7 DEPUTY COMMISSIONER'S MESSAGE The Atlantic Institution is the newest of our Region's institutions. It was opened in February 1987 and it can house 240 inmates. You will find that one of the main purposes of this institution is to prepare you for a move to a lower security prison and eventually a return to the community. I firmly believe that the Atlantic Institution offers every inmate a chance to better himself. A variety of employment, educational, social and recreational programs are available. welf qualified staff are also in -D lace to lend their support and encouragement. This handbook fully explains the institutuion and its functions. urge you to read it carefully and to take part in the programs which are there to help you. Willie Gibbs

8 WARDEN'S MESSAGE You have been admitted to Atlantic Institution, a Maximum security Facility of the Correctional Service of Canada. This handbook is designed so that you may be informed of the activities, programs, and facilities 'available to you during your stav. Atlantic Institution operates on the philosophy that each person is responsible for his own behaviour and attitudes and it is expected that these will be of a positive nature. The cooperation of all persons in the Institution (both staff and inmates) is necessary if harmony is to be maintained. This cooperative attitude is a basic expectation placed on all inmates and staff. Please read the rules an regulations concerning inmate discipline so that you will know what is expected of you. If you have any questions, ask a staff member preferably on your unit for clarification. Warden 2

9 ORIENTATION PROGRAM Purpose: Information: To familiarize you with Atlantic Institutions Organization, Programs and Personnel. Upon your arrival to Atlantic you will be temporarily housed on the Orientation Range until completion of this short program. During your Orientation Program you will have the opportunity to hear presentations from the following departments on their operation, programs, and services. Correctional OPerations: - Security Department - Admission and Discharge - Health Care Unit - Psychology Department - Case Management - Visits and Correspondence - Recreation Program - Chaplaincy Program - Fire Prevention and Evacuation Correctional Programs - Social/Cultural Development - Arts/Crafts - Inmate Employment/Education - Library Department Management Services - Administration Department - Finance Department - Kitchen Services - Stores and Institutional Services When you are given your unit-cell location, you will be assigned a Correctional Officer, Case Management Officer and a Unit Manager. These are members of your Case Management Team, who are responsible for developing and maintaining your case plan while at Atlantic Institution. During your incarceration here direct any concerns or questions to your assigned Correctional Officer first. 3

10 INMATE ADMISSION When you arrive at Atlantic Institution, the following steps will occur to complete your admission: 1. CSC form 514 will be filled out listing all of your personal effects. 2. Authorized items will be permitted to be taken to your cell. (Refer to Annex "A" at the end of this section entitled "Personnel Effects Inmates are Authorized to have in their cell"). 3. Unauthorized items will be stored in a sealed container at A&D department. 4. You will be issued an inmate identification card by the Admission and Discharge Officer, and this card is to be returned at the time of your release from Atlantic Institution. 5. A frequent question asked by many inmates as to why personal property sent to you or brought in after your admission is returned to the sender is explained in following Commissioner's Directive: 090, page 4, para. 13: "Inmates may not receive personal property as a gift, with the exception of money or personal photographs. Money shall be deposited in his or her account in accordance with the directive on "Inmate Money." 6. Inmate purchases are done once per week. See your assigned Correctional Officer for procedures. 7. For security reasons, all audio and T.V. equipment purchases shall be opened, searched and resealed before being issued to inmates as stated in the following Standing Order 090,_paragraph 1 "Audio and T.V. equipment shall be opened, searched, sealed and identified prior to being issued to inmates." 4

11 8. To keep noise levels down on all ranges and units, headphones are required for the use of any audio or T.V. equipment. Refer to the following Standing Order 090, paragraph 3 on your respondsibility in this matter. "All purchases of audio and T.V. equipment shall be equipped with headphones plug in. It shall be the inmates responsibility to have them installed at his own expense by an outside agency". 9. Your total cell effects shall not exceed $ in value as stated in the Standing Order Imo. 10. Toiletry and smoking items from provincial Institutions are not permitted for issue in Federal Institutions. You may either send them home, at your expense, or destroy them on admission. 11. When going on a temporary absence or to a court appearance, you are not permitted to bring back any items other than what you left the Institution with. If you do, those items will be seized as contraband and disposed of accordingly. Also, only take out what smoking items you plan on consuming during your absence as you will not be allowed to bring any smoking items back in with you on your return. 12. All institutional items of clothing issued to an inmate going on a temporary absence including court appearances, must be returned to the Institution or you will be held responsible for payment of any issued clothing that is not returned. The following Annex "A" includes what you are permitted to have in your cell, provided those items do not exceed $ in value.

15 UNIT MANAGEMENT Atlantic Institution, as all other CSC facilities is operated under the Unit Management System. You will be assigned to a Housing Unit which is directed by a Unit Manager. The Unit Manager is assisted in the direction and operation of the unit by Correctional Supervisors, Case Management Officers, Correctional Officers and clerical staff. Unit staff are responsible for making decisions or recommendations on all aspects of your case including remission, work placement, discipline, privileges, transfer and release. Each inmate will be assigned a Case Management Officer. The Case Management Officer is responsible for assessing each inmates situation and developing with him an appropriate case plan. Case plans are required for all inmates. They may lead to release or transfer, or may simply outline expected and agreed to behavior and activities for inmates serving longer sentences. You will also be assigned a Correctional Officer who will be the first contact for all matters affecting your case or situation. Correctional Officers have the authority to make many decisions regarding unit activities. They are also required to make recommendations to all unit committees and institutional boards regarding inmates on their caseloads. Unit Managers, Correctional Supervisors and Case Management Officers will not deal with inmates on matters that can be handled by the Correctional Officers. All requests for privileges will be submitted through the Correctional Officers on duty in the unit. Any request may be dealt with by the Correctional Officer on duty, but if appropriate, will be delayed until the return of your assigned Correctional Officer. All Correctional Officers have assigned back up Officers to monitor their caseloads and to deal with case plan issues should an emergency rise. The back up Officer will become involved only if yôur Correctional Officer is absent from the Institution. Should an emergency arise affecting your case plan you are required to discuss the matter with the designated back up Officer. He or she will take appropriate action after consulting with the Unit Manager, Correctional Supervisor or Case Management Officer. 9

16 CASE MANAGEMENT Your Case Management Team Members are here to provide you with the proper classification, counselling, assessment, and supervision throughout your sentence. Under the Unit Management concept as explained earlier in your Inmate Handbook, you will be assigned a Case Management Team. Your Case Management Team members are made up of a Unit Manager, a Correctional Supervisor, Case Management Officer (who is initially assigned to you by the Coordinator of Case Management), Case Management Officer Community (parole officer), Correctional Officer CX-00E-04 and any additional members such as Psychologists or Instructors. Within the first week of your admission a member of your Case Management Team will meet with you to discuss your current incarcerated status, and answer any immediate questions or concerns you may have. Also, within 30 days of your admission into a Federal Institution your Case Management Strategy interview will be conducted.this Case Management Stragety interview is a questionaire which is conducted by your Case Management Officer. Case Management Strategies are the primary tools used throughout the Correctional Service of Canada. It is a diagnostic tool to determine which category you will be placed in and identify any problem areas you may have. The Case Management Strategy you fit into is used to develop your case plan. The plan will list the problem area to be worked on, the long range goals, short term objectives, your expected actions and actions expected by your Case Management Team. All inmates are required to participate in the Case Management Strategies interview and develop a Treatment Plan. 10

17 The following sections contain some of the information on Parole, Mandatory Supervision, Temporary Absence, Transfers or Legal Information. For further clarification on these sections, refer to the inmate library or your Case Management Team. PAROLE ELIGIBILITY DATES The National Parole Board will provide the following information to you: a. Eligibility date for Temporary Absence Program; b. Eligibility date for Day Parole; c. Eligibility date for Full Parole; d. The decision making body responsible for authorizing and approving the conditional releases i.e. National Parole Board and/or Warden. PAROLE Parole is a program whereby you may be released from the institution on either a full-time or part-time basis. You should discuss your parole plans with your Case Management Team who will assist you with the necessary documentation and plans. Your parole eligibility date is normally provided to you in advance of the date in order to permit you to make the application and necessary plans and arrangements. It will usually be necessary for you to appear before the National Parole Board to present your case for parole. In some cases the decision may be made without your appearance. While on parole, you will be supervised by a Parole Officer from the Parole Office in the area you are paroled to until you have reached your Warrant Expiry Date. You may also be supervised by one of the Parole Services Community Correctional Centres or Privately operated Halfway House(s) or by Aftercare Agencies such as St. Leonard's Society. The John Howard Society may also assist in providing planning for release and aftercare during the period you are on parole. 11

18 MANDATORY SUPERVISION You may be released from the institution on reaching the date of your mandatory supervision. The Sentence Administrator will advise you of this date as well as keeping you advised of any amendments to the date as a result of any changes to your sentence. Approximately six(6) months before your Mandatory Supervision date, a Parore Officer will meet with you and your Case Management Team to discuss your plans for release. At this time a Community Assessment will be sent for to determine the amount of support you have in the community. While on Mandatory Supervision, you will be supervised by a Parole Officer from the Parole Office nearest the area you were released to. The Supervision will be in effect until your warrant expiry date and conditions may exist on your Mandatory Supervision which is imposed by the National Parole Board. TEMPORARY ABSENCES You may be released from the institution for humanitarian, socialization, court appearance, medical reasons and other reasons. Depending on the various criteria, which include your security classification, length of sentence, institutional adjustment etc., you may be granted either an escorted or unescorted temporary absence in order to carry out these commitments. In most cases the National Parole Board is responsible for approving the absence, although the Warden has the authority in some cases. TRANSFER Transfer to institutions of lesser security or to other regions may be of interest to you. You should discuss your request with your Case Management Team and if the criteria appears to warrant you request being reviewed, it will be reviewed by the Atlantic Region Classification Committee. They will make a recommendation regarding your request to the Regional Manager Offender Management, who will decide on your request. If your request is for another region, it will forwarded to that region for a decision. Your Case Management Officer will author a report on your behalf and present it to the Regional Classification Committee who meet on a weekly basis. 12

19 LEGAL AID Everyone has a right to apply for Legal Aid. Legal Aid is not necessarily granted, but each case is determined on its own merits. Your request for Legal Aid must be submitted well in advance of your court appearance. Under normal circumstances, Provincial Court Authority will advise the institution 30 days in advance of the inmate's court appearance. The Sentence Administrator will inform you of the date of your court appearance and it is advised that you write to Legal Aid for assistance. 22 DISCIPLINARY OFFENCES The following Penitentiary Service Regulation #39 is provided here to explain to you what is and what will result in a Disciplinary Offence. The overall positive function of the Institution is dependent on your behaviour and cooperation. Every inmate is guilty of a Disciplinary Offence who: 1. Disobeys or fails to obey a lawful order of a penitentiary officer. 2. Assaults or threatens to assault another person. 3. Refuses to work or fails to work to the best of his ability. 4. Leaves his work without permission of a penitentiary officer. 5. Wilfully or negligently damages any property of Her Majesty or the property of another person. 6. Wilfully wastes food. 7. Behaves toward any other person, by his actions, language or writing, in an indecent, disrespectful, threatening or defamatory manner. 8. Wilfully disobeys or fails to obey any regulation or rule governing the conduct of inmates. 9. Has contraband in his possession, a)consumes, absorbs, swallows, smokes, inhales, injects, or otherwise uses an intoxicant. 10. Deals in contraband with any other person. 11. Does any act that is calculated to prejudice the discipline or good order of the institution. 12. Does any act with intent to escape or to assist another inmate to escape, a) is in an area prohibited to inmates. 13. Gives or offers a bribe or reward to any person for any purpose, or 16

23 OPERATIONS RULES AND REGULATIONS Further to the above mentioned Penitentiary Service Regulation, the following rules are more specific to this Institution which are assigned to insure the good order of Atlantic Institution. 1. Cells are to be kept neat and clean at all times. 2. Beds are to be made each day before work. 3. Unauthorized articles (extra tables, shelves, etc.) are not permitted in cells. 4. It is not permitted to cover the window on the inside of the cell door. A curtain is allowed on the outside window only. 5. There will be no pictures or other material put on your cell walls. Your tack board will be used to post material. 6. All hobby craft and hobby craft tools must be listed on a cell card and authorized by the Arts and Crafts Instructor. All cell effects must be authorized, listed on proper cell effect form and be displayed on tack boards 7. Cell night lights will not be covered by any materials or substance. 8. Emergency buttons are to be used for intended purpose, misuse will result in a disciplinary charge. Your emergency button is for your safety and well being. 9. Inmates are expected to keep themselves neat, clean, and presentable at all times. 10. All permits, licenses, etc., shall be displayed on the tack board. 11. Accumulation of medication, food, or newspapers is not allowed. 12. An inmate is not allowed to be in any cell except his own. 13. Inmates shall not leave work areas or units without permission, also except for going to or from meals, work, medication parade, recreation, all inmates must have a pass or be under escort. 17

24 14. Inmates are not permitted to bring eating utensils, dishes and/or food from the kitchen/dining hall area back to units. 15. Inter-unit or inter-range visiting is not allowed. 16. Radios, ghetto blasters and/or televisions are not allowed in work areas. *During use of any audio or T.V. equipment, head phones must be used, so as not to disturb anyone on your range. 17. Inmates and their cells shall be subject to search at anytime and any unauthorized items shall be considered contraband. 18. Institutional clothing shall be worn in all areas of the institution except the living units between the hours of 0800 and Institutional clothing means green shirt and/or green jacket, green trousers, white T-shirt, or kitchen whites. 19. For comfort and/or safety, green tops may be removed in work areas with the permission of the work supervisor. 20. Issued steel-toe work boots are not to leave the following work areas for any reason; inmate lockers are provided to store workboots when not working in these areas: a. Maintenance & Engineering 'b. Labour Gang c. Industries ; d. Vocational General Trades e. Recreation Helper (when required to work outside) 21. Leisure clothing may be worn to breakfast and evening meals. 22. During week-ends and statutory holidays leisure clothing may be worn at all times except for inmates working in areas other than the units. 23. All medications shall be taken in accordance with Health Care department instructions. 18

25 ACTION TO BE TAKEN BEFORE DISCIPLINARY HEARINGS The following information is what to expect when you have been charged with an offence, and what yoù can do to prepare for your disciplinary hearing. 1. The inmate will be provided with written notice of the charge(s) and a summary of evidence against him; 2. It is the inmate's responsibility to request that the notice be explained to him if he doesn't understand the content; 3. The inmate will be informed (in writing) of the date, time and place of his hearing, which will take place not less than twenty-four (24) hours from the time he is served the notice. If the inmate chooses to waive (abandon) his 24 hour notice, he must do so in writing, or have it recorded at the hearing; 4. The inmate will be given reasonable opportunity, without interfering with his institutional program, to prepare his defense; and 5. If the inmate is scheduled for release or transfer, in less than 24 hours from the time he is charged for an offence, the notice period may be reduced to whatever time is available. However, the inmate can decide (in writing) to postpone his release or transfer from the institution in accordance with subsection 15.(3) of the Parole Act; a. to have enough time for the preparation of his defense; Or b. so that his case can be heard, as soon as possible by an Independent Chairperson. Should the inmate refuse to record his preference, the Independent Chairperson may conduct the hearing within the time remaining before the inmate's scheduled release. 6. Court hearings are provided in the official language of your choice. 19

26 CATEGORIES OF OFFENCES Depending on the type of 'offence you may have committed the following list explains the three categories of offences. FLAGRANT OR SERIOUS OFFENCES: Any situation where an inmate acts or behaves in a violent or physically aggressive manner. Also, if an inmate does something that could cause violent or aggressive behavior with others, he may be charged with serious offence. Further, depending on the seriousness of the offence he may be charged under the Criminal Code of Canada. INTERMEDIARY OFFENCES: Any situation where an inmate's behavior is or could result in disturbing the good order of the institution; or has or could have harmful consequences for staff members or other inmates. MINOR OFFENCES: Any situation where an inmate acts in a negative or nonproductive manner towards institutional rules governing the conduct of inmates. Members of the Service designated to hear charges and award punishments are: 1. All cases of minor offences will be handled (on the inmate's living unit) by an institutional officer who is not below the CX-C F-06 level. Where non-cx officials are designated, whose position is not below that of a supervisor. Punishment will usually consist of loss of one or more privileges. 2. The Minister will appoint an Independent Chairperson, who will preside over Disciplinary Court. He/She will hear charges and award punishment in all cases of intermediary, or flagrant (serious) offences. To assist the Independent Chairperson, the Warden shall assign two (2) officers of the service, who are not below the CX-C F-06 level and have no direct involvement in the incident giving rise to the charge. 20

27 DISCIPLINARY DISSOCIATION AND ADMINISTRATIVE SEGREGATION DISCIPLINARY DISSOCIATION: is the housing area for those inmates removed from the general population for disciplinary reasons, because they have been found guilty of an offence in Disciplinary Court. ADMINISTRATIVE SEGREGATION: is the removal of an inmate from the general population for the following reasons; threat to the security of the Institution or the safety of individuals - interference with an investigation of a criminal or serious disciplinary offence - risk to the good order of the Institution - concern for your safety NOTE: Dissociated/Segregated inmates are permitted the same personal articles/property in their cells as those inmates in general population with the following exceptions: Disciplinary dissociated inmates are not permitted; 1. Audio visual equipment (example - T.V.'s) unless cassette players are required for education or other pre-approved programs. 2. Any articles that may jeopardize the security of the unit. 3. To exchange any articles between inmates in the dissociation or segregation unit. Disciplinary dissociated inmates are permitted the following canteen purchases; 1. Writing pads 2. Pencils 3. Tobacco Administrative Segregation Inmates are permitted the same canteen purchases as those inmates in the general population; except for the following, 1. Glass Containers 2. 28 CONTRABAND AND CELL SEARCHES Contraband is the possession of any thing not authorized by the Institution. Cells are subject to routine searches by Correctional Officers. A "Cell Effects List" must be posted on your tack board where it is easily seen. Anything that is in the cell but does not appear on the "Cell Effects List" will be confiscated and a charge of possession of contraband could be made. INMATE PASS SYSTEM Only authorized Institutional staff members will issue Inmate Passes. - All individual movement of inmates will be done through the Pass System or with escort. - Inmates shall not leave any area unless they are under escort or in possession of a valid pass. - Inmates proceeding on passes shall show these passes to any staff member upon requests. - When an inmate arrives at his destination, he shall give his pass to the receiving officer. - When he leaves the area he shall obtain the pass prior to departure and shall give it to the originator upon returning to his work, programs or living area. - Inmates on passes shall proceed directly to and from the area approved and designated on the pass. - Inmates are not given passes to the following areas; Administration Finance Department Admission and Discharge Operations: Operational Supervisors Office Restricted Security Areas: - Gallery - Main Communication Control Post - Ducts/Boiler Room - Tower - Inmate Movement Control Posts (Y/U) - Unit Control Posts 22

29 FIRE PREVENTION AND EVACUATION Each cell is equipped with smoke/heat detectors and all units are provided with sprinkler systems. All of these devices have been installed for your safety. Damaging or tampering with any of these devices will not only be endangering your own life but potentially other inmates lives as well. Therefore, the damaging or tampering of these devices will be considered a serious offence and you will be responsible for full cost of replacements. Fire fighting equipment and fire exits must be kept clear and be ready for immediate use. When smoking ensure your use an ashtray, and your cigarette/matches are out before you discard them. Under no circumstances are you to bring smoke or open flames into the areas where flammable materials are stored or used. FIRE EVACUATION PROCEDURES Upon discovering a FIRE notify a Correctional Officer immediately. UNIT EVACUATION PROCEDURES - Each unit is to be evacuated by proceeding into the living unit corridor or through the fire exit at the end of each range. - The Correctional Officer in charge of the unit will indicate which of the two exits to use. - Familiarize yourself with two exits on your range. - In your work place ensure that you are aware of the exits and evacuation procedures; see your work supervisor for the fire evacuation procedures in that area. - Throughout the Institution Fire Orders are posted, take the time to review these procedures. 23

30 HEALTH CARE SERVICES TREATMENT OR PILL PARADE Treatment or pill parade is held at the Health Care Centre four times a day: 1st parade: hrs. 2nd parade: hrs. 3rd parade: hrs. 4th parade: hrs. Unit 3 pill parade: Holidays & Weekends: hrs. Emergencies are handled in-between these times as necessary at Health Care Centre. It is your responsibility to be available at these times to receive your prescribed medication. Empty blister packs are to be returned at 0730 or 1230 and can be picked up at 1230 or New orders can be picked up at 1730 or 2200 Wednesday & Friday. Any medication found outside the blister pack, shall be considered contraband and disciplinary action will be taken. Any prescribed medication which.is not being taken is to be returned to health care. If medication is found in the cell and the due date is past,the medication will be considered contraband. DOCTOR PARADE: The doctor parade is held each Tuesday at 1430 and Thursday at Anyone requesting the services of a doctor are to send request forms to Health Care Centre in order to receive an appointment. This does not apply to emergencies. All inmates will be screened prior to seeing the doctor. DENTAL PARADE: Requests are to be sent to the Health Centre for the dentist to make appointments. Dental appointments are Monday, Wednesday and Thursday at 18:30. Ensure you clearly state your problem, ie. toothache, lost filling, cleaning, etc. OPTOMETRIST PARADE: Optometrist will be available every third Tuesday of each month. Request are to be sent to the Health Care Centre for appointment. 24

31 NURSES CLINIC: Monday - Friday from for Counselling, assessments, etc. Emergencies will be handled as they arise. These forms are available from the officer-in-charge of the Unit. Treatments are done 0830, 1400 and OUTSIDE HOSPITALS: All surgery except of a very minor nature is performed in outside hospitals. 25

32 PSYCHIATRIC SERVICES Psychiatric Services are provided each month here at Atlantic Institution. Referrals. are done through your Institutional Psychologists, contact them for further information on this service. PSYCHOLOGICAL SERVICES Atlantic Institution provides two specifically trained staff psychologist who place major emphasis on assessment and intervention of those individuals with emotional and or behavioral problems. These services are provided to inmates in the official language of your choice. Office Hours are Monday to Friday hrs. ANGER MANAGEMENT This psychological program will explore the dynamics of anger; the good, the bad, and ugly... in small groups (maximum of 8 participants). The program will run approximately once per week, sessions being the duration of 1 1/2 hours maximum. Emphasis will be on group interaction/participation... be prepared to TALK! NOTE: Referrals for this program will be accepted through a member of your Case Management Team. This program will occur one evening per week and will be offered in English only. 26

33 CHAPLAINCY PROGRAM PURPOSE: To provide an opportunity for all inmates who wish to pursue their religious beliefs while at Atlantic Institution. PROGRAM INFORMATION: Catholic Services - Catholic Church Services are held each Sunday at 19:00 hours to 21:00 hours. - Catholic Meeting "The Amigo Group" is held each Tuesday at 19:00 hours to 21:00 hours. - Co-hosts Fellowship Meeting: Thursdays 1900 hours to 21:00 hours. Protestant Services - Protestant Church Services: Sundays 1400 hours to 15:00 hours. - Bible Study and Prayer Croup: Tuesdays 15:00 hours to 16:00 hours. - Co-hosts Fellowship Meeting - Thursdays 1900 hours to 21:00 hours. 27

34 NOTE: Atlantic Institution has two full time chaplains. A bilingual Catholic Chaplain and a Protestant Chaplain. They are available on a regular basis Sunday through Friday. If an emergency arises, the Chaplains can be contacted anytime through the Officer incharge of the Institution. Throughout the year special programs are held; announcements will be made available to inform you. 28

35 RECREATION PROGRAM PURPOSE: To provide the opportunity to all interested inmates in the practical use of Leisure and Recreational time during non-working hours. I 1 PROGRAM INFORMATION: Inmate Sports Commissioner: This person is responsible for promoting and organizing leisure recreational activities for the inmate population. He will also assist with the maintenance and development of recreational facilities and equipment. Inmate Sports Leagues: Interested inmates and Sports Commissioner will form various sports leagues (example floor-hockey,basketball, or baseball). Music Program (Loaning of Music Instruments): Inmates may sign out for a one week period, acoustic guitars, harmonicas, or records. Inmates will be held responsible for damage to these instruments while in their care. Board Cames: A variety of board games in both English and French will be provided to each unit by the Recreation Department, these games must remain in the common rooms on each unit. They cannot be played in the gym due to lack of space. Video Program: Atlantic Institution offers a large number of T.V. channels along with T.S.N. and currently Video cassettes are being shown from Thursday to Sunday. 29

36 Fitness Testing/Program Design: Upon request, inmates may be tested in such areas as cardiovascular fitness, muscle strength and flexibility. Recreation staff are available to assist in setting up a program to improve your fitness level. Clinics and Workshops: Clinics and workshops are held for the population to introduce the participants to the rules and regulations of the game, to develop basic skills, and to prepare for incoming teams. Clinics will also be offered for coaching and officiating. Special consideration will be given to providing bilingual services as required. Community Volunteers: Teams and individuals are often contacted to participate in our Recreation program. Daytime Weightlifting Program: This is available to inmates whose regular work hours requires them to work during normal recreation hours. To be eligible for this program an inmate must be employed full time and have approval from his work supervisor to participate. Hours of operation for this program are set at , Monday, Wednesday, and Friday. This program may be cancelled on an as-needed basis due to staff availability or gym maintenance. Magazine Loan Program: Sporting and fitness magazines are available from the recreation office on a sign out basis. Special Events: A variety of special events such as field days, socials and tournaments will be planned throughout the year by the recreation staff, in consultation with the Inmate Recreation Committee. NOTE: Hours: FOR MAINTENANCE AND CLEANLINESS, WHITE SOLED NON- MARKING SNEAKERS SHALL BE WORN ON THE GYM FLOOR. 38 VISIT & CORRESPONDENCE PROGRAM PURPOSE: To assist you in keeping ties with family, friends and other community contacts who will contribute to your rehabilitation and your successful re-entry back to the community. PROGRAM INFOWIATION: Visiting Program: You are permitted to receive visits from anyone on your approved visiting list. To place additional visitors on your approved visiting list, forward to them a "Visiting Application and Information Form,"(these forms are available on your unit). The Visitors Clearance Board: is responsible for reviewing and approving " Visiting Application and Information Forms." The following information is considered when clearing your Visitors Applications; 1. Eighteen years (18) and older.(minors must be accompanied by a legal guardian.) 2. A member of your immediate family. 3. Inmate visitors are not permitted to be on another inmate's visiting list. 4. Have some rehabilitative value. S. rree of any recent or serious criminal offences. Allow fifteen (15) working days for clearance on the "Visiting Application and Information Forms". You and your visitor will be notified in writing of the Visitors Clearance Board decision on your "Visiting Application and Information Forms", and your visitor will be sent a Visitor Information Handbook. 32

39 VISITOR INFORMATION 1. When your visitor(s) arrives at Atlantic Institution he/she will be required to show proof of identification.(ie. Drivers License, Birth Certificate, or a picture I.D.) 2. All personal belongings (ie. wallets, purses) shall be left at the Principle Entrance in a locker provided for visitor(s). Visitor(s) are not permitted to bring anything into the Institution ie. mail, pictures. Visitor(s) is/are permitted to bring in $10.00 in change only NO PAPER MONEY IS ALLOWED in the Institution. 3. Visitor(s) is/are required to submit to a security search which includes; - Removing all metal objects such as jewelry, watches and the visitor(s) will be asked to remove their winter coat. Having done this the visitor(s) will proceed into a walk through scanner. - A hand scanner may be used in the event the walk through scanner goes off. 4. Your visitor(s) will be required to sign the Inmate Visitors Control Register when entering and leaving Atlantic Institution. 5. Appropriate dress is required so as to not cause any embarrassment to others. Example: cut offs, beach wear, halter tops or any type of revealing clothing may result in your visitors being denied access to the Institution. 6. Any visitor who appears to be under the influence of an intoxicant and does not agree with the above mention rules will be denied access to the Institution. 33

40 INMATE/VISITOR INFORMATION 1. You and your visitor are expected to exercise proper behavior in the open visiting area. Physical contact is limited to a greeting and parting kiss. Any excessive physical contact, loud talking or disruption to the social atmosphere will result in the termination of your visit. 2. As parents you will be responsible for the proper conduct and control of your children. INMATE INFORMATION 1. You are permitted to bring in authorized sealed canteen items. 2. Food items taken into the V&C area must be consumed there and may not leave the V&C area with you or your visitor. 3. Inmates on Restricted (closed) Visits shall not be permitted to bring in the authorized canteen items except for cigarettes and tobacco. SERVICES 1. If needed, visitors with small children or infants, will be provided with change tables, bottle warmers, and diapers. 2. Coffee and tea will be available in the V&C area provided by the Inmate Committee. Pop vending machine is also provided. Transportation/Shuttle Service is provided to assist inmates visitors who have arrived in Newcastle, N.B. via public Transit System. Arrangements or cancellations are made through the V&C Department at least two(2) weeks in advance. The Shuttle Service will provide one round trip per week. 41 CORRESPONDENCE PROGRAM PURPOSE: PROGRAM INFORMATION: MAIL: Corresponding with family, friends maintains your ties with the community. You are encouraged to keep in contact with those who will contribute to your rehabilitation and assist you back into the community. You are permitted to correspond with anyone you wish to provided the receiver of your letters has no objections. To correspond with an inmate of another institution with whom he has an immediate family relationship or with a former inmate who has been on release for less than one year; you should first make a written application to the Visits & Correspondence Department who will make a recommendation for approval to the Warden. You will be notified in writing of the Wardens decision on the above matter. You are permitted to receive personal photographs 8"X10" maximum (provided they are not pornographic in nature) and paper clippings. Subscriptions to magazines or newspapers will be permitted provided they come from the publishers directly. All incoming and outgoing mail will be subjected to inspections with the exceptions clearly marked privilege correspondence. Commissioner's Directive #085 Annex A page one list all the Privilege Correspondence. MAIL PICK-UP: Visit and Correspondence will pick up mail Monday to Friday at 10:00 a.m. Sunday and Statutory Holidays, mail will be picked up at 12:00 noon. The mail is sorted the day it is picked up and goes to the post office the following day. MAIL DELIVERY: Mail will be delivered Monday to Friday at 9:00 a.m. On Statutory Holidays, mail will not be delivered that day, but shall be delivered the following day. 42 PRIVATE FAMILY VISITING PROGRAM PURPOSE: PROGRAM INFORMATION: To provide you and your family the opportunity to spend time alone together in a community-like atmosphere, allowing you to continue in the maintenance and development of your family relationship while incarcerated. Participation in his program requires that you meet the following conditions and be recommended by the Private Family Visiting Board.. The Private Family Visiting Board meets each week to review applications received for Private Family Visits and make recommendations to the Warden for approval for these visits. The following conditions must be met to participate in this program; 1. Have served at least six months of your present sentence. 2. Not in possession of an Unescorted Temporary Absence. 3. No minor offences in the past three (3) months and no intermediate or serious offences in the past six (6) months. 4. Satisfactorily following your assigned Case- Plan. You will be notified in writing of the Wardens decision on your Private Family Visiting Application. 36

43 QUIET TIME PROGRAM PURPOSE: PROGRAM INFORMATION: To provide inmates the opportunity to spend some time alone (24 hrs.) in home like atmosphere (Private Family Visiting Unit) away from the Institutional Routine. Quiet Time program will be used by those inmates who maybe preparing for thier release to the community or those inmates who are going through a personal crisis. Participation in the program will be given to those inmates who; 1. Are serving lengthy, long-term sentences. 2. Are involved in a pro -release plans 3. Are recommended by the Case Management Team. NOTE: To be eligible for the Quiet Time Program the following conditions must be met; 1. Have completed six months of your current sentence. 2. No institutional charges in the past three to six months. 3. Recommendations by your Case Management Team. 4. Do not participate in the Private Family Visiting Program. 5. Willing to abide by the Private Family Visiting Unit rules. Once your Quiet Time application has been presented by your Case Management Team, it will be reviewed for recommendations by the Private Family Board and sent to the Warden for a -oroval. You will be notified in writing of his decision. For further information on this program contact your assigned Correctional Officer for further details. 37

44 TELEPHONE CALLS After voir arrival to Atlantic Institution, and with your assigned Case Management Team, you will complete your telephone list. When approved, your telephone list will be placed on file at Visits g Correspondence Department. Forward your telephone requests to the VgC Department at least 48 hours before the time you wish to make your call. The Correctional Officer who receives the approved telephone request will place your call. NOTE: Three (3) calls of ten minutes each are permitted for each month. INMATE REQUESTS Inmates wanting to inquire on any matters, may fill out the request forms available on your unit, in the official language of your choice. Then forward your requests to your assigned Correctional Officer who will begin the process of your request. 38

46 SENTENCE ADMINISTRATION INSTITUTIONAL SENTENCE ADMINISTRATOR The Institutional Sentence Administrator is available to discuss any concerns you have about your sentence. This officer will also advise you on any changes in your sentence as a result of it being changed through winning an appeal, obtaining further convictions and/or sentences, or on revocations of your parole. He/She will also be able to advise you in respect of immigration and deportations. If there is a need to see this staff member, you should place a written request to him/her. FOREIGN NATIONALS If you are a foreign national, you have the right to communicate with and receive visits from your embassy, High Commissioner, military or consular officials. Communications with these officials shall only be established at your request. The Sentence Administrator shall make the necessary contacts in respect of identification details and other facts, if it is determined that the above be informed. OUTSTANDING CHARGES Inmates may have outstanding charges from a different court jurisdiction, either from another part of N.B. or from a different province. If such is the case, application may be made with the Institutional Sentence Administrator to have such charges brought in for disposition by the local court. An agreement to enter a guilty plea is necessary to allow for a transfer of charges. EARNED REMISSION Inmates who participate in the authorized work or other program activities, and show satisfactory performance will earn a maximum of 15 days of Earned Remission for that month. Conviction of any Institutional charges or unsatisfactory performance notices may result in your failure to Earn Remission.For further explanation on any of these matters, or contact your CMOI or the Sentence Administrator through your assigned Correctional Officer. 40

47 OFFICIAL LANGUAGES ', -:FHAT ARE NY LANGUAGE RIGHTS? An inmate retains all language rights guaranteed by the Official Languages Act to Canadian citizens as long as the security of the general public, the inmate population or the employees of the correctional Service is not jeopardized. WHAT DOES THAT MEAN FOR ME? You are entitled to use your own language in correspondence and when speaking to Correctional Service staff and to.receive services in your preferred language. AM I ENTITLED TO ALL SERVICES IN FRENCH? You have the right to essential services in the language of your choice. Essential services include medical and psychiatric care, psychology, case management, chaplaincy, orientation, disciplinary court and education. Additional services may be available in your preferred language if there are enough other inmates who want services in that language to make providing them practical. Non-essential services are: inmate employment, library services, associations, television, radio and films. WHERE CAN I OBTAIN ADDITIONAL INFORMATION ON THIS SUBJECT? The following reference material, available in the library, will provide you with further details: - Official Languages Act - CD 087 Official Languages Services to Inmates - RI 087 Services to Offenders in both Official Languages WHICH SERVICES ARE AVAILABLE HERE? Whenever possible, essential services are available at all times either directly or through interpretation. Unfortunately, there is no bilingual doctor or psychiatrist available in this institution. However, should you require the services of a specialist or hospitalization, your language preference will be regpected. Most of the additional services are available here in French. Ask staff about these services. 41

48 SHOULD I CONCLUDE THAT MOST EMPLOYEES PROVIDING ESSENTIAL SERVICES ARE ALL ABLE TO SPEAK FRENCH? No, but in cases where an employee is unable to provide the service in French, he shall call upon a bilingual colleague to provide such service or to serve as an interpreter. IF I BELIEVE THAT MY LANGUAGE RIGHTS ARE BEING DENIED, DO I HAVE A RECOURSE? Yes, you may grieve the matter in accordance with the established procedure or you could ask the commissioner of official languages to investigate your complaint. INMATE RIGHTS Inmates have three types of rights: 1. Retained rights 2. Existing rights 3. Conferred rights For specific information on your rights as an inmate, please refer to the handbook given to all inmates titled "Inmate Rights and Responsibilities: An information Handbook for Inmates issued by the Correctional Service of Canada" COMPLAINTS AND GRIEVANCES PROCESS The purpose of the Inmate Grievance System is to give you a way of seeking redress for any wrongs or hardships that you feel affect you personally. The Grievance must relate to an incident or matter that has happened within the last 30 days. For specific information, consult the Commissioner's Directives #081 or review your Handbook on Inmate Rights and Responsibilities. CORRECTIONAL INVESTIGATOR If you feel that you have suffered an injustice, you may write to the Correctional Investigator. 49 ACCESS TO INFORMATION All Canadain Citizens and other individuals as identified by Section 4 of the Access to Information Act have the right to request records created by the federal government. Normally, these records are administrative records. A list of all the general classes of records is contained in the Access Register. This register together with the "Access to Information Request" forms are available in your institutional library. If you wish to view government records, complete the Access to Information Request Form along with the $5.00 application fee and forward to the appropriate address listed in the index. PRIVACY ACT (PROTECTION OF PERSONAL INFORMATION) Statement to offenders: Information is being collected under the authority of the Penitentiary and or Parole Acts for the purpose of administering your sentence(s) as imposed by the courts. "Personal Information Bank Index" and "Personal Information Request Forms" are available in your institutional library if you need to access information. 43

50 INMATE TRUST FUND FINANCE You have two accounts held in trust for you while incarcerated. These accounts consist of all monies that you bring to the institution, as well as all monies earned or received on your behalf while you are in custody. The two accounts shall comprise of a current account and a savings account. Both balances shall be released to you when you are discharged. CURRENT ACCOUNT The current account is used for the purchases by you, as recommended and approved by the designated authorities. Unless approved otherwise all disbursements shall come from the current account. Examples are telephone, postage, family visit expenses, special approved sales, canteen, etc. 90% of all earned income is credited to the current acpount. SAVINGS ACCOUNT 10% of your earnings, while incarcerated, shall be credited to the compulsory savings account. A minimum balance of $80 shall be maintained, or accumulated, in this account. Only funds for specific items, approved by the appropriate authority, shall be disbursed from this account while in custody. INMATE HOLDS Inmate "holds" for approved purchases are processed by Finance immediately after the pay is entered, to alleviate the handling of "Non-sufficient fund" entries. STATEMEMT OF ACCOUNTS Finance will print statements on a daily basis, as written requests are received from you. Further monthly statements are sent to all inmates, as they are received from our Regional Data Center. --- MEETINGS WITH FINANE RE: ACCOUNT DISCREPANCIES, ETC. Inmates are responsible to maintain control over their accounts, monetary expenditures and revenue, etc. If concerns arise over your savings or current account entries or balances you should discuss this problem with a member of your Case Management Team. Should your concerns not be resolved at this level, a member of the Case Management Team may set up an appointment with the Financial Control Officer or Chief of Finance to discuss your concerns. At the agreed upon time, you will be escorted to Finance. NO inmates shall be received by Finance without an escort, either at the Cash window or in the office. 44

51 STORES INSTITUTIONAL SERVICES The S.I.S. section under Materiel Management is responsible for the issuing of all clothing, footwear, hygiene items to inmates and cleaning supplies to range or hall cleaners. CLOTHING ISSUE Clothing issue is on Friday only. New clothing, footwear and linen will be issued on a one for one exchange basis. HYGIENE ITEMS Hygiene items are issued every three months to the range cleaner. Dates are March 21, June 21, September 21 and December 21 of each year. ClEANING SUPPLIES Cleaning supplies request forms must be turned into S.I.S. on Monday of each week. Range cleaners can pick up their supplies on Tuesday. MAIR CUTS An outside Barber visits the institution every Tuesday evening from hrs. to cut inmates hair. A request form is needed and must be passed to the Supervising Correctional Officer on your range. If the barber cannot cut all haircut requests on Tuesday, then he/she will also cut hair on Wednesday evening. 45

52 CANTEEN SERVICE The canteen at the Atlantic Institution operates on a computerized credit system. Every two weeks you will be asked to transfer money from your current account to the canteen account. A maximum of $55.00 can be in your canteen account at any one time. After finance transfers your money to the canteen account, you will be informed how much you can spend. You will print your name, FPS, Unit and range number on your canteen slip and return it to the Supervising Officer on your unit. The S.I.S. staff will then bag your canteen and prepare it for delivery to your cell every second Friday. 46

53 CORRECTIONAL SERVICE OF CANADA NON-SMOKING POLICY As of January 1st, 1989, the Treasury Board of Canada has set down in its policy which states there shall be NO SMOKING in any Federal Government Buildings. The Treasury Boards Policy for the Correctional Service of Canada unique environment required that some exceptions be reviewed and approved. The C.S.C. is in agreement with the reduction of second hand smoke within the Institutions. It would also provide a healthier working environment for staff and a healthier working/living environment for inmates. The following areas have been exempted from the NON SMOKING policy for C.S.C. and you are permitted to smoke in the following areas: (other than that required as part of Native Spiritual practices) 1. Cell ranges 2. Living units 3. Visits and Correspondence 4. Private Family Visiting Units 5. Outside Recreation Areas - NON-SMOKING areas within this Institutions are: 1. Administrations areas 2. Inmate Dining rooms 3. Gymnasium 4. Kitchen 5. Health Care Centre There are designated smoking areas in work areas and they are: 1. School - Coffee Percolator area 2. 55 INMATE EDUCATION AND EMPLOYMENT PURPOSE: The goal of the Offender Employment Section is to provide you with knowledge and skills comparable to those of other citizens in the community. The role of the Offender Employment Section is to place you in education, training or work programs and pay you for your participation. Priority is placed on programs providing functional literacy, completion of grade 8 and education activities designed to improve social skills. EDUCATION AND EMPLOYMENT INFORMATION: Steps in getting a job in the Institution 1. Complete a job application form available in your unit. 2. Your CMOI will make recommendations on your job application for your employment potential in seeking this position. 3. Your application will then be reviewed by the Inmate Employment Committee. 4. You will be notified of an interview by the inmate Employment Committee. Explanation will be given of the job requirements for the position you are seeking. Keeping your Job, Training or Educational Program 1. Expected job performance as spelled out in your job description. 2. Being on time daily for work 3. Attend work regularly 4. Do not receive any job-related charges. 5. In keeping your job, do not be absent from work more than five(5) days. 49

56 Changing your Job, Training or Educational Program 1. May be arranged only after you have completed 70 days in your current position. 2. If you quit your job, the following steps will take place: a. You will be charged by your work supervisor or Correctional Officer. b. The work supervisor will inform you that an offence report will be filled for your failure to work. c. The work supervisor will be recommending suspension from work and pay. d. The Inmate Employment Committee will determine the amount of time you will be suspended from all work and pay. The maximum amount of time an inmate may be suspended from all work and pay is six(6) weeks. J If you are fired or removed from your job for failure to meet work requirements, you may be suspended by the instructor/work supervisor only after the following steps have happened: a. Inmates will verbally be counselled about the unsatisfactory work performance. b. If the undesirable performance/work duties continues, an unsatisfactory performance notice C.S.C. form 254 will be issued listing reasons and suggested improved work performance. c. If the undesirable work performance still continues, either another unsatisfactory performance notice C.S.C. form 254 will be issued or the inmate will be informed of the recommendation of his suspension from work. d. Such suspensions will be reviewed and authorized by the Inmate Employment Committee within six(6) working days of the instructor's written recommendations. 50

57 Performance Evaluation NOTE: 1. Pay raises are not automatic. They are recommended by your instructor and will be decided by the Inmate Employment Committee. 2. Pay increases are normally every 3 1/2 months; exceptions is Industries where inmates are evaluated every two weeks. 3. To qualify for a raise in pay you must have the following: a. Have worked in the same job for three(3) months b. Your instructor rates you on 5 of the 7 factors listed below: - Job stability - - Timeliness - Motivation - Interpersonal Relationship - Quality of work - Quantity of work - Responsibility Most jobs are five(5) days per week; pay periods are every two(2) weeks. You can only earn ten(10) days pay per pay period. Inmates who have lower than grade 8 and work full time in the kitchen may receive additional pay to take upgrading for grade 8, to a maximum of 15 hours of overtime per week. Additional pay is paid by the hour at a rate equal to 1/6 of the daily rate. You are permitted to have a number of part-time jobs, which equals to one full-time position. Pay Levels are: 0=0.00- non-working inmates 1=$1.60/day- unemployed inmates including Hospital Patients 2=$4.15/day-the beginning level for all jobs 3=$4.70/day-average workers 4=$5.25/day-workers who do more than normal for the assignment 5=$5.80/day-workers who far exceed normal job requirements 51

58 EDUCATION PROGRAMS EDUCATION/TRAINING PROGRAMS: Basic Literacy Programs This one to one tutorial course is designed to help those who function at Grade 5 or lower. This program makes use of staff, community volunteers and inmate tutors. No prior courses are necessary in taking this program. Basic Training Skills for Development (B.T.S.D.) This course provides individualized instruction for groups of nine students from Grade 5 to 7. Grade 5 must be completed before taking this course. Basic Training Skills for Development This course allows you the opportunity. to go at your own pace. It is a total individualized learning program designed for all the students to acquire the equivalent education required for trade courses. This course includes Mathematics, Communication and Science. Grade 7 must be completed before taking this course. General Educational Development Test (G.E.D.) The G.E.D. is an international testing program designed to provide adults who did not complete high school with the opportunity to demonstrate they have acquired the skills and educational maturity comparable to that of a high school graduate. The five tests are in the areas of Writing Skills, Social Studies, Science, Reading Skills and Mathematics. To be eligible, a person must have not graduated from high school and must be at least 19 year of age. General Trades This program covers basic blueprint reading, elementary electricity, basic construction carpentry and woodworking. A variety of hand and power tools are used in this generic program. Prerequisites are shop math topics taken from the B.T.S.D. modular Math program. 52

59 Living Skills Development This is a group discussion course that focuses on daily living topics that all people must be aware of and skilled to cope with. Job interviews, human relations issues, public speaking, drug abuse, understanding of one's behavior, and relating behavior to roles are amongst the areas. Video tapes and coaching techniques are used to provide feedback. Pre-requisite - willingness to speak up. Educational Services Available in French Adult Basic Education to grade VIII is available in French. All other French courses must be taken by correspondence. Contact Education Dept. for further information on this. Certificates Both Industries and Vocational areas Certificate of Achievement can be obtained in General Trades, Industrial Paint, Industrial Wood, and Upholstery. Certificates are issued by the New Brunswick Community College. Indenturship as a cook or meat cutter is possible in the Food Services Department. For further information on certification, please contact the Educational Coordinator. Times You are permitted to start these programs any time of the year. Individualized instruction is provided. 53

61 SUBSTANCE ABUSE PROGRAM PURPOSE: PROGRAM INFORMATION: To provide inmates with the opportunity to look at their own attitudes and behaviours towards alcohol and drug use/abuse through individualized assessments and educational programming. The two components of the program are described as follows: 1. Individual counselling will consisit of: a. Individualized assessments of appropriate inmates as to the nature and extent of alcohol/drug dependence and associated problems in the six(6) month interval prior to incarceration. b. Identification of inmates goal with regard to the substance. c. Recommendation to the most appropriate action plan. 2. Educational Program will consist of: a. Education regarding ways of identifying "risky" situations involving alcohol/drugs that one will face upon release and strategies for coping with these situations. b. Information and guidance on using programs and services available in the community subsequent to release. c. Information, education, videos, small group work, etc., with an eiaphasis on relapse will be an integral part of the substance abuse program at Atlantic Institution. NOTE: Interested persons in this program should first contact their assigned Correctional Officer. 55

62 -1 1 PURPOSE: PROGRAM INFORMATION: NOTE: LIFE SKILLS PROGRAM To assist the participants in acquiring effective interpersonal behaviors. To foster the development and growth of problem solving skills within the individual. A sequence of planned lessons and experiences helps students develop a personal program of development in the following areas: 1. Self awareness, understanding and worth. 2. Self presentation, self-control, communication. 3. Understanding others, developing relationships. 4. Problem solving. 5. Manaaing self and the demands of living. This section is designed to provide offenders with knowledge and behavioral skills required for community re-integration. The expectations for participants are as follows: 1. Bring your mind as well as your body to each session. 2. Be real without putting others down. 3. Expect to talk about personal but not private experiences. 4. Complete out-of-class exercises I TIME: 5. Give and receive feedback with class members, your instructor and staff. ill The program will consist of 50-3 hour sessions., will take approximately weeks ( hrs.\ Monday to Friday) to complete the course. Students" must demonstrate a willingness to participate and must be able to read and write (Literacy Grade 6 Reading Level). 63 SOCIAL CULTURAL DEVELOPMENT PROGRAMS PURPOSE: GROUPS INFORMATION: To provide an opportunity to participate in a variety of Social and Cultural activities; whether your interests are group orientated or more individual. The Social and Cultural Development Officer is available to assist inmate groups organize, determine group goals, objectives, elect group executives, recruit volunteers, and will act as a liaison between groups, the community and management. Alcoholic Anonymous -This program is designed to help inmates who have a drinking problem, especially those who have committed their crime while intoxicated. Open to the general population, community participation is welcomed. MEETING TIME: MONDAY NIGHTS. Narcotics Anonymous This group (in its starting phase) is similar to the "AA" program with the difference being it relates to drug addiction. Open to the general population and community participation is welcomed. MEETING TIME: THURSDAY NIGHTS Native Brotherhood Group Kebeco Acadien The Sacred Circle meets to discuss native related issues every SECOND FRIDAY. Natives Elders conduct a Spiritual Night for native offenders and outside volunteers are encouraged to participate in the Native Brotherhood Group. MEETING TIME: SUNDAY EVENING To encourage the continuity and exchange of the French Culture with outside volunteers. This group is open to the French speaking inmates. MEETING TIME: SECOND FRIDAY OF EACH MONTH. 57

64 7th Step Society This group consists of those inmates who have a desire to stay out once they get out. Group members are voted in to a maximum of twenty (20). Volunteers are welcomed to partake in the therapeutic method called "warm seat" and "hot seat" in which the participants ask questions and the seater must answer honestly. MEETING TIMES: WEDNESDAY NIGHT. Newfie Group Group consists of Newfoundland inmates who organize an annual social with the help of the John Howard Society (Newfoundland Chapter). A couple of months before the social takes place, the offenders have an opportunity to meet in order to plan this event. MICA This group, newly formed, consists of inmates working on special projects such as charity projects for the handicapped, underprivileged children, senior citizens, etc. They raise money in various forms, such as hobby sales, sales inside the institution, etc. 58

65 ARTS AND CRAFTS PURPOSE: To give you the opportunity to develop and express your own creative artistic abilities. PROGRAM INFORMATION: Workshop hobbies are: 1. Coppercraft 2. Woodworking J. Ceramics 4. Pottery Cellular Hobbies are: 1. Leather Craft 2. Beadwork 3. Fishing Rod Building 4. Rug Hooking 5. String Art 6. Collages Woodcarving Fly tying Painting (Acrylics only) Petit Point Model Building Drawing NOTE: Some instructional books and supplier catalogues are available in both English and French. Instructional workshops will be available to provide basic understanding of a particular craft. An Arts & Crafts License will be issued to inmates upon application by an inmate for a hobby license. Applications are available at the hobby shop. Rules and regulations will be issued to an inmate when his application for a hobby has been approved. Failure to abide by these regulations will result in the temporary or permanent loss of Arts & Crafts privileges. Mail order and local purchase forms are available at all units and they will be processed by the Arts & Crafts Coordinator upon receipt. However, local purchase will take place every week and a schedule is posted in the Arts & Crafts shop. A maximum of 15 inmates will be given access at any time due to the availability of equipment and space in the shop. TIME: Hobby Shop Hours: Tuesday - Thursday 18:00-21:00 hrs. Every other Saturday: 09:00-16:00 59

66 INMATE WELFARE FUND You contribute $.10 per day for a maximum of $1.00 per pay period in order to maintain a welfare fund for the benefit of all inmates. Individual inmates or groups of inmates who have insufficient funds in their respective current accounts may apply for no-interest loans with a maximum of seventy-five ($75.00) dollars from the Inmate Welfare Fund. Loan Requests shall be submitted to the Arts.and Craft Coordinator. INMATE WELFARE COMMITTEE Your Inmate Welfare Committee is made up of four elected members from the general population. The elected Inmate Welfare Committee is your liaison between yourself and Institutional Staff. Your Committee will represent you on individual or collective concerns. The Inmate Welfare Committee is encouraged by the Unit Managers and Senior Administrative Staff to identify any concerns you may have and develop proposals for solutions for the betterment of staff and inmates alike. INMATE CAMERA ACCOUNT An established account for which inmates are able to obtain the use of a camera for personal and group activities. Contact your Inmate Committee Member for further information on this. 60

67 LIBRARY DEPART ENT The library facility provides you the opportunity with a wide choice of books in both English and French. The Library Department has an extensive number of law books and you are encouraged to seek assistance from the use of the legal material. You will also find in the Institutional library, periodicals, reference material, bonded paper, carbon paper, typewriters, micrographic printer, and most Canadian newspapers. The Dissociation/Segregation area is visited daily with current newspapers and the librarian takes book orders twice a week. You can make use of the Library Department each day Monday to Friday between 17:45 hours and 20:00 hours.
