1 Protecting the Public and Environment! The Atomic Energy Council (AEC) is a government body established by the Atomic Energy Act No. 24 of 2008 (AEA) Laws of Uganda with a mandate to regulate peaceful applications of ionizing radiation in Uganda; to provide for the protection and safety of individuals, society and the environment from the dangers of ionizing radiation. The use of atomic energy in Uganda is in medical, industrial, agriculture, research among other fields. Mandate To regulate the peaceful applications and management of ionizing radiation for the protection and safety of society and the environment from the dangers resulting from ionizing radiation; To provide for the regulation of the development of nuclear energy for use in power generation in compliance with international safety requirements; To advise government and other agencies on matters within the competence of the Council. Mission To provide for the safety and security of society and environment from the dangers of ionizing radiation. Vision To be a centre of excellence in regulating peaceful applications of ionizing radiation. Pest and disease control using sources Low activity sources e.g. Cs-137, C0-60, Sr-90 Ni-57, Ni-60, X-ray Fluorescence (XRF) Phosphorus 32 Cs-137, C 1.0 What are the roles and functions of the AEC? 1.1 Development of Regulations and Safety Guides Section 73 and 74 of the AEA provides for the Council to make regulations and to issue directions, guidelines, codes and standards for better carrying into effect of the provisions of the Act. The Council issued the Atomic Energy Regulations, 2012 and developed four (4) safety guides for radiation protection and safety in the field of medical and industrial fields. Other eight (8) safety guides have been drafted and under review. 1.2 Review and Assessment of Notifications and applications AEC reviews and assesses all notifications & application documents, safety assessments, decommissioning plans, construction designs, radiation premises and other documents it receives before a decision is made to issue or revoke authorization. A total of 549 notifications and 893 applications have been received and assessed from facilities since AEC started operation in Inspections and Enforcement of regulatory requirements Inspections; Section 9(1) (d) of the Act mandates Council to conduct inspections to assess radiation safety and security conditions and compliance with the Act and the regulations and other requirements specified in an authorization. A total of 774 inspections have been conducted in 347 facilities (88.1% of the 394 active facilities). Section 9(e) of the Act mandates Council to take such action as is necessary to enforce the requirements of the Act and of any regulations or authorizations. Council enforced 219 non-compliant facilities since 2015 of which 141 were reopened after meeting the basic minimum radiation safety and protection requirements. Some of the reasons which lead to enforcement actions include; i. Use of defective /faulty devices emitting ionizing radiation. ii. Use of unqualified personnel. iii. High radiation leakages at any point outside the radiation premises. iv. Lack of or inadequate personal protective equipment. v. Improper structural design of radiation premises. vi. Poor storage conditions of devices containing radioactive materials vii. Lack of proper documentation. viii. Lack of radiation monitoring programs. ix. Lack of documented and implemented quality assurance program. x. Lack of radiation warning systems. xi. Operating without a license/authorization from the Council. 1.4 Registration of Facilities and Sources Section 51 of the Act mandates Council to register persons using ionizing radiation for practices of low or moderate risk as determined by Council. AEC is currently carrying out a national inventory/registry of sources and practices using ionizing radiation. Out of the 394 active facilities in AEC databases, 374 (94.9%) facilities have been fully registered as medical and industrial practices by end of February, Radioactive sources and radiation generators are registered by putting serialized stickers, taking a photo and also recording particulars of the machines (model, serial number, manufacturer, activity etc) Registered Fixed X-ray Machine 1.5 Authorization/Licensing of Facilities Section 9(b) of the Act mandates Council to issue authorisations and grant exemptions for possession and use of radiation sources. These include license to possess & use radiation sources, permits to transport, import, export, transfer, sell radiation sources, among others. A total of 334 valid licenses for possess and use (P&U) have been issued to 274 facilities out of 394 active facilities recorded in our databases making a percentage of 69.5% of registered facilities. Some facilities are not yet licensed majorly because they do not meet the basic regulatory requirements to ensure radiation safety and radiation protection of the workers and the general public in these facilities. AEC works hand in hand with unlicensed facilities by providing them guidance documents concerning radiation protection and safety and recommending to such facilities how they can achieve radiation safety in their respective practices. Facilities are also encouraged to document and implement safety assessment report, quality assurance program, local rules and purchase personal protective equipment commensurate to the nature of their practice. trend as at December, 2017 Percentage of types of authorizations! 1.6 Radiation monitoring of occupationally exposed Workers Section 14 (1) of the Act mandates Council to operate and maintain a dosimetry service to monitor the absorbed doses of the occupationally exposed workers working in radiation environments to ensure that they are aware of their absorbed doses, and that they do not exceed regulatory safety dose limits. Monitoring of workers is done by use of Thermolumiscent Dosimeters (TLDs) that are read, calibrated and annealed by a TLD reader. A total of 1066 radiation workers have been registered, with 570 (53.4.3%) being monitored in 173 facilities by AEC. It is one of the regulatory requirements for facilities to establish an occupational radiation monitoring program to monitor radiation doses absorbed by workers working in radiation environment.

2 RSO workshop in, Aug, 2016 Nuclear Security Training at Nambole 8.0 How is AEC dealing with Nuclear Security? AEC with the assistance of the IAEA developed an Integrated Nuclear Security Support Plan (INSSP) for Uganda with the purpose of setting up a nuclear security infrastructure and nuclear security detection architecture. When these are seen on non-owned items (orphaned), please report to Council immediately using a tool free line ( ). AEC conducts regional training workshops for Radiation Safety Officers (RSOs) and Legal persons in medical and industrial facilities in areas of Radiation Protection, Safety and Security of radioactive sources. Over 400 participants have attended the above trainings that were conducted in (2014), (2015), (2016) (as seen in top left photo), and (2016). Further trainings are to be organized in this financial year 2017/18 and thereafter. AEC also trains staff of other stakeholder institutions with responsibility in radiation safety, radiation protection and nuclear security in areas of radiation protection and radiation safety, Radiological Emergency Preparedness and Response as well as nuclear security. These institutions include; Uganda Revenue Authority-Customs, Uganda National Bureau of Standards, Police, Uganda Peoples Defense Forces, Entebbe Handling among others. 2.0 What are the dangers of misuse of ionizing Radiation? 2.1 Health effects: The continued operations of facilities without the radiation protection and safety measures in place exposes the workers, the patients and their helpers as well as the general public to unjustified exposure to ionizing radiation which causes adverse effects to health. Some health effects manifest themselves after a long time (stochastic effects) such as cancers (leukemia, oral cavity, esophagus, stomach, colon, lung, breast, ovary, urinary bladder, thyroid, liver, non-melanoma skin, nervous system, etc,), hereditary defects-dna mutations, sterility,..etc Genetic Mutation TLD badge Other effects show up in a short time or almost immediately (deterministic effects) such as; skin burns, fetal death, skin erythema, epilation, cataracts, radiation sickness (nausea, vomiting, diarrhea, etc.), hypospadia, microphthalmia, retinal degeneration, optic atrophy and in extreme situations death. 2.2 Environmental radioactive contamination. The spread of radioactive material to the environment can lead to contamination of soil, water and other surfaces rendering it inhabitable for humans, plants and animals. This can have severe social, political and economic consequences. 3.0 How can the public know that a substance /material is radioactive? The public can watch out for the commonly used radiation symbols/signs below; These symbols point to the presence or suspected presence of radioactive material. 4.0 How can one minimize unnecessary exposure to radiation in facilities? By using the principle of time, distance and shielding. Time: The more time you spend near a radiation source, the more the radiation dose one absorbs. It is therefore advised you spend as little time as possible near a radiation source. Distance: The closer one gets to the radiation source, the more the radiation dose absorbed. It is therefore advised to stay far away as possible from a radiation source. Shielding: When an appropriate shielding material is placed between the radiation source and the individual or target, less radiation is absorbed. It is therefore advised that radiation sources are adequately shielded. 5.0 What can one do if s/he sees an abandoned or orphaned radioactive source? Atomic Energy Council is currently maintaining an emergency 24 hour toll-free hot line ( ) at Amber House. The public is advised to call this hotline in case of this occurrence. 6.0 Does AEC have capacity to respond to Radiological Emergency? Radiological Emergency and Response Committee (RERC) of 9 (nine-members from different government agencies was appointed by the Minister of Energy and Mineral Development in The committee is developing a National Radiological Emergency Preparedness and Response Plan (NREPRP) and Standard Operating Procedures (SOPs). Several Joint trainings have been conducted by AEC for first responders including members of the Police, UPDF, Red Cross and other stakeholders to handle radiological emergencies. Training of UPDF at Kabamba 7.0 Is the AEC collaborating with other partners at International, Regional and National Level? AEC establishes and maintains relationships with national, regional and international organizations, institutions and agencies to facilitate the implementation of the policies and carry out the functions of the Council. At international level, AEC established collaborations with International Atomic Energy Agency (IAEA), United States Nuclear Regulatory Commission (USNRC) and United States Department of Energy (USDoE), among others. Through these international collaborations, AEC benefits through capacity building, training of its staff, provisions of inspection and radiation monitoring equipment and technical advice among others. Regionally AEC has bilateral relations with Tanzania Atomic Energy Commission (TAEC), Comite National de Protection contre les Rayonnements Ionisants (CNPRI) of the Democratic Republic of Congo, Kenya Radiation Protection Board (KRPB) among others. At the national level, AEC has established formal collaborations with URA-customs and is discussing formal collaborations through MOUs with Uganda Police, Uganda National Bureau of Standards, Uganda Peoples Defense Forces, Ministry of Health, among others. Training on use of detection equipment during Martyr s day celebration of 2017 Several trainings have been conducted to build capabilities in prevention, detection and response to Nuclear Security incidents and accidents during Major Public Events (MPEs). Further still, AEC coordinated a training of over 200 persons from the security agencies with responsibility in nuclear security in the country in preparations for the Pope s visit to implement national nuclear security systems and measures in How is AEC preparing for regulation of Nuclear Power development program in the Country? AEC is developing a road map for the regulation of nuclear power development activities. In the meantime, AEC trained four staff in the field of nuclear science and technology to spear head the regulation of nuclear power in the country. Several guidance documents are being developed to aid in the nuclear power regulation What role did AEC play in the restoration of Radiotherapy at Uganda Cancer Institute? AEC recommended the decommissioning of the old Cobalt -60 theleraphy machine after finding it unsafe for human treatment to pave way for the installation of a new machine. The Council carried out an assessment for the suitability of the old radiotherapy bunker to house a new Co-60 machine through its famous report it presented to government (Ministry of Health). The major finding in the report was that the old bunker was suitable. AEC carried out radiation safety and radiation protection and nuclear security inspections as well as issuing the necessary authorizations at all stages during import, transport, installation until possession and use of the new Co-60 equipment. The Co-60 radiotherapy machine is now fully operational. Without these interventions of AEC, restoration of cancer treatment services would have been a challenge to the Country. AEC would like to assure the public that cancer treatment services are now available and carried out in a safe and secure manner and as such should be optimally taken advantage of What is the impact of regulatory control to the country? Through issuance of licenses, inspections and enforcements, training, sensitization workshops, public awareness campaigns through print media, TV and radio talk shows, the following are the key impacts made by the Council s regulatory activities. i. Improved radiation protection and safety infrastructure in facilities; ii. Reduced risks due to exposure to ionizing radiation; iii. Increased skills and knowledge in radiation protection and safety for radiation workers; iv. Improved safety culture; v. Improved public awareness about dangers of ionizing radiation; vi. Improved nuclear security of radiation sources in facilities; vii. Improved procedures and protocols for radiation protection and safety; viii. Improved radiation monitoring of radiation workers. ix. Improved public and environmental radiation safety and security. x. Improved management of disused radioactive sources. AEC with the support of government will continue to execute its statutory mandate of regulating peaceful applications of ionizing radiation in the Country and will make further improvement in the above areas.
