2 Healthcare Professional Recovery Program Executive Summary For the cumulative reporting period: ober, 0 to tember 30, 0 Program Overview Michigan s Health Professional Recovery Program (HPRP) is a voluntary, confidential, nondisciplinary program established by legislature in 993. The program is available to all Michigan health care professionals who are actively licensed, registered, or certified under part 5 of the Michigan Public Health Code. The HPRP is financially supported by licensing fees and endorsed by the health care professional associations throughout Michigan and by the State s licensing boards. The Health Professional Recovery Committee (HPRC) oversees the HPRP and is comprised of members from various licensing boards of eligible professions. The HPRC is responsible for the development and modifications of policies and procedures. The underlying philosophy of the program is to protect the public while encouraging and supporting recovery from the treatable diseases of substance use disorder and/or mental/emotional disorders. The HPRP is a program that is rehabilitative in design and assists in facilitating a clinical approach for healthcare professionals to address their respective impairment. Definitions Non-regulatory cases Non- cases are those healthcare professionals who self-report and are therefore in contact with the program confidentially. cases are those health care professionals who are referred to the HPRP under the terms of a Board Order. Their involvement in the program is known to the referring source and may not be confidential. Intake The process by which a licensee is determined to be eligible or not eligible for the HPRP. This process requires an evaluation by an approved HPRP evaluator. Monitored Executive Summary: For the cumulative reporting period: ober, 0 to tember 30, 0
3 Those Licensees, who are evaluated by an HPRP approved evaluator, receive a diagnosis of a mental health and/or substance use disorder by that evaluator and sign a monitoring agreement are monitored in the HPRP. Licensees who agree to participate in the HPRP by signing a monitoring agreement are monitored by a case manager for compliance to their monitoring agreement. Case managers monitor all requirements of this agreement which may include; Compliance with the treatment recommendations of their HPRP providers Support group meeting attendance Caduceus meeting attendance Random drug screening compliance and results Self-reports Work-site monitor reports Provider reports Closure Status An HPRP case is opened on all licensees who are referred, either through a self-referral or are referred by any other source. These cases are closed in one of three manners. Not eligible A licensee whose evaluation by an HPRP approved evaluator determines that no qualifying diagnosis of a mental health and/or substance use disorder exists are closed as not eligible for the HPRP and are not offered a monitoring agreement. Not eligible case closures are considered compliant closures as the licensee has complied with all requirements of the intake process in determining if eligibility exists. Compliant Licensees who sign a monitoring agreement and comply with all aspects of the agreement are closed as compliant at the end of the agreement term. Non-compliant Licensees who do not comply with requirements of the intake process according to policies 06 and 07, or do not comply with requirements of their monitoring agreement according to policy 90, to the extent the HPRP closes the case are closed noncompliant. 4 Types of licenses monitored by the HPRP: The HPRP monitors individuals with the following licenses with the State of Michigan. These include: Acupuncturist Allopathic Physician (MD) Athletic Trainer Audiologist Chiropractor Dentist, Dental Hygienist and Dental Assistant riage & Family Therapist Massage Therapist Nursing Home Administrator Occupational Therapist and Occupational Therapy Assistant Optometrist Osteopathic Physician & Surgeon (DO) Physician's Assistant Podiatric Physician & Surgeon Professional Counselor Registered Nurse, Licensed Practical Nurse Pharmacist Physical Therapist and Physical Therapist Assistant Psychologist Respiratory Therapist Sanitarian Social Worker, Social Service Technician Speech and Language Pathologist Veterinarian and Veterinary Technician Executive Summary: For the cumulative reporting period: ober, 0 to tember 30, 0 3
5 Types of Monitoring Agreements Written by the HPRP There are a variety of monitoring agreements by which licensees were monitored in this reporting period. Each type of monitoring agreement described below has both a regulatory and non-regulatory version. Eligibility for monitoring is based on a diagnosis by an HPRP paneled evaluator. Use Disorder monitoring agreements are issued to licensees who receive a diagnosis of a substance use disorder. The evaluations cannot include any additional diagnosis of mental health disorder or any indication of a pain management issue related to the substance use disorder. Use Disorder with monitoring agreements are issued to licensees who receive a diagnosis of a substance use disorder. These evaluations also include an indication of a pain management issue related to the substance use disorder. Mental Health monitoring agreements are issued to licensees who receive a mental health diagnosis. The evaluations cannot include any additional diagnosis of a substance use disorder or any indication of a pain management issue related to the mental health diagnosis. Mental Health with monitoring agreements are issued to licensees who receive a mental health diagnosis. These evaluations also include an indication of a pain management issue. The evaluations cannot include any additional diagnosis of a substance use disorder related to the mental health diagnosis. monitoring agreements are issued to licensees who receive diagnosis of a substance use disorder and a mental health disorder. 6 Drug Screening Drug screens are a required component of monitoring and are performed in accordance with HPRC policy. 5 Day Intake Requirement The HPRC updated policy 06 to include a preliminary monitoring agreement to ensure the timely completion of the intake process. This update allows for extensions of the 5 day intake process and has been effective at addressing legitimate obstacles to the process while ensuring public safety. Activity The HPRP successfully monitored 897 licensees during the reporting period. The HPRP processed 9 licensees through intake during the reporting period.
