4 GRAND COUNTY SHERIFF S OFFICE DETENTION FACILITY BOOKING FEE NOTICE Per Colorado Revised Statute (1) (n), the Grand County Sheriff s Office assesses a $30.00 Booking Fee to all persons arrested and admitted by the Grand County Sheriff s Office on criminal charges. This includes probable cause arrest on new charges, as well as arrest for warrants, parole holds, probation holds, motion to terminate and transfer as well as remand on a mittimus to serve a sentence. By statute, booking charges are not assessed against those held strictly for mental health holds or detoxification holds. Also this does not include courtesy holds for other agencies. The purpose of this statutorily authorized fee is not punitive, but is meant to be an offset fee for services for arrests. Arrestees are to contribute to the cost of their booking and help offset the processing costs to the taxpayers of Grand County through the Sheriff. These fees are assessed from the arrestees at the time of booking. It is not a one-time fee on a case. It will be assessed each time an inmate is processed on the same case or different cases. The person, who posts the bond for you, can pay the fee or if you had money on your person when you arrived, the fee will be subtracted from your inmate trust fund immediately after your booking is completed. Any remaining funds not spent by you or owed to the Grand County Sheriff s Office for previous recovery will be refunded to you upon your release. If you did not have the money upon arrival, it will be assessed against any deposits to your inmate trust fund. If you do not have enough funds on your inmate trust fund during your stay, the recovery amount will be assessed against your inmate trust fund for future recovery. Future recovery may include, but is not limited to, criminal and/or civil court actions and collections. If you are found not guilty at trial or, all of the charges are completely dismissed, you may request a refund. If your charges are amended on your case(s) or you accept a plea bargain, you are not eligible for a refund of the Booking Fee. However, if you are eligible for a refund, you must bring in legal documentation that states that you were found not guilty of criminal charges, into the jail. Those requests will be verified and a refund check will be issued and mailed to you. The refund requests must be made within 90 days following the entry of judgment or dismissal of all charges associated with the booking for which the fee is being requested. If you are not bonding out immediately you will be charged for an administrative pack which contains: soap, shampoo, a comb, a toothbrush, toothpaste, and deodorant. This pack costs $3.50. You will be charged a $10.00 bond fee for each bond necessary. If you are convicted of a felony charge, a DNA sample will be taken and you will be charged $5.00. If you are serving a sentence in any way other than straight time you must pay a fee of $25.00 dollars when you are booked in and $25.00 dollars when you are booked out, $50.00 dollars every time in between. If you fail to bring the money due each week, you will be denied work release privilege and forced to serve the remainder of your sentence as straight time or not be released until money is paid prior to release. Work release privileges will be revoked upon inability or failure to pay. Upon funds available to pay each book in / book out fee ($50.00 total per day), work release privileges will be reinstated. If you have a negative balance on your inmate account, you must arrange for a payment plan with a jail supervisor. 4

5 INTRODUCTION This booklet has been prepared by the Grand County Sheriff s Office to familiarize inmates with the various department facilities and instruct them on how to communicate, receive needed services and perform other functions. It contains information on available activities, programs, services, etc, and provides assistance by answering basic questions. The jail rules, regulations, and prohibited acts are published here to clarify expected behavior and explain the procedures of the inmate discipline system. Discipline ensures good social behavior that is necessary for community living. This includes the behavior inmates can expect from uniform staff and civilian employees. The purpose of this book and the inmate disciplinary process is to achieve and maintain order, eliminate disruptive behavior, and to enable the inmates to live in a safe and orderly environment. OVERVIEW We have tried to cover all of the pertinent rules within this handbook, however, if a rule is not specifically listed, you need to follow the orders of the Deputies at all times. These rules are subject to change and / or modification at any time without notice. THE LAW AND YOU In addition to the rules and regulations of the jail, there are certain laws which specifically apply to inmates and must be obeyed while you are in jail. Any person who violates any of these laws will be prosecuted. FACILITY SECURITY This is a detention environment where custody and care are major concerns. The use of audio and video monitoring equipment will be used in the Facility. All video visitation sessions and phone calls made by inmates may be subject to recording and/or monitoring. INMATE RIGHTS VS. INMATE PRIVILEGES A right is something to which you are entitled. Rights are generally determined by law. Rights include, but are not limited to: 1. A balanced, nutritional diet. 2. Access to courts, attorneys and legal materials. 3. Religious freedom. 4. Contact with family and friends via mail. 5. Safe, clean and sanitary living conditions. 6. Disciplinary due process. 7. Medical care. A privilege is a benefit granted by the Jail Administrator (Lieutenant) that can be revoked due to poor behavior, security, risks, or emergency situations. Privileges include, but are not limited to: 1. Attendance in programs. 2. Access to and use of the inmate telephone system. 3. Access to recreational and non-legal reading materials. 4. Visits with family and friends. 5. Purchase of commissary items. 6. Television. 7. Games / Cards. 8. Free time outside of your cell/housing area above that required by standard. 9. Freedom in Personal Grooming. 5

6 INMATE RESPONSIBILITIES 1. You can expect that your crimes or situations will not be discussed with other inmates by any staff member. 2. You can expect your treatment to be non-discriminatory with regard to sex, religious beliefs, sexual preference, race, color, creed, national origin, political opinion or political affiliation. 3. You are expected to comply with the orders or directives of the staff. 4. You can expect fair and firm treatment within the limits of the law. You are expected to abide by the rules as described in the Inmate Handbook. 5. You can expect not to be subjected to cruel and unusual punishment. 6. You can expect to be free of threatening or harassing behavior from staff or other inmates. It is also expected that you will contact a staff member for assistance. 7. Your expected voluntary compliance with staff directives will minimize the physical contact or use of force that staff must use during your incarceration. 8. You should be aware that the use of electronic control devices is authorized, as are other less lethal weapons to maintain the security, control and orderly operation of the facility. You should also be aware of the fact that deadly force may be used if the situation reaches a life threatening stage. 9. You can expect to be treated with respect and you must show that respect in return to staff members. 10. You cannot expect staff members to differentiate between physical horseplay and fighting with other inmates. You shall refrain from any physical horseplay with both staff and other inmates. Disrespectful language will also not be tolerated by inmates or staff. 11. You can expect to be under constant staff supervision per established policies and procedures. 12. You are expected to direct your questions or concerns to the Deputy on duty for solutions and assistance and then to a supervisor. You will not be permitted to Deputy Shop. Asking one Deputy for something, and then asking another Deputy to try to get a different answer. 13. You are expected to follow the schedules for activities promptly, and in an orderly fashion. 14. You can expect that electronic monitoring and/or videotaping within the secured areas of the jail or holding facilities may occur. All phone call may be subject to monitoring & recording. 15. You can expect that trained Canine Dogs may be used to ensure safety and security within the jail. Do not, at any time, attempt to feed, pet, whistle, tease, or harass any Canine or Canine Team. 16. In compliance with P.R.E.A. (Prison Rape Elimination Act), sexual harassment is strictly prohibited. Sexual harassment includes but is not limited to the following: Unwanted sexual advances, request for sexual favors and other verbal or physical contact of a sexual nature, indecent exposure, placing or showing sexually explicit pictures, cartoons or drawings. Should any of the above occur, you should contact a staff member immediately. 17. If you have any special needs based specifically on your religious beliefs, you need to make any and all religious declarations upon entry to the facility. The above listed expectations will make the operation of the jail easier and help create a more stable and safe environment for staff and inmates. Violations will not be tolerated and may result in disciplinary sanctions, administrative segregation and /or criminal charges. FIRE SAFETY Fire safety begins with personal sanitation and housekeeping. Limitations on the type and quantity of combustible materials are spelled out in the section on personal property allowed in your possession. In case of an emergency, follow the directions of the deputies for evacuation procedures. Become familiar with the posted evacuation routes strategically placed throughout the facility. 6

7 EXPECTED BEHAVIOR It is our expectation that you will comply with the behavioral guidelines while you are under the supervision of the Grand County Sheriff s Office. In general, our expectations are that you will: 1. Follow deputy and civilian staff directives and requests. 2. Respect Facility property and the property of others. 3. Maintain your sleeping area and surrounding common area in a clean, orderly and sanitary fashion. 4. Maintain daily personal hygiene habits. 5. Behave in a rational and mature manner. SEXUAL HARASSMENT Occupants of the Grand County Sheriff s Office Detention Facility will have an atmosphere free from sexual harassment and will not be subjected to unsolicited or unwelcome verbal, visual or physical sexual overtures. Any inmate that has been accused of sexual harassment or assault may be charged with a new offense. PRISON RAPE ELIMINATION ACT In keeping with the Prison Rape Elimination Act (PREA), report any incidents of sexual abuse to a deputy. If you are uncomfortable talking to a staff member, you may write down any concern and pass a note to any deputy. In an emergency situation, contact any staff member immediately. Sexual activities are not permitted at any time. SAFETY Whenever you believe that your personal safety or that of another is in jeopardy, you should notify any deputy on duty immediately. Action will be taken to protect you or anyone else from violence or intimidation. CRIME STOPPER While you are here at the Grand County Sheriff s Office Detention Facility, you can be of service to your family and the community. We know that you will hear about many crimes being committed while you are with us. You can help make the community you will be returning to a safer place for you and your family by reporting these crimes. If you have information about a crime committed or hear about plans being made to commit a crime in the future, talk to a deputy. You may also contact Crime Stoppers at A reward may be paid for information that leads to the arrest and conviction of persons responsible for committing crimes. Remember when you leave here you will be returning to your neighborhood. Make it a safer neighborhood by reporting crimes. DETENTION DEPUTIES 1. All Deputies will be addressed as Deputy and their last name, i.e. Deputy Smith. 2. Detention Deputies are highly trained personnel and employed by the county to maintain and ensure the normal operations of the Jail. 3. All instructions given by Deputies will be obeyed. You will not argue with or use profanity when speaking with them. When instructed by a Deputy to do something, you will accomplish it in an orderly and timely fashion. You will not show disrespect to a Deputy. PROTECTIVE CUSTODY If you request and/or require protection from other inmates, you will be separated from the general population and housed in the protective custody cell. 7

8 ELECTRONIC CONTROL DEVICES (ECD s) Electronic Control Devices are in use within this Facility. This system contains 50,000 volts of electricity. An application of one of these devices may cause the following to occur: 1. Immobilization, causing you to fall to the ground resulting in secondary injuries. 2. Possibility of self-defecation. 3. Possibility of self-urination. 4. ECD s use may cause a startle response. Loss of control or startling may increase risk of death or serious injury. CANINE UNIT The Sheriff s Office has a canine unit. The canine is considered to be a staff member and as such will be afforded the same respect as a deputy. For your safety and well-being you will not: 1. Tease, mistreat or agitate any canine. 2. Make any sudden or aggressive movements toward a canine. 3. Attempt to entice a canine to disobey its handler. 4. Attempt to touch, pet or feed a canine. 5. Address, call or give commands to canine. 6. Any violations of the above rules may result in formal or informal disciplinary proceedings and/or criminal charges. NOTARIES Deputies may use their personal discretion to refuse any document without cause. Notary services will be provided for a charge within a reasonable time period for all legal documents relating specifically to your court case. We are not able to notarize any document that lists Grand County and /or its subsequent divisions if they are party to a case. All other items including power of attorney, divorce, marriage application and vehicle impound releases will be charged a $5.00 notary fee charge per Colorado Revised Statute. To request this service, turn in a request to a deputy for notary service. PERSONAL PROPERTY INFORMATION Your clothes and other valuables are stored in a secured location. Property that does not fit within the property bag will not be stored. You will be required to either have someone pick up your excess property, have it mailed out at your expense or have it disposed of. You will sign a receipt for your property, and receive your jail uniform, bedding, towel, and a hygiene kit. You will not be allowed access to your property once it has been sealed and booked into the facility except for real emergencies, court orders, or approval of the Deputy on duty. CONTRABAND 1. Contraband is anything in your possession, prohibited by State/Federal Law and by the policies and procedures, rules and regulations of the Facility. You are prohibited from having in your possession, or under your control, any items that are not purchased through the Facility s commissary or any items that are not issued to you by the Facility. 2. You may possess only the specified number of any item authorized, whether issued or purchased, excessive amounts of the listed items can result in disciplinary action against you. Items have to be in their original condition. Modifying or altering any item, whether issued or purchased is not permitted. You will be charged for any damaged county property. Charges include financial and criminal. 3. Use of tobacco in any form is prohibited while you are in the Grand County Sheriff s Office Detention Facility. Tobacco is contraband. 4. Any violations may result in sanctions as defined for facility rules, violations and/or Colorado Revised Statutes , , , Introducing or possession of contraband. 8

9 FACILITY LOCKDOWN TIMES 1. For safety and security purposes, all inmates will be locked down daily from 10:00 P.M. - 5:45 A.M. 2. Normal activity hours are from 6 A.M. to 10:00 P.M. 3. All cell lights will be left on during these hours. Inmates must lockdown when lights go off at 10 PM. 4. Dayroom lights may be turned on from 5:30 a.m. to 11:00 p.m. If needed, lock down time may be extended. 5. The facility may be locked down at anytime as deemed necessary for the safety and security of the facility. SOME USEFUL ADVICE The following lists apply to EVERYONE: DON'T Fight, assault others or attempt to resolve problems or disputes yourself. If you have a problem, notify a deputy immediately. Action will be taken to remedy the situation. 2. Plot, attempt or assist another to escape. 3. Take part in any demonstration, disturbance, or act of resistance alone or with others. 4. Gamble or barter in any form. 5. Possess a weapon of any type. 6. Borrow, purchase, loan or give articles or things to other inmates. 7. Make or take any mixture or beverage that can cause intoxication or any drug not prescribed by a doctor. 8. Have in your possession or cause to be introduced on jail property any articles or items not furnished by the jail, sold in commissary, or approved by an authorized staff member. 9. The Grand County Sheriff s Office prohibits tattooing in its facilities because of safety and health concerns. The lack of sanitary conditions and/or instruments, possible infections, including AIDS, can be passed through needles or instruments used for tattooing. Respect for Others DON'T Steal any property from others or from the jail. 2. Destroy or damage any property or items that belong to others or to the jail. 3. Show disrespect to staff members. 4. Show a lack of cooperation with staff members. 5. Spit on the floors, walls, or in the sinks. 6. Throw trash on the day room floors. 7. Leave toilet paper on the bathroom floors. 8. Leave used soap in the shower. 9. Make unnecessarily loud noise after lights-out. DO Flush toilets after use. 2. Vote, discuss or take turns for the T.V. programs to be viewed. 3. Maintain good personal hygiene. Be Concerned about Your Health DO Keep yourself and your living area clean. 2. If you have medical or emotional problems make it known to the Deputies. 3. Bathe often and exercise. 9

10 HOW YOU CAN COMMUNICATE There are several ways in which you can communicate with detention staff. An Inmate Request Form is the easiest and most accessible. If you have a problem, or need information, complete a request form (full name, housing assignment, date and time) and give it to a Deputy by 7AM each day, if necessary. The request will be filled sometime during the day, if time permits. DO NOT ask about your request after you submit it or it will be thrown away and a new request will have to be made the following day. This does not pertain to Medical or Legal requests. One request per Inmate, per day! A request that requires routing or research should normally be answered within three working days. Requests, which contain obscene language or sexual connotations, will not be accepted. Requests must be properly filled out. Requests can be found in all housing assignments. DRESS CODE This regulation will be used as a guideline for inmate dress regulations and will promote an orderly environment: 1. No head cover of any kind will be worn, to include clothing, religious headwear, shower caps, hairnets, hair picks and/or combs. 2. The entire uniform will be worn, both the shirt and pants. 3. Uniform shirts will be worn tucked into the pant. Shirt sleeves will be worn down not rolled up. 4. Female inmates will wear the jail issued bra at all times when not sleeping. 5. Pants will be worn with the waistband at waist level, not sagging on the hip area. If pants are sagged, you will be issued a one piece jumpsuit. 6. Pant legs will not be rolled up or "bloused". 7. When flip-flops are worn, socks must also be worn as well. 8. You are expected to be fully dressed at all times, whenever you are not lying in bed. You will wear your full uniform when in the outdoor recreational areas of the jail. 9. No jewelry from outside the facility will be worn. Wearing string necklaces, facial jewelry, bracelets or other manufactured jail-made ornaments is prohibited and they will be confiscated and destroyed. Any jewelry in your possession after booking into the jail will be considered contraband and will be destroyed. HYGIENE & PERSONAL APPEARANCE 1. You should shower everyday. 2. You should wash your hands before each meal. 3. You should brush your teeth everyday. 4. Living areas will be kept in an orderly and clean manner. 5. You will clean your room daily. 6. You will keep your body, hair and clothing in a neat, clean odor free condition. 7. Inmates will not be allowed to appear in only underclothing at anytime during normal activity hours. Inmates will never appear without clothing unless they are showering, but will be clothed to and from the shower. Inmates must have underclothing on while sleeping. 8. Haircuts are every other Sunday. If you need a haircut, you need to put in a request before 7AM on that Sunday. 9. Nail clippers and tweezers are provided every other Saturday. If you need to use the clippers, you need to put in a request before 7AM on that Saturday. 10. Inmates fingernails will be neatly trimmed. Fingernails will not exceed more than one-fourth (1/4) of an inch past the tip of the finger or thumb. Fingernails will not be filed to a point, but will be rounded. 10

11 SHAKE DOWNS 1. For the security and safety of inmates and staff, regular unannounced inspections of your housing area and property will be conducted. 2. Any contraband, extra issue, or property in amounts over what Facility rules permit will be confiscated. 3. You must fully cooperate with staff during searches and shakedowns. You do not have the right to be present during a cell search. 4. You will be held responsible for everything found in your cell. To avoid any possession of contraband charges you should check your cell carefully to insure it is clean and free of contraband daily. If you find any contraband you are to turn it over to the Deputy on duty immediately. Any contraband found in or around your living area is your responsibility and you will be charged with a Rule Violation, and may be charged criminally, if applicable. 5. It is the Facility s position that when a Facility rule violation occurs in a multi-occupant room, all occupants of this room will be held responsible for the rule violation. HOUSING If you live in a cell by yourself or with another person you are responsible for keeping your living area clean. 1. Make your bed by 7:00 a.m. each day. 2. Be dressed when in or moving through common areas and during normal activity periods. 3. Sweep and mop daily. 4. No pictures are to be placed on walls, windows or bars. 5. Do not use bedding for anything other than its intended purpose. (Blankets are not to be rolled up and used as pillows) 6. Do not lie on any bed while wearing shoes. 7. Do not mark on the walls. Do not put your feet on the walls. 8. Do not cover cell lights, tier lights or other security lights with any material of any kind. The night lights remain on to ensure your safety. 9. Do not cover vents in the cell. This maintains proper airflow and ensures the smoke evacuation system functions properly in the event of a fire. 10. Do not allow paper or other debris to accumulate in your cell. 11. Do not use any items to obstruct view, entrance or exit into your cell. This includes hanging sheets and manufacturing clothes lines. Nothing will be hung from bed posts or upper bunks at any time. 12. Do not sit on the tables or trash cans. 13. Do not post notices of any kind without permission from the Deputy. Do not attach any materials to the cell or housing unit walls. 14. No pets of any kind are permitted. 15. All Grand County Facilities are non-smoking. Smoking or use of any tobacco product is strictly prohibited and will result in disciplinary action, as well as possible criminal charges. 16. Do not ask to be moved to another cell or block. You will not be moved to accommodate anyone. 17. You will not keep food, other than commissary items in your room. 18. Once cleaning is finished, you will shut your door (if applicable) and sit at the table until after inspection. You will remain out of bed until your cell / pod has been inspected by a deputy. 19. Each inmate is permitted to have one mattress. 20. Random cell searches are done on a routine and regular basis by Deputies to search for contraband. DAYROOM BASIC RULES 1. Bedding is not allowed in the dayroom. 2. Extra clothing and towels are not allowed in the dayroom. 3. Benches and tables are for sitting only. If you need to lie down, do so in your cell on your bed. 4. You must be in full uniform while in the dayroom. 11

12 DAYROOM CLEANING After the Breakfast you will be brought cleaning supplies. Dayrooms will be cleaned by all inmates housed within the housing unit. Upon entering a housing unit, you will be given a disinfectant wipe for the sole purpose of cleaning your mattress. It is your responsibility to clean your mattress. You are required to keep yourself and your living areas neat and clean at all times, including dayroom, cells and showers. A Deputy will conduct a daily inspection of your dayroom, individual cell, and dayroom showers. There may not be any library books in the day room; they are to be kept in your cell only. Unsatisfactory conditions in any of these areas may result in disciplinary action. DAILY CLEANING OBJECTIVES 1. Floor is clean (no trash or stains should be found on cell floors). Your shoes and the grey tub may be kept on the floor. 2. Desk is clean (top of the desk should be clear of trash and items kept in an orderly fashion). 3. Windows clean (the cell door window should be clean and the window sill should be clear of any personal items this includes books, cards, commissary, etc.). 4. Cell is clear of graffiti (writing is not allowed on any permanent fixture or wall in the cell). 5. Bunks are orderly (beds should be made any time they are not being occupied). *Beds will be made as follows: Mattress, sheet, sheet, and one blanket. *All sides will be tucked under mattress. *Second blanket will be neatly folded and placed at the foot of your bed, when not used for cover. 6. You may lie on your bed during the day with the bed made using only the second blanket for cover. 7. Vents are unobstructed (nothing should be placed in or over the cell vents). 8. Toilets kept clean (all the steel which makes up the toilet/sink/basin should be wiped down and have a clean appearance). 9. You will keep your personal property in the grey tub. 10. Clothing must be hung on the hooks or folded neatly in the grey tub. 11. The TV stand is for the TV only; no additional items may be stored on them. 12. The TV s will be turned off for cleaning and will be turned on when inspections are completed. NIGHT CLEANING OBJECTIVES 1. If the morning cleaning is not done correctly, the inspecting Deputy will have the option to have that block or cell do a deep clean later that day in the evening after dinner. 2. The deep clean may be all or part of any of the following things: *Wipe down door handles on the inside and outside of your cell. *Wipe down all bars, doors inside and out, meal slots. *Wipe down cell and dayroom walls, windows, and window sills. *Clean out all ceiling vents, intercoms / speaker covers. *Wipe down gray property buckets and phones. *Wipe down tables, including the underneath side, legs and seats at the table in cells and dayrooms. *Ink removal in cells and dayroom. *Wipe down all sally port (hallways) walls, shelves, T.V. shelf and hooks in cells and dayroom. *Wipe down mattresses and pillows, metal bunks, ladders and underneath side of metal bunks. This list is a guideline; however, if a Deputy notices something that needs to be cleaned in addition to these things, they may add those things on any day. 3. 14 INMATE CLOTHING AND LINEN EXCHANGE You will be provided with clean clothing and linens with an exchange twice a week. The items will be exchanged on a one-for-one basis. If items have been lost, destroyed or cannot be accounted for, your inmate account will be charged for each item before receiving a replacement and you may face disciplinary or criminal action. You will receive a standard Facility issue of clothing and linen items upon intake. This will be recorded at intake and acknowledged by you with your signature. While you are in the yard, you must wear the Facility issued uniform. When you are released, you must return all Facility issued items. You may be charged monetarily for nonreturned or damaged items. The plastic storage bin must be returned in a clean condition, free of stickers or adhesive labels, written or etched graffiti. If returned damaged, drawn on, etc. your account will be charged for the replacement of those items. MEALS Three balanced and nutritional meals are provided daily. (All times are approximate and will vary depending upon what activities are taking place.) Approx. Meal Times: Breakfast 6:00 a.m. Lunch 12:00 p.m. Dinner 6:00 p.m. Meal Time Regulations 1. You must be fully dressed, including socks and shoes. 2. Meal lines will be single file and orderly. You are only allowed to go through the line once and line jumping is not permitted. 3. Food from the prepared meals will not be saved. 4. You are required to take the tray that is given to you through the serving line. If there are problems with your food, you may speak with the Deputy on duty. 5. Conversation with the inmates that are working is prohibited. SPECIAL DIETS If you require a special diet, such as a medical diet (i.e. diabetic, food allergy or a religious diet etc.), you must make the booking Deputy aware of your needs on intake. Should you require a special diet after initial intake it is your responsibility to make the Deputy on duty aware of your needs. RECREATION 1. Outdoor recreation is offered for one hour at least three times a week. Deputies will try to offer you exercise daily, depending on the weather. 2. You will remain in full uniform at all times while outside, there will be no sunbathing. 3. You may not take anything with you to outdoor rec. No books or cups. 4. All basketballs are to remain inside of the recreation walls at all times. If you throw a ball outside the walls your recreation time will end. 5. If one person wants to go inside, then the entire group will come inside. 6. Basketball and handball are some of the activities available during your yard time. 7. Indoor activities may include television, games and playing cards. No gambling is allowed. 14

15 MEDICAL In order to request either a physician visit, dental visit, or a mental health visit you must complete and sign the form titled, Medical Request Form. Do not use this form for non-medical requests, grievances or statements. Medical Emergencies If you have a serious medical emergency, notify the on duty Deputy immediately, they will take the proper steps to help you. Health Care Services State law allows us to charge you for healthcare in CRS which states in part, A county jail may assess a medical treatment charge against any person who receives while being held in custody medical treatment performed by a physician, dentist, nurse or licensed hospital or as a result of a sick call or for whom a prescription is filled. The county jail may assess any such medical treatment charge against the person s jail account. The law also states that: The provisions of this section shall apply to any person held in custody in a county jail regardless of whether the person is a juvenile, is being held prior to trial, or is in custody for conviction under a state statute or a county or municipal ordinance. Essential health care services will never be denied to any inmate based on your ability to pay. While you will not be denied or refused care, the law does allow us to deduct the fees from your inmate account. If you carry private insurance please make the Deputies aware of this. Pursuant to CRS the jail may use civil remedies (collections) to retrieve any monies owed for medical care. These costs may also be included under fines and costs or cost of care in criminal sentencing under CRS Medical Information 1. A co-pay of $15.00 will be charged to your account in addition to the cost of the visit. If you choose not to go or cancel the appointment, you will still be charged the co-pay unless you have been released from custody. 2. Physician s Visit: The physician will address only what has been written on your medical request form. You will be charged for the clinic visit and any lab work or x-ray that may be required. 3. Dental Visit: You will be charged for extractions. If you would like restoration work (cavities filled, root canals, etc.), you must arrange for the work to be prepaid by you, your family or friends. 4. Prescriptions: You will be charged for each prescription, refill and/or reorder. 5. Mental Health: If you would like therapy (counseling) you will need to specify this on your medical request. You will be charged for all sessions whether in person or by video. If you would like mental health medications or medication management you will need to specify that on your medical request. You will need to fill out a packet of information that will be given to you by a deputy, before an appointment can be made for you. You will be charged for the sessions whether in person, or by video as well as all medications. 6. Outside Care: If it is determined your medical needs require specialty care the cost of this care will be charged to you. Medication It is your responsibility to make yourself available in the pod for medication call. Medication is administered to those inmates under treatment by a physician. Medication must be prescribed by a physician. Medication is administered in your pod by the on duty Deputy. To ensure that medications are administrated accurately the Deputy will not discuss anything during medication pass that is not related to medications. 15

16 Medication Guidelines: 1. All inmates not receiving routine medications are to return to their assigned cells until notified by staff when it is permissible to come out. It is permissible to leave the cell door open, but you are to be inside the cell. 2. The televisions will be turned off. 3. All inmates receiving medication are to form a single file line, one behind the other, at the red line in front of the bar door or cell door. 4. You must have a clear plastic cup of water with you if you are taking oral medication. 5. You must be in full uniform and cannot wear a blanket or other clothing item(s) draped over your body. You must take your medication immediately in the presence of the deputy. 6. You may not chew or cheek you meds. 7. After taking your medication you must open your mouth and lift your tongue, so the medical staff and/or deputy can check your mouth. Any violation will result in disciplinary action and your medication may be denied. 8. This Facility does not allow Schedule II drugs or sleeping aides. NO EXCEPTIONS. 9. When you leave this Facility, whether time served or a transfer to another facility, all of your medications will go with you. We will not release your medications to family or friends. Over The Counter Medications Tylenol, Aspirin, IBU, etc., will be provided by the Facility (when needed, at a cost) and these medications will not be allowed to be brought into the jail by from friends, family, or inmates. Any abuse of Aspirin, Tylenol, etc. will not be tolerated. Indigent inmates will have the option to purchase these items with commissary on a weekly basis. You are only allowed to have 7 total packets of any combination of over the counter medication at a time. Mental Health Services Mental health services are provided by a psychologist, a psychiatrist and mental health staff. Mental health staff will not perform court ordered evaluations, evaluations for program placements, etc. MONEY INCOMING FUNDS No money may be exchanged between inmates for either incoming or outgoing funds. Family and friends can deposit money in your inmate account at the Facility or through Government Payment EXP either by phone or over the internet. Government Payment EXP phone number is / You will need your Name, account number and location. Pay location code 550. All acceptable funds must be made payable to you. Acceptable forms of funds are: 1. US Currency 2. Certified Checks 3. Bank Money Order 4. Cashier Checks 5. Postal Money Order 6. US Government checks made payable to you (Only Social Security, Tax Refund, and Disability) 7. Travelers Checks with proper identification and endorsement 8. Checks from other Correctional or Law Enforcement facilities Non-guarantee funds will not be accepted and will be returned to sender. This may include, but not limited to the following: 1.
