2 5762 CITIZEN'S TIME: --Ms. Pat Victorson shared she attended the Women's Recovery Project (Prenatal Care Coalition) presentation on maternal mental health. The presentation was very well received. STAFF TIME: --Ms. Laurie Olivieri shared Community Services is anticipating a Licensing visit from the State on July 9,2014; this is our triennial license. Ms. Olivieri has asked that the Policy and Procedure Updates (on the current agenda) be deferred until the July 17th Board Meeting; at which time details will be given to Board Members on the policy and procedure changes. --Ms. Rita Romano shared that we should have known about the outcome ofthe CIT grant submission by now but with no State budget adopted yet, the State is holding off on notifying grant recipients. Due to the new Mental Health Law changes they are discussing that twice the awarded amount be given in the second year of the CIT. The new Mental Health Laws go into effect July 1, 2014 with there being significant changes. The State conducted a training in Northern Virginia today; it was well attended with a lot of community partners, hospital staff and Community Services staff. More trainings around the State will be conducted. The new Mental Health Commissioner stated she wanted a "soft start up" before July 1st. --Dr. Miglani informed the Board that the psychiatrist providing services to youngsters has cut back his hours. Dr. Miglani has hired Dr. Beverly Reader to cover some of those cases/hours. Dr. Miglani shared he hosted the regional Medical Director's meeting at Sudley North; discussions took place on the shared need of psychiatrists to provide services to youngsters. Efforts continue to be made to find and hire a part-time nurse. SPECIAL RECOGNITION: Retirement: Chairman Coffey acknowledged Cheryl McDonnell upon her retirement; she has been with Community Services since Ms. McDonnell is wished well; her engraved clock will be delivered. Resignations: Chairman Coffey recognized Lauren Leonardt, Robin McGee, and Dan Wolff upon their resignations; certificates will be forwarded to them.

3 5763 APPROVAL OF MINUTES RESOLUTION 14-06RI-Ol MOTION: SECOND: Rigby Tracey The Prince William County Community Services Board does hereby approve the minutes of May 15,2014. Vote: Ayes=Cellucci, Coffey, Grimm, Matthews, Rigby, Sprague, Tracey Nays-None Abstained-- None Absent During Vote--O'Leary Absent From Meeting+Baker, Sale ACTION ITEMS: APPROVED THE RECOMMENDATION OF NO INCREASES IN THE STANDARD FEE SCHEDULE WITH THE EXCEPTION OF MENTAL HEALTH SUPPORTED EMPLOYMENT SERVICES RESOLUTION 14-06RI-02 MOTION: SECOND: Tracey Rigby WHEREAS, the Prince William County Community Services Board is required to annually review and approve or revise the standard fee schedule; and WHEREAS, staff of the Prince William County Community Services Board has conducted a review of the current fee schedule using the appropriate methodologies and comparisons; and WHEREAS, increased; and the review of the Standard Fee Schedule indicated no reasons to be WHEREAS, the Department of Rehabilitative Services has indicated that the FY 2015 increase in reimbursement for supported employment services will go from $74.16 to $75.40 effective July 1,2014;

4 5764 NOW, THEREFORE, BE IT RESOLVED that there will be no increase to the Standard Fee Schedule with the Exception of Mental Health Supported Employment Services at this time. Vote: Ayes--Cellucci, Coffey, Grimm, Matthews, Rigby, Sprague, Tracey Nays--None Abstained-- None Absent During Vote--O'Leary Absent From Meeting--Baker, Sale DISCUSSION ITEMS: UPDATE ON HOUSING BOARD: Ms. Linda Pemberton presented updated information on the housing situation. There is a new low income housing property in Lake Ridge which serves 60% or below of median income but is typically not beneficial for our clients. The new 811 grant is receiving slots for housing and are located at scattered sites. The Virginia Housing Development Authority (VDHA) and the Department of Behavioral Health and Developmental Services (DBHDS) received a grant which gives 70 units in Northern Virginia; there are questions on how it will be used and currently there are no services attached. Specific impediments to Fair Housing are realized once the surveys are completed. Ms. Pemberton stated as always there are dollar issues. Proffers are voluntary with either $1,000 contributed per unit or 5% of housing made affordable. If you have a Housing Voucher you can take it wherever you move and use it there; although if you move to a higher cost area then we realize the increase. Ms. Pemberton reported letters went out last week; the last open time for vouchers was in UPDATE ON MENTAL HEAL TH LAW CHANGES AND RESPONSIBILITIES: Mr. Alan Wooten and Ms. Rita Romano attended the Regional Mental Health Law Training today along with other staff and many community partners; Prince William had the largest representation. Mr. Wooten reported the Civil Commitment Law changes are: Statewide Bed Registry (updated in real time by hospitals); increase to eight hours to hold a client in Emergency Custody Order time (Virginia is still the shortest time); hospitals can't refuse to take clients. If it is determined that a Temporary Detention Order client can be released it puts the burden on the Community Services Boards; and the increase from 48 to 72 hours for Temporary Detention Orders (Community Services Boards can also change the facility). Community Services Boards are being held accountable for civil commitment changes; procedures need to be in place and need to be documented that they have been followed for each case. Mr. Wooten stated we have an image problem, success and credibility will be measured over the next year. Ms. Romano has a check off sheet for staff to use; there are many handouts on the Web that can be viewed.

5 5765 Magistrates are receiving their own training and guidance on the changes. Eleven additional beds will be funded at Northern Virginia Mental Health Institute. Since January there has been a 21% increase in admittance to State facilities. Mr. Wooten stated once we absorb all this information it will be shared with Board Members and probably the Board of County Supervisors. UPDATE ON NORTHERN VIRGINIA TRAINING CENTER DISCHARGES: Mr. Wooten distributed updated information: monthly discharge plan and census information for each of the Training Centers in Virginia. Northern Virginia Training Center is hosting a residential and day provider meeting with families on June 26th. Intellectual Disability Directors continue getting weekly updated data. The new Commissioner met with Northern Virginia Training Center parents and associates last week; also visited the Fairfax/Falls Church Community Services Board in the afternoon. We have invited the Commissioner to visit us; she is currently interested in seeing the PACT Program and other residential programs in the area. Ms. Madron will be attending the TACIT meeting tomorrow. COMMUNITY SERVICES POLICES AND PROCEDURES UPDATES: This agenda item has been deferred until the July 17,2014 Board Meeting. OPEN ITEMS: 1. Update on Northern Virginia Training Center Closing Status -when there are updates they will be presented. EXECUTIVE DIRECTOR'S TIME: --Mr. Wooten shared that Ms. Romano was invited last week to attend a meeting with the Commissioner with a select group of people to discuss "Soft Start Up" on the mental health law changes. Ms. Romano stated that they are attempting to get everyone on the same page: physicians, health and hospital associates, courts, departments - to inform people of the intent and see what needs attention. --Mr. Wooten stated we are waiting on word on the Crisis Intervention Team application. --Mr. Wooten shared he and Mr. Cellucci attended the Manassas City Council Meeting to receive a commendation from the City on work by staff of Community Services with a consumer in the City.

6 Mr. Wooten shared that there were many staff recognitions for the County Executive Award. The ceremony was held at the Hylton Performing Arts Center on June 6th. Several Community Services staff were recognized. The Access Redesign Team was awarded a County Executive Award. Those Team Members are: Linda Beaty, Beth Dugan, Mary Lou Fahey, Danielle Pfost-Banks, Jessica Maybar, Doris Miller, Laurie Olivieri, Linda Pemberton, Nancy Rickey, Rita Romano, Justin Scrivener, Ansar Shand, Betsy Strawderman and Carol Thacker. --Mr. Wooten shared that he attended the annual Community and Policy Management Team (CPMT) Retreat yesterday. This Team is made up of the Family Assessment and Planning Team (FAPT) members; the County has three FAPT Teams and each City has one FAPT Team. There were three Prince William County nominees; Kate Schell-Smith and Averlyn Mayers for outstanding case managers for the year and Tamara Watkins for Administrator/Manager Award for the year. --Mr. Wooten shared he received an from Courtney Tierney, Director of Agency on Aging, recognizing Evelyn Hatfield for being on a panel for Older Americans Month and for the work she and Dorothy Pennant have done for Agency on Aging clientele. --Mr. Wooten shared he has visited Community Apartments with Paul Moessner, Linda Pemberton and Jill Parker and has looked at the supported residential sites. --Mr. Wooten stated the individual meetings with each of the Board of County Supervisors has been scheduled and each of our Board Members has been invited to attend. --Mr. Wooten stated Ms. Swett's time is running down and reminded everyone of her Retirement Party on Tuesday, June 24th at 2:30 at Chinn Library. BOARD MEMBERS' TIME: --BILL TRACEY: Mr. Tracey asked if increases in fees has been looked into. Discussion followed on the history of not increasing fees in that we provide services in the community, not to make money. --CARMAN CELLUCCI: Mr. Cellucci read into the record the commendation from the Manassas City Council and stated that Community Services has done a good job. --DEAN SPRAGUE: Mr. Sprague shared he is intrigued by all the mental health law changes; he works for the General District Court in Arlington and stated most of the changes will affect the magistrates. He stated he is not sure how the bed demand will work out and it will be interesting to see how everything goes.

7 TONY GRIMM: Mr. Grimm asked when the State budget is supposed to be signed. Mr. Wooten stated the Governor has until June 30th and since the DOJ (2012) ruling there have been more allotted waivers slots - more were given last year than required and it has been stated that those extra will be counted against this year's slots. There are 115 slots for FY 15. Mr. Grimm stated it is a pleasure to hear the credit being given to staff of Community Services and the organization. --CHARLES RIGBY: Mr. Rigby stated he was invited by Congressman Wolf to visit The Barns at Paxton campus in Leesburg (day program - primarily for autistic folks). He said it is a very impressive facility. Mr. Rigby thanked staff for all they do and Linda Pemberton for her presentation. --KELL Y MATTHEWS: Ms. Matthews stated she is proud as a Prince William resident for all the recognition for the best of the best and proud to be on the Board. --JOHN O'LEARY: Mr. O'Leary stated he will be curious to see how it works out with the hospitals and the changes in the mental health laws. Mr. O'Leary thanked Ms. Swett for her distinguished career at Community Services. --ROY COFFEY: Chairman Coffey stated he's been around for a long time and usually speaks his mind and acknowledged he knew he'd said something he shouldn't have in watching Ms. Swett's facial expression. He stated we will miss her a lot. Ms. Swett thanked the Board.
