3 Bomb Threat procedures: 1. Administration will evaluate the threat level and contact local authorities. 2. Direct students to leave classroom and move to the designated area(s). 3. Turn lights off and leave doors unlocked. 4. Teachers will bring grade books and check roll. 5. Remain outside in your designated area until further instructed by Administration or local authorities. 6. Local authorities will inspect the buildings upon arrival. BOMB THREAT (part 1)

5 Fire: When a fire is spotted on campus or near the school: 1. Direct students to leave classroom and move to the designated area(s). 2. Turn lights off and leave doors unlocked. 3. Teachers will bring grade books and check roll. 4. If at anytime, smoke is encountered, direct students to crawl on their hands and knees to the designated area(s). 5. If visibility is diminished, have students form a human chain by maintaining physical contact with the person in front of them. 6. If fire is blocking the door or is directly outside of your classroom, use the windows in an orderly manner to exit EMERGENCY the building. NUMBERS 7. Remain outside in your designated area(s) until receiving further instructions by Administration or local authorities. (part 1)

6 Administrator s responsibilities: 1. Evacuate the building by using the fire alarm system. 2. Call emergency personnel immediately; dial Move students to a safe location if needed. 4. Contact the system Safety Director. 5. Contact the system Maintenance Director. 6. Assist fire and police at the scene. 7. Announce all clear when appropriate. Staff s responsibilities: 1. If fire is visible, activate the fire alarm. 2. Notify Administration. 3. Direct students to designated areas. 4. Teachers will bring grade books and check roll. 5. Report any missing students to Administration. 6. Await further instructions from Administration. (part 2)

7 Tornado Watch: 1. Tornado Watch means that tornadoes are possibly present in the area. 2. Be prepared to evacuate students from gyms, band rooms, portables, or any satellite buildings. 3. Students should place open textbooks over their heads for protection if moved to the hallways and safety zones. 4. Close all outside doors. 5. Be prepared to follow tornado warning protocol if Administration warrants it. Administrator s responsibilities: 1. The Administrator will monitor weather conditions through media outlets. 2. The Administrator will be in contact with the Safety Director of the Central Office. 3. The Administrator will make all announcements to faculty and students as to what precautions should be taken. 4. The Administrator will EMERGENCY thoroughly survey and inspect NUMBERS the campus for damage. Staff s responsibilities: 1. Teachers will bring grade books and call roll as weather approaches. 2. Under Administration direction teachers will direct students to use proper precautions. 3. Teachers will remind students to bring a textbook in the hallways for head protection. SEVERE SEVERE WEATHER WEATHER TORNADO TORNADO WATCH/WARNING

8 Tornado Warning: 1. Tornado Warning means a tornado has been sighted visually or on radar. 2. Move all students to the approved halls and safety zones. 3. Teachers will carry grade books and check roll. 4. Students should place open textbooks over their heads for protection. 5. Students should be seated. Administrator s responsibilities: 1. The Administrator will monitor weather conditions through media outlets. 2. The Administrator will be in contact with the Safety Director of the Central Office. 3. The Administrator will make all announcements to faculty and students as to what precautions should be taken. 4. The Administrator will thoroughly survey and inspect the campus for damage. Staff s responsibilities: 1. Teachers will bring grade books and call roll as weather approaches. 2. Under Administration direction teachers will direct students to use proper precautions. 3. Teachers will remind students to bring a textbook in the hallways for head protection. SEVERE SEVERE WEATHER TORNADO WATCH/WARNING WARNING

9 Modified Lockdown means that Administration has deemed probable cause to put the campus on alert. Reasons for Modified Lockdown could be one of, but not limited to, the following: 1. Reaction to a situation near the school 2. The presence of the drug task force and their dogs 3. Locker searches 4. Any situation to which EMERGENCY Administration needs to NUMBERS clear the halls 5. Any situation to which Administration feels a heightened alert status should be in effect Modified Lockdown procedures: 1. All students should return to class immediately. 2. Teachers will shut doors. 3. Everyone will remain in the classroom. 4. Administration will check halls and restrooms.

10 Full Lockdown means that Administration has deemed a probable cause to put the campus on lockdown. Reasons for a Full Lockdown could be one of, but not limited to, the following: 1. Reaction to a situation near the school 2. The presence of an unidentified person or object on campus 3. The presence of an active shooter 4. Any situation to which Administration feels the highest alert status should be in effect Full Lockdown procedures: 1. All students should return to the nearest classroom immediately. 2. Teachers will lock their doors. 3. Teachers will turn out their lights. 4. Teachers will cover any windows that access a view from the hall. 5. Students will remain quiet. 6. Cell phones will be silenced. 7. Students will move themselves out of sight from doors and windows. 8. Do not answer or open the door, or respond to any unauthorized verbal commands to do so. 9. The Full Lockdown will stay in effect until an administrator or local authority opens the door for a face to face dismissal with the teacher and students. Active Shooter procedures: 1. If you are not aware of the location of the active shooter, follow Full Lockdown procedures. 2. If the active shooter is directly in your area, use furniture (desk, table, etc.) to board up doors and create a barrier. 3. Escape, if possible, using MODIFIED an alternate route, LOCKDOWN then meet at a predesignated rally point.

11 Automated External Defibrillator (AED) Instructions 1. Check victim for signs of breath for no longer than 10 seconds. 2. If there are no signs of breath call or have someone call immediately. 3. If there are signs of breath stay with victim and observe vital signs (skin color, breathing and levels of consciousness). 4. Get or have someone else get the AED so that it can be used if victim shows no signs of breath and is unconscious. 5. Remove ALL clothing from upper half of victim s body. 6. Make sure the victim is not lying in water prior to initiating use of an AED. 7. If the victim is a man and he has a lot of chest hair use the razor quickly to remove hair in the area where the AED electrode pads will be placed (see pad diagram on pad packaging). With some EMERGENCY AEDs, pads are located NUMBERS on the inside requiring the AED cover to be opened). 8. Open the AED and listen to the voice command instructions that are given related to the electrode pads placement (pictures shown on pad packaging). 9. After the AED gives its Voice Command initial analysis it will indicate whether a shock is needed. If the AED indicates a shock will be given, make sure no one touches the victim. 10. If the Voice Command states No Shock it will indicate that you need to give CPR or chest compressions to the victim. Initiate CPR (rate of 30 compressions to two breaths) or just do chest compressions. 11. Leave electrode pads on the victim s chest while giving CPR/chest compressions until paramedics arrive. The MODIFIED electrode pads will LOCKDOWN continue to monitor the victim and the AED will give you voice commands as they are warranted. MEDICAL (part 1)

12 Medical Emergency procedures 1. Survey the scene of the Medical Emergency. 2. Dial for emergency services. 3. Contact Administration. 4. Contact the teacher next door for help. 5. If possible, remove unaffected students to a neighboring classroom. 6. If you are CPR/First Aid Trained, begin necessary steps. 7. If AED is available, send someone to retrieve it. 8. Once emergency personnel arrive, they are given priority and responsibility for the scene. Administrator s responsibilities: 1. Report to the scene of the Medical Emergency. 2. Call Emergency personnel, and dial if necessary. 3. Remove students not EMERGENCY involved to an alternate NUMBERS location. 4. Assign a staff member to greet and escort emergency personnel as they arrive at the scene. 5. Notify the parent, guardian, or spouse. 6. Assist emergency personnel in any way. Staff s responsibilities: 1. Evaluate the scene of the Medical Emergency. 2. Call Emergency personnel; dial if necessary. 3. Contact Administration. 4. Isolate the scene if possible. 5. Stay with the victim(s) until Administration or emergency personnel arrive. 6. Do not move the victim(s). 7. Assist Administration and emergency responders. MEDICAL (part 2)

13 Students may be dismissed due to an emergency situation. These dismissal situations are for nonscheduled dismissal times. Reasons for the Emergency Dismissal could be one of, but not limited to, the following: 1. Threat of severe weather 2. Threat of worsening road conditions 3. Dismissal without the use of a bus fleet Emergency Student Dismissal procedures: 1. All students will remain in designated area until the parent or guardian has arrived. 2. Students must be signed out through the main office. 3. Office will call the student for BOMB check-out. THREAT 4. Consolidation of students may take place as numbers shrink. Administrator s responsibilities: 1. Set up emergency checkout location for parents to report to. 2. Activate all available personnel to direct students and parents to correct locations. 3. Keep in constant contact with the Safety Director and Superintendent. Staff s responsibilities: 1. Keep students calm. 2. Keep students in classroom. 3. Keep accurate roll of students as they are called for check-out. 4. Remain on campus until Administration directs the all clear to leave.

14 Administrator s responsibilities: 1. Attempt to identify the person(s) and their location on campus. 2. Approach the person(s) and determine the nature of their business on campus. 3. Ask for identification. 4. Request the person(s) to accompany you to the office. If the person(s) is interested in a particular student, check the student s file for court records, custody papers, or other protective items. 5. If the person(s) has no reason to be on campus, ask them to leave the campus. 6. SEVERE If the person(s) WEATHER refuses to leave, contact TORNADO local authorities WATCH/WARNING and be prepared to give a description and a location of the person(s). Staff s responsibilities: 1. Approach the person(s) and determine the nature of their business on campus. 2. Ask for identification. 3. Request the person(s) to accompany you to the office. 4. Notify Administrator immediately. Student s responsibilities: 1. Notify teacher or administrator immediately.

15 Staff s responsibilities: 1. Stay calm and remove students from the affected area. 2. Advise students to cover their mouth and nose. 3. Remain in room with doors and windows closed if not in affected area. 4. Turn off central units and MODIFIED fans. LOCKDOWN 5. If the Biological Emergency area is outside, then keep all students inside. 6. Contact Administration. Administrator s responsibilities: Symptoms: Indicators (Note that symptoms usually do not appear for 2-6 hours, even with high doses.) Nausea Vomiting Diarrhea Dizziness Fatigue Headache 1. Help remove students and staff from affected area. 2. Call emergency authorities. 3. Control building EMERGENCY access in affected area. STUDENT DISMISSAL 4. Make public announcements to direct staff, students, and visitors on campus. 5. Coordinate efforts with local emergency personnel upon arrival.

16 Blisters or rashes Unusual liquid droplets or oily film Unexplained odors Staff s Responsibilities: 1. Stay calm and remove students from affected area. 2. Advise students to cover MODIFIED their mouth and LOCKDOWN nose. 3. Remain in room with doors and windows closed if not in affected area. 4. Turn off central units and fans. 5. If affected area is outside, keep all students inside. 6. Contact Administration. Administrator s Responsibilities: Symptoms: Indicators Unexplained coughing, fatigue, tearing in eyes, dizziness Unexplained sickness 1. Help remove students and staff from affected area. 2. Call emergency authorities. 3. Control building UNIDENTIFIED access in affected area. PERSON ON CAMPUS 4. Make public announcements to direct staff, students, and visitors on campus. 5. Coordinate efforts with local emergency personnel upon arrival.

17 Missing/Abducted Student procedures: 1. If an abduction is observed, call immediately. 2. If an abduction is suspected, contact Administration immediately. 3. Obtain a detailed description of the abductor (physical appearance, clothing, vehicle, and any other valuable information). 4. Obtain a detailed description of the student (physical appearance, clothing, time, and location). 5. If a student is missing or abducted, immediately notify Administration. Staff s responsibilities: Missing Student: 1. Notify Administration. 2. Assist Administration. 3. Maintain classroom control. Abduction: 1. If an abduction occurs during class, attempt to persuade the abductor not to commit the act. 2. Do not try to physically stop the attack if it will endanger the teacher or the students. 3. If an abduction is witnessed MODIFIED by other students, LOCKDOWN detain those students and allow them to immediately begin to write down clues that could help Administration and Law Enforcement. Administrator s responsibilities: Missing Student: 1. Conduct an immediate search of the campus. 2. Call Contact missing student s custodial parent or guardian. 4. Call Central Office. Abduction: 1. Call Provide assistance to local authorities. 3. Call Central Office. 4. Obtain any witness accounts.

18 A nuclear emergency can be described as any, but not limited to, the following: Detonation of a nuclear weapon Leak at a nuclear facility Staff s responsibilities: 1. Remain calm and keep students calm. 2. Call roll for attendance. 3. Keep students confined to the room. 4. Wait on directions from Administration. Dissemination of an explosive radioactive material Any other emergency deemed to be so by the EMA or local authorities Administrator s responsibilities: 1. Stay in touch with local emergency personnel. 2. Make sure all students on campus are accounted for. 3. Keep students confined to the campus. 4. Use Emergency Student Dismissal procedures if needed. (part 1)

19 EMERGENCY RESPONSE TEAM DUTY ASSIGNMENTS Administration will: Assume overall direction of school disaster procedure. Account for the presence of all students and staff. Control internal and external communications. Direct evacuation of building, if necessary. Conditions warranting evacuation could include fires, indoor chemical spills, explosions, threatened explosions, collapsing buildings, etc. Transfer students to a safe location when their safety is threatened. Issue instructions to staff if students are to assemble in pre-selected, safer areas within the school. Teachers will: Respond to the specific emergency as prescribed, and direct students in appropriate safety procedures. Remain with students until relieved by authority of school Principal or site Administrator. Take roll call if class relocates, as soon as conditions permit such action. Report missing or injured students to the Principal/site Administrator. Send students in need of first aid to Campus First Aid station after evacuation is ordered by SEVERE Administration. WEATHER TORNADO WATCH/WARNING Help restore order and assist other teachers and students, if necessary. Use planned activities during periods of confinement to lessen possible tension and hysteria if a disaster situation occurs. If not on classroom duty with students, report at once to the Central Office and receive assignment from the Principal/site FULL Administrator. LOCKDOWN Custodians will: Shut off utilities as may be necessary. Utilities should not be turned off unless absolutely necessary (broken gas lines, broken water mains, downed electrical wires). Conduct rescue EMERGENCY operations as required STUDENT and to the extent DISMISSAL of capabilities, according to the site Emergency Plan. Survey and report UNIDENTIFIED damage to the school PERSON Principal/site Administrator. ON CAMPUS Safeguard all potable water within building (water heater, in cooking kettles, etc.). Cafeteria Workers will: Secure utility outlets. Cover and preserve all usable CHEMICAL food and water. EMERGENCY Direct the rationing, use, and preparation of stock and water supply, whenever the feeding of students becomes necessary. (part 2)
