4 BAD WEATHER CLOSING Iredell/Statesville Schools has developed a guide for schools regarding bad weather. In bad weather conditions, an announcement will be made concerning the closing of schools. At such times the following policy shall be in effect: 1 When inclement weather does not permit us to have school, listen to the following stations: WBT 1110AM WFMX FM WISC 1400 AM WBTV Channel 3 WSOC Channel 9 NBC6 Channel 6 WXII Channel 12 Or check the school system website at 2 Do not call the superintendent or principal. 3 The absence of any announcement before 7:00 usually means school will be open as usual. 4 An unscheduled closing during the day will be announced over the local radio station. The staff will be informed over the intercom. 5 Check the district website. PRIME TIME Care for children will not be provided on snow days or on days when school is dismissed early due to poor conditions. HAZARDS Should you at any time observe a situation which poses a threat to the safety of our school family, please advise the office immediately so appropriate action can be taken.
5 In Case of Fire * Fire Drill Maps are posted in each room. Follow designated plan on map. Steps of Action to Take in Case of Fire In the event of a fire with the school building: 1. Sound the fire alarm immediately. (Principals treat alarms as a fire. Drill once every 20 school days or once a month. First 5 days.) 2. Notify the fire department by calling Notify the superintendent Evacuate the building according to the following procedures: a. Students will walk out of the designated exit in a quiet, orderly manner. b. The student reaching the outside door first will hold it open for the others. c. The classroom windows should be closed. Classroom doors should be closed by the last person to leave the room. d. Teachers will take class lists of students and do a head count after exiting the building. Students should check to see if their pre assigned buddy is accounted for. e. Students must go a safe distance from the building and must not stand in any driveway or other hard surfaced area which would impede emerging vehicles. f. An announcement will be made when it is safe to go back in the building. All faculty, staff, and students must evacuate the building. All classrooms (enhancement included) must go through procedures with each class. Keep your fire evacuation routes posted in your room by the door. The fire drill is one long, continuous alarm. Children who are unaccounted for are to be reported to the principal or assistant principal immediately. 1. Access roads will be kept open for emergency vehicles by the custodial staff under the direction of the principal or assistant principal. 2. Students and staff members will be allowed to return to the building at the direction of the principal only upon the recommendation of the fire department. 3. If a fire occurs near the school, the principal will determine the course of action. Call the Chief Operations Officer (704) Decisions regarding school dismissal or other further actions are the prerogative of the superintendent.

7 Bomb Threats If an explosive device is either present or alleged to be present in the school or on the premises, the fire alarm will sound and normal fire procedures will be used unless special instructions regarding a change of procedures is announced. * Portable radios & cell phones must not be used during a bomb threat incident. Steps of Action to take in Case of a Bomb Threat or Explosion: 1. If a phone threat is made, obtain as many details as possible. (Use the checklist on the bottom of this page), 2. Activate the fire alarm. Follow the fire evacuation plan. 3. Evacuate the building and set up a headquarters at the bottom upper grade playground. 4. Call 911 for emergency assistance. 5. Notify the superintendent. 6. Staff should look for unusual or suspicious noises, devices or disturbances during evacuation but do not touch anything that looks suspicious. 7. In case of explosion, protect your face and head from flying debris with arms, books, coats, etc. 8. Stay in this position until flying debris ceases. Bomb Threat Call Checklist 1. 9 Nuclear Disaster The School Emergency Plan (SEP) for protective actions to be taken in the event of a radiological emergency has been developed by the NC Division of Emergency Management in conjunction with Duke Power Company. Upon notification that an incident has occurred at the nuclear facility, the school principal or designee shall activate its emergency response plan to ensure the safety and welfare of students and staff. Protective actions include sheltering and evacuation. Staff will be notified on the PA system that the school will now begin the nuclear evacuation process, please refer to your bus evacuation chart and wait for further directions, (Repeat three times.) Procedures for staff: 1. Stop all outside activities and return indoors immediately. 2. Students in enhancements or the cafeteria will go quickly to homeroom classrooms. 3. All students will remain in homeroom classrooms under teacher supervision until notified that it is safe to leave the building. 4. Close all doors and windows. Stay away from windows. 5. Upon notice to evacuate, an announcement will be made for drivers to report to busses. 6. Teachers should stick emergency labels on students backs and line students up to prepare to leave. 7. Teachers should refer to the Emergency Evacuation Chart to determine which bus to load. 8. Listen carefully for announcements telling the order that the classes will load the buses. All buses will leave the campus as soon as they are all loaded and will proceed as a convoy. The convoy will be escorted and followed by a law enforcement officer. Classroom teachers will ride on the school buses with their students. 9. Buses will proceed directly to the reception center Troutman Middle. 10. All other staff members should ride in private vehicles to Troutman Middle to assist in the accountability of students. 11. Parents should not attempt to go to the school for pick up, but should proceed to Troutman Middle. 12. At the reception center, classes will remain together to create a more comfortable atmosphere and reduce the fear and excitement they may be experiencing. 13. Enhancement teachers and other staff members will be assigned classes to assist during the evacuation process and while at the reception center.

13 Definitions: Tornado Tornado Watch : Conditions are favorable for tornado or severe weather. Make staff aware, but take no action. Tornado Warning : Tornado has been sighted take shelter immediately. The Tornado alert weather monitor should be located within hearing distance of office personnel at all times. Steps of Action to take in Case of a Tornado Warning: (This is also procedure for a Tornado Drill) 1. The signal for a tornado warning should be made using the PA system, this will be verbal command to begin tornado drill. Principal may send an adult runner to areas without a PA system or classes that are outside the building. Should the electricity be out, teachers will be notified through a portable bull horn announcement in the hallways. 2. Students should proceed to their designated position against the wall in the hallways and assume a kneeling position, head down, with hands covering their heads. 3. Students in unsafe locations (such as mobile classrooms) will go to pre assigned locations at the direction of the teacher. Teachers will know where to take students for their classrooms. Evacuation routes will be posted in each class. 4. Teachers are to close classroom doors after students exit into hallways. 5. Quiet is extremely important so that any necessary directions may be called down the hallway. 6. Teachers should keep their class rosters with them during the emergency to verify student classroom counts. Students should be aware of the whereabouts of their pre assigned buddy. 7. In an outside office, blinds are to be closed on windows and office personnel are to use telephones in the inner office away from glass windows. 8. During a tornado watch, a weather spotter usually the custodian should be posted in a southwest area and should notify the office if a tornado is sighted. 9. If a tornado is sighted, call The all clear signal will be a verbal or PA announcement by the principal or a designee. 11.If a tornado should hit the school, the principal will determine when and if the building should be evacuated and to what extent it should be evacuated. 12.Call 911 for emergency assistance. 13.Call the Central Office and Superintendent. 14. The Immediate Emergency Response Team and other staff members will act according to their roles to evaluate injuries, administer first aid and take other appropriate action.
14 Staff Roles & Responsibilities for Tornado Principal 1. Supervise the student body and maintain contact with all staff. Assign duties as necessary 2. Gather information on weather conditions. 3. Tornado Drill Assigned Areas Students in regular classrooms (including all enhancements, except PE) move to the hallway outside of their rooms. Rooms at the end of the hallways (rooms: 182, 123, 227, 306, 305, 304, 303) move away from the exit doors near their room and form a double line behind other classes in their hallway. Students in PE or Cafeteria line up and take position in a double line behind classes in the 4 5 hallway.
15 Student Disturbance Procedures Student Disturbances 1. If the misbehavior is not serious, attempt to have students return to their normal school routine. 2. Call for law enforcement assistance if the disruption continues or if injury occurs. Notify Central Office. 3. If the behavior could result in injury or further disruption, try to get disruptive students or their leaders isolated from the general student body. 4. You should have a predetermined, non alarming code phrase that could be broadcast over the intercom to alert staff members that there is an incident taking place in the school and what their actions should be i.e.: locking classroom doors, etc.that Phrase should be Lock Down, Lock Down Lock Down Now. It is recommended that this be repeated three times. This is to ensure the hearing and understanding by all persons regardless of the activity they are involved in at the time. 5. Your school s Immediate Emergency Response Team members should discern the basis for the problem and take action to address those concerns. 6. Notify Parents. 7. Determine disciplinary action to take, if any. 8. Be prepared for the media to become involved. Notify the system Public Information Officer. Follow procedures as outlined in separate booklet, How to Handle the Media in a Crisis. 16 Unwanted Intruder/Suspicious Persons General Procedures: 1. All visitors to school should report to the office before proceeding anywhere in the building. 2. All visitors should be asked to wear a VISITOR sticker or be accompanied by a school staff member. 3. All school staff persons should wear their ID badge at all times when at school. 4. School staff should stop all unidentified strangers on campus and inquire as to their business in the building. Contact the office to be sure they have registered or conduct them to the office to register. 5. In the case of a student run away or abduction, the school should keep photos on file of every student. IN CASE OF A HOSTILE INTRUDER: 1. Ask unwanted intruder to leave the campus. 2. Call law enforcement. 3. Call Central Office. 4. If the intruder becomes violent, signal teachers to lock their classroom doors via a predetermined code signal broadcast over the intercom. OUR LOCKDOWN CODE PHRASE IS: LOCK DOWN, LOCK DOWN, LOCK DOWN NOW (Announce code three times) (THE ALL CLEAR IS WHEN INDIVIDUAL DOORS ARE UNLOCKED BY SCHOOL ADMINISTRATORS OR LAW ENFORCEMENT.) 5. If it becomes necessary to evacuate some students from the building, staff members so designated by the principal or law enforcement will come to the classroom to direct the class to a safe position. 6. During a lockdown all alarms should be disregarded unless the teacher can see, smell or hear fire.
17 Staff Roles & Responsibilities for Unwanted Intruder/Suspicious Persons Principal 1. Make any needed intercom broadcasts. 2. Take charge of the situation until, if needed, police arrive. 3. Supervise all actions, including evacuations, in relation to safety of students and staff. Secretary 1. Call police 2. Call Central Office 3. Aid in communications as principal directs Teacher 1. Work with Public Information Office in handling media (See Handling the Media in a Crisis. ) 3. Work with Central Office in arranging any needed counseling for students/staff. Security Alert When notified by Law Enforcement or by the Central Office that a potentially dangerous incident has occurred in the area, the school will not allow any unauthorized persons in the building and no one will be permitted out of the building without the express consent of the Principal or the designee of the Principal. 1. Administrators will lock all perimeter doors. 2. All windows shall be closed and locked and all blinds shall be closed. 3. Our security phrase is, Security Alert, Security Alert, and Security Alert. 4. Normal classroom instruction will continue during a Security Alert. 5. Normal activities will continue inside of the locked perimeter of the school.
18 Student Possession of Weapon on Campus Whenever a student or person is observed or reported to have a weapon on campus, the following precautions and procedures should be followed by the school administration and/or staff: 1. Identify the student and his or her location in the building. 2. Principal will announce on PA: Code for a Student with a Gun : LOCK DOWN, LOCK DOWN, LOCK DOWN FUN IN (add location of gunman) ANNOUNCE CODE THREE TIMES Code for a Student with a Knife : LOCK DOWN, LOCK DOWN, LOCK DOWN RED IN (add location of person with the knife ANNOUNCE CODE THREE TIMES 3. Secretary notify law enforcement and Central Office. 4. Administrator or teacher should quietly ask the student to accompany him or her to the office. 5. Depending on the situation, the student should be asked to surrender the weapon or declare its location. 6. Call the student s parent and take steps for suspension/expulsion. 7. Assess the situation to determine follow up steps. 8. Ask unwanted intruder to leave the campus. 9. If the intruder becomes violent, signal teachers to lock their classroom doors via a predetermined code signal broadcast over the intercom. 19 Death or Serious Injury on Campus Whenever a student, staff member or visitor on campus in injured by violent action, the following procedures should be followed: 1. Notify Emergency Assistance by calling Determine injuries and provide first aid as necessary. 3. Notify the Central Office and the Public Information Officer. 4. Restore calm by having students either stay in class or return to class. 5. Assess the extent of the situation by determining who was involved or committed the act. Identify witnesses necessary; follow the media plan as outlined in Handling the Media in a Crisis. 6. Follow pre established emergency procedures for communication of information to staff and students, evacuation (if necessary) and media plan. 7. Follow your school s crisis recovery plan for providing counseling and other trauma reduction activities that may be necessary. Who calls 911: Bookkeeper/Secretary Who calls Central Office & Public Information Officer: Principal ROLES: The principal serves as primary authority and spokesperson for the school. All other staff members should support the principal in his decisions and responsibilities. See CRISIS RECOVERY Section
20 Hostage Situation Procedures If a situation should arise where one or more persons hold students or staff hostage on the campus or in the school, the following precautions and procedures should be considered: 1. Notify Emergency Assistance by calling Place the school in lockdown. 3. Call the Central Office immediately. OUR LOCKDOWN CODE PHRASE IS: LOCK DOWN, LOCK DOWN, LOCK DOWN NOW ANNOUNCE CODE THREE TIMES 4. If it becomes necessary to evacuate some students from the building, law enforcement or staff members so designated by the principal will come to the classroom to direct the class to a safe position. 5. Provide law enforcement with a floor plan of the school. Provide the police with any personal assistance needed. 6. Work with the Central Office and law enforcement to determine the next steps. 7. Work with the Public Information Officer to put the media plan into effect. 21 Accident/Serious Injury or Illness Definition: Emergency where one or many are sick or injured. Immediate concern is to aid the injured or sick student(s). Examples: boiler explosion, school bus accident Incident Which Occurs On Campus Steps of Action: 1. Call Contact building Principal and stay with injured or sick person. 3. Secretary will contact parent(s) or guardian(s) and/or emergency services by calling Staff member trained in first aid should use those skills as needed. Teachers should stay with their own class to assess first aid needs, calm children, take roll and keep order unless needed elsewhere in a life saving capacity. All classes should be under the direct supervision of an adult at all times. Staff members trained in First Aid are: Shinkaruk, Kersten, Plevel, Baird Staff members trained in CPR are: Shinkaruk, Kersten, Baird, Tucker, Stires, Ledford Staff members trained as 1 st Responders are: Kersten, Baird, Tucker Incident Which Occurs Off Campus (ex: field trip): Prior to leaving school with students, staff members should have the following information at hand: 1. List of all students on trip and their bus seat assignments. 2. All students leaving school grounds for any school sponsored event should be paired up with a Buddy and regular Buddy checks should be made with the group. 3. At least one staff member trained in First Aid procedures should accompany any group on an off school activity. Steps of Action: 1. Identify students who require first aid. If it is necessary to stay with an injured individual, assign supervisory responsibilities to alternate personnel. 2. Call Contact Principal. Principal or designee should immediately contact the Central Office before going to the scene of the accident. 4. Other school administrators or secretary will remain at the school to help provide information to parents under the direction of the Public Information Officer. All media inquiries will be directed to the PIO.
22 Crisis Recovery Dealing with the Media in a Crisis Before a Crisis Happens: 1. Designate a key communications person for your school who can be a spokesperson in an emergency. Usually the principal. 2. Designate a backup person for that role. (An Assistant Principal or lead teacher). 3. Pick an office that could be used as a communications center. It should have an outside telephone line and a computer with a printer or a typewriter. 4. Pick a room or area that could be used as a waiting room for reporters and photographers. 5. Think about the layout of your building in relation to public streets. Remember, photographs and video may be taken from the public right of way. 6. Ask your security guard and staff to refer all media questions to your spokesperson or the Public Information Office for the system. Remind staff that casual conversations or speculation with reporters can work their way into news reports. Dealing with the Media in a Crisis Steps of Action When You Receive Telephone Calls from Media: 1. Refer Media to Public Information Officer at Central Office. 2. Call PIO and report media inquiry and topic. She will take it from there. Steps of Action When the Press is on Your Front Lawn: 1. Call the Public Relations Director 2. Use your security guard or designated staff to direct media all to one place an empty classroom or office if possible, or behind police lines if the situation warrants that. Don t put them in your front office or where you are making decisions to solve the problem. 3. If you can allay fears by providing some brief information, do it. Say: I don t have all the details yet, but I can tell you that all of our children are safe. No one has been injured. We ll have more details shortly and ask for your patience. 4. Assure press they will have access to school officials as soon as possible. Say: We re still in the middle of handling this crisis and don t have many facts yet. If you all will please wait here, we will get you the information and access your need as quickly as possible. 5. Remember: Photographers & cameramen can shoot any pictures they want from the public right of way. Therefore, figure out which school entrance is least visible from public areas and try to direct ambulances and police cars to that door to protect student privacy.
23 Staff and the Media Only designated school spokespersons should speak to the press regarding school issues. Although staff members are free to speak to the press regarding personal or individual matters, they may not speak for the school and should refer reporters to their principal. If approached by the media on school grounds, staff should refer the press to the principal or spokesperson.
24 Crisis Recovery Good judgment must always prevail during Crisis Recovery During or Immediately After Crisis After a crisis has begun, the School Crisis Recovery Team needs to take the following steps immediately: 1. Principal will verify information regarding the tragedy 2. Principal will activate Crisis Recovery Team 3. Notify Superintendent and the Central Office 4. Contact appropriate law enforcement agency regarding situation. Include information about special circumstances. 5. Be prepared to call in emergency medical support personnel to medically manage students exhibiting severe emotional stress reaction. 6. Remove personal items of deceased from lockers, desks, etc. 7. Stop any disciplinary, scholarship, testing or special placement notifications that may inadvertently be sent to the family of deceased. 8. Contact family personally and offer support (School s Family Contact) 9. Establish a family communication pattern (School s Family Contact) 10.Obtain information regarding funeral visitation, home visits, food/flowers, names of surviving siblings, and other schools attended that may need to be notified. (School s Family Contact) Administrative Actions Administrator s Responsibilities 1. Use telephone tree to notify faculty before arrival back to school and/or place information in mailboxes at the beginning of the day. Station resource person(s) nearby to answer questions. 2. Walk the entire campus before faculty/students return. 3. Meet with Crisis Recovery Team 2 hours before students are expected on campus. 4. Meet with faculty or department chairpersons and team leaders together before school. Provide handout covering recommendations for dealing with any situations in the classroom and procedures for referring students for counseling. Meet with other support staff. 5. Have police crime tape removed/clean area before students return to campus, if at all possible, 6. Keep staff updated on events and circumstances. 7. Emphasize the need to provide hard facts in reducing rumors.
25 8. Be highly visible to show presence, support, and control of situation. 9. Restrict campus visitors until crisis is resolved. 10.Announce situation to entire school. Provide facts to reduce rumors and fantasies. Extend time of first class of the day if necessary. 11.Arrange for selected class visits to speak to students. 12.Follow up with short faculty meetings, planning period meetings, or after school meeting to review facts of incident and role of faculty in assisting with the situation. Allow faculty an opportunity to share their experiences and suggestions. 13.Make arrangements for rescheduling standardized testing programs or other cancelled activities. 14.Make arrangements for excused absences for students wishing to attend funeral. Counselor s Responsibilities for Crisis Recovery 1. Establish an area for counseling (individual and group) 2. Reschedule day s activities depending upon the needs of the school. Cancel appointments and meetings not of an emergency nature. 3. Request transfer of additional secretarial help or volunteers from faculty or other schools to answer phones, etc. 4. Identify faculty/staff that are in need of mental health support service. Utilize guidance, Central Office, Community Counseling, etc. 5. Identify and coordinate crisis intervention personnel who can work with groups or individuals. Maintain list of student counseled. Make follow up calls to parents of students in distress and make recommendations for the parent to provide support. Crisis Recover Team Leader Responsibilities 1. Meet with Administration and assist in assigning responsibilities. 2. Meet with Crisis Recovery Team. Involve only previously trained responders. 3. Assist with faculty meetings and other activities as needed. 4. Coordinate counseling recovery effort. 5. Facilitate debriefing of counseling recovery responders. Media Responsibilities 1. School Crisis Recovery Teams will refer all media questions to the Public Information Officer unless specifically directed to meet with the media. 2. Identify limits for media access (time and location). Provide handouts of planned school activities to handle the loss/crisis. Emphasize positive action being taken. 3. Direct phone calls of concern and questions to appropriate staff. 4. Provide a meeting for concerned parents and others to provide input or suggestions to help students and/or request a speaker from a recognized local community mental health organization (as needed.)
26 Faculty Responsibilities 1. Identify students who would like an opportunity to attend a group or individual counseling session. 2. Identify students obviously in distress and talk with them or have another student help escort them to a group or individual counseling activity. 3. If class has a large number of distressed students, send special notification to guidance office. 4. Shorten and structure assignments. Postpone and reschedule tests as needed. 5. Provide an opportunity for students to discuss the loss, stages of grief, sharing a loss and what they have learned. Ask the crisis team for support as needed. 6. If students are restless, get them active and focused on a project for the family of the victim(s). Examples: books, letters, pictures, ideas for a memorial service. 7. Encourage a support network in school (peer counselors, club members). Acknowledge emotions through discussion and involvement in constructive activities in classroom. 8. Discuss funeral to prepare students who plan to attend. Answer questions. 9. Rearrange seating in class when it seems appropriate.
