4 Occupational Safety and Health Sectional Committee, CHD 8 NATIONAL FOREWORD (Formal clauses to be added later) Health and safety is one of the most important aspects of an organization s smooth and effective functioning. Good health and safety performance ensures an accident free industrial environment. With the continuous and untiring effort of various legislative authorities as well as NGOs, the awareness of occupational health and safety (OH&S) has improved in India considerably. Organizations have started attaching the same importance to achieve high OH&S performance as they do to other key aspects of their business activities. Considering this fact and a great demand from the industry for a comprehensive framework for OH&S, the Committee formulated 1S in the year 2000 taking considerable assistance from BS 8800 : 1996 Guide to occupational health and safety management system ; and AS/NZS 4804: 1997 Occupational health and safety management systems General guidance and principles, assessment and supporting techniques. Due to revision of ISO 14001:1996 Environmental management systems Requirement with guidance for use the Committee had revised the standard in the year 2007 to make it compatible with ISO 14001:2004 keeping in mind the interest of the users to integrate OHSMS with other MSS such as QMS and EMS. The committee decided to revise the standard for second time in light of publication of ISO 45001:2018 Occupational Health and Safety Management Systems Requirements With Guidance and to redesignate IS as IS ISO being Management System Standard is standalone, thus use of the following relevant Indian Standards for implementation of this standard is highly recommended: 1S No. Title 3786:1983 Method of computation of frequency and severity rates for industrial injuries and classification of industrial accidents (first revision) 14489:1998 Code of practice on occupational safety and health audit 15656: 2006 Hazard Identification and Risk Analysis Code of Practice 15793:2007 Managing environment, occupational Health and safety legal compliance - Requirements of good practices NATIONAL INSTRUCTIONS Occupational Health and Safety at Workplace is implemented through various policies, rules, regulations and legislations of Government of India as well as the international conventions of International Organization for Labour. Wherever applicable, requirements of these mandates are additional and also take precedence of the requirements of IS 45001:2018/ISO45001:2018. To mention a few:

5 NATIONAL POLICY ON SAFETY, HEALTH AND ENVIRONMENT AT WORK PLACE, 2009 brought by Government of India emphasizes the fundamental purpose of this National Policy on Safety, Health and Environment at workplace, is not only to eliminate the incidence of work related injuries, diseases, fatalities, disaster and loss of national assets and ensuring achievement of a high level of occupational safety, health and environment performance through proactive approaches but also to enhance the well-being of the employee and society, at large. Disaster Management Act, 2005 issued by Ministry of Law and Justice, defined disaster as follows: a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or manmade causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of, property, or damage to, or degradation of, environment, and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area. Also, it is the responsibility of the organization to establish, implement and maintain process (es) needed for rehabilitation and recovery of the workers beyond preparedness through various measures such as 'Critical Incident Recovery Plan (CIRP)' which is an important requirement to allow the organization to minimize the time to normalize operations in case of an accident and to assist all employees, to cope up with the trauma including who are not injured. It is necessary for the organization to ensure that all the requirements of this standard act in convergence with each other, through the phases of preparedness, response and recovery to an incident. A generic Management systems standard may not be explicit in all aspects of OHS. Hence, the responsibilities of organization including the responsibility and authority of the workers to remove themselves from hazardous situations when they have reasonable justification to believe there is an imminent and serious risk to their safety or health to be administer in the spirit of well being of employee and society, at large.
