3 Page 3 of 12 Security Policy Christ the King College is a Voluntary Aided Secondary School which caters for students aged on the Isle of Wight. The College is supported by both the Church of England Diocese of Portsmouth and the Roman Catholic Diocese of Portsmouth. Christ the King College is committed to providing an outstanding education for all students that is firmly grounded on Christian principles. Our College policies are reflective of this commitment and aim to ensure the safety and wellbeing of all members of our College community. It is also expected that the implementation of our policies reflects those Christian principles on which Christ the King College is founded.
4 Page 4 of 12 Policy Statement The Governors recognise and accept their corporate responsibility to provide a safe and secure environment for children, employees and visitors to Christ the King College. The College security procedures will operate within the framework described in this policy. Where appropriate, the Governors will seek any necessary expert advice to determine the security risks and precautions required to deal with them. The Governing Body will provide staff with enough resources, information and training to implement the security procedures. The Governing Body will, where appropriate, be informed of breaches and failures of the policy to enable them to take any corrective action as is necessary to ensure the safety of children and staff. Roles and Responsibilities The following groups and/or individuals have responsibilities for ensuring the security of the College. The Governors will: ensure that the College has a Security Policy and that this has been implemented. monitor the performance of the College s security measures. This will be achieved by: o o o the Health & Safety Governor monitoring security performance on their visits the Principal s reports to governors all Governors observing its implementation when they visit the College. periodically review the College Security Policy. delegate the day to day implementation of the policy to the Principal. The Principal will: Set up arrangements in College that comply with the Security Policy agreed by Governors. Ensure that all staff within the College receive information, instruction and training in the Security Policy and Procedures. Establish a system for the reporting, recording and investigation of breaches of the policy and take reasonable steps to prevent reoccurrence. Ensure that all visitors, contractors and agency staff adhere to the Security Policy. Monitor the implementation of the policy and security arrangements.

Those listed below have been given specific responsibilities for College security. 6 Page 6 of 12 Students will: be encouraged to exercise personal responsibility for the security of themselves and others. Co-operate with the arrangements made for the security of the College. Breaches of the College security arrangements may be treated as a breach of the College s Behaviour Policy. Procedures The College has agreed the following arrangements to ensure the safety and security of staff, students and other persons using the College premises. Information and Communication All staff must be aware of the College s security procedures, especially staff that have been given a specific role to play in ensuring the security of the College sites. All staff induction will include the College s Security Policy and will be recorded on the employees personnel record which is kept in the central HR file/scr. These arrangements will be communicated to all third parties that use the premises and grounds as appropriate. All users of the College premises will be expected to comply with the College s security arrangements as a condition of the use of the premises. Parents will be informed about the College security arrangements and any part they are expected to play as appropriate, for example when visiting the College. Controlled Access and Egress During the College Day Controlled access is a combination of measures to ensure that unauthorised visitors do not present an unacceptable risk to students or staff. The extent of physical controls, such as fences, has been decided by a robust risk assessment of the likelihood of visitors presenting a risk and the reasonableness of the control measures needed to reduce this risk. Christ the King College has, through risk assessment, balanced the need to remain a welcoming environment to the community and safeguarding students. Buildings The College will take all reasonable efforts to restrict access to the building to prevent unauthorised access to students and ensure the personal safety of staff. The access control procedures for the building are The main entrance on both upper and lower college has entrance via an electronically controlled door operated by admin staff or user pin number. Only authorised visitors are allowed access. Signage directs all visitors to this entrance. It is impractical to have access control on the single building or door, so students will be safeguarded by security fencing preventing access to any other area of the College other than the main entrance and by doors that can only be opened with a pin number or from the inside. Students will also be safeguarded by supervision. All gates to the College grounds will be locked during the College day other than the main gate.
7 Page 7 of 12 Grounds The following parts of the College have been secured by means of physical restrictions such as fencing and/or electronic access control. Playgrounds are fenced on all sides preventing access. The whole perimeter of both upper and lower college have perimeter fencing, with gates to the fields and nearby paths/roads remaining locked at all times The access arrangements for the grounds are All College playing fields, with the exception of Vectis Field, are within the protected area. All external gates remain locked at all times. Access to the grounds is always under control of authorised staff. All staff would professionally challenge any person on site who is not recognised or not wearing a College visitor badge. Lunchtime Students use the College fields which have hedging, trees and fencing, and is always under supervision of staff. All staff would professionally challenge any person on site who is not recognised or not wearing a College visitor badge. Control of Visitors The control of visitors is a fundamental part of our College s security policy for the safeguarding of both people and property. Our policy is that: All visitors report to the College Reception on arrival. All visitors are issued with a visitor badge to be worn at all times. This includes parents, helpers, contractors, LA staff and any other person that is not College staff. Any person on site without a visitor badge will be asked to accompany a member of staff to the College Reception or asked to leave the site. Any refusal will be reported immediately to the Principal, a member of the Senior Leadership Team, or Premises Team. Any aggression or refusal to leave will be reported to the police. Visitors will not remove any items of College property without the express permission of College staff. For their own safety, any authorised visitors will be given appropriate information on the College s health & safety procedures such as parking, fire safety and first aid. Supervision of Students The College s overall safeguarding strategy requires that at times the security of students is achieved by competent supervision by authorised College staff. Locations and times of the day when supervision is part of our safeguarding procedures: Start of College day as gates are open to allow access; the entrances are supervised by teaching staff on duty from 8.50am to 9.00am.
8 Page 8 of 12 Break times designated areas of the College are supervised by teaching staff on duty Lunchtime all areas of the College site are supervised by Lunchtime Supervisors and SLT Our security arrangements also include arrangements for the start and end of the College day. Drop off procedures parents can choose to drop off their children at the front of the College, or on the driveway on Lower College. Staff are on duty from 8.50am to supervise. Students arriving late report to Reception where admin staff log their arrival. Collection procedures parents can choose to collect their children from the front of the College, or the driveway on Lower College. Staff are on gate/bus duty from 3.40pm to 4.00pm. Students who miss their bus report to Reception where admin staff will try to contact their parents to arrange collection or seek approval for the child to make their own way home. Students who are transported by taxi are brought to Reception each morning by the taxi escorts and met by staff who, at the end of the day, also bring students back to the Reception for collection by the taxi escorts. Staff will always check that taxi escorts have relevant identification and will follow up any concerns before they will allow the students to leave in the taxi. Cooperation with Third Parties, Extended Services and Community Groups Our College security arrangements have taken into account any other third parties that use the College building or grounds. In most circumstances the arrangements for the College in general will be equally applicable for the third parties involved. Below are the additional security measures that apply to the groups listed. Community use occurs mainly in the evenings. Any community group that involves children has given written assurance that they have safeguarding procedures in place and that all adults have enhanced DBS disclosures. All community groups are given information/instruction on safety procedures. Contractors Contractors and maintenance personnel will not always have been DBS checked as they should not have unsupervised access to students. They will therefore be controlled as follows: All contractors will be given College badges and be expected to wear them at all times whilst working on College premises. Contractors will only park their vehicles where authorised to do so. Contractors will only carry out work agreed at the start of the contract and at the times agreed with the Premises/Facilities Manager. Contractors will be supervised at all times by College staff. This does not mean watched continuously but in a way proportionate to their location and proximity to unsupervised students.
9 Page 9 of 12 Physical Security Measures The Governing Body has considered the need to use physical measures such as fencing and electronic access controls to ensure the safety of staff and students. The governors will review the provision of physical security measures on a regular basis in the form of a security risk assessment. The risk assessment will take into account: The location and layout of the College Past incidents related to security The performance of other security measures already in place or that could be implemented. The cost of physical security improvements and the availability of funding. Where justified by consideration of the risk, Governors will ensure that physical security measures are installed. If there are physical controls that are not justified, the Governing Body will ensure that other controls are implemented by the College to ensure the safety of staff and students. Where electronic controls are installed, for example alarm systems, they will be maintained as recommended by the manufacturer. Locking Arrangements At different times of the day, the College security arrangements require the locking of various entrances and exits as detailed below. Main gates and entrances Unlocked by the duty caretaker at 7.00am and locked again at 10.00pm. They remain locked all night and at weekends. Student Entry Gates Unlocked by duty caretaker at 7.00am and locked at 9.20am. Remains locked until 3.25pm when it is opened for students to leave. Is locked again at 5.00pm and remains locked all night and at weekends. The gate will have a combination lock, enabling authorised staff to open and lock throughout the day for crossing duty. Grounds contractor will have keys and padlock codes to gates for access as required outside of normal hours. Keys & Keyholding External gate and door keys are only issued to members of the Premises Team, the Cleaner Supervisor, members of SLT, and the alarm company. All keys issued are signed for and recorded in the keyholder log held by the Premises/Facilities Manager. Any missing keys are to be reported immediately to the Premises/Facilities Manager in order to fit new locks where required or arrange replacement keys. Internal keys are issued to staff as required, and are signed for and recorded in the keyholder log held by the Premises/Facilities Manager.
10 Page 10 of 12 Alarm Codes & Keyfobs Alarm keyfobs or codes are only issued to members of the Premises Team, the Cleaner Supervisor, members of SLT, and the alarm company. Keyfobs issued are signed for and recorded in the keyholder log held by the Premises/Facilities Manager. Any missing keyfobs are to be reported immediately to the Premises and Facilities Manager in order to delete from the alarm or access control systems, and to arrange replacement keyfobs. Alarm Activations Any security alarm activations are dealt with by Island Facility Services (IFS), the College s alarm system service provider. As not all intruder alarm systems provoke an automatic emergency services response, it is essential that any staff attending an alarm activation do not place themselves in unnecessary danger. IFS will have their own lone working procedure in place for attending site outside of normal hours. College staff requested to attend site after an incident outside of normal hours will do so in the presence of IFS staff on site, or will call a second member of staff to accompany them. Staff should, where possible, wait until a second member of staff can attend before entering the College buildings, particularly during the hours of darkness. Staff should carry a mobile phone and a torch whilst checking buildings. If any forced entry or vandalism is found the police should be informed immediately. All alarm activations should be reported to the Premises/Facilities Manager who will investigate the matter and arrange any necessary action. If any staff member is unsure of entering the building they must wait until backup has arrived. Visitors Causing Concern / Intruders to Site The Principal / Vice Principal must be informed immediately of any intruder or visitor acting in a manner so as to cause concern or distress to any staff member. Police will be alerted if deemed necessary. Students should be moved away from any intruder or visitor quickly and quietly. Police are to be informed of all such instances even if that person leaves the building / grounds upon request. If such an incident occurs during lunch or break time, the staff on duty will ensure that all students return to the College buildings safely and inform a senior member of staff. If it is known that any parent / visitor to site may be abusive or violent, no staff member shall be left alone with such person; additional staff are to be made available if required. CCTV There is currently no CCTV system in place. Cash Handling The College does not keep large amounts of cash on the premises, any cash is kept securely in the College safe. Cash is not handled in visible areas and banking is done at irregular times and collected by an appropriate and authorised security company.
11 Page 11 of 12 Valuable Equipment Items of valuable portable equipment should not be left unattended in rooms where there is public access. In such locations the room will be locked when it is vacated. Wherever possible, valuable items will also not be left where visible from outside. The security risk assessment will take into account the location and security arrangements for high value equipment, for example ICT equipment. Personal Property Personal property will remain the responsibility of its owner. This includes both staff and student personal property. Both are discouraged from bring to College any valuable personal property. Lost property should be handed to the Reception where it will be kept for 6 months before disposal if unclaimed. Medicines There are occasions when Students may be prescribed treatment where medicines are needed during College time. Please refer to the College s Supporting Pupils with Medical Conditions Policy for the detailed procedures for this. Lone Working Procedures The College recognises that there are occasions when staff may be required to work alone or in isolated situations. This may mean an increased risk to the health and safety of that individual. This policy sets out the approach to identifying these risks and managing them. A lone worker is someone who spends some or all of their working hours working alone. This may occur during normal working hours at an isolated location within the College, or working outside normal College hours. Lone working is deemed to be working in a situation where there are no other people who could reasonably be expected to give immediate assistance in the event of an accident or emergency. The policy of the College is that lone working should be avoided whenever possible. In practice, this means that only members of the caretaking and cleaning staff will be working alone on a regular basis. Risk Assessment The Principal ensures that an annual Lone Working Risk Assessment is undertaken and that members of staff are aware of the content. The following factors are taken into consideration: Risk of violence. All lone working situations are assessed for the risk of physical or verbal threats. Plant and equipment. All equipment used by lone workers is assessed for its suitability for use by one person. Chemicals. Any chemicals used are assessed for their suitability for use by those working alone.
12 Page 12 of 12 Working at height. Working at height is not undertaken when working alone. Procedures In order to minimise the risks from lone working, the following measures are taken: Staff seek the permission of the Principal before working alone on the College premises outside normal College hours. Staff do not arrange meetings with parents or members of the public when lone working. Meetings must be arranged during College occupancy times, or when there are other members of staff on site. Staff ensure that someone is aware that they are working alone and either give them an expected time of return or keep in regular contact. Mobile phones can provide a level of security and peace of mind, but are not solely relied upon. If carrying a mobile phone, staff check the battery charge level and signal strength. Lone workers check that all external doors are kept closed and locked. If leaving the building at night after a meeting or function, staff leave together with others. Lone workers do not confront or challenge unauthorised persons or intruders, unless they are sure it is safe to do so. If there are any signs of unauthorised access or unauthorised persons on site, the Principal, a senior member of staff, or the police are contacted. Monitoring and Review This Policy is available on the College website, on the shared network area for all staff and a paper copy is held by the Clerk to Governors. The Principal will monitor the performance of this policy and report breaches, failings or security related incidents to the Governing Body. Governors will monitor performance via the Principal s Report to Governors and when visiting the College. This policy will be reviewed annually by the Principal and the Governing Body.
