WELCOME AND INTRODUCTION Participants were welcomed to the fifth meeting of the High Level Group (HLG) by the chairman, Mr Madelin. A list of participants is attached. The draft agenda (HLG/2005/1) was adopted with one modification: Luxembourg proposed to insert a new item under point 5 (Any Other Business): Information on the Health Ministerial Conference in Paris on April MINUTES OF THE PREVIOUS MEETING As the draft minutes of the meeting of 4 November 2004 (HLG/2005/2) were only circulated shortly before the meeting, it was agreed that any comments would be sent in writing by 15 April WORK PLAN AND DELIVERABLES FOR 2005 Cross-border healthcare purchasing and provision This working group has reached an agreement on its work plan and deliverables for The working group identified six targets to focus on in The most important is the development and submission of non-binding guidelines for crossborder health purchasing for the December Council. The Venetto region has proposed to host a conference in order to exchange knowledge and best practices, focusing on legal and financial aspects. This conference would take place providing that the co-chairs of the group found it useful and that it fit together with the conference in November 2005 in Berlin on the topic Health financing, universal coverage and social health insurance.
3 The Commission also undertook to distribute a note explaining possibilities for funding under programmes such as the public health programme. Health professionals This working group did not meet on this occasion as there is a process of changes of the co-chairs underway. Moreover, the chair considered that work plan for 2005 was clearly set out in the December report of the High Level Group. Centres of reference This working group will continue to work on political, legal and procedural issues, while scientific and technical issues will be dealt with by an expert group. As centres of reference will initially focus on rare diseases (where EU added value clear), it will be further explored whether the existing Commission task force on rare diseases could be used as the expert group, at least for the beginning of the process. The working group will focus mainly on definition and process for selection of centres of reference. The expert group will focus on the role of the centres of reference, criteria they should fulfil and areas they should cover, however, the final decision on these issues will be always made by the working group. The criteria for the centres of reference should be developed before the end of 2005 so that in 2006 pilot projects can be started. Patient safety The working group on patient safety met for the first time following discussion of this topic by the High Level Group during The working group began with a discussion on its future priorities. Issues of pharmacovigilance, safety of medical devices and design challenge were suggested as priority issues. The working group will continue working on its priorities, which should be fixed by the June meeting. It should also be ensured that these priority issues do not overlap with the work of any other forum. The working group also discussed a report of the Luxembourg Presidency conference on patient safety of 4-5 April 2005, which the secretariat would make available. Information and e-health The area of e-health is already dealt with in other forums and various Commission services are involved, such as the Information Society and Media Directorate- General, the Employment, Social Affairs and Equal Opportunities Directorate- General, and the Health and Consumer Protection Directorate-General. There might a danger of organisational confusion and this problem should be clarified. The working group should carefully assess whether its activities can add value to the European e-health project and not just duplicate work done elsewhere. For 2005 the working group agreed to work on the terms of reference for a project that would develop the criteria of essential elements to be covered in a national health information strategy (which includes e-health) and for this purpose a small drafting group has been established. Health impact assessment and health systems The working group agreed that an expert group should be established in order to develop a methodology ( guidelines ) for measurement of impacts of non-health EU 3
4 policies on health systems. The expert group should have no more than 6-8 members and a clearly defined mandate. These guidelines should be prepared and presented by the expert group by the end of The Commission will present on one of the following meetings its general Impact Assessment methodology. Health technology assessment In the Report of the High Level Group to the December Council, the previous working group on this topic submitted specifications for establishment of the European Network for health technology assessment, and with this concluded its work. The Commission provided an update on a proposal being developed along these lines by the Danish Health Technology Assessment Agency. Moreover, the new Health and consumer Strategy for includes a new strand on financing of cooperation between Member States on health systems, which would in the future be able to support activities such as health technology assessment. Involvement of civil society in the High Level Group On this point it was agreed that representatives of the civil society should be able to participate in the working groupswhere the chairs and members found it useful. However, it was not considered appropriate for civil society representatives to participate in the plenary meetings of the High Level Group itself. Other mechanisms should be used to ensure involvement of civil society in these issues, in particular the Health Policy Forum and the Open Health Forum. The next meeting of the Open Health Forum is on 7 8 November Dates of future meetings As set out in the invitation to this meeting, the upcoming meetings of the High Level Group in 2005 are planned for: - 16 June September 2005with a dinner in the evening of 28 September. - and 9 November It was agreed to keep the current meeting format with morning working group sessions and an afternoon plenary session, although this should not prevent working groups from meeting on other occasions where appropriate. 4. COOPERATION ON SPECIFIC ISSUES Cooperation with health services of countries affected by the Asian tsunami Dr Casas (EU mission of the WHO) presented WHO activities and cooperation with health services of countries affected by the Asian tsunami, and in particular welcomed the contribution of the European Union. Issues that should be discussed by the High Level Group Regarding cooperation on issues such as the follow-up to the Asian tsunami and HIV/AIDS, it was agreed that the High Level Group should focus its attention on 4
5 general topics relating to health services and medical care, rather than getting into detailed topics such as HIV/AIDS, which were better dealt with by other more specialised forums. However, links with other areas should be maintained, such as those already discussed during 2004 including regional policy and the internal market. Members were invited to send suggestions to the secretariat for other areas to cover. 5. ANY OTHER BUSINESS Luxembourg and informed the High Level Group about the Conference of EU Health Ministers and Commissioner Kyprianou, which would take place in Paris in the International Conference Centre on 13 and 14 April. The main topics would be cancer, HIV/AIDS and influenza. The Commission updated the High Level Group on the Commission s proposal for a new Health and Consumer Protection Programme for which had just been adopted, as part of an overall package of measures for the new financial perspectives
