Only authorized personnel may act on behalf of Northshore Baptist Church for certain decisions or actions as specified in this manual. Medical personnel who are on the premises may also be called upon to assist in a medical emergency. *This definition may be narrowed at some point in the future to a more restrictive Security Team.
5 GUIDING VERSES (NIV) GUIDING VERSES AND VISION Matthew 10: 16 "I am sending you out like sheep among wolves. Therefore be as shrewd as snakes and as innocent as doves." We will use experience, training and common sense to enact wise decisions while maintaining a peaceful atmosphere free of fear and full of trust in the Almighty. Matthew 10:22 "All men will hate you because of me, but he who stands firm to the end will be saved." We recognize that love for God is enmity with the world. We recognize that identifying ourselves as joint heirs with Jesus puts us in the sights of those who hate the Gospel and would do radical things to prevent fellowship of believers. Hebrews 13:5b "because God has said, 'Never will I leave you; never will I forsake you. '" God promises to always be with us; He alone can supersede the effects of free will and prevent logical results from disastrous free-will actions. We will seek God's help always, but even more fervently when a detrimental action puts us in danger. Nehemiah 4:9 "But we prayed to our God and posted a guard day and night to meet this threat." While God promises to protect us, He expects us to use the Holy Spirit's intuition given to all Christians to make smart decisions within the realm of our capabilities. Just as the Jews, while trusting in Elohiym, made sensible provisions to prevent attack by their enemies, we will provide reasonable, sensible provisions to prevent harm to the assembled followers of Christ at Northshore Baptist Church. VISION To recognize that the days are evil and to show the love of God by sacrificing time and using talents to provide a safe, peaceful worship atmosphere for members of the bride of Christ worshiping at Northshore Baptist Church. 7 INCIDENTS, THREATS & DISTURBANCES FIRE AND/OR EXPLOSION PRE-FIRE READINESS THINGS TO KNOW OR DO BEFORE A FIRE: 1) Know the location of fire extinguishers, fire exits and alarm systems in the church, and know how to use them. We will hold training sessions twice a year; however, if you are new to the team and miss a training session, please get with your Service Captain to go over this information. ((See Evacuation Procedure below). 2) Know where pull-alarms are in your area (near your post as an Usher, Greeter, Welcome Host, etc.) IF YOU DISCOVER SMOKE OR A FIRE: 1) If you think you see or smell smoke, notify the nearest Pastor or Facility Staff to investigate. 2) If you see heavy/thick smoke and/or flames, pull the nearest fire alarm. This will automatically notify the fire department. 3) If the fire is minor, you may attempt to control it by using an available fire extinguisher. In any event, pull the nearest fire alarm in the event of a fire of any kind. 4) If the fire is major, DO NOT ATTEMPT TO CONTROL IT BEGIN IMMEDIATE EVACUATION PRO- CEDURES. IF THE FIRE ALARM SOUNDS DURING A SERVICE: Whether you see smoke and/or fire, always evacuate when the fire alarm sounds. If you know for sure it is a false alarm (e.g., you saw a child pull an alarm), notify the nearest Pastor and/or Facility Staff. They will be able to contact the fire department to cancel the alarm. However, at that point, the auditorium will start to evacuate, so start the evacuation procedure. EVACUATION PROCEDURE: Pastor on Stage Announce 1) An evacuation is required, 2) Please go to the nearest exit and move away from the building once you are outside. 3) You may sit in your car, but please do not attempt to drive off the lot until given the ALL CLEAR signal from the parking lot monitors. 4) Children are being evacuated to the far south parking lot. 8 USHERS & GREETERS 1) Immediately go to the nearest exit to help direct foot traffic out of the building. Hold the door open (unless there is smoke and/or heat behind that door, in which case you would direct people to another exit). Using a calm but firm voice direct everyone to the parking lot. The Children s Ministry has a very good evacuation plan and children will be evacuated to the south parking lot. 2) One greeter or usher should stand at the top of the stairs to the Children s Ministry area and direct people away toward the lobby exits. Tell them their children are being evacuated to the south parking lot. 3) The last person(s) to leave the Worship Center should close the doors to keep fire from spreading. 4) Two male ushers or staff members should immediately go upstairs to help evacuate disabled persons. Remember, do not use the elevator. 5) A safety monitor should sweep the building to make sure the building has been fully evacuated. PARKING CREW 1) Go to the area where you were stationed before the alarm and direct people at least 300 feet away from the building, making sure no one is blocking the driveway and there is no foot traffic near where the fire trucks will need to enter and park. There should be at least one team member in each area of the south parking lot. 2) Service Captain go immediately to the First Impressions closet to retrieve vests and walkietalkies (unless there are smoke or flames down the hallway). Deliver vests and walkie-talkies to parking crew (who should already be at their posts). Vests may be handed out to ushers, greeters and/or staff if there are extras. 3) In inclement weather, people will head for their cars. Do not allow them to leave (ushers, greeters and staff will most likely need to help with this). Exiting cars will clog entrances and possibly block fire trucks from entering in a timely fashion. It is also a safety issue with children evacuating the building. Parking lot monitors acting under the direction of the Executive Pastor or, in his absence, the Facility Director or the next person in authority for that day will give the ALL CLEAR to leave the parking lot. Do not allow re-entry into the building by anyone (except Pastoral or Facility Staff) until the Fire Captain gives the okay. EARTHQUAKE 1) Stay calm when the shaking begins. Keep thinking and evaluate your circumstances and surroundings. 2) Staff member on the stage should calmly but firmly announce to everyone to stay put and drop, cover, hold (cover their neck and head with hands/arms). In the Student Center, in- Page 4
9 struct students to turn away from the windows, get down on the floor (under chairs if possible) and cover heads. 3) Once the shaking stops, proceed to the nearest exit and help direct people to the outside in a calm and reassuring manner. 4) Follow the same procedures as for a fire evacuation. 5) If an earthquake occurs before or after a service, greeters and ushers should instruct people to move away from glass windows and objects that could fall on them. Instruct them to get under tables or chairs, or up against weight-bearing walls. Have them sit or kneel and cover their neck and head with hands/arms. 6) If there is severe shaking while people are in the parking lot, parking crew can attempt to have people move away from light poles and tall trees, but that may not be possible. 7) Once the shaking has stopped, two male ushers should go upstairs to help disabled persons down the stairs (do not use the elevator). 8) If the shaking was severe and there are possible injuries or people trapped, once everyone who can exit is out, follow Pastoral and/or Facility Staff instructions for going back inside to help those who are injured and/or trapped. BOMB THREAT OR SUSPICIOUS DEVICE/PACKAGE RECEIPT OF A BOMB THREAT 1) If the bomb threat comes via a telephone call, the recipient of the telephone call should not hang up on the caller. Record as much information as possible using the Bomb Threat / Suspicious Packages Checklist during the call. Bomb Threat Checklists should be located near office telephones. During the phone call, ask the caller when the device will explode and where it is located (bomb threats may also come from an , fax, a note left in building, or a person etc). 2) If possible, another staff member will inform of the bomb threat while the first staff member keeps the caller on the line. This may allow the call to be traced. 3) Dial *69 to check for caller identification (not available at all sites). 4) All use of the radio system and cell phone use must immediately cease upon receipt of a bomb threat as radio signals may detonate the bomb. This should be announced from the platform if occurring during a public worship service or gathering, over the phone speaker system and all other means available. 5) Senior Pastoral Staff will determine if an evacuation will be initiated. 6) Call for an orderly evacuation if necessary. 10 SEARCH PROCEDURE 1) The Executive Pastor or designate may choose to initiate secure church (lockdown) procedures prior to the decision for an evacuation or search. 2) The Executive Pastor or designate will use a pre-determined announcement to alert staff to the potential threat. 3) The Executive Pastor or designate and members identified in this emergency response handbook will begin a systematic search of the site. As soon as law enforcement personnel are available on site the search should be deferred to them to handle. 4) Cell phones and walkie-talkies must not be used during bomb searches as the signal they emit may be close enough to the frequency of a radio-controlled device and may set off the detonator. 5) Staff participation in the search is voluntary; although staff members are most familiar with their own work areas and should report any suspicious articles or activity in their areas to the main office. 6) Where possible, two team members will search each area. 7) A Security Team member will inform staff of outdoor events to remain outdoors until further notification. 8) Security Team members must not touch any unidentified package or object that is found. The discovery of a suspicious object will be reported to the Executive Pastor, Senior Pastor, or Facilities Director who will inform the police. 9) Security Team members are looking for unusual objects and are not to search through any area or item that may endanger their personal safety. These items may include but are not limited to: Unusual packages Out of place ceiling panels Areas that smell of gasoline or other noxious odors 10) Priority search areas will include the following: Hallways Lobbies Washrooms Storage areas and garbage containers HVAC rooms Sanctuary and back stage areas Offices and classroom areas Outside parking lot and immediate surrounding property Page 6
11 Phone equipment and computer server rooms ALL-CLEAR SIGNAL Following a search where no suspicious articles are found, an all-clear signal will be communicated to staff (and members if evacuation was implemented). If a bomb squad is involved, staff should defer to their official designate to make the all clear announcement. BOMB OR SUSPICIOUS PACKAGE/DEVICE Upon discovery of a suspicious package, notify the Executive Pastor, Facilities Director, or designate who will investigate and if deemed necessary, call If a staff member has opened a package or letter that contains an unknown substance, the first step is to limit the exposure and spread of the contents: 1) The individual will be isolated to avoid possible cross-contamination. 2) The package will not be disturbed any further; it will immediately be placed down and no attempt will be made to clean up any released powder or liquid. 3) Powder or liquid will not be brushed off clothing or skin. 4) Hands will be kept away from one s face to avoid spreading contaminants to the eyes, nose or mouth. 5) Hands will be washed without leaving the immediate workplace. 6) Windows will be closed and fans that may be circulating air around the workplace, will be stopped. 7) Doors to the area will be closed to prevent others from entering. The Security Team Leader/Chief will work with Senior Pastoral Staff to determine if an evacuation will be initiated. SEVERE WEATHER CONDITIONS In the event of dangerous weather during a church service or event, Security Team members should monitor the situation closely. A NOAA weather radio will be kept at an appropriate location. Should a weather situation arise that presents a probable danger to the church or church members (in the parking lot and/or driving home), the Security Team member should contact the Executive Pastor or the Program Service Director immediately. If the Executive Pastor (or designee) determines that the situation does not warrant any action, the Security Team members should continue to monitor the situation and inform the Executive Pastor if the situation becomes more dangerous. 12 If the Executive Pastor determines that action should be taken, the Security Team members should assist the Executive Pastor in accomplishing that action, be it evacuation or otherwise. For policies regarding building closure in the event of inclement weather, consult the Employee Handbook of Policies and Procedures. ELECTRICAL OUTAGE If the power should go out during a church event, staff and Security members should encourage everyone to remain seated if in classrooms and main Worship Center until the lights come back on or alternate sources of light can be obtained. Ushers should immediately retrieve flashlights from the Usher stands in the Worship Center. Someone from Facilities Staff will determine why the power is out, then notify the Facilities Director and/or the Executive Pastor or, in his absence, another member of the Pastoral Staff. If the outage is the result of an electrical problem in the building, the cause needs to be ascertained immediately and a decision made as to whether there is any danger present. If the outage is the result of severe weather conditions, such as high winds or freezing snow, the Facilities Director or the Executive Pastor should contact the power company to ascertain when the power might be restored, then make a decision whether the church event should continue or not. GAS LEAK If there is a strong smell of natural gas anywhere on the church premises, immediately notify a Facility Staff member and the Executive Pastor. Begin immediate evacuation and call Puget Sound Energy at (you will push #1 and #1 again to get the gas emergency contact). The evacuation should be the same as for a fire, except people should be warned to not use cell phones or walkie-talkies, light switches should not be switched on or off, and the fire alarm should not be used. Start searching for the source of the leak. SERIOUS INJURY OR MEDICAL CONDITION DURING CHURCH EVENT In the event of a medical emergency, a Pastoral Staff member should immediately call while another Pastoral Staff member should notify the on-stage staff to ask for a doctor or other medical personnel. Security Team members may provide simple first aid (e.g., band-aids), but unless the Security Team member is properly trained, extensive first aid or CPR should not be used unless dire circumstances arise (e.g., doctor or other medical personnel unavailable). In any event, if the medical emergency resembles a cardiac event of any kind (heart attack, CPR, unconsciousness, etc.) one Security Team member or staff member should immediately retrieve the AED (Automatic External Defibulator), aid kit and Medical Oxygen bottle (if available) located in the ushers closet. Security Team members should stay with the medical personnel while they administer help, if possible. Page 8
13 SPILLED BODILY FLUIDS All body fluids (blood, vomit, urine, feces, saliva) have the potential to infect people with diseases such as Hepatitis, HIV, or other serious illnesses. Wear disposable gloves at all times when dealing with another person s body fluids. Avoid getting another person s body fluids in your eyes, mouth, open sores, or wounds. If exposed, rinse the affected area immediately, wash with soap and water, and report the incident to the Executive Pastor. FOLLOWING SUSPICIOUS PEOPLE If a Security Team member believes that a person is in the church with evil intentions (e.g., to cause a disruption, harass or harm someone etc.), the Security Team member should immediately contact the Security Team leader or Pastoral Staff Member that is available. The Security Team member should follow the suspicious person as discretely as possible in order to ascertain the intentions of the person. If it becomes apparent that the person does have disruptive or harmful intentions, the Security Team leader will make the decision as to what level of action to take. These actions include, but are not limited to, following the person overtly, asking the person to leave and/or calling the local police. INTERACTION WITH UNRULY PEOPLE If a member of the congregation begins to disturb the service, reaction by the Security Team member will be dependent on the ensuing actions of the unruly person: 1. If the unruly person leaves after they disturb, the Security Team member should follow the person until they leave the property, without irritating the person. If possible, a license plate number should be recorded. 2. If the unruly person leaves the building but remains in the parking lot, the Security Team member should call for help from the standby Security Team members and the unruly person should be watched until they depart. Police should be called for reporting purposes. 3. If the unruly person leaves the congregation but remains inside the church building, the Security Team members should kindly ask the person to depart the premises and police should be called in order to issue a trespass warning. 4. If the unruly person remains in the congregation, the Security Team members should call the Police to handle the situation. 5. If a person outside the congregation begins to cause a disturbance, the Police should be called to handle the situation. 6. If at any time, in the judgment of the Security Team members, the unruly person appears to threaten the safety of other people in the church, the Police should be called immediately and the Security Team leader should immediately initiate a JERICHO announcement. (Definition of JERICHO Announcement: An announcement made over walkie-talkies or the intercom system Page 9
14 by the Security Team leader by repeating the word Jericho three times and the location of the dangerous person; e.g., Jericho, Jericho, Jericho, Student Center. ) When that announcement is heard, all Security Team members and staff will understand that there is a dangerous person in the Student Center (or the room designated in the announcement) and to initiate lockdown. 7. The Security Team members should never initiate physical contact with an unruly person. If the unruly person initiates contact with another person in the church, the Security Team members should take appropriate action to prevent further harm to the church member. 8. The Security Team members should not take physical action against an unruly person for damaging church property, but should however use other all available means to deter them, including calling 911 to police assistance. DANGEROUS PERSON ON PREMISES If it is determined that a person on the church premises during a church event is a threat to others, the following actions should be taken by Security Team members: 1. If the person is armed, do not attempt to subdue him/her*. If possible, start the lockdown procedure and tell parishioners to take cover wherever possible. If it occurs on a Sunday morning when law enforcement is available doing traffic control, send a runner to notify the off-duty police officer of the danger, or if available, radio him over the walkie-talkie (in possession of the Executive Pastor or designee for the Sunday morning services). [*NOTE: Current law enforcement policy suggests that an intervention by a first responder may be needed to prevent further casualties of an active shooter. This is a matter to be reviewed by a law enforcement team.] 2. Call and give dispatch as much information as possible about the intruder. 3. If the person is not armed, keep everyone away from him/her. If it occurs on a Sunday morning when law enforcement is available doing traffic control, send a runner to alert him to the situation and seek his help (or use the walkie-talkie to call him). Also call as appropriate. SUICIDE THREAT If someone is threatening suicide during a church event, the following actions should be taken: 1. If the person is armed, send someone to call and calmly tell on-lookers to leave the area. 2. One or two Pastoral Staff should remain with the person and try to talk calmly with him/her until help arrives. 3. If the person is not armed but is simply threatening suicide, a LIGHT counselor should be notified and the person placed in the care of that counselor. Page 10
15 LOST CHILD OR KIDNAPPING Report the description of a lost child immediately to Pastoral Staff and Security Team members, and immediately notify the child s parent(s). A church-wide search should ensue immediately by Pastoral Staff and Security Team members. Once found, the child should be taken to the head of that child s department and the parents notified. If a child is reported kidnapped from the children s area, Pastoral Staff should immediately call with a description of the child and a description, if possible, of the person who took the child. The Children s Pastor and the child s parent(s) should be notified immediately. ASSAULT: DETERMINING WHEN TO USE FORCE UNARMED ASSAULT 1. The Security Team should defuse any situation peaceably whenever possible to eliminate or reduce the needs to use physical force to subdue any unruly person. 2. Force will only be used to prevent injury to a person. This force is limited to the minimum amount of force needed to stop the threat of physical danger to any person in or on the church property or facility. 3. The Security Team members should never initiate physical contact with an unruly person. If the unruly person initiates contact with another person in the church, the Security Team members should take appropriate action to prevent further harm to anyone. 4. This action is limited to subduing the person until he or she no longer poses a threat to any staff member, church member or visitor to the church. Once the threat has been eliminated, the person must not be restrained if they attempt to leave the facility. The police should be called and an official report generated with all of the details. 5. The Security Team members should only take reasonable physical action that will not endanger themselves or others against an unruly person for damaging church property. ARMED ASSAULT In situations where Security Team members are justified in using force, the utmost restraint should be exercised. The use of force should never be considered routine. In determining to use force, the Security Team members shall be guided by the principle that the degree of force employed in any situation should be only that reasonably necessary. Security Team members should exhaust all other reasonable means before resorting to the use of force. It is the policy of Northshore Baptist Church that Security Team members will use only that force which is objectively reasonable and necessary. Security Team members are obligated to report all situations in which force is used. This policy sends a clear message to Security Team members that they share an obligation beyond the requirements of the Page 11
16 law. Security Team members are encouraged to do whatever they can to peaceably interrupt the flow of events before a fellow Security Team member uses force and before any official action is necessary. Security Team members can serve each other and the public by simply saying or doing the right thing to prevent a fellow member from resorting to force illegally or inappropriately. Deciding whether to utilize force when authorized in the conduct of official responsibilities is among the most critical decisions made by Security Team members. It is a decision that can be irrevocable. It is a decision that must be made quickly and under difficult, often unpredictable and unique circumstances. Sound judgment and the appropriate exercise of discretion will always be the foundation of a Security Team member s decision- making in the broad range of possible use-of-force situations. It is not possible to entirely replace judgment and discretion with detailed policy provisions. Nonetheless, this policy is intended to provide the best guidance and direction possible to Security Team members when called upon to confront and address the most difficult of situations. Security Team members whose actions are consistent with the law and the provisions of this policy will be strongly supported by Northshore Baptist Church in any subsequent review of their conduct regarding the use of force. In the event of an armed intruder or active shooter, certain law enforcement officers who regularly attend services have been brought into the discussion as to how to respond to a threat from such an individual. The law officer directing Sunday a.m. traffic may be called upon for an armed response if needed. USE OF RESTRAINTS Security Team members will not use any type of restraint on any person involved in an altercation in the church unless it is determined that the use of a restraint is required to prevent serious injury to himself, a Security Team member, a church member or a visitor. Once a person is placed in restraints, it is deemed that a citizen s arrest has taken place. Example of where a restraint is permitted would be as follows: A violent person has assaulted a church member with a knife and has been stopped by the Security Team. The person still wishes to continue the fight and cause additional injury to the church member. If released the aggressor would immediately attempt to re-engage the fight. This person could be restrained until the police arrive to take them into custody. Note: Once you have restrained a person, you are legally responsible for their welfare and this must not be taken lightly. CIVIL DISTURBANCE ON CHURCH GROUNDS Defined as: A public demonstration on church grounds that has the potential to disrupt church activities, possibly cause injury to congregants or church staff, and/or damage church property. 1. Have a camera, tape recorder or camcorder available to document the disturbance and to help in identifying participants. 2. If this is a peaceful demonstration, have Pastoral Staff or Security Team positioned in such a way as to keep congregants from engaging with the demonstrators in order to keep everyone calm. Page 12
17 3. Executive Pastor or Pastoral Staff should ask those demonstrating to leave the premises. If they refuse to leave, call If the situation has the potential to become violent, immediately call LOCKDOWN PROCEDURES It has been determined by many experts that something called a Rapid Response Plan is the best way to handle situations such as Columbine. Rapid Response is a police tactic aimed at apprehending armed suspects in crowded buildings such as schools and churches as quickly as possible. The reasoning behind this is to not give an armed intruder any more time than he/she already has to kill or injure people. NORTHSHORE BAPTIST CHURCH will coordinate a Rapid Response Plan with the King County Sheriff s Office and/or the Bothell and/or Kirkland Police Department. (Northshore will soon be in a Kirkland address and eventually serviced by Kirkland police due to the recent annexation.) The lockdown procedure is specialized to fit our church. The reason for this lockdown procedure is to provide for the safety of our staff, members, and guests, and to help the police complete their job in an expeditious fashion. The decision to lock down the building is a difficult and critical judgment call based on an assessment of the relative dangers of staying put in the building or evacuating it. It is not possible to lock down the entire building in a secure fashion. The lower south children s doors have lockable doors. If doors are locked, blinds should be drawn and windows covered. In the event that our church becomes victim to an armed intruder, a hostage situation, or some other police matter, the church will identify the location of the problem by JERICHO announcement. (Definition of JERICHO Announcement: An announcement made over walkie-talkies or the intercom system by the Security Team leader by repeating the word Jericho three times and the location of the dangerous person; e.g., Jericho, Jericho, Jericho, Student Center. ) NSB Staff and Security Team members should recognize this as a lockdown code. When heard, all staff and Security Team members should understand that a problem has arisen in the named area and implement Lockdown as follows: SERVICES AND SUNDAY SCHOOL IN SESSION Security Team Leader should call Pastor on Worship Center platform, or leader in classroom, will order the doors locked, lights off, shades/blinds closed and ask everyone present to remain quiet and move to the safest place in the Worship Center or classroom (away from windows and doors). Request cell phones be turned off or placed on silent mode. Pastoral Staff will safely assess the situation and keep leader informed. No one should leave until an All Clear is given. 18 When the lockdown is over an ALL CLEAR announcement will be aired over the phone speaker system and a room-to-room announcement made by the Security Team lead (Executive Pastor/ Facility Director or their appointee). The Code Word for ALL CLEAR announcement: TIMOTHY INCIDENT REPORTS A sample incident report is attached to this policy, as Appendix A. Blank copies of the report will be kept at the Information Desk and in the Security Team storage area. Any time that the Security Team is involved in any non-routine action, an incident report should be thoroughly completed. All reports should be turned in to the Security Team leader as soon as possible. Reports should be logged into the Security Incident Report Log (see Appendix B) as soon as possible after the Security Team leader has signed the form. Reports should not be shared with anyone other than the Security Team, unless directly requested by a Pastoral Staff member. Page 14
