3 Introduction HABC Level 1 Award in Health and Safety for Construction (QCF) This qualification specification is designed to outline all you need to know in order to offer this qualification in your centre. If you have any further questions, please contact your HABC Account Manager. Qualification details The HABC Level 1 Award in Health and Safety for Construction (QCF) has been accredited by the regulators of England and Wales (Ofqual and the Welsh Government) and is part of the Qualifications and Credit Framework (QCF). It is supported by Construction Skills the Sector Skills Council for the construction industry. Key facts Qualification Number: 601/5075/0 Learning Aim Reference: Guided learning hours (GLH): 54 Credit Value: 6 Assessment Method: Open-response workbook Qualification overview This qualification is designed for learners working in, or aspiring to work in, the construction industry. It will give learners the knowledge to undertake their jobs safely. Successful learners who also complete the CITB Operatives Health, Safety and Environment knowledge test will fulfil the requirements to apply for the CSCS Labourer s card. This qualification covers common hazards and risks in a construction environment, safe manual handling practices, working safely at height and working safely around plant and machinery. It also covers the importance of effective teamwork and communication in ensuring safe working practices are followed in the construction industry. Entry requirements In order to register on to this qualification, learners are required to have a basic level of literacy. Qualification structure In order to achieve the qualification, learners must achieve two mandatory units totalling 6 credits. For full details relating to the units within this qualification please refer to Appendix 2 of this specification. 3

4 Delivery/assessment ratios In order to effectively deliver and assess this qualification, Centres are recommended not to exceed the ratio of 1 qualified tutor/assessor to 12 learners in any one instance. If Centres wish to increase this ratio, they must first request approval from HABC. Guidance on delivery It is recommended that the qualification is delivered over a five day period with supporting homework in order to meet the guided learning hour value of 54. It is important for Centres to note that guided learning hours are not the same as contact hours and so a variety of methods can be employed in order to meet this learning time. Guidance on assessment This qualification is assessed by completion of a written workbook issued by HABC. This assessment is an ongoing assessment of learner knowledge throughout the duration of the course. Successful learners will have to demonstrate knowledge and understanding across the qualification syllabus. This assessment is supported and assessed by the nominated tutor/assessor and records must be maintained and held at the centre for quality assurance purposes. Guidance on quality assurance HABC require Centres to have in place a robust mechanism for internal quality assurance. Internal quality assurance must be completed by an appropriately qualified person. This person must not have been involved in any aspect of the delivery or assessment of the course they are quality assuring. External Quality Support (EQS) visits from HABC will take place until direct claim status is achieved. HABC will support Centres with quality assurance by conducting engagement visits to ensure and verify the effective and efficient delivery and assessment of qualifications. Centre requirements In order to effectively deliver this qualification, Centres must have the following resources in place: If appropriate, a classroom with suitable seating and desks Projector, if using presentation slides (If delivering by distance learning) access to a suitably qualified tutor/assessor 4

5 Age ranges These qualifications are approved for delivery to learners aged 16+. Geographical coverage These qualifications are suitable for learners in England, Wales and Northern Ireland. Tutor requirements HABC requires that nominated tutors hold a qualification in the relevant subject area AND have experience in a construction environment. Suitable subject area qualifications may include: Degree of Dip.HE in a related subject such as: Environmental Health, Occupational Health and Safety, or one that contains elements of these. HNC/D in a related subject (as outlined above); Level 3 or 4 qualification in Health and Safety, or equivalent; IOSH Managing Safely; NEBOSH Diploma in Occupational Health and Safety; NEBOSH General Certificate in Occupational Health and Safety; NEBOSH Certificate in Construction Health and Safety; Suitable experience and/or expertise upon agreement from HABC. Nominated tutors must also have either a teaching qualification or teaching experience. Suitable teaching qualifications include: HABC Level 3 Award in Delivering Training; Level 3 PTLLS, or above; Level 3 Award in Education and Training, or above; Diploma or Certificate in Education; Bachelors or Masters Degree in Education; City and Guilds Teachers Certificate or equivalent; Level 3 or 4 NVQ in Training and/or Development; or Proof of at least 30 hours of training in any subject. Nominated tutors should also be able to demonstrate relevant experience and knowledge in a work context and provide evidence of engagement with the subject field and continuing professional development. Assessor requirements HABC requires that assessors of this qualification hold a qualification in the relevant subject area and have experience in a construction environment, as specified in the nominated tutors section above. It is not a requirement that assessors of this qualification hold a formal assessing qualification however it is recognised as good practice. The assessor and nominated tutor for a course may be the same person. Assessors should also be able to demonstrate relevant experience and knowledge in a work context and provide evidence of engagement with the subject field and continuing professional 5

Internal Quality Assurance (IQA) requirements HABC require that IQA officers of this qualification hold a qualification in the relevant subject area and have experience in a construction environment, as specified in the nominated tutors section above. It is not a requirement that IQA officers of this qualification hold a formal IQA qualification however it is recognised as good practice. Reasonable adjustments and special considerations HABC has measures in place for learners who require additional support. Please see the HABC Reasonable Adjustments Policy. ID requirements All learners must be instructed to bring suitable identification to the assessment to be checked by the assessor. This instruction should be given ahead of the course/assessment when the learner registers and/or with any pre-course materials. It is the responsibility of the Centre to have systems in place to ensure that the person taking an assessment is indeed the person they are purporting to be. All Centres are therefore required to ensure that each learner s identification is checked before they are allowed to undertake the assessment. HABC will accept the following as proof of a learner s identity: Valid passport (any nationality) Signed UK photo card driving licence Valid warrant card issued by HM Forces, Police Other photographic ID card, e.g. employee ID card (must be current employer), student ID card, travel card For more information on learner ID requirements, please refer to the HABC Core Manual. 7 Appendix 1: Rules of Combination In order to achieve the HABC Level 1 Award in Health and Safety in Construction (QCF) learners must achieve a minimum of 6 credits overall.
