DISCUSSION CALL TO ORDER T The meeting held in the Palomar Medical Center Raymond Family Conference Center, 2185 Citracado Parkway, Escondido, CA was called to order at 6:00 p.m. by Chair Dara Czerwonka. AF ESTABLISHMENT OF QUORUM Quorum comprised of Director Czerwonka, Director Kaufman and Director Sison Excused Absences: None NOTICE OF MEETING There were no public comments * INFORMATION ITEMS D PUBLIC COMMENTS R Notice of meeting was posted at Palomar Health s Administrative Office. The meeting notice was also posted with the full agenda packet on the Palomar Health website on Friday, June 1, 2018 which is consistent with legal requirements 1. *Minutes: Board of Directors Community Relations Committee Meeting Wednesday, May 2, 2018 MOTION: By Director Kaufman; 2nd by Director Sison, and carried to recommend approval of the minutes of the Wednesday, May 2, 2018 meeting. All in favor. None opposed. No Discussion 2. Standing Item: Foundation Update Ron Mirenda, Interim Director of Foundation provided the following update: During May, the Foundation received $750,000; which has pushed year-to-date $2.24 million in fundraising 5 NA Y

DISCUSSION Palomar Health Foundation sent out letter after FHS pinwheel event using a survivor story; are currently receiving gifts from that. Another letter will go out in June Foundation has partnered with Home Health to create a mini-campaign to include: hosting a cultivation event for their patients and family members in October, to include a program featuring a physician, social worker and Joe Parker, Director of Home Health, who will announce the fund he and his team created to provide underfunded patients the opportunity to stay in their home during the healing process 3. Standing Item: Marketing Update T Bobette Brown, Director Marketing Communication and Public Relations, provided marketing update to include: May Classes: Community classes attended by 612 people, highest attendance. Top 3 classes attended were related to atrial fibrillation (57 attended), active shooter (57 attended), and tinnitus (39 attended) Marketing has done a brand perception study; results should be available next week Palomar Health posted the Laurel versus Yanny video with additional brief education narrative from a Palomar Health audiologist. This video went viral and international. Most successful social video yet. Palomar Health was only health system who localized and put a doctor behind it 4. Media Strategy AF Bobette Brown, Director Marketing Communication and Public Relations, and Derryl Acosta, Manager, Public Relations, provided media and public relations strategy (per attached presentation): Provided insight as to how Palomar Health responds to negative media and approach to media relations strategy. Media is made up of many different channels: print, TV, radio, digital, etc. The best approach to media relations is to be proactive, timely and transparent in both positive and negative press. Media is about building relationships, but is often unpredictable. The public relations strategy consists of goals to publish, pitch and acquire positive media stories each month. Over the past five months, 79% of Palomar Health s media stories have been positive. The overall goal is to build brand awareness and work to find and sell the stories that will benefit Palomar Health Also advised the group to inform them of any Palomar Health stories that are potentially newsworthy and let them determine if and how to present the story Y D R 5. Forensic Health Services Michelle Shores, Director Forensic Health Services, and Christina Shultz, Supervisor Forensic Social Workers, provided presentation on our Forensic Health Services program, services performed and locations. They are full-functioning forensic health center, providing forensic medical exams, sexual assault exams and forensic interviews, utilizing multidisciplinary team approach. 6 Y

North Region First 5 First Steps Home Visiting Program Shirin Strauss, Manager First Steps Program, provided presentation on the First 5 First Steps home visiting program, which is grant-funded by First 5 San Diego, who funds programs from the California tobacco tax. Services are directed towards low-income, military, immigrant and refugee families, and teens (all expectant moms, not just first-time moms). They provide services to all of North County, some of which include home visits, educational workshops, learning groups and family events Y AF T 7. Healthy Development Services Cindy Linder, Regional Coordinator, Healthy Developmental Services North Inland, provided presentation on Healthy Development Services. This program provides health-oriented services at no cost to children aged 0-5, living in San Diego County. Services include developmental and behavioral as well as parent workshops and care coordination. These services are targeted towards children with mild to moderate needs, who otherwise may not receive the care they need. This program is funded at just shy of $2 million per year, also funded by First 5 San Diego 8. Corporate Health Community Connection Russ Riehl, Director Employee, Corporate, and Retail Health, provided a presentation on Corporate Health s Occupational Medicine program. Corporate Health has provided employment related medical services to more than 850 employers in Palomar Health s primary and secondary service area this fiscal year. The services include employment exams, drug screening, vaccinations programs, workers compensation injury care, and other work required medical screenings. The businesses working in the districts primary and secondary service areas employ more than 350,000 employees. The program s goal is to leverage these employer relationships to brand and drive downstream services to the system and local primary care groups supporting the system Y Y D R 9. Group Discussion/Implications for Population Health Strategy Dara initiated conversation on population health strategy. She is struck that we go from prevention to acute to chronic, and holistic, touch all aspects. Palomar Health works with families from birth to death. We are an important player in this region and do so many great things, but so much opportunity remains. She hopes for us to be intentional in coordination. 7 N

28 Behavioral Health Services Climate San Diego County s hospitals are overtaxed for inpatient behavioral health beds (6 8 behavioral health patients boarding in ED s for days awaiting Behavioral Health beds) Over 4,500 emergency department behavioral health assessments are seen in Palomar Health s Emergency Departments annually (increasing 10% annually); 35 40% are admitted for inpatient mental health treatment At times, patients needing treatment wait for extended periods of time in Palomar Health Emergency Departments due to limited beds and placement/referral options 27 9
