1 1 Introduction Aneurin Bevan Health Board Executive Team Report The purpose of this paper is to provide the Board with an overview of current key issues locally and in NHS Wales through a report from members of the Executive Team of Aneurin Bevan Health Board. Not all members of the Team have provided content for the report as updates are also provided through other reports on the Board agenda. This report is intended to ensure the Board remains up-to-date and also provides an opportunity to highlight areas that can be brought back for future agendas. The Board is asked to note this report, and to seek endorsement of substantive Consultant appointments made on its behalf. 2 Executive Team Report 2.1 Notable Achievements and Acknowledgement of Successes NHS Wales Awards 2010 Patient Safety Team entry shortlisted Following the visit of the judging team on 28 April 2010, the Health Board has been shortlisted for an NHS Wales Award 2010 in the Improving Patient Safety category for its entry the Patient Safety Team: a transformational approach to securing high quality patient care. The "Patient Safety Team" concept was crystallised in 2008 following recognition that an innovative approach was needed to address areas of concern on one of the medical wards in the Royal Gwent Hospital deemed to be compromised, with the objective of ensuring a safe environment for patients and staff. The Team lead by the Chief Nurse was supported by core personnel who could support and facilitate change, including the Associate Chief Nurse, Lead Nurse Clinical Governance, Lead Nurse CPD, Service Manager, Senior Nurse and Sister-charge Nurse for the area. 1
2 Since the inception of the Patient Safety Team the methodology has been used on several different wards within Acute Services in the Aneurin Bevan Health Board to much success. The shortlisted entry focused on three key areas of success: D4 West (2008), B6 (April 2009) and Surgical Assessment Unit (September 2009). The Awards recognise best practice and achievement in healthcare and the winners will be announced at a special ceremony in the All Nations Centre, Cardiff on Friday 2 July 2010 Killimanjaro Summit Climb A group of twelve have signed up and risen to the challenge of climbing Mount Killimanjaro in order to raise much needed funds to help the Sparkle Appeal. The trip is set to take place in June and is self funded by the climbers, of which five members of the party are employees of the Health Board. They are Martin Gerrard (Finance), Caroline Bird (Unscheduled Care Division), Gill Watkins (T&O Outpatients) Ben Pritchard Jones (A&E) together with student nurse, Leah Givvons. The Sparkle Appeal s mission is to provide a fully equipped purpose built centre designed to meet the needs of children with complex disabilities in the South Gwent area and it is hoped that the expedition will raise thousands of pounds to support this. We wish the climbers well in their adventure. Annual Mental health and Learning Disabilities Awards Two nurses from Aneurin Bevan Health Board have received prizes at the Annual Mental Health and Learning Disabilities Awards. Work led by Sharon Williams in the category Best nurse-led innovation in learning disabilities services and an individual award for Debbie Lee who was named Best learning disability residential/in-patient nurse. Infection Control Team The Health Board s Infection Control Team were featured in an article in the South Wales Argus in May. The article headed "Hospital winning the fight against infection" was the response to a freedom of information request which showed that the number of MRSA cases fell from 54 (April March 2009) to 33 cases (April March 2010) a drop of 39%. Cases of Clostridium Difficile were also down, 597 to 490 over the same periods, a drop of 18%. 2
3 CHKS Award The Board has received CHKS national Most Improved Hospital Award, recognising that this covers acute activity across a range of sites within ABHB. Allan Davies, Director of Performance Improvement received this award at an awards ceremony where he was representing the organisation. This recognises that the Health Board has shown significant improvement against a range of performance areas, including mortality rates, length of stay and data quality, as well as other efficiency measures. 2.2 Child and Adolescent Mental Health Services Aneurin Bevan Health Board has received 86,600 funding to establish a Forensic CAMHS Service by the end of March Funding of 121,240 has also been received to increase the CAMHS Service to year olds. This will need to be achieved by The service is also expecting an increase in funding for Learning Disabilities to be announced at any time. 2.3 Pathways The management of the catheterised patient pathway has been updated and republished on the Map of Medicine following discussions with GPs, Out of Hours staff and District Nurses. The aim is: to highlight hospital avoidance for patients with catheters to simplify the discharge process for patients with catheters from hospital to strengthen the role of district nurses. The Urinary Catheterisation policy has been updated to incorporate these new changes. 2.4 MRI Unit The new MRI Unit opened at Ystrad Mynach Hospital, receiving its first patient on 19 April This provides a third MRI Unit within the Aneurin Bevan Health Board, and will provide additional services to residents across the Health 3
4 Board area. The MRI Unit will be re-located to the new Ysbyty Ystrad Fawr Hospital when it opens in December Capital Capital Programme /10 was the first year that the Health Board operated under a Capital Resource Limit (CRL) regime. There was some slippage on major schemes and to manage a balanced CRL, Aneurin Bevan Health Board (ABHB) accelerated the planned 2010/11 discretionary capital programme to utilise slippage on the basis that it would be repaid across 2010/11 and 2011/12. The outcome was that the variance was an under-spend of only 2k, well within the permitted level Capital Programme In , the Discretionary Allocation remains at 7.5m (plus an additional 0.3m agreed by the Welsh Assembly Government for this year to fund the second stage of the Forensic Rehabilitation Project at St Cadoc s Hospital). In , Aneurin Bevan Health Board is therefore currently programmed to receive approximately 76m from the All Wales Capital Programme together with 7.8m for Discretionary Capital, giving a total funded Capital Resource Limit (CRL) of 84M. A comprehensive paper on the Capital Programme is included in the agenda for the May Board meeting. 2.6 Ysbyty Ystrad Fawr The Hospital is due for completion in September 2011, and despite some potential delay due to adverse weather conditions, the build is progressing well. Efforts are being made to mitigate the weather-induced delays through ongoing review of the programme and alternative working patterns. The internal work has progressed and within the Mental Health Unit the walls are being painted and the procured equipment is arriving on site, ready to be fitted. The building is now weather-tight, with the main entrance curtain walling nearing completion. 4
5 2.7 Ysbyty Aneurin Bevan Planned completion is mid-september 2010, which represents a short delay that the Contractor is aiming to recover as far as is possible. Site activities are progressing well, with floor laying and decoration well underway and first floor area 1 complete and locked, ready for inspection. Technical engineering commissioning has commenced and plans for operational commissioning are developing well. The Communication Group is undertaking a detailed communications and engagement process for staff and the public, with an emphasis on staff consultation and engagement. 2.8 Specialist and Critical Care Centre Aneurin Bevan Health Board has been requested by the Welsh Assembly Government to explore the viability of a phased construction process for the Specialist and Critical Care Centre (SCCC). Stage 1 of the 2-stage SCCC Phasing Project commenced in April 2010 and is due to report in June Teenage Immunisations The drive to increase teenage immunisations in the Health Board began with a launch of the STRIVE campaign at Crosskeys College and Risca Surgery during European Immunisation week coordinated by Julia Osmond and Anna Morgan. Staff at both venues helped the Public Health Team and ABHB Immunisation Coordinator Jane Francis to publicise the initiative to teenagers. There was excellent media coverage with a double paged spread in the Argus and high levels of interest from students. The schools based element of the campaign to raise teenage booster coverage levels will begin in September Charter for One Wales One Planet The Health Board has signed up to the Charter for One Wales One Planet - the Welsh Assembly Governments Strategy for sustainability. Representatives from the Health Board are to attend the Hay Festival where there will be workshops on transport, accessibility, community, food and procurement to mark Wales Sustainability Week. 5
6 2.11 Consultant appointments The information below is to inform the Health Board of outcomes from statutory Consultant Advisory Appointments Committees since the previous meeting, and to seek endorsement of substantive Consultant appointments made on its behalf Appointment of Consultants in Special Care Dentistry (2 Posts) Post 1: Consultant in Special Care Dentistry (Cwmbran) with lead responsibility in the development and provision of care for people with Learning Disabilities Post 2: Consultant in Special Care Dentistry (Newport) with lead responsibility in Sedation and General Anaesthesia The Health Board held interviews for the posts of Consultants in Special Care Dentistry on Tuesday 9 th March The appointments panel recommended Dr Susan Greening for appointment to Post 1 (Consultant in Special Care Dentistry (Cwmbran) with lead responsibility in the development and provision of care for people with Learning Disabilities) and the Chair s Action has been taken to appoint Dr Susan Greening. The appointments panel recommended Miss Vicki Jones for appointment to Post 2 (Consultant in Special Care Dentistry (Newport) with lead responsibility in Sedation and General Anaesthesia and the Chair s Action has been taken to appoint Miss Vicki Jones Appointment of Consultants in General Adult Psychiatry (2 Posts) The Health Board held interviews for the posts of Consultants in General Adult Psychiatry on Monday 19 th April The appointments panel recommended Dr. R. Safeer and Dr. D. Sakhuja for appointment Appointment of Consultant in Radiologist The Health Board held interviews for the post of Consultant Radiologist on Friday 30 th April
7 The appointments panel recommended Dr Ishan Gunatunga for appointment. 3. Ministerial announcements 3.1 Swine Flu In the last few weeks, the number of new cases of the virus in Wales has fallen significantly. At the end of March, the clinical consultation rate for flu-like illness diagnosed by GPs had fallen to one case per 100,000 people. Current levels of flu in Wales are therefore well below the baseline threshold of 25 consultations per 100,000 for normal seasonal activity and it is now at the lowest level since the disease first appeared. The Minister has expressed appreciation to all those involved in the Welsh response, especially to staff in NHS Wales who have dealt with those patients and families affected. Dame Deirdre Hine, the former Chief Medical Officer for Wales, will chair an independent review to examine the pandemic response across the UK. The review has been jointly commissioned by all four UK administrations and Dame Deirdre will report to UK Ministers with recommendations by June This review is being conducted as part of the normal procedure following a serious health event. The findings will be used to inform any future planning for pandemics and help ensure that the national plans remain robust. 3.2 BTCV Cymru Green Gyms Blaenau Gwent This scheme is designed to bring a whole variety of people into the outdoor environment to combine community gardening and conservation with a physical workout, BTCV Cymru Green Gyms are rapidly gaining ground across the country. One such project is already underway in an area of Blaenau Gwent. Led by BTCV Cymru Green Gym Development Officer, Bryan Browne, the Cwmtillery Allotment Project is inspiring residents to take to the great outdoors and improve their health and wellbeing. 7
8 Launched in September 2008 and funded by Mentro Allan, BTCV Cymru and Cwmtillery Communities First, Bryan s task was to restore to its former glory an allotment that had fallen into disrepair. With the invaluable help of a mix volunteers referred by their GPs and people with learning difficulties, Bryan and his team have helped to transform the area from a waste ground into seven lush community allotment plots. 3.3 Dental charges Dental patient charges in Wales have been frozen for the fourth year running to help maintain wider access to NHS dentistry. The current level of patient charges in Wales has remained the same since April 2006 and is set to stay at the 2006 level for 2010/11: The charges are: Band 1 Diagnosis, treatment planning and maintenance: 12 Band 2 Treatment: 39 Band 3 Provision of appliances: 177 Urgent treatment: 12 The latest figures show that more work is being done for the NHS by more dentists in Wales. Areas where access has proved difficult in the past have seen some of the greatest improvements. The intention of freezing charges is to maintain access to NHS dentistry for Welsh citizens and helping to tackle oral health inequalities. At the same time there is a public awareness campaign taking place to raise awareness of people's responsibility in taking care of their own oral health as they should for their general health and well-being. Simple steps, such as people brushing their teeth thoroughly with fluoride toothpaste twice a day, can make a significant difference to improve their oral health. 4.
