1 Hampshire and Isle of Wight Fraud and Security Management Service Hosted by North Hampshire Clinical Commissioning Group Issue 01: November 2014 News and information from your Local Security Management Specialist NHS North Hampshire CCG is delighted to announce the launch of a new Security Management Service from 1st September The service is being managed by the Hampshire and Isle of Wight Counter Fraud Service, which has twelve years experience of providing services to clients in Hampshire and the Isle of Wight. The new organisation will be known as the Hampshire and Isle of Wight Fraud and Security Management Service. The Service will provide a nominated Local Security Management Specialist to the seven Hampshire Clinical Commissioning Groups and to Portsmouth Hospitals NHS Trust. Every Local Security Management Specialist (LSMS) is supported by an NHS Protect, who have developed the NHS Security Management Manual. The manual sets out the role of the LSMS and the new strategic approach to NHS security and gives advice on handling specific security breaches. It also includes examples of practical security measures. These include: Tackling violence and abuse against NHS staff Protecting NHS and patient property Reducing crime and antisocial behaviour Appropriate use of technology, e.g. CCTV and Electronic Access Control Provision of compliant conflict resolution training to frontline staff A series of measures to protect babies and children in maternity and paediatric units. Samantha Willoughby, Head of Fraud and Security Management, said: We are delighted to expand our service to include security management Services. This was a logical step and one welcomed by our clients. We are pleased to announce that Simon Zammit, a hugely experienced Local Security Sam Willoughby North Hampshire Clinical Commissioning Group Management Specialist has joined the team. The Hampshire and Isle of Wight Counter Fraud Service has built a well deserved reputation for excellence and outstanding value over the years and I am confident that the new service will continue to deliver in the traditions we have worked so hard to build.

Simon has a significant amount of experience, with over 28 years involvement with investigations & security across both public and private sectors. He is a fully accredited Local Security Management Specialist (LSMS), having worked with NHS Portsmouth, SHIP PCT cluster, Solent NHS Trust and Hampshire Community Health Care (now part of Southern Health NHS ) over the last five years. Simon Zammit Prior to that he served in the Royal Navy Police, where he became a fully qualified and experienced criminal investigator & Scenes of Crime Officer, serving both on ships and the Special Investigations Branch. His last role in the Service was as Unit Security Officer/ Investigator at Fort Blockhouse in Gosport covering both RH Haslar & MOD Hospital Unit at QA Hospital. The NHS should be a safe place to work and be treated, not for anti-social and criminal activity to take place... Simon told us: I am determined to make the NHS a safe and secure place for staff and patients. Over the years, too many people have evaded detection and gone unpunished for their crimes against the NHS, especially those who attack our staff and steal from our services. By working in close co-operation with the police, I will strive to develop an effective and proportionate approach to dealing with the problems that are being faced by staff regularly. I have the skills to investigate and take the appropriate legal action against those who abuse the health service. The NHS should be a safe place to work and be treated, not for anti-social and criminal activity to take place. However, despite my experience and knowledge, I cannot do it alone. Effective security needs everyone to play their part in helping secure the NHS.

3 News Page 3 An inpatient who attacked an NHS health care assistant at a Somerset hospital was given a Section 37 Hospital Order and ordered to pay 75 compensation after NHS Protect stepped in to prosecute (Taunton Magistrates Court, Thursday 21st November 2013). The Hospital Order means the offender will be detained in hospital where he can receive appropriate treatment. Ronald Ashworth, 35, of Taunton, pleaded guilty to Actual Bodily Harm. In April 2012 at Taunton Hospital, he hit the healthcare assistant so hard the victim s jaw was dislocated and they were knocked unconscious. NHS Protect brought the case through its Legal Protection Unit (LPU), after the Crown Prosecution Service had decided not to prosecute a related matter. The LPU advises health bodies on a wide range of sanctions that can be taken against those who assault, harass and abuse NHS workers. While this case was last year, it demonstrates that even mentally disordered people can be prosecuted for criminal acts against NHS staff and property. Violence and abuse is never acceptable, it is not part of anyone's job in the NHS. Staff are encouraged to report all such cases to the LSMS via their organisations incident reporting process. The last few years have seen an increase in theft and burglary from NHS and GP premises across Hampshire. Many of these cases are linked to an organised criminal gang that has been operating across the country. It is apparent the gang is quite large and includes both men and women. The gang is so prolific that NHS Protect took the unusual step of approaching the BBC in 2011 and was the first non-police organisation to have a segment on Crimewatch Roadshow. The response from this programme identified two of the suspects, and lead to the conviction of one of the named suspects and he recently been released. During the intervening period, the gang have continued to target Healthcare premises and staff. The gang use the same method in all cases. They gain access to staff areas, either by just walking in, or by following staff through security doors. They are usually smartly dressed and have NHS lanyards and ID holders round their necks. They will walk around the offices and consulting rooms until they find an unoccupied one, when they will check for handbags or wallets left around in drawers, under desks, in jackets on hooks and backs of chairs. They will steal any cash and all credit/ debit cards, replacing the wallet, purse etc. in exactly the same location. The first the staff members know is when they receive a phone call claiming to be from their bank or credit card company s fraud team. They ask a series of security questions and have a lot of personal information about the victim. Lastly, they finally ask for the PIN numbers to cancel the card. If the victim gives them this number the thief will then empty the account or make a lot of purchases. Employees are advised that genuine banks or credit card companies will never ask for your PIN number.

4 Preventing theft and loss in healthcare environments Page 4 One of the most commonly reported problems within the NHS is that of theft. Over many years, experience has shown us that there are common themes in a large majority of thefts, be they of patient, staff or NHS property. The most commonly identified problem is that property is not secured and therefore at risk of theft. Often, cash and valuables are left in envelopes, tins or tubs, draws and cupboards that are insure and easily accessible in public areas. Handbags and wallets are left on desks, under counters or coat pockets and all too often assets are is not accounted for in the first place. By locking valuables away, it removes the opportunity for thieves to steal from us and, over time, thieves will stop accessing healthcare premises to steal because they realise it is not worth it. Another common theme is that the security of premises is compromised because staff do not challenge people they do not know to ensure that they are valid visitors. Even if someone is wearing what appears to be a valid NHS identify badge, it does not necessarily mean they should be accessing all areas. There are also many recorded cases of criminals gaining access to a health care site using false NHS badges or simply a visible lanyard (without a badge) tucked in a pocket. A further risk involves staff collections. Often they are poorly organised. If you are going to organise a collection, make sure at least two nominated individuals are responsible and that monies are secured and accounted for on a daily basis. When a patient is admitted to a hospital, they expect to be treated professionally and their health and welfare to be paramount. As we all know, hospital admissions can be difficult and very time sensitive, but it is essential that all patients are told of their responsibilities for their property and its care while they are undergoing treatment. Personal items such as dentures, hearing aids and spectacles are frequently mislaid or lost. Patients should be provided with clear containers in which to place their personal property and reminded not to wrap them in tissue which may be mistaken for rubbish and disposed of. All staff should be aware of the possibility that patients may have dropped their belongings in their bed and when changing bedding, should check for items that may be caught up in the linen.

Inform Security on of any suspicious persons and raise an AER online Working together to make the Trust a safe and secure place to work and receive care Identity Badge ARE YOU WEARING YOURS? In most NHS organisations, it is policy that all staff visibly display their organisation s identify badge whilst on NHS premises. This is to help guard against intruders. Remember, if you see someone without a visible identity badge, politely and firmly challenge them and then report the risk via the risk reporting system. DO YOU USE YOUR CAR FOR WORK? There are regular instances of NHS staff having their cars broken into. In nearly all cases the drivers had left valuables in plain sight. Whilst this is handy for accessing the items, it does advertise the vehicle as a potential target to criminals. If you are using your car in connection with your work, there are some simple security measures to consider when parking. When keeping equipment in your car, you should leave it out of sight or locked in the boot. It is safest to remove it from your vehicle and take it with you. Drivers are advised to be aware of the risks and ensure that if they identify any interference with their car, they report it to the police and the LSMS immediately. Counter Fraud and Crime Reduction Road Show As part of the new service and the continued counter fraud provision, a combined road show will be held in the Main Entrance Atrium at Queen Alexandra Hospital on 13 November Present will be representatives of the Hampshire and Isle of Wight Fraud and Security Management Service, NHS Protect and representatives of Hampshire Constabulary, who will be conducting a bike marking clinic. Fraud and security awareness material will be available and members of the team will be on hand to discuss any concerns that staff may have.
