One establishes the requirements for DRAI training, and the other will require staff signatures acknowledging an understanding of responsibility in the DRAI decision-making process: DRAI training requirements for (mandatory or non-mandatory) staff performing screening functions and or presenting the results of the DRAI in court. Mandatory signature of the DRAI Acknowledgement Form by staff performing any DRAI related functions. Staff that completed DRAI training and are responsible for DRAI screening functions and/or presenting the results of the instrument in court must sign the form at this time. Upon signature place the form in the individual s training folder. 2 Initial DRAI Training: Mandated Practitioners: DJJ and Provider staff with case management responsibility for conducting detention screening or present the results of the DRAI instrument to the court. Non-Mandated Practitioners: DJJ and Provider staff with case management responsibility that do NOT conduct detention screening or present the results of the DRAI instrument to the court. DRAI Acknowledgement Form - The Department recognizes the DRAI as the standardized instrument directing the decision-making process that determines applicable detention care status. By signature and date staff acknowledges they received required DRAI training, and agree to follow all DRAI administrative rule(s), policies and procedures. [Place signed copy in individual s training folder]. Prior to being assigned the task of completing the Detention Risk Assessment Instrument (DRAI) the following initial training requirements must be completed: Minimum of an 8 hour course of instruction delivered by designated DRAI Trainers using approved DRAI Training curricula. Instruction includes the lecture, practice of activities, discussion, and the administration of the written comprehensive review as designated by Probation HQ. NOTE: DRAI Comprehensive Review will not be ed. It is to be administered and scored by the DRAI Trainer. The results including the hard copy of the written comprehensive evaluation will be retained in a designated circuit (K drive) folder with access limited to DRAI Trainers, the Chief Probation Officer and designee. Mandated Practitioners: Must achieve and maintain DRAI Practitioner Designation status by successfully completing the following training requirements: DRAI Practitioner (Instructor-led) Training Course DRAI Comprehensive Review (minimum score 80%) DRAI Acknowledgement Form DRAI Semi-Annual DRAI Practitioner In-Service Training Non-Mandated Practitioners: Do not have to achieve DRAI Practitioner Designation status but must successfully complete the following training requirements: DRAI Practitioner (Instructor-led) Training Course DRAI Comprehensive Review (Practice/Skills Review) DRAI Acknowledgement Form DRAI Annual In-Service Training Note: Based on the results of the skills practice/evaluation for non-mandatory practitioners, any additional DRAI (skills) training is at the discretion of circuit management. If non-mandated staff achieve an 80% on the DRAI Comprehensive Review and wish to maintain DRAI Practitioner Designation status, they must adhere to the same semi-annual DRAI training requirements as mandatory DRAI Practitioners Dec 28 Page 1

3 Semi-Annual DRAI Practitioner In-Service Training: (Mandatory Staff) Upon achieving DRAI Practitioner Designation status, the Practitioner will complete 8 hours of DRAI in-service training semi-annually for a total of 16 hours annual training. In-service training will be provided by DRAI Trainers as follows: Trainers will review with participants all DRAI memorandums, noting changes in requirements to the detention screening process. Trainers will use the current DRAI participant/trainer curriculum materials for the delivery of training. Trainers will provide opportunities for staff to practice criteria/scoring activities, and demonstrate the ability to screen with accuracy during the course of instruction. Trainers will provide practice activities that include a minimum of four criteria exercises, four scoring samples, and three local screening samples. Practice activities can be found in the DRAI Trainer folder. Trainers will evaluate staff performance during the course of class instruction to determine if the trainee understands the information being instructed, and if criteria/scoring activities are being completed with accuracy. Trainers will be able to provide relevant feedback upon request about staff s performance during in-service training. Trainers will administer an annual written comprehensive review to all mandatory staff. The trainee must successfully complete (minimum score of 80%) the annual reassessment training to retain DRAI Practitioner Designation status. Trainers will inform the designated CORE regional representative of scheduled DRAI Practitioner semi-annual in-services classes and provide documentation of class results. CORE regional representatives will enter all DRAI related in-service training in CORE, and provide reports upon request Dec 28 Page 2

4 Annual DRAI In-Service Training: (Non-Mandatory Staff) Non-mandatory staff must acquire 8 hours of DRAI in-service training. Training will be delivered by a designated DRAI Trainer and include the following: Trainers will review with participants all DRAI memorandums, noting changes in requirements to the detention screening process. Trainers will use the current DRAI participant/trainer curriculum materials for the delivery of training. Trainers will use samples of criteria/activities (local area and those found in the DRAI training folder) to provide an opportunity for skills practice that enhances the accuracy of screening. Trainers will administer an annual written comprehensive review to non-mandatory staff for practice purposes. REMINDER: If non-mandated staff achieve an 80% on the DRAI Comprehensive Review and wish to maintain DRAI Practitioner Designation status, they must adhere to the same semi-annual DRAI training requirements as mandatory DRAI Practitioners, which requires more training on a semi-annual basis. [See section - Semi-Annual DRAI Practitioner In-Service Training Mandatory Staff]. Trainers will inform the designated CORE regional representative of scheduled DRAI annual in-services classes and provide documentation of class results. CORE regional representatives will enter all DRAI related in-service training in CORE, and provide reports upon request Dec 28 Page 3

5 Qualified DRAI Trainer Requirements: DRAI Instructor Trainer Candidates must: Be employed as DJJ staff or Contract Providers. Receive a recommendation from the Circuit Chief Probation Officer and Regional Directors to attend the DRAI Practitioner Designation Train-the Trainer Course. Have a minimum of six months of exposure to the DRAI instrument. Successfully completed Instructor Techniques Workshop (ITW) offered by DJJ Staff Development & Training. Successfully complete ITW within one year of their DRAI Practitioner Designation Trainer Course. Successful completion of the DRAI Practitioner Designation Trainer Course includes receiving a minimum score of 80% on the written comprehensive evaluation. DRAI Practitioner Designation (Trainer) must: Train or co-facilitate DRAI training at a minimum of 16 hours per year. Report training results to the regional CORE representative. Review DRAI training materials upon request. Produce DRAI related reports upon request. Participate in DRAI Trainer conference calls. Act as subject matter experts for matters related to the DRAI. Communicate any DRAI related issues and questions to Probation HQ Dec 28 Page 4

I understand that the Department of Juvenile Justice (DJJ) recognizes the Detention Risk Assessment Instrument (DRAI) as the standardized instrument for determining initial detention care. 2. I understand that the DRAI directs the decision-making process as to whether a youth is eligible for detention care and whether the youth should be placed into secure detention, home detention, or some other form of non-secure detention status. 3. I acknowledge my responsibility to consider any mitigating factors and other relevant issues to ensure that appropriate detention and release decisions are made. 4. I understand that when a youth is eligible for secure detention, but could be supervised in an appropriate community-based alternative with capacity to supervise the youth, such as electronic monitoring, I must contact the state attorney to approve the release, and shall document with clear and convincing reasons for the recommendation in the narrative portion of the DRAI. 5. I understand that youth charged with committing an offense of domestic violence, as defined in s (1) that does not otherwise meet detention criteria shall not be held in secure detention if respite care is available. 6. I understand that the role of DJJ includes the obligation to present the court with a completed and accurate DRAI. 7. I understand that I must make a diligent and timely effort to gather information from the parent(s)/guardian(s), arresting law enforcement officer, victim, school, JPO intake, supervision or monitors, assessment/service provider case managers, DCF, and others that may have knowledge of the youth to assist in making detention care recommendations to the court. 8. I understand that I will make a recommendation to the court based upon the assessment of risk, information gathered prior to hearing and whether the youth poses a risk to public safety or may not appear at a subsequent hearing. 9. I understand at the 24-hour detention hearing that it is the court s responsibility and not DJJ s to make the final determination as to whether or not the youth remains in a detention status. 10. I acknowledge that I have been trained on the purpose of the DRAI. 11. I acknowledge that the training included a review of all elements of the DRAI, including detention criteria, scoring, and all related DRAI policies and procedures. 12.
