2 HALLFIELD SCHOOL HEALTH AND SAFETY POLICY SCOPE All staff and pupils, including EYFS. AIMS To ensure full provision for Health and Safety at Hallfield School. POLICY STATEMENT 1. The Governing Body, as the employer, recognises and accepts its legal duty and responsibility for health and safety and that it must take reasonable steps to ensure staff and pupils are not exposed to risks to their health and safety, on or off school premises. 2. All employees have a duty to look after their own and others health and safety. 3. All members of the School community (including the Governing Body) have a common law duty to take care of pupils in the same way a prudent parent would. 4. The Governing Body will take all reasonably practicable steps to fulfill this duty and responsibility as required by the Health and Safety at Work Act 1974 ( the Act ), and regulations made under the Act. 5. This policy complies with the Education (Independent School Standards) (England) Regulations 2010 (as amended) and takes into account the Department for Education s guidance on Health and Safety Advice as amended from time to time. 6. This policy takes account of the guidance published by DfE titled Health and safety: advice on legal duties and powers for local authorities, school leaders, school staff and governing bodies dated February The Governing Body will appoint a Health and Safety Officer (the HSO/Estates Manager ) and keep an up to date Health and Safety Policy. The HSO is the Estates Manager. 8. The Governing Body will appoint one of their number as a Governor Responsible for Health and Safety and this will be the chairman of the Finance and Facilities committee. 9. HSO/Estates Manager will organize termly health and safety meetings, including SMT, Governor Responsible for Health and Safety, Nursing staff and any other members of staff invited to attend. 10. The Governing Body will review the Health and Safety Policy annually and update, modify or amend it as is considered necessary to meet satisfactory health and safety standards and to ensure the health, safety and welfare of all at Hallfield. 3 11. The Governing Body will ensure that staff are given health and safety training needed for their job and will inform its employees of its Health and Safety Policy and arrangements. 12. The Governing Body requires all employees to pursue its objective for the highest standards of health and safety. The Governing Body will encourage all employees to take an active interest in promoting health and safety, in monitoring performance and in making suggestions for improvements. 13. The Governing Body will ensure that risks to the health and safety of both employees, (teaching and nonteaching), and non-employees, (pupils, parents, visitors and contractors) are assessed, and that effective arrangements for planning, organising, controlling, monitoring and reviewing any measures necessary to control risks are made. The Governing Body will ensure that employees are provided with comprehensible and relevant information on the significant risks of their work and the measures taken to control those risks. 14. The Governing Body will appoint competent people to help it carry out the measures needed to comply with health and safety law. The Governing Body will engage professionally qualified advisors on the effective implementation of its safety policy. 15. The Governing Body will include health and safety on meeting agenda and prioritise actions where resources are needed. 16. The Health & Safety policy is updated on an annual basis with any changes being implemented by the HSO in conjunction with The Bursar, The Governors, and Members of the Health and Safety Committee. 4 HALLFIELD SCHOOL HEALTH AND SAFETY PROCEDURES 1. GENERAL The Governing Body notes the provisions of the Health and Safety at Work etc. Act 1974, which states that it is the duty of every employer to conduct his or her business in such a way as to ensure, so far as is reasonably practicable, that staff and others who may be affected by activities of the School, are not exposed to risks to their health and safety and accepts that it has a responsibility to take all reasonably practicable steps to secure the health and safety of pupils, staff and others using the School premises and participating in school-sponsored activities on or off School premises. It believes that the prevention of accidents, injury or loss is essential to the efficient operation of the School and is part of the good education of its pupils. The aim of the Governing Body is, To provide a safe and healthy working and learning environment for staff, pupils and visitors. The arrangements outlined in this statement and the various other safety provisions made by the Governing Body cannot prevent accidents or ensure safe and healthy working conditions. The Governing Body believes that the adoption of safe methods of work and good practice by every individual can help ensure everyone's personal health and safety. The Governing Body will take all reasonable steps to identify and reduce hazards to a minimum but all staff and pupils must appreciate that their own safety and that of others also depends on their individual conduct and vigilance while on the School premises or while taking part in School-sponsored activities. The Health and Safety Management Structure and Responsibilities are summarised in the table below: Management Structure For Health and Safety Employers The Governing Body Governor Responsible for Health and Safety Health and Safety Officer Estates Manager Responsibilities (See below for detailed responsibilities) Ultimately responsible for implementation of this policy and ensuring that policies are produced, followed, monitored and reviewed to ensure the requirements of health and safety legislation are met, risk assessment carried out, providing the necessary resources. Commitment, planning, day-to-day management, arranging safety checks, risk assessment and training, communication, estates operational and resources management, monitoring and reviewing performance. 5 HSO/Estates Manager has delegated responsibility for overseeing health and safety documentation, advising staff and managing the day-to-day implementation of the Health and Safety Policy in School routines and practices. The HSO/Estates Manager will hold the School health and safety files with all risk assessment forms submitted and records of safety audits. Senior Management Head, Bursar, Deputy Head. The Head, Bursar, Deputy Head, HSO/Estates Manager and Governor Responsible for Health and Safety will work together and assist the HSO/Estates Manager in reporting to the Governing Body. The Bursar will also Chair the Health and Safety Committee. Other Senior Managers Director of Studies, Assistant Head, Head of the Pre-Prep, Deputy Head of Pre-Prep, Nursery and Transition Manager, Hallfieldfirst Manager Other Managers Heads of Department, Year Co-ordinators, Lead First Aider, and Catering Manager Other Staff Teachers, Peripatetic and Visiting Staff, Administrative, Catering, Cleaning and Grounds Staff. External Advisors Safety advisors, building consultants, maintenance advisors etc. invited to give expert assistance. The Senior Management Team will also meet as the Health and Safety Committee, chaired by the HSO/Estates Manager. It will be committed to all policies and will assist the Governor Responsible for Health and Safety in formulating policy and action plans, with day-to-day management, safety checks, risk assessment, communication and encouragement of full participation of all on site. The Health and Safety Committee will invite staff representation. Places will be offered to any health and safety representatives appointed by the Unions. Planning for their special areas, safety checks, risk assessment, communication, day-to-day management, review. Day-to-day management, participation in risk assessment, action, communication, reporting defects, review. Auditing, providing technical advice on standards and legal compliance. 2. THE DUTIES OF THE GOVERNING BODY In the discharge of its duty the Governing Body, in consultation with the Head, and HSO Estates Manager will be aware of the requirements of the Health and Safety at Work Act 1974 and any other health and safety legislation and codes of practices which are relevant to the work of the School, in particular the Management of Health and Safety Regulations 1999 (SI 1999 No.3242) to: assess the risks to staff and others affected by school activities in order to identify the health and safety measures that are necessary and, in certain circumstances, keep a record of the significant findings of that assessment; introduce measures to manage those risks (risk management); tell employees about the risks and measures to be taken to manage the risks; Page 5

6 ensure that adequate training is given to employees on health and safety matters In particular the Governing Body undertakes to provide: a safe place for staff and pupils to work including safe means of entry and exit; plant, equipment and systems of work which are safe; safe arrangements for the handling, storage and transport of articles and substances; safe and healthy working conditions which take account of all appropriate: statutory requirements, codes of practice whether statutory or advisory, guidance whether statutory or advisory; supervision, training and instruction so that all staff and pupils can perform their school-related activities in a healthy and safe manner. All staff will receive health and safety training which is appropriate to their duties and responsibilities and which will be given before an employee commences any relevant work. The Governing Body will ensure, within the financial resources available, that relevant training is provided as required by law. Pupils will receive such training as is considered appropriate to the school-related activities which they are carrying out. All training will be reviewed regularly necessary safety and protective equipment and clothing together with any necessary guidance, instruction and supervision and adequate welfare facilities. 3. THE DUTIES OF THE HEALT H AND SAFETY OFFICER As well as the general duties which all members of staff have (see 6.0), the HSO/Estates Manager has delegated responsibility for the day-to-day maintenance and development of safe working practices and conditions for teaching staff, non-teaching staff, ancillary staff, pupils, visitors and any other person using the premises, or engaged in activities sponsored by the School and will take all reasonably practicable steps to achieve this end through the heads of the appropriate departments, senior members of staff, teachers and others, as appropriate. So far as is reasonably practicable the Governing Body, through the HSO/Estates Manager, will make arrangements for all staff, including temporary and voluntary staff and helpers and those on fixed-term contracts to receive comprehensive information on: this policy; all other relevant health and safety matters; the instruction and training that will be given to all employees so that they may carry out their duties in a safe manner without placing themselves or others at risk. The HSO/Estates Manager is required to take all necessary and appropriate action to ensure that the requirements of all relevant legislation, codes of practice and guidelines are met in full at all times. In particular, the HSO/Estates Manager will: pursue the objectives of the Governing Body in all health and safety matters; Page 6

7 3.4.2 be aware of the requirements of the Health and Safety at Work etc. Act 1974 any other health and safety legislation and codes of practices relevant to the work of the School; be a member of the Health and Safety Committee and advise and assist the Head and Bursar with formulating policy and action plans, with day-to-day management, monitoring and communication and with the encouragement of full participation of all on site in implementation of the School Health and Safety Policy ensure safe working conditions for the health, safety and welfare of staff, pupils and others using the School premises and facilities; ensure safe working practices and procedures throughout the School including those relating to the provision and use of machinery and other apparatus, (including personal protective equipment) so that each task is carried out to the required standards and so that all risks are controlled; consult with other members of staff, including the safety representatives if appointed, on health and safety issues; arrange systems of risk assessment to allow the prompt identification of potential hazards and to ensure that they are dealt with as soon as possible; carry out periodic reviews and safety audits on the findings of the risk assessment, keep records and report to the Governing Body; ensure that effective arrangements have been made; identify the training needs of staff and pupils and ensure, within the financial resources available, that all members of staff and pupils who have identified training needs receive adequate and appropriate training and instruction in health and safety matters; ensure that new employees are briefed about safety arrangements; ensure that new staff receive and read the School s Health and Safety Policies before starting work; ensure that all visitors, including contractors, are informed of any hazards on site of which they may be unaware; ensure that contractors are issued with a contractors policy which clearly sets out their health and safety requirements; ensure that any defects in the premises, its plant, equipment or facilities which relate to or may affect the health and safety of staff, pupils and others are made safe without delay; collate accident and incident information and, when necessary, carry out accident and incident investigations; monitor the standard of health and safety throughout the School including all school-based activities, encourage staff, pupils and others to achieve the highest possible standards and discipline those who consistently fail to consider their own well-being or the health and safety of others; monitor first aid and welfare provision; monitor the management structure, along with the governors; Page 7

8 hold the School s health and safety forms with all risk assessment forms submitted and records of safety audit and checks; Work with the Deputy Head, Head of Pre-Prep and Transition and Nursery Manager in ensuring safe practices throughout the School. 4. THE DUTIES OF THE SENIOR MANAGEMENT TEAM As well as the general duties which all members of staff have (see 6.0), senior managers have delegated responsibility for ensuring that: safe methods of working exist and are implemented throughout their areas of responsibility; Health and Safety regulations, rules, procedures and codes of practice are being applied effectively; staff, pupils and others under their jurisdiction are instructed in safe working practices; new employees working within their areas of responsibility are given training in safe working practices; regular safety inspections are made of their area of responsibility as required by the Head or as necessary; positive, corrective action is taken where necessary to ensure the health and safety of all staff, pupils and others; all plant, machinery and equipment in the areas in which they work is adequately guarded; all plant machinery and equipment in the areas in which they work is in good and safe working order. Toxic, hazardous and highly flammable substances in the department in which they work are correctly used, stored and labelled as under the COSHH regulations; they monitor the standard of health and safety throughout the areas in which they work, encourage staff, pupils and others to achieve the highest possible standards of health and safety and discipline those who consistently fail to consider their own; they monitor the standard of well being or the health and safety of others; all the signs used meet the statutory requirements; all health and safety information is communicated to the relevant persons; they report, as appropriate, any health and safety concerns to the HSO/Estates Manager; encourage all employees to suggest ways and means of reducing risks; encourage staff, pupils and others to promote health and safety; create the management structure for implementing the Governing Body s policy in consultation with the Governing Body and to ensure, at all times, the health, safety and welfare of staff, pupils and others using the School premises or facilities or services or attending or taking part in schoolsponsored activities. The Duties of the Senior Management Team and the Estates Manager Page 8

9 4.2.1 The HSO/Estates Manager has been authorised by the Governing Body and the Head to have delegated responsibility for the day-to-day maintenance of the School buildings and grounds and for the cleaning, maintenance, grounds and catering staff renew the School insurances as appropriate; take remedial action to deal with any problems and hazards which entail repair and maintenance of the buildings and their equipment and facilities, of the grounds and their facilities, of plant, machinery and power supplies, and will inform the Head of any major problems or hazards; arrange for expert checks of emergency/fire alarms, fire doors and fire-fighting equipment, and work with the Fire Point Controller in arranging emergency/fire drills; arrange for regular expert checks of electrical appliances, heating systems, mains power, water, cooling systems, asbestos, and vehicle safety; ensure that hirers, contractors and others who use the School premises conduct themselves and carry out their operations in such a manner that all statutory and advisory safety requirements are met at all times (Refer to Section 7); ensure that contractors and others who use the School premises are advised of any hazards or risks to health and safety of which they may be unaware; make regular safety checks of the buildings and grounds, and assist in the conduct of a formal risk assessment once a year; work with the Deputy Head, Head of Pre-Prep and Nursery and Transition Manager in ensuring safe practices throughout the School. The Duties of the Deputy Head In addition to the general responsibilities detailed above in 4.0, the Deputy Head, who is also the Fire Assembly Point Controller, will pursue the objectives of the Governing Body in all health and safety matters and will be aware of the requirements of the Health and Safety at Work etc. Act 1974 and: other health and safety legislation and codes of practice which are relevant to the work of his area of responsibility; serve on the Health and Safety Committee and advise and assist the Head and the HSO/Estates Manager with formulating policy and action plans, with day-to-day management, monitoring and communication and with the encouragement of full participation of all on site in implementation of the School s Health and Safety policy; be responsible for the assembly points, drill timings and procedures, their implementation throughout the School and any necessary amendments and monitor its effectiveness; oversee health and safety documentation, communication of information and the organisation and reporting of the annual risk assessment to the teaching staff; advise staff and manage the day-to-day implementation of the Health and Safety Policy in school routines and practices; Page 9

10 assist the Head in reporting to the Governing Body. The Duties of the Head of Pre-Prep In addition to the general responsibilities detailed above in 4.0, the Head of the Pre-Prep will: pursue the objectives of the Governing Body in all health and safety matters and will be aware of the requirements of the Health and Safety at Work etc. Act 1974 and other health and safety legislation and codes of practice which are relevant to the work of their area of responsibility; serve on the Health and Safety Committee and advise and assist the HSO/Estates Manager with formulating policy and action plans, with day-to-day management, monitoring and communication advise Pre-Prep, Transition and Nursery and Hallfieldfirst department staff. The Duties of Transition and Nursery Manager In addition to the general responsibilities detailed above in 4.0, the Transition and Nursery Manager will: manage the day -to-day implementation of the Health and Safety Policy in routines and practices in the Pre-Prep and Nurseries (liaising with the Manager of Hallfieldfirst who has a particular responsibility for health and safety in the baby unit). 5. THE DUTIES OF SUPERVISORY STAFF All supervisory staff (e.g. senior managers, heads of departments, year co-ordinators, and non-teaching supervisors), will pursue the objectives of the Governing Body in all health and safety matters and will be aware of the requirements of the Health and Safety at Work etc. Act 1974 and other health and safety legislation and codes of practice which are relevant to the work of their area of responsibility In addition to the general duties which all members of staff have (Refer to Section 6.0) they will report directly to the HSO/Estates Manager or the member of staff nominated by the Head and have delegated day-to-day responsibility for the implementation and operation of the School's Health and Safety Policy within their relevant departments and areas of responsibility. (Nominated staff are the Bursar for administrative and catering, the Estates Manager for maintenance, grounds and cleaning staff, the Deputy Head for Upper School staff and the Head of Pre-Prep. and Nursery Department for Pre-Prep.) They will take a direct interest in the School's Health and Safety Policy and in helping other members of staff, pupils and others to comply with its requirements. As part of their day to day responsibilities they will ensure that: safe methods of working exist and are implemented throughout their departments; health and safety regulations, rules, procedures and codes of practice are being applied effectively; staff, pupils and others under their jurisdiction are instructed in safe working practices; new employees working within their department are given instruction in safe working practices; Page 10

11 5.2.5 regular safety inspections are made of their area of responsibility as required by the HSO/Estates Manager or as necessary; positive, corrective action is taken where necessary to ensure the health and safety of all staff, pupils and others; all plant, machinery and equipment in the department in which they work is adequately guarded; all plant, machinery and equipment in the department in which they work is in good and safe working order; all reasonably practicable steps are taken to prevent the unauthorised or improper use of all plant, machinery and equipment in the department in which they work; appropriate protective clothing and equipment, first aid and fire appliances are provided and readily available in the department in which they work; toxic, hazardous and highly flammable substances in the department in which they work are correctly used, stored and labelled as under the COSHH regulations; they monitor the standard of health and safety throughout the department in which they work, encourage staff, pupils and others to achieve the highest possible standards of health and safety and discipline those who consistently fail to consider their own well-being or the health and safety of others; all the signs used meet the statutory requirements; all health and safety information is communicated to the relevant persons; they report, as appropriate, any health and safety concerns to the appropriate individual: the Estates Manager for problems in his areas of responsibility throughout the School; the Deputy Head for Upper School the Head of the Pre-Prep. and Head of Transition and Nursery for Pre-Prep the Hallfieldfirst Manager. 6. THE DUTIES OF ALL MEMBERS OF STAFF All members of staff are required to: take reasonable care of their own health and safety and that of others who may be affected by what they do at work; co-operate with the School on health and safety matters; do their work in accordance with training and instructions; inform the Health and Safety Officer of any work situation representing a serious and immediate danger, so that remedial action can be taken Staff asked to handle heavy objects must ensure that they have received training in Manual Handling prior to undertaking any lifting or moving. 12 In addition, teachers and other staff have a common law duty to act as any prudent parent would do when in charge of pupils. All staff are expected to familiarise themselves with the health and safety aspects of their work and to avoid conduct which would put them or anyone else at risk. However, if they feel that the procedure is inappropriate (e.g. it is too bureaucratic) they should discuss this with a Member of the Senior Management Team or the Health and Safety Officer and request that it is reviewed. The Head will work with the Governing Body to ensure that the procedures at the School are proportionate, effective and appropriate. In particular all members of staff will: be familiar with the Health and Safety Policy and all safety regulations as laid down by the Governing Body; ensure health and safety regulations, rules, routines and procedures are being applied effectively by both staff and pupils; see that all plant, machinery and equipment is adequately guarded; see that all plant, machinery and equipment is in good and safe working order; not make unauthorised or improper use of plant, machinery and equipment; use the correct equipment and tools for the job and any protective equipment or safety devices which may be supplied; ensure that toxic, hazardous and highly flammable substances are correctly used, stored and labelled; report any defects in the premises, plant, equipment and facilities which they observe; take an active interest in promoting health and safety and suggest ways of reducing risks. 7. HIRERS, CONTRACTORS & OTHERS (SEE FACILITIES HIRE AGREEMENT & CONTRACTORS POLICY) When the premises are used for purposes not under the direction of the HSO/Estates Manager then the principal person in charge of the activities for which the premises are in use will have responsibility for safe practices as indicated in paragraph 3.0 of this document. The HSO/Estates Manager or, for larger building projects, the contractor appointed as project manager under the Construction (Design and Management) Regulations 2007 (CDM), will seek to ensure that hirers, contractors and others who use the School premises, conduct themselves and carry out their operations in such a manner that all statutory and advisory safety requirements are met at all times. When the School premises or facilities are being used out of normal school hours for a school-sponsored activity then, for the purposes of this policy, the organiser of that activity, even if an employee, will be treated as a hirer and will comply with the requirements of this section. When the premises are hired to persons outside the employ of the Governing Body, it will be a condition for all hirers, contractors and others using the School premises or facilities that they are familiar with this policy, that they comply with all safety directives of the Governing Body and that they will not without the prior consent of the Governing Body: Page 12

13 7.4.1 introduce equipment for use on the School premises; alter fixed installations; remove fire and safety notices or equipment; smoke on the premises; take any action that may create hazards for persons using the premises or the staff or pupils of the School. All contractors who work on the School premises are required to ensure safe working practices by their own employees under the provisions of the Health and Safety at Work etc. Act 1974 and must pay due regard to the safety of all persons using the premises in accordance with section 3 and 4 of the Health and Safety at Work etc. Act In instances where the contractor creates hazardous conditions and refuses to eliminate them or to take action to make them safe, the HSO/Estates Manager will take such actions as are necessary to prevent persons in his or her care from risk or injury. The Governing Body draws the attention of all users of the School premises (including hirers and contractors) to section 8 of the Health and Safety at Work etc. Act 1974 which states that no person shall intentionally or recklessly interfere with or misuse anything which is provided in the interests of health, safety or welfare in pursuance of any of the relevant provisions. 8. STAFF CONSULTATIVE ARRANGEMENTS The Governing Body, through the HSO/Estates Manager, has established a Health and Safety Committee that meets on a regular basis and representation on this committee will cover all appropriate areas of work or special hazards, as the needs arise. As a group, the safety representatives of each accredited trade union or staff association, if nominated, will be offered a number of places on this committee and should decide amongst themselves which individuals should sit on the committee. 9. CODES OF PRACTICE AND SAFETY RULES In consultation with the Governing Body (where appropriate) and taking into account the requirements of this statement, the Health and Safety committee will approve (where necessary) codes of practice for the observation of safety requirements in school. From time to time the Department for Education (DfE), the Health and Safety Executive and other regulatory or advisory bodies will issue codes of practice on particular topics for the guidance of HSO/Estates Manager and others who are in control of educational premises, who will normally incorporate such codes into their Health and Safety Policy and Procedures. If the HSO/Estates Manager considers the inclusion of all or any such documents into this policy to be inappropriate, he or she will be required to demonstrate, to the satisfaction of the Governing Body, that he or she has already introduced codes of practice and methods of working which achieve a similar or higher standard of health and safety. RISK ASSESSMENT The HSO/Estates Manager will ensure that a safety audit/risk assessment survey of the premises, methods of work and all school-sponsored activities is conducted annually in the first week of the Autumn Term (or more frequently, if necessary). This survey will identify defects and deficiencies, together with the necessary remedial action or risk control measures. The results of all such surveys will be reported to the Governing Body who will have health and safety as a permanent agenda item. See paragraph 28.0 for further details of the School s risk assessments. 11. EMERGENCY PLANS The HSO/Estates Manager will ensure that an emergency plan is prepared to cover all foreseeable major incidents which could put at risk the occupants or users of the School. This plan will indicate the actions to be taken in the event of a major incident so that everything possible is done to: save life; prevent injury; minimise loss. This sequence will determine the priorities of the emergency plan. The plan will be agreed by the Governing Body and be regularly rehearsed by staff and pupils. The result of all such rehearsals will form part of the regular risk assessment survey and the outcome will be reported to the Governing Body. (Refer to: Fire Risk policy). Page 14

16 12. FIRST AID The arrangements for first aid provision will be adequate to cope with all foreseeable major incidents. The number of certificated first aiders will not, at any time, be less than the number required by law. At the discretion of the Governing Body other staff will be given such training in first aid techniques as is required to give them a basic, minimum level of competence. This level will be agreed by the Governing Body after seeking appropriate advice. The number of such trained, but uncertificated, first aiders will be determined by the Governing Body as that being sufficient to meet the needs of all foreseeable circumstances. Supplies of first aid material will be held at various locations throughout the School. These locations will be determined by the HSO/Estates Manager. They will be prominently marked and all staff will be advised of their position. The materials will be checked regularly and any deficiencies made good without delay. (Refer to: First Aid Policy, Care of Children and Adults Who Are Unwell During The School Day and After School Care policies). Adequate and appropriate first aid provision will form part of the arrangements for all out-of-school activities. (Refer to: First Aid Policy and Visits Out of School policy). All serious accidents are to be reported in the first instance to the Lead First Aider. A record in the Accident Book will be made of each occasion any member of staff, pupil or other person receives first aid treatment either on the School premises or as part of a school related activity. There is an Accident Book in Upper School Medical Room, Pre-Prep First Aid room or Transition Office. Hallfieldfirst have an accident book in each room. Significant incidents or potential hazards are to be immediately reported to the Health and Safety Officer/Estates Manager who should investigate causes. This should lead to remedial measures and an improvement in the School s Health and Safety precautions. (Refer to: First Aid Policy, Care of Children and Adults Who Are Unwell During the School Day and After School Care policies). With regard to the Early Years Foundation Stage provision: the School will ensure that at least one person with a current paediatric first aid certificate will be on the premises at all times when children are present, and will accompany children on school outings the School will ensure that there is a first aid box accessible at all times with appropriate content for use with children. The School will keep a written record of any accident or injury and first aid treatment given to children the School will inform parents of any accident or injury sustained by their child on the same day, or as soon as reasonably practicable, of any first aid treatment given the School will notify Ofsted of any serious accident, illness or injury to, or death of, any child while in the School s care, and of the action taken as soon as is reasonably practicable, but in any event within 14 days of the incident occurring The School will notify the Health and Safety Executive ( HSE ) of any accidents, incidents or dangerous occurrences that require reporting under Reporting of Injuries, Deaths and Dangerous Occurrence Regulations ( RIDDOR ) the School will notify child protection agencies of any serious accident or injury to, or the death of, any child whilst in their care, and will act on any advice from those agencies. RISK ASSESSMENT AND COSHH Formal Annual Risk Assessment As required by law, a risk assessment of potential hazards at Hallfield is reviewed annually in the first full week of each academic year, at the beginning of the Autumn Term All staff are requested to contribute to the assessment and to the day-to-day monitoring of health and safety at Hallfield. The School is divided into areas of responsibility for health and safety. Page 17

18 Staff are asked to check their own areas, preferably by drawing up a safety check list, and where risks are identified, a risk assessment form should be filled in. Senior Management are available to give assistance. Risk Assessment forms are kept in the Main Reception. Special Safety Areas The Science Labs; the Art Room; all P.E. Activity Areas; Technology Rooms; the School Kitchens; Maintenance Workshops and Stores These departments/areas have their own local safety procedures. Heads of Department are responsible for producing these and for keeping them up to date Staff can have access to the health and safety files on request. A report is issued following every annual risk assessment and is displayed in all staff rooms. The report is preceded by action taken to date. COSHH Register COSHH means Control of Substances Hazardous to Health Regulations The law requires employers to control exposure to hazardous substances to prevent ill health. The COSHH register details all substances known to be used in school that could be hazardous. The Register details the substances, where and why they are used, what ill-effects they can cause and how to treat any victim The register is reviewed annually and whenever necessary. Some hazardous substances have to be used but they are kept to a minimum, access is limited to those who need to use them and wherever possible the least hazardous alternatives are used. No-one should bring hazardous substances or materials into School. All cleaning and maintenance materials should be ordered by the School and should undergo a COSHH assessment before being ordered if possible, but in any case before being used The HSO/Estates Manager keeps a copy of the COSHH register. Monitoring Health and Safety Formal termly safety checks are conducted in the first full week of the Spring and Summer Terms. Staff should use safety check lists to record what has been checked. Problems of repair and maintenance should be reported directly to the HSO/Estates Manager but any hazards giving cause for concern should be recorded on risk assessment forms Staff are encouraged to be vigilant at all times throughout the course of each school day and to monitor health and safety in all their procedures The School employs a professional health and safety consultant to audit the health and safety policy and procedures every three years. 17. REPORTING HAZARDS AND OTHER POTENTIALLY DANGEROUS SITUTATIONS In addition to the above whole school assessments and safety checks, all staff should report any concerns about health and safety hazards as they arise to the Head, Deputy Head, HSO/Estates Manager, or to the Head of Pre-Prep, Nursery and Transition Manager or Hallfieldfirst Manager as appropriate. Any possible remedial action should be taken immediately. This may mean something as simple as mopping up a spill Page 18

19 or sweeping up broken crockery. However, if there is imminent danger, children and adults should be moved away from the risk or risk area and the HSO/Estates Manager should be informed as quickly as possible so that they can take the appropriate action The HSO/Estates Manager may be able to deal with concerns straight away by removing the hazard or carrying out a repair. The risk involved may require the completion of a risk assessment form. These forms are available from the Main Reception with instructions for completion printed upon them All health and safety documentation is kept in the School Hazard Book held by the HSO/Estates Manager. Remedial action should also be recorded and where appropriate incorporated into health and safety review and planning Health and safety issues are a regular agenda item at senior management meetings. The Health and Safety Committee and all staff should forward concerns and ideas for improvement to any member of senior management. 18. EMERGENCIES Emergency Procedures and Fire Precautions All pupils are registered in the morning and afternoon All staff and visitors are required to sign in and out so that Main Reception have a record of who is in the building in case of emergency The School will take reasonable steps to ensure the safety of children, staff and others on the premises in the case of fire or any other emergency, and has an emergency evacuation procedure (refer to: Fire Risk Policy ) Fire Drill Officer:- HSO/Estates Manager. (Refer to: Fire Risk policy.) Any problems relating to fire drills should be reported to the HSO/Estates Manager. The Fire Safety Officer for fire exits, routes and fire extinguishers is the HSO/Estates Manager. All problems relating to fire precautions, other than drill procedures, should be referred to the Estates Manager or to any member of the Senior Management Team in his absence Everyone should make regular visual checks to see that fire exits remain unobstructed and routes are clearly signposted. 19. CHECKS OF EMERGENCY PROCEDURES AND EQUIPMENT The HSO/Estates Manager arranges regular checks of our emergency procedures, fire doors and fire equipment. 20. REPORTING OBLIGATIONS All staff and pupils should promote the idea of prevention rather than cure. e.g. The traditional rule of not running in corridors makes a major contribution to accident prevention in schools. (Croner p62.). Page 19

20 Employers are required to report major accidents and certain diseases (See below in 20.2). In the case of Hallfield School, the HSO/Estates Manager will inform the appropriate authority, HSE or the local environmental health department. For more detailed information about first aid at Hallfield and the location of first aid boxes, please refer to: Care of Children and Adults Who Are Unwell During the School Day policy. For accidents during after school care, refer to After School Care policies. The Lead First Aider and the HSO/Estates Manager will analyse the Accident Book each term and advise the Health and Safety Committee on action to be taken. Reporting Accidents to HSE (See Riddor 95 Explained HSE publication and Croner p50-52.) The School will comply with its reporting obligations in accordance with the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR). All major injuries befalling anyone working on the site, or a member of the public or to a child who is taken from the scene of the accident to hospital must be reported to HSE immediately by telephone and a report form (F2508) must be completed and sent within ten days. 21 Explosion Equipment coming into contact with overhead power lines Both of these lists are non-exhaustive examples of major injuries and dangerous occurrences. Infectious Diseases and Major Medical Problems The Lead First Aider will inform the Head and all staff of any infectious diseases and medical problems within school. Reporting Diseases Employers must report certain diseases, Croner pp and the report form F2508A give details of which diseases and to whom they must be reported: to either or both the School Doctor or the Medical Officer of Environmental Health. The Lead First Aider is aware of reportable diseases and has the forms F2508A, or anyone can ring HSE info line to find out which diseases are reportable. The HSO/Estates Manager should be informed and will then report it to the appropriate authority. First Aid Training First Aid refresher courses are held every three years and all staff are encouraged to attend N.B. The Lead First Aider has considerable expertise and experience. Please call on her whenever anything more than very simple First Aid is required. All First Aid treatment must be recorded. 21. HEALTH AND SAFETY TRAINING The School provides all staff with health and safety training needed for their job. Staff whose work entails a greater element of risk will be given training suitable for their job. The training provided by the School includes, but may not be limited to: Manual Handling; Risk Assessment; Fire Safety; Health and Safety; First Aid; Asbestos awareness; Mobile Equipment Work Platforms ( MEWPS ) Safe usage of plant COSHH; and Legionella awareness; Staff should apply to the HSO/Estates Manager for training courses. The Lead First Aider arranges for Paediatric first aid training and monitor s the need for refresher courses. Page 21

22 22. SITE SECURITY AND SAFETY Site Security and Unwelcome Strangers School premises are private property. All parents and visitors to the School should first go to the Main Reception. Parents are expected to treat all members of the School community with respect and maintain an appropriate good standard behaviour when on the premises The School may restrict a parent s access to school premises where they have acted unreasonably or pose a threat to members of the School community. A parent who has been banned from entering school premises is trespassing if he or she does so without the School s permission Staff should notify the HSO/Estates Manager of any strangers on site. Staff may request strangers to leave but should not attempt to use force. If strangers refuse to leave, the HSO/Estates Manager will summon the police. Dogs on Site No dogs are allowed on site without a valid permit issued by the HSO/Estates Manager. Staff may request dogs to be taken off the site but should not attempt to use force. If the request is refused, please inform the HSO/Estates Manager. Movement on Site and in the Buildings Everyone on site should observe the safety rules for moving about the School and surrounding areas, car parks and pathways. They are: keep to the left; not to run, skip or jump; be particularly careful on stairways and steps and give way to anyone carrying heavy loads. The General Environment The HSO/Estate Manager will ensure that the School s premises, including outdoor spaces, are fit for purpose and secure. The School s premises and equipment will be kept clean and comply with the requirements of health and safety legislation The School will ensure that, so far as is reasonable, the facilities, equipment and access to the premises are suitable for children with disabilities Smoking is only permitted in the designated smoking area. The HSO/Estates Manager is responsible for the maintenance of the building and grounds. All staff should report defective heating, lighting, ventilation, obstacles in corridors or by fire escapes, worn or torn carpets, wet floors, leaks, spillages, slip or trip hazards and any other environmental hazards to the HSO/Estates Manager immediately, using the address rdavies@hallfieldschool.co.uk or radio. The HSO/Estates Manager and the maintenance team will carry out remedial work. In the absence of the HSO/Estates Manager, inform the Head, Bursar or any member of the SMT. The HSO/Estates Manager arranges the annual checks for all plant including electrical equipment, gas and power supplies, the boilers and central heating. The Estates Manager is also responsible for the provision of PPEs, handling procedures, the storage and checking of dangerous substances and the maintenance of machinery used by his cleaning, maintenance and ground staff. The HSO/Estates Manager keeps records of all electrical equipment in school. All Heads of Department should submit a list of all their electrical equipment to the HSO/Estates Manager and keep it up-to-date. Page 22

23 Contractors and Hirers The HSO/Estates Manager deals directly with contractors and hirers. (See Contractors Policy) The HSO/Estates Manager will keep staff informed of building projects/maintenance to be undertaken by contractors and of any lettings and will talk to staff three times a year, at the beginning of term staff meeting. 23. STRESS Child Stress Children are given special care by their form teachers who keep a close eye on all their children. Any parental concerns or information about the children are passed on to the form teachers by the Head or Head of Pre-Prep, Transition and Nursery Manager or Hallfieldfirst Manager Parents and children are aware that they can approach any member of staff about pastoral concerns and problems, but that the form teacher is the first port of call. The form teacher should keep senior management informed of any major real concerns All staff follow the School policies on Child Protection Procedures and Guidelines on Practice and Procedures for Child and Teacher Protection which is reviewed annually by the Deputy Head. Adult Stress Any problems should be referred to the Lead First Aider or any member of the SMT. 24. RECREATION Playground Children are always properly supervised by members of staff at break times. Any rough play should be stopped immediately. Staff should follow the Duty Lists provided and carry a radio when on playground duty. Playground equipment checks are organised by the HSO/Estates Manager Staff supervising games activities must carry a radio. Wet Morning, Lunch and Afternoon Breaks for Pre-Prep and Transition Pre-Prep Wet Breaks If it rains during break time, the member of staff on duty should blow the whistle and line the children up form by form. The four year groups are escorted to the wet break areas shown below. If it is raining at the start of break time, the children should be taken directly to the wet break areas. This will require all members of staff who are on duty at lunchtime and at morning break. Morning Wet Breaks Page 23

24 Foundation, Reception and Year 1 are taken to the Pre-Prep hall by their form teachers. Year 2 are taken to the Year 2 balcony by their form teachers. Transition children remain in the Transition department. Lunchtime Wet Breaks Foundation, Reception and Year 1 are taken to the Pre-Prep hall by their form teachers. Year 2 are taken to the Year 2 balcony by their form teachers. Transition children remain in the Transition department. Wet Morning, Lunch and Afternoon Breaks for Upper School At morning break time in the event of wet weather, upper school children will gather in the Upper School hall, some to be supervised there and some in the Sports hall At lunchtime and at afternoon breaks, ad hoc arrangements may apply depending on the availability of rooms. Generally, children will stay in their form rooms or alternative rooms and will be supervised by staff on duty who patrol the corridors and look in to form rooms. 25. WORK EXPERIENCE Any student under the age of sixteen years seeking work experience at Hallfield School must be registered by the Deputy Head or Head of Pre-Prep according to our agreement with the Careers and Education Business Partnership. Students should apply to the Deputy Head, Head of the Pre-Prep or Transition and Nursery Manager. The Head of Pre-Prep or Transition and Nursery Manager will liaise with the Deputy Head in registering all successful applicants. The Deputy Head, or in the case of work experience in Pre- Prep and Transition, the Head of Pre-Prep or Transition and Nursery Manager, will draw up daily work timetables and monitor progress. Anyone on work experience, whether under or over sixteen years of age, will be expected to follow the School s Health and Safety procedures. (Please refer to Work Experience policy.) 26. SAFETY REPRESENTATIVES AND SAFETY COMMITTEE As yet, no safety representatives have been appointed at Hallfield. The Safety Committee comprises the Management Committee plus the Estates Manager, Transition and Nursery Manager and a representative from Accent catering and meets at least twice a year. All members of staff are invited to put forward health and safety concerns to these meetings. 27. REPORTING RISKS IDENTIFIED AT ANYTIME Reporting risks to Health and Safety as they arise If you have identified a need for a minor repair please inform the HSO/Estates Manager. If, however, you have identified a hazard which could cause risk to health and safety, please take immediate action to prevent risk and then, as soon as possible, complete a risk assessment form available from the Main Reception. Information on completing the risk assessment form is printed thereon. Page 24

25 Hand the form/s to the HSO/Estates Manager, Head of the Pre-Prep or Transition and Nursery Manager, who will add their comments and take all necessary steps to deal with the hazard and the risk it threatens. The form will then be forwarded to the HSO/Estates Manager who will take action as appropriate and file the form in the School s health and safety files. Page 25

RISK ASSESSMENTS AND TERMLY SAFETY CHECKS The School does not require a written risk assessment for each and every activity or every time the School undertakes an activity that usually forms part of the school day. A regular check to make sure the precautions remain suitable for such activities is however undertaken. The School recognises that some activities, especially those happening away from the School, may entail higher levels of risk. If it is a new activity, the School will undertake a specific assessment of significant risks. The Head will ensure that the person assigned with the assessment task understands the risks and is familiar with the activity that is planned. All significant findings of that risk assessment will be recorded. If the School plans an activity which may involve caving, climbing, trekking, skiing or water sports, the School will check that the provider holds a licence as required by the Adventure Activities Licensing Regulations Annual Risk Assessment Annual risk assessment reviews will be undertaken in the first full week of the Autumn Term. The School has been divided into areas of responsibility for health and safety to spread the load and to involve all staff directly or indirectly. (See below for areas of responsibility). Termly Safety Checks These will be conducted in the first full week of the Spring and Summer Terms. Areas for Safety Checks and Risk Assessment Look at the tables attached to these procedures below and find the area for which you have responsibility. (This does not preclude you from making comments about any other area.) Please note that some of these areas change with changes in staffing. During the first full week of each Autumn Term please make your annual assessment of risks to health and safety in your area. Please fill in a safety check list and hand it to the HSO/Estates Manager together with any risk assessment forms you have filled in as a result of the check. In the first full week of the Spring and Summer Terms, please check your area again and hand in your check list and any amendments so that we have records of all checks made. In consultation with the Head and Senior Management Team, the HSO/Estates Manager will then write an overall report on the whole school which will be available to all staff and will be presented to the Governors. All documentation will be kept in the School s health and safety files by the HSO/Estates Manager. The Head and the HSO/Estates Manager, together with the Health and Safety Committee, will decide on action to be taken and if necessary, asking Governors for funding. Please check that the necessary action has been taken or reasons have been given for a lack of action. A review of action taken will precede each overall report. 29. PARENTAL CONSENT FOR OFF SITE ACTIVITIES Parents will be told in advance of each activity, where their child will be at all times and of any extra safety measures required. They will be given the opportunity to withdraw their child from the school trip or activity planned. Page 26

27 The School may require the prior written consent from parents for activities that need a higher level of risk management or those that take place outside school hours. These may include, for example, adventure activities, off-site sporting fixtures outside the school day or residential visits. All off-site activities for the EYFS provision which take place (including during school holidays or at the weekend) will require prior written consent from parents. The School will assess the risks and hazards which may arise for the children, and will identify the steps to be taken to remove, minimise and manage those risks and hazards. This assessment will include consideration of adult to child ratios. (Refer to: Visits out of School Policy ) 30. TRIPS ABROAD The School will consider their duties under health and safety law when planning trips abroad. 31. VEHICLES ON SITE No vehicle enters the ring of steel (via either the gate by the kitchen or the gate by the pavilion) between 08:00 and 16:00 with the exception of: School vehicles, including maintenance vans and minibuses; Emergency vehicles; Contractors vehicles when on site works are being undertaken; and Staff and parent vehicles in exceptional circumstances when the upper car park is likely to be very full (eg: Sports Days), by prior arrangement with the Headmaster and the HSO. Any contractor whose vehicle enters the site pursuant to will be accompanied by a member of staff. Staff and parent vehicles entering site pursuant to will be guided by Estates staff at times when the playgrounds are not in use. The site speed limit for all vehicles is 10mph. Wherever possible, vehicles and pedestrians will always be segregated. Page 27
