes into the drinking water from the river and the overall health and environmental sanitation for everyone in the Tidrum area has improved. Those Tibetans who received on-the-job training have returned to their respective homes and villages and are now looking into building more composting toilets as a way of generating income for themselves while improving sanitation. At a cost of approximately $10,000, this valuable humanitarian project was funded on a 50:50 basis by the Rotary Club of Brighton North and the Rotary Foundation through a District grant. 10 Rotary District Foundation Grants Broadly there are two types of Rotary Foundation grants, Global grants and District grants. In this issue of Foundation News I would like to discuss District grants. Rotary clubs may apply for a District grant to assist them fund a broad range of humanitarian projects. Whilst the project need not strictly align with the six areas of focus prescribed by the Foundation for Global grants, the project does need to address a humanitarian need either locally in Australia or overseas. The following are the general criteria established by the District Foundation Grants Subcommittee for awarding District grants: The minimum District grant is $2,000 and the maximum $5,000. Project funding is made up of a contribution by the applicant Rotary club, optional contributions from outside sources and the District grant award. The District grant amount will match the amount, dollar for dollar, the amount contributed from club funds up to a maximum of $5,000. Rotary clubs may undertake humanitarian projects in Australia and overseas. International projects will be considered where a strong relationship between the club and an overseas cooperating partner can be guaranteed. Each project must be a new project for the club and for each of the clubs co-operating on a joint project. Grants are awarded only for expenditure that complies with The Rotary Foundation s eligibility criteria. District grants are paid to reimburse club expenditure on the project, as evidenced by the presentation of invoices and receipts at completion of the project. The amount paid will be half the actual eligible expenditure or the amount of the District grant awarded whichever is the lesser. Payment is dependent on presentation of a District Grants Project Report that is accepted upon review by the District Grants Subcommittee. Reporting obligations are essential to the payment of the grant. District grants are an appropriate way to assist Rotary clubs undertake humanitarian projects in Australia and internationally where the project resides in a Rotary District which is not a Foundation Future Vision Pilot District, or there is no Rotary presence in the project country. 11 Wild Poliovirus Weekly Update 04 Aug 2010, World Health Organization New polio cases reported in the past week for 2010: 21 Total number of cases in 2010: 597 Total number of cases in 2009: HEADLINES In Pakistan, the polio eradication infrastructure is helping respond to the devastating floods affecting the country. Polio supplementary immunization activities (SIAs) initially scheduled for 3-5 August have been postponed in the affected areas of NWFP and Punjab. 2. ENDEMIC COUNTRIES Afghanistan India No new cases were reported in the past week. The total number of cases for this year remains 12. Polio transmission in Afghanistan persists primarily in 13 highest-risk districts in the country's Southern Region. One new case reported in the past week Nigeria (WPV1 from Jharkhand), bringing the total number of cases for this year to 25. No new cases were reported in the past week. The total number of cases for 2010 is six. Pakistan Rotarians visit the Panacea Biotec factory, where some of the oral polio vaccine provided to India is manufactured (from RI Images) Three new cases were reported in the past week bringing the total number of cases for 2010 to IMPORTATION COUNTRIES Angola One new case was reported in the past week bringing the total number of cases for 2010 to 17. With the outbreak this year expanding to re-infect previously polio-free areas of the country, as well as spreading to neighbouring Democratic Republic of the Congo, WHO and UNICEF in Angola called for full engagement of all sectors of government and communities for NIDs to be held on 6-8 August. Angola this year accounts for nearly 25% of all cases in Africa. Chad No new cases were reported this week. 12 11 Democratic Republic of Congo No new cases were reported this week. The total number of cases for 2010 remains two. Horn of Africa No cases have been reported across the Horn of Africa for The most recent case in the Horn of Africa was more than a year ago (Kenya, 30 July 2009). Nepal One new case was reported in the past week, bringing the total number of cases for 2010 to five. Tajikistan and surrounding countries 15 new cases were reported in the past week, bringing the total number of cases for 2010 to 452. West Africa The total number of cases for 2010 in west Africa is 30 (the bulk of which - 18 cases - are from Senegal, with others being reported from Liberia, Mauritania, Mali, Niger and Sierra Leone). Immunisation in Nepal (Source - Rotary Images) The Global eradication of the poliomyelitis virus continues to be Rotary Internationals number one Humanitarian program. The initiative adopted in 1985 has seen an investment of over US$650M & recently receiving contributions of US $350M from the Bill & Melinda Gates Foundation, with more than 2 billion children worldwide vaccinated by over 2.5 million Rotary volunteers & the endemic countries falling from over 180 to now just 4. Our promise made to the children of the world to rid the world of poliomyelitis is now totally reliant on contributions as the eradication phase has now entered its final chapter. Two years ago Rotary Districts around the world were challenged to encouraged their Clubs to contribute $1000 per year, over a three year period in the support of Rotary s US$200 Million Gates Foundation Challenge. To those Clubs that have supported The Challenge to date we thank you. Rotary s US$200 Million Challenge Rich Fruit Cake fundraiser initiated & administered by the Rotary Club of Melton Valley & supported by our District provides every Rotary Club with the opportunity to raise valuable funds to fulfill their contribution target. Cakes can be purchased from The R.C. of Melton Valley for $20.00 with $5.50 per cake purchased, being credited back to the clubs as their contribution to The Challenge. 13 ... from The Annual Giving Chair Chris Don The final results for contributions to The Rotary Foundation have been released with our District confirmed as the number 3 District within the Australian, Solomon Islands, Papua New Guinea & Timor Lester region. With a per capita contribution of US$ we finished behind D9810 with US$ & D9450 with $ Our District however, remains, again the largest contributor with US $351,522 with D9680 next with US$230,975, followed by D9810 at US$220,370 The Rotary Club of Toorak finished number 1 in our District with a per capita contribution of US$451.20, followed by Brimbank Central $ & Chadstone East Malvern third with US$ It should be noted that with contributions to PolioPlus & the Permanent Fund, our total Foundation contribution of US $543,895 was the highest since Congratulations to PDG Ian Knight 2009/10 District Foundations Contributions Chairman & his Team for there Hi Rotary Friends wonderful year of Rotary Service. I would particularly like to acknowledge the valued participation of Ian s wife Genny for her personal involvement over the past 4 years. Ian & Genny proved to be a very formidable & tenacious team! The challenges for this Rotary year are to increase our number of EREY Centurions to 500, now at only 330, to increase our Paul Harris Society members from 50 to 100 & to increase our per capita Club Annual Giving to A$190 from this year s figure of A$141. It is disappointing to report that there are still a number of our Clubs who do not support the Annual Giving to our own charity, The Foundation of Rotary International. The task of education remains paramount, & with our District Governor agreeing for our Assistant Governors to actively promote the opportunities of both personal & Clubs contributing to our Foundation, I believe we can look forward to an even more positive final outcome for the 2010/11 Rotary year. There are however many positive signs for the future. We still have a long way to go to demonstrate our full potential but there is no doubt that the vast majority of Clubs are willing to reach out & make a difference through The Foundation to those who are in desperately need of our assistance.
