2 PART ONE - STATEMENT OF INTENT 1.0 The School s Board of Trustees and Headteacher recognise and accept their responsibilities under the Health & Safety at Work Act 1974 (HSWA1974) and within other relevant statutory provisions, subject only to such exception and qualifications upon its obligations as are provided in the legislation, or is reached as a result of administration arrangement. As responsible employers and/or persons in control of premises, the requirement to provide a safe and healthy working environment for all employees and others affected by its activities is acknowledged. 1.1 The School is committed to managing risks by ensuring that risk assessments are undertaken, control measures implemented and systems are continuously monitored and reviewed led by the School s Board of Trustees and Headteacher. 1.2 In particular the Board of Trustees and Headteacher are responsible for: providing a safe and healthy working and learning environment and ensuring that the premises are maintained in a safe condition; maintaining safe access to and egress from the premises; preventing accidents and work related ill health; assessing and controlling risks from curriculum and non-curriculum work activities including offsite visits; complying with statutory requirements as a minimum; ensuring safe working methods and providing safe equipment; providing effective information, instruction and training; monitoring and reviewing systems to make sure they are effective; developing and maintaining a positive health and safety culture through communication and consultation with employees and their representatives on health and safety matters; setting targets and objectives to develop a culture of continuous improvement; ensuring a healthy working environment is maintained including adequate welfare facilities; ensuring adequate resources are made available for health and safety issues, so far as is reasonably practicable; ensuring safe use, handling and storage of substances at work. 1.3 In addition to the above commitment, the Board of Trustees and Headteacher also recognise their obligations to non-employees and provide trainees, members of the public, students, contractors, etc., or anyone who is or may be affected by the schools activities with the necessary information, instruction, training and supervision available to ensure the safety of those affected.

3 1.4 The Board of Trustees and Headteacher will ensure adequate resources, including finance to implement the Policy. 1.5 The HR and the are responsible for implementing health and safety procedures and processes on behalf of the Headteacher and the Board of Trustees. 1.6 It is the responsibility of ALL heads of departments to ensure that the contents of this policy document are carried out. Within the terms of this policy ALL heads of department/faculties or nominated department representatives must ensure that safety arrangements within their areas of responsibility are up to date and reflect the procedures which are to be followed within the school. The Board of Trustees and Headteacher are committed to this policy and all staff are required to comply. 1.7 The Health & Safety commitment extends to all levels within the School but ultimately each and every individual employee has responsibility for his/her own health and safety and must read and understand the contents of this policy. All staff must ensure that their duties are carried out in such a manner that the school environment is safe, and that working activities do not put others or their property at risk. 1.8 They are encouraged to support the Board of Trustees and Headteacher s commitment to continuous improvement in the School s health and safety performance. 1.9 For the policy document to be effectively implemented, the School requires the full co-operation of employees and others who use the premises. All reasonable steps will be taken to prevent injury to staff and students, damage to property and to protect individuals from possible risks. This also includes members of the general public as and when they come into contact with the School whether in the course of their employment or for other activities The Policy s aim is to ensure there is a constant awareness of issues affecting health and safety and that regard for health and safety in the School is maintained in respect of all staff members within each department of the school to act as a management plan describing how an organisation must operate to provide a safe, healthy environment in which people can work The School recognises the importance of communication to staff, visitors, students, parents, volunteers, contractors etc The School recognises the importance of consulting with employees on health and safety matters This Policy Statement and the accompanying organisation and arrangements will be reviewed at least annually and revised as and when necessary This Policy Statement, together with the organisational structure and the following arrangements and procedures, has been approved by the school s Board of Trustees. 4 PART TWO - SAFETY ORGANISATION 2.0 Introduction In order to achieve compliance with the Board of Trustees and Headteacher s Statement of Intent the School s normal management structure will have additional responsibilities assigned to them as detailed in this part of this Policy Document. 2.1 The Duties of the Board of Trustees The Board of Trustees has overall responsibility for the strategic direction of Health & Safety at Denbigh School and for ensuring compliance with this Safety Policy Document. In consultation with the Headteacher the Trustees will ensure that there are effective and enforceable arrangements for the provision of health and safety throughout the School, periodically assessing the effectiveness of this document ensuring that any necessary revisions are made to determine the policy and monitor its implementation. 2.2 The Duties of the Headteacher The Headteacher also has overall responsibility for the strategic direction of Health & Safety at Denbigh School, for ensuring compliance on a day to day basis with this document. In consultation with the Trustees the Headteacher will ensure that there are effective and enforceable arrangements for the provision of health and safety throughout the school, periodically assessing the effectiveness of this document ensuring that any necessary revisions are made to determine the policy and monitor its implementation. The Headteacher will maintain the profile of health and safety within the School by the development of safe working practices and conditions and will ensure that health and safety standards are maintained at all times. 2.3 The Duties of the HR and the The HR and the have been delegated to by the Board of Trustees and Headteacher and are responsible for supporting and implementing the strategic direction of Health & Safety at Denbigh School. They have a day to day responsibility for ensuring compliance with the School Safety Policy Document and taking effective action and/or immediately referring to the Headteacher any health and safety issues brought to their attention, this includes the stopping of any practices or the use of any tools, equipment etc., which are considered unsafe The will be the focal point for day-to-day references on health and give advice or indicate sources of advice The Estates will identify where health and safety is needed and promote implementations and will seek specialist advice when necessary. 2.4 The Duties of the Leadership Team The Leadership team have a duty to ensure that all members of the School understand and comply with the School Health and Safety Policy. To achieve this duty, hard copies will be made available and access to the policy will be possible via the Staff Portal They are required to support the Headteacher, HR and the with maintaining the profile of health and safety within the School by the development of safe working practices and conditions and will ensure that health and safety standards are maintained at all times. 4 4

5 2.5 The Duties of the Department and Faculty heads Department and Faculty heads have a duty to ensure that all members of the School understand and comply with the School s Health and Safety Policy. To achieve this duty, hard copies will be made available and access to the policy will be possible via the Staff Shared Area of the School Network. 2.6 The Duties of Employees All employees have individual legal responsibilities to take reasonable care for the health and safety of themselves and for others who may be affected by their acts or omissions, and must comply with the school's Health and Safety Policy Document and procedures at all times, cooperate with school management in complying with relevant health and safety law, use all work equipment and substances in accordance with instruction, training and information received, report to their immediate line manager any hazardous situations and defects in equipment found in their work places, report all incidents in line with current incident reporting procedure, act in accordance with any specific health and safety training received, inform their Line of what they consider to be shortcomings in the school s health and safety arrangements and exercise good standards of housekeeping and cleanliness. 2.7 Students Employees will only use equipment when satisfied they are competent to do so Employees will not intentionally or recklessly interfere with or misuse, any equipment or fittings provided in the interests of health, safety or welfare Employees are made fully aware of their responsibilities for the safety and security of; Themselves Students Colleagues Visitors and contractors Students, in accordance with their age and aptitude, are expected to exercise personal responsibility for the health and safety of themselves and others, observe standards of dress consistent with safety and/or hygiene, observe all the health and safety rules of the school and in particular the instructions of staff given in an emergency, use and not willfully misuse, neglect or interfere with anything provided for their health and safety. 2.8 Temporary Staff 3.1 Teaching staff are responsible for communicating this section of the policy to students. 3.2 Students will wear appropriate Personal Protective Equipment as directed by the teacher and in accordance with the risk assessment of the activity. Temporary staff are provided with information and guidance which includes the Health and Safety Policy Document, Fire and Emergency Procedures etc. and are suitably inducted to their role. Temporary staff are directly accountable to the Headteacher whilst on the school site. 2.9 Teaching Staff Teaching Staff have a day to day responsibility for ensuring compliance with this Safety Policy 5 5

6 Document and ensuring all persons under their control are aware of the general health and safety requirements of the school and the detailed requirements for activities relevant to them. Teachers are responsible for the immediate safety of the students in his/her classroom. Nominated teachers are responsible for their own classroom and associated equipment and as such it is their responsibility to ensure that it is maintained to a high standard with respect to health and safety issues Design and Technology and the Science faculty will adopt the policies and procedures as outlined in CLEAPPS. It is the duty of the Head of Faculty to ensure that staff are aware of these procedures and will follow them. In addition these departments will have separate procedures detailing working practices and procedures Will ensure that personal protective equipment is used, where requirement by risk assessment Will ensure that adequate risk assessments are made for practical lessons and trips and will ensure control measures are appropriately deployed Will give clear instructions and warnings of hazards and safety measures before work starts and as and when necessary Teaching Assistants Teaching Assistants have a day to day responsibility for ensuring compliance with this Safety Policy Document and are immediately accountable to the teacher in charge whilst the class is in session The Duties of External Visits Coordinators (EVC) The staff members with external visit coordinator duties ensure that all off-site activities and Educational Visits, Regulations and standards for offsite visits are followed. The staff members with external visit coordinator duties work with Group Leaders to ensure the aim of the educational visit is achievable and in line with those of the School The Head Chef (Cucina Restaurants Limites) The Head Chef who is responsible for food hygiene matters and kitchen safety and reports to the School Business who is the liaison between Cucina and the Board of Trustees. 6 6

8 PART THREE ARRANGEMENTS 3.0 Communications 3.1 Health and Safety Policies can be found on the Staff Portal. The policies will be communicated to new staff via the induction procedure. Communications are to follow the basic chain of line management. 3.2 Amplification of the arrangements for health and safety and details of specific arrangements for individual departments are to be found in the following documents; School fire instructions Application of Health & Safety at Work Act HSE Regulations and Guidance Notes Guidance notes by COSHH assessors Risk assessment documentation 3.3 The School will communicate with all staff members through a number of different methods which include; Health & Safety Bulletin; School Buildings and Finance Committee Meeting; Leadership Team Meetings; Heads of Faculty Meetings; Staff Briefings 3.4 Health & Safety is also an agenda item at all meetings mentioned above. 3.5 School Property All members of the School must be aware that the loan of school property to a contractor or the borrowing of a contractor s property by the School is forbidden. Where a contractor is engaged in a process the knowledge for which rests with the School, the School is responsible for the contractor to a very much wider extent. For all practical purposes the contractor will be treated in health and safety terms as though (s)he is a member of the School. 3.6 Provision of Information The is responsible for distributing and displaying health and safety information within the school including new information received All employees must kept informed of existing information via the Health and Safety Policy which will be available on the Staff Portal. 8 8

9 3.6.3 New employees must be informed of all relevant health and safety information as part of the induction process All health and safety documentation will be recorded and maintained in the Estates and Lettings s office. 3.7 Review The School has mechanisms for undertaking active monitoring and review of health and safety which includes an arrangement of periodic planned health and safety checks of each section of the school, supplemented by various ad hoc and un-planned checks and inspections. 3.8 Section 1 - RISK ASSESSMENTS The School uses a risk assessment process and template as a standard for risk assessment and those of relevant professional bodies such as CLEAPPS/AfPE etc. Risk assessment is the responsibility of Schools Management Team at a variety of levels. Those responsible for premises or curriculum areas ensure that risk assessments are undertaken and recorded for significant activities. Risk assessments are reviewed periodically or where there is a change in circumstances The following staff are responsible for completion of risk assessments within the following areas; Head of Faculty Art Faculty Head of Faculty Business & Computing Faculty Head of Faculty / Senior Technician D&T Faculty Head of Faculty English Faculty Head of Faculty Humanities Faculty Head of Faculty Mathematics Faculty Head of Faculty Modern Languages Faculty Head of Faculty Performing Arts Faculty Head of Faculty Physical Education Faculty Head of Faculty / Senior Technician Science Faculty Outdoor Education Leader External trips including all Grounds/premises Healthcare Assistant First Aid & Medical Room SENCo Student Services Assistant Headteachers All administration areas COSHH Officer(Senior Laboratory Techs) Control of Substances Hazardous to Health 3.9 Other responsibilities The Fire Officer ( ), who reports to the S e n i o r D e p u t y H e a d t e a c h e r. (S)he carries out all duties laid down in the school s fire procedures. (S)he liaises with the Headteacher on matters relating to fire safety The Healthcare Assistant reports directly to the HR. 9 9

10 3.9.3 The, who is responsible for ensuring that the School complies with all health & safety requirements to ensure the School provides a safe environment for its staff, students, visitors and contractors. The and his team are also responsible for opening and securing the building as necessary and required The Head Chef (Cucina Restaurants Limited), who is responsible for food hygiene matters and kitchen safety and reports to Cucina Restaurants Limited. Cucina Restaurants Limited liaise with the School Business The Headteacher, Business, HR and the are the liaison officers between the Board of Trustees and the departments and attend the T r u s t e e s Finance and Buildings Committee meetings as required The Trustees Finance and Buildings Committee which exercises Trustee oversight of health and safety matters. The Business, HR and the Estates and Lettings are to attend as advisors as required. Other key personnel will be co- opted to attend meetings as and when appropriate Safe Place of Work and Duties of all Employees Many hazards are created by poor housekeeping. All employees must: Take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts or omissions at work Co-operate with their employer (Headteacher, Line, Estates or the HR ) in all matters of health and safety so as to enable the law to be complied with Not intentionally or recklessly interfere with or misuse any equipment or fittings provided in the interests of health, safety or welfare Report to their Line any serious and immediate danger to health and safety. Report to their Line any shortcomings in the arrangements for health and safety. Follow instructions when using any machinery, equipment, dangerous substances or safety devices, and only use equipment when trained and authorised to do so. Safety is often neglected in offices. Persons in charge of, and who work in, offices and classrooms must pay particular attention to: Trip and slip hazards. Keeping gangways, aisles and stairways clear. Opening filing cabinets and doors carefully and not creating obstacles and obstructions Leaving items in walkways creating a trip risk and fire escape hazard Stacking of stationery items in such a way as to create a potential risk

11 Careful use of flammable and toxic substances, Correct procedures must be followed and protective clothing must be worn where necessary Disposing of rubbish and scrap correctly Cleaning up spilt oils, greases and liquids Reporting near misses Not attempting to repair electrical equipment, however minor the problem is. 3.9 Actions on Hazards If any individual becomes aware of a hazard to health within the School site they must immediately inform the. When a person receives information about a suspected hazard, or a near miss he or she is to inform the immediately To report potential possible risks or hazards a staff member can complete a Near Miss Form available from the The will then take the appropriate action and inform the HR and the Headteacher accordingly If a hazard is not completed in the period of time appropriate to the risk presented it should be reported to the HR and the Headteacher Accidents and Dangerous Occurrences An accident is defined as an unplanned event which may or may not cause injury to people and may or may not cause damage to property. All notifiable events are to be reported to the. Near misses are to be reported to both the and Department or Faculty Heads. If it is deemed necessary an investigation will take place and, if required, remedial action will be introduced to prevent re-occurrence. Staff and visitors to whom minor accidents occur will report events to department heads

12 3.11 Section 2 - ARRANGEMENTS FOR SAFETY SUBJECT AREA RESPONSIBILITY ADDITIONAL INFORMATION SCHOOL SPECIFIC School Trips/Offsite Visits The School complies with DFE Guidance on offsite visits and school journeys. Frequent documented checks take place to ensure the safe working condition of access equipment. Procedures are in place to ensure any damaged access equipment is clearly labelled and removed as soon as practicable. The School discuss and agree arrangements with staff. Where members of staff have pre-existing medical conditions or other factors which may affect their ability to use access equipment, a separate risk assessment is in place. Staff also have a responsibility to ensure their own health and safety and assist in the operation of any systems designed to provide for their safety. Estates & Lettings Working at height tasks are mainly carried out by the Team for which risk assessments have been completed. The Estates and Lettings Team also maintain all periodic documented ladder checks. Approved steps or ladders must be used when activities in the office require stretching to a height. Only those who are trained and certified are permitted to work at height and use the School s hoist and any other equipment which is requiring for working at height. Noise The School is aware of their responsibility for assessing the risks of noise and where noise is identified as a significant risk the School ensures appropriate control measures are put in place. Estates & Lettings The risk associated with higher level noise exposure is assessed by the faculty/department lead identified in this policy in the first instance and protection in the form of ear plugs/defenders are purchased where higher level noise exposure is identified. 12 Employees concerned about noise levels at work shall report the matter to the who will 12

13 Violence to Staff The School are aware of their responsibility for assessing the risks of violence to staff and where violence is identified as a significant risk the School ensure appropriate control measures are put in place. Personal Security/Lone Working The School ensures that lone working is risk assessed and that appropriate control measures are put in place to mitigate those risks. Staff assist in the operation of any systems designed to provide for their safety. Headteacher Estates & Lettings arrange for remedial action or for an assessment to be made. Staff report any incident of aggression or violence (or near misses) directed to themselves through the reporting process. An employee who witnesses an accident or dangerous or violent incident must ensure it is recorded on an accident reporting form held by the Estates and Lettings. The Headteacher has the power to take action against offenders and have them banned from the premises. Where lone working is a key feature of a position within the School typical control measures used by staff include the provision of mobile telephones, radios and other means of monitoring staff whereabouts

14 Hazardous Substances (Control of Substances Hazardous to Health CoSHH) Where hazardous substances are used a designated employee carries out risk assessments and adopts a hierarchy of control measures seeking to eliminate or substitute the risk first and foremost. Where necessary this Safety Policy Document is supplemented by a local Departmental Policy relating to the specific activities of the Department or area. Heads of Faculty and Departments CoSHH is a key feature of the risk assessments within the Science Faculty and the Team. Data sheets are kept within the individual areas identified and are regularly reviewed A central COSHH register with details of all toxic/hazardous substances and the relevant assessment sheets is kept by the COSHH Coordinator relevant to the Department or Faculty. Departmental heads are to ensure that: No person is allowed to use a substance known by the COSSH officer to be dangerous under regulations unless a full assessment has been carried out in accordance with the COSHH Regulations. All School personnel using toxic substances are provided with a safety data sheet with which they must comply. Only the required amounts of substances are delivered to the classroom. Left over material is properly disposed of via the COSHH Coordinator. Inventories will be maintained by the following staff; Cleaning Materials Estates and Lettings Science Materials Lead Science Technician Technology Materials Senior Technician Resource Materials Technicians Science, D&T and Art Health & Safety Policies, in line with CLEAPSS supplement this policy

15 Personal Protective Equipment Employees/s assess on the basis of risk assessment and CoSHH assessments where the need for PPE is identified as a control measure. Where it is assessed that PPE is required PPE is appropriately selected and provided. A record is held which includes details of any expiry dates to ensure equipment is replaced as and when necessary. Estates & Lettings Business Requests for protective clothing and equipment must be made to the Estates and Lettings who is to; 1. Confirm the need 2. Investigation the clothing and equipment which is available 3. Make recommendations Staff are responsible for ensuring that they use PPE where it is provided. PPE used includes, tabards, steel toe capped shoes, high visibility vests, technicians laboratory coats amongst other items. Procurement of protective clothing and equipment will be carried out by the Business

16 Security Arrangements Including Dealing with Intruders Risks to security of the premises and property are assessed through the risk assessment process. The team are responsible for all security and emergency policies and procedures relating to intruders at the School. In the event of an emergency the Estates and Lettings will be notified and will implement the School Lockdown procedure during the opening hours of the School. Outside of the School opening hours the key holder procedure will be followed. The School operate a formal signing in and out process and log book for all forms of visitors to the School. All visitors must report to and sign in at Reception. All visitors are identified from a coloured lanyard which confirms the type and DBS status of the visitor. Visitors without an Enhanced DBS check are prohibited from moving around the School without being accompanied at all times during their visit. Visitors must not be allowed into school unless accompanied by a member of staff or unless they have the Headteachers approval. Visitors must wait in Reception until a member of staff collects and escorts them to their destination. Staff are responsible for their visitor s safety whilst they are on site please remember this during evacuation procedures. It is the host s responsibility to direct and escort visitors to the evacuation points in the event of the fire alarm sounding. Visitor s must sign out when they leave the School

17 School Transport Risks associated with driving are evaluated within assessments for activities. Cover Supervisor Designated members of staff (those with the appropriate Council or School approved qualification) are permitted to drive the School mini-bus. The Cover Supervisor is responsible for ensuring that driving license details and other relevant information is recorded, regularly reviewed and maintained. Staff driving the bus must ensure that the bus is checked prior to and following use for every trip. See separate rules relating to the use of the mini-bus. Manual Handling (typical loads/evac chair/first aid chair) Risks of manual handling are communicated within general risk assessment. Any activities that involve significant manual handling tasks are risk assessed and where appropriate training provided for staff. Heads of Faculty and Departments Department heads must carry out initial assessments if staff are required to manage and handle heavy loads. It is important that all school staff who handle loads to any significant extent have received manual handling training. All staff members are responsible for assessing the appropriate approach to handling heavy loads and where individuals identify handling tasks which could give rise to injury or property damage they should seek guidance from the and bring the matter to the attention of the head of department. The is responsible for maintaining an audit of manual handling activities. Heads of Faculty and Departments are responsible for informing the Estates and Lettings of manual handling activities and must undertake risk assessment to avoid the activity or to reduce the risk. They are responsible for monitoring safe systems of work where manual handling cannot practicably be avoided. Evac chairs will only be used by trained staff

18 Curriculum Safety (including extended schools activity/study support) Heads of Service/Departments ensure that risks related to curriculum areas are identified and controlled following the National Guidelines such as CLEAPSS. For any activity falling outside of National Guidance a risk assessment is carried out. Work Experience Placements Work experience coordinators follow the working practices outlined in: Work-related learning and the law, Guidance for schools and school-business link practitioners and Work experience a Guide for secondary schools. Heads of Faculty Careers Advisor An inventory of all equipment is kept by the Head of Faculty or the department Technician and all tools/equipment/machinery are checked, maintained and stored correctly

19 Display Screen Equipment The majority of staff within the school are not considered to be DSE users. HR Department ICT Department All staff are issued with guidance on how to setup a workstation. All new staff who are DSE users are issued electronically with a DSE workplace assessment. DSE assessments are reviewed annually and where equipment changes or office layouts change or when there are staff changes. The IT department is to ensure that the regulations for users of Visual Display Screens are implemented and that actions taken to comply with the regulations are regularly reviewed. Please refer to the Display Screen Equipment Guidance document for more information

20 3.12 Section 3 - PREMISES Mechanical and Electrical (fixed and portable) The School takes appropriate measures to make sure that all electrical equipment is safe and suitable for the purpose intended. All relevant persons are made aware of the associated hazards and of the requirements to adopt working procedures designed to keep the risks to their health, and to the health of any other person, as low as reasonably achievable Persons carrying out the testing and/or repair of electrical equipment, or carrying out experimental work on electrical equipment or its associated connections have the appropriate technical knowledge, training and information to enable them to work safely. Heads of Faculty and Departments Only authorised members of the School may use reprographic equipment and computers. Defects in such equipment should be reported to the IT Department, the Reprographics department or the Team. If defects are found the equipment must not be used until it has been repaired or replaced. PAT testing is undertaken on an annual basis by a competent person. The following machines are identified as having dangerous parts which rely on adequate guards or interlocking devices to ensure safety; Wood/metal/plastics working machines (D&T) Paper Guillotines (Repro) Results of electrical safety tests (PAT testing and fixed wiring inspections) are recorded and held the Estates and Lettings. All electrical equipment brought into school must be given an electrical safety check before use. All associated risk assessments are also held by the. Heads of Faculty/Department will conduct checks to ensure that guards are functioning correctly and are in place when machinery with dangerous parts is being used by employees or students and will take any machine out of action if necessary. The relevant Head of Faculty/Department is responsible for instructing employees and students on the correct use of equipment and are responsible for reporting to the Estates and Lettings any defects/missing guards, resulting in taking such equipment out of use immediately

21 Maintenance of Machinery and Equipment The School inspects and maintains its equipment on a regular basis; however the frequency of these inspections is much dependant on the use and type of equipment. 22 Service Contractors Service contractors have regular access to site as specified by a contract. The service contract specifies what work is expected of them and what they can expect from the School. Contractors follow their own safe systems of work and their working methods take into account how they will impact upon staff, students and other visitors on site. In the performance of their tasks they must conform to all regulations concerned with their undertaking. The School provide details of its safe systems of work to the contractors where relevant and all contractors are consulted over emergency arrangements. A copy of this policy is provided to them. 23 Lettings The School ensures that the hirer/tenant has public liability insurance in place in order to indemnify the School from all such hirer s/tenant s claims arising from negligence. If any part of the School is let, the Headteacher is satisfied via the agreement that the hiring organisation will use the premises in a safe manner. A signed, written letting agreement is completed and copies are kept and a risk assessment has been undertaken. Slips/Trips/Falls The School recognises the main cause of accidents is slips, trips and falls. It is the responsibility of the teacher to ensure that their classroom has clear traffic routes and that exit routes are kept clear. The responsible person ensures regular inspection of communal areas. All hazards, obstructions, spillages, defects or maintenance requirements are reported to the team. All staff are expected to be vigilant and aware of possible hazards. Transport Arrangements (on-site) The School segregate access traffic, vehicular and vulnerable pedestrians and cyclists and design out vehicular and vulnerable traffic route conflicts, both at access points and on site. The School wherever possible avoid same access for all. Business The School has its own Lettings Strategy and Policy All corridors, passageways and gangways should be kept clear of rubbish, combustible materials, laptop trolleys and other obstructions. The team will conduct daily checks and report any incidents where there is a potential risk. All employees must co-operate with decisions taken as a result of such checks. Cleaners are employed after school opening hours (3.15pm 7.15pm) to minimise risk. The has a responsibility for cleaning large spillages as soon as they are reported and display wet floor signs. All staff have a responsibility for making sure their areas of work are kept free of hazards. The team make regular inspections daily to ensure to ensure all exits are kept free for obstructions. 24 Gas and Electrical Appliances Any necessary work and testing of gas and electrical appliances are carried out by qualified contractors. Gas and electrical appliances are also checked visually on a regular basis and subject to appropriate formal inspection. Caretaking and Grounds Maintenance (and grounds safety) The School identifies risks associated with caretaking and grounds maintenance and identifies the risks through the risk assessment process... All annual inspection reports are held by the. Health and safety site inspections are carried out daily as a matter of routine maintenance, and a formal weekly report is retained for inspection and provided to the Headteacher. All routine inspection reports are held by the including Legionalla testing Estates and premise site plans Fire Alarm system checks Security inspections Glass and Glazing A risk assessment has been carried out for all glazing on site to ensure it complies with current safety standards. All low level glazing (below 800 mm), such as glazing in doors and high risk glazing such as glazing within PE departments is toughened, laminated glass and complies with safety regulations or has been fitted with safety film. There is a system in place to ensure all broken glazing is reported through a known procedure and that the area is made safe immediately and repairs carried out as soon as possible. Glazing is also assessed during a regular site inspection

25 Water Supply/Legionella An effective water hygiene management plan is in place to control the risks of legionellosis to staff and members of the public. The named responsible person has a clear understanding of their duty, has undertaken training in water system management and has the competence and knowledge to ensure that all operational procedures are carried out in a timely and effective manner. Snow and Ice Gritting Adequate arrangements are in place to minimise the risks from snow and ice on the site e.g. access/egress routes. A risk assessment has been carried out and an emergency plan has been developed to determine what type of action needs to be undertaken during adverse weather conditions. There is suitable storage for salt/grit and tools, on site and a sufficient supply of grit/salt is available... Regular documented water checks are undertaken by the team and a system is in place to ensure an annual check is carried out. A legionella risk assessment has been documented and the site log book is used. A process is also in place to deal with any actions should they arise. The team are responsible for ensuring all snow and ice gritting requirements are anticipated and the necessary work carried out when required Section 4 - MEDICAL/FIRE AND EMERGENCY ARRANGEMENTS Infectious Diseases The School follows the National Guidance produced by the Health Protection Agency, which is summarised on the poster, Guidance on infection Control in Schools and other Child Care Settings. 26 Dealing with Medical Conditions The School accommodates students with medical needs wherever practicable and makes reference to DFE circular - Supporting Pupils with Medical Needs in School which sets out the legal framework for the health and safety of students and staff. Responsibility for pupils safety is clearly defined within individual care plans where necessary and each person involved with pupils with medical needs is aware of what is expected of them. Close cooperation between schools, parents, health professionals and other agencies help provide a suitably supportive environment for those pupils with special needs. Headteacher Healthcare Assistant HR SENCo The Supporting Students with Medical Conditions document can be referred to for further guidance, or alternatively please speak to the Healthcare Assistant. Drug Administration The School accommodates pupils with medical needs wherever practicable and makes reference to DFE Guidance Managing Medicines in Schools and Early Years Settings. Parents have prime responsibility for their child s health and provide the School with information about their child s medical condition. Parents obtain details from their child s General Practitioner (GP) or Pediatrician, if needed. The School nurse and specialist voluntary bodies provide additional background information for staff. 27 First Aid The School follows the statutory requirements for first aid and provides suitably trained first aid staff. Headteacher HR Healthcare Assistant The School has a Healthcare Assistant in post during School hours, who is available to deal with minor problems. Additionally there is a reasonable number of trained first aiders throughout the departments and faculties in the School. First Aid treatment and action in the event of an injury see separate procedures in Appendix C of this Policy for - i)current list of qualified first aiders ii)procedures for what/how/who/when in an emergency iii)where First Aid boxes are located iv)details of contact numbers for nearest casualty departments and other medical services. First Aid A list of trained first aiders is provided on notice boards. First Aid Training is provided for first aiders and annually reviewed to ensure certificates are up to date. Reporting of Accidents, Hazards, Near Misses All staff are encouraged to report accidents, incidents and near misses and line managers investigate such incidents and identify and implement means to prevent a recurrence. 28 Fire Safety and Emergency Evacuation A risk assessment has been carried out and a safety management plan is in place. Headteacher The School Fire Officer ( ) The School Fire Officer (Estates and Lettings ) has the responsibility for ensuring that Denbigh School and its premises conforms to all fire safety regulations. Department heads must ensure that procedures for evacuation in the event of fire are properly understood and operated by personnel in their departments. Details of the School s Fire Risk and Prevention measures are contained in Appendix D to this Policy. Fire alarm tests are carried out weekly. Fire evacuation testing is carried out once a term and the results are monitored, published to the Headteacher and logged in the School Fire Log Book which is retained by the. Fire equipment training and testing is carried out for staff on an annual basis and records are maintained by the. Records are maintained in the Estates and Lettings s office of fire alarm testing, fire evacuation testing and results, alarm failures and rectification and any other matters involving or relating to fire alarms and evacuations

29 3.14 Section 5 MONITORING AND REVIEW Monitoring Arrangements are monitored and reviewed annually and revised as new topics arise that may affect the process of managing health and safety for staff, pupils, contractors and other visitors. Headteacher HR The S chool must monitor its health and safety at all levels by conducting an Annual Safety Audit in accordance with HSE recommendations which must be carried out by the Trustees. The findings and proposed remedial actions must be reported to the Headteacher. Inspections Regular safety inspections are carried out by the nominated person/s. All hazards and risks associated with the premises /departments / grounds are monitored and controlled. Auditing As a means of confirming that the necessary systems to comply with legislation are in place and are being followed the School ensures a complete health and safety audit by competent persons. The action points identified through the audit form part of the school development plan. Headteacher HR Headteacher Regular weekly, monthly and annual inspections are carried out and recommendations are made to various contacts within the structure. Continued commitment to achieving and maintaining the SafetyMARK aware, reviewed bi-annually. Audit action plan followed. Reported and monitored by the Finance and Buildings Committee. Training The School is committed to ensuring that staff are competent to undertake the roles expected of them. The Heads of Department/Faculty undertake a training needs analysis to identify the requirements of specific job roles in terms of health and safety, and ensure that appropriate training is requested. The training need analysis is reviewed on an annual basis or on the introduction of new legislation. 32 Appendix C Detailed statement for dealing with accidents and first aid The Healthcare Assistant has responsibility to ensure that all first aid equipment and facilities are maintained in good working order. School Procedures and Processes A. To provide adequate numbers of appropriately trained first aid personnel to deal with incidents or accidents. B. To provide all first aid personnel with an effective means of communication that will enable anyone requiring the assistance of first aid personnel to contact them in a timely manner. C. To ensure that, where applicable, first aid personnel are trained to deal with additional, specifically identified hazards that are not included in the standard training course. D. To provide and maintain in good condition adequate stocks of first aid provisions in clearly labelled and readily accessible areas as deemed necessary. E. To be in a position to deal with or assist in dealing with any members of the School staff/students or public who may suffer or be suffering from recognisable symptoms whilst on the premises. F. To ensure that adequate provisions and personnel are provided and available during any external activities or journeys to external locations. Arrangements The following arrangements and activities are in place in order to meet the School s Health and Safety Policy requirements: A. A team of appropriately trained first aid personnel is available. B. The Healthcare Assistant is responsible for the upkeep and maintenance of all first aid provisions and equipment. C. A suitable area ( first aid room ) is available where any matters of first aid can be dealt with in privacy and security and where anyone can be allowed to rest in relative peace and quiet in the event of a need to recover or feeling unwell. D. An accident book is kept In the First Aid Room to enter appropriate details of any accident or incident that has been brought to the attention of a Healthcare Assistant. E. A copy of RIDDOR is kept at each of the accident book locations to enable first aid personnel to determine whether an incident or accident is reportable as required by the current regulations. F. A risk assessment system exists that takes into account any accident book entries in order to determine whether current controls and precautions are adequate and appropriate
