1 OVERVIEW OF JPO ASSIGNMENT OPPORTUNITIES AT COUNTRY OFFICES, REGIONAL OFFICES, WHO/HQ and IARC November 2018 Multiple Duty Stations MDS/17/0 1 Programme/Are a of work Maternal, Newborn, Child and Adolescent Health Bangladesh, Cote d Ivoire, Ethiopia, Ghana, India, Nigeria, Uganda or Tanzania In the context of the health-related Sustainable Development Goals and the Global Strategy for Women s, Children s and Adolescents Health , the Department is building a global network for improving the quality of care in maternal, newborn and child health services. The network brings together committed government, implementation partners and funders with the aim to accelerate progress in reducing preventable maternal, newborn and child mortality and improving health outcomes. Members of the network are committed to implement a standardsbased approach using evidence-based implementation interventions and to contribute to a learning platform that will enable exchange of experience and joint learning. At present, 9 countries are engaging in the network. They include Bangladesh, Cote d Ivoire, Ethiopia, Ghana, India, Malawi, Nigeria, Uganda and Tanzania. In each country WHO country offices fulfil a facilitating role to support government in i) development of a national governance mechanism and quality of care strategy, ii) development of national standards for quality of maternal, newborn and child care, iii) bringing partners together around the implementation of one national plan for improving quality in maternal, newborn and child health services, iv) facilitating a national learning platform for quality improvement and v) tracking progress towards results. The Junior Professional Officer (JPO) will work as part of the WHO country team in each of these areas and particularly focus on seamless coordination of activities, within the country as well as with the global secretariat in MCA. 2 WHO Regional Office for the Africa 2 AF/17/04 Programme/Are a of work Emergency Preparedness and Response Nairobi, Kenya Reporting to the WCO WHE Cluster lead, or the Incident Manager (during emergencies) and under the overall guidance of the Head of WHO Country Office, the Junior Professional Officer (JPO) will be assigned to support the WHE team for the effective coordinating of WHO operations to ensure the timely delivery, effective and efficient implementation of the activities, to achieve the best attainable health status for the populations that WHO serves. The JPO may work with technical programmes in a challenging environment, in which there are multiple players including the national health authorities, other public sector ministries, emergency and development partners, UN Agencies, civil society organizations and academic institutions. The JPO will support the WHE team to oversee quality assurance of health services and programs delivered by implementing and operational partners to WHO. AF/17/03 Communicable Diseases Brazzaville, Republic of Congo Supervisor: WHO Representative/Kenya The Junior Professional Officer (JPO) will support the Communicable Diseases Cluster, WHO Regional Office for Africa in the formulation, development and implementation of WHO activities to reduce the burden of communicable diseases, particularly HIV/AIDS, hepatitis, tuberculosis, malaria and Neglected Tropical Diseases in the African Region. Throughout the assignment, the JPO will collaborate with teams across WHO Country Offices, AFRO and WHO Headquarters, as well as with relevant regional and global health initiatives and United Nations organizations. AF/17/01 Access to health commodities Brazzaville, Republic of Congo Supervisor: Medical Officer, Communicable Diseases Cluster The Junior Professional Officer (JPO) will assist the Health Systems and Services Cluster in the preparation, provision and coordination of WHO technical assistance to Member States in the African Region in their efforts to improve access to essential medicines and health technologies for communicable and non-communicable diseases, for the adult and paediatric population. Throughout the assignment, the JPO will collaborate with teams across WHO Country Offices, AFRO and WHO Headquarters, as well as with relevant regional and global health initiatives and United Nations organizations. 3 WHO Regional Office for the Eastern Mediterranean 3 EM/18/04 Programme/Ar ea of work Country Health Emergency Preparedness & International Health Regulations Cairo, Egypt Programme Officer The Junior Professional Officer (JPO) provides support to the Country Health Emergency Preparedness & the International Health Regulations (CPI) Unit s work regarding primarily capacity building activities and the prevention and management of zoonotic diseases under the One Health approach within the EMRO Region. The JPO will also provide support to the unit s work in coordinating meetings with partners and government institutions, facilitating information exchange, performing assessments, and liaising across relevant UN agencies involved in One Health activities. Supervisor: Program Area Manager, Country Health Emergency Preparedness and International Health Regulations (CPI) EM/18/03 Gender, Equity and Human Rights Kabul, Afghanistan Under the overall supervision of the WHO Representative, the Junior Professional Officer (JPO) will support the mainstreaming of gender and human rights into health programmes. Specifically, the JPO will support the implementation of a project focusing on strengthening health sector response to gender-based violence in Kabul and in the provinces. The JPO will also assist in providing technical support to WHO in the areas of communications, external relations and resource mobilization. The JPO will support coordination and collaboration with relevant stakeholders in above-mentioned areas. Supervisor: WHO Country Representative EM/18/02 Health Emergency Information & Risk Assessment Cairo, Egypt Under the supervision of the Health Operations Monitoring and Data Collection (MDC) Team Lead, the Junior Professional Officer (JPO) will work in a team of professionals who provide Member States with a support for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners. The JPO will contribute to the development of procedures and tools for the detection and the risk assessment of public health events and for the monitoring of response; he/she will participate in the establishment of Regional and national repositories of information on public health events; he/she will contribute to the development of training modules and to capacity building in Member States with focus on enhancing epidemiology and information management core competencies. When required, he/she will be deployed in areas affected by emergencies and outbreaks to provide technical assistance (subject to donor approval). He/she will interact regularly with other technical and administrative WHO staff members.

4 Supervisor: Programme Area Manager, Health Emergency Information and Risk Assessment 4 EM/18/01 EM/17/03 EM/17/02 Health Advocacy and Communication s Tobacco Free Initiative Health and Human Rights Jerusalem The Palestinian health sector is highly fragmented with a continued geographical and political split, a multitude of actors, and with the need for stronger stewardship by national and better health information management and research to inform policy decisions. The Junior Professional Officer (JPO) will be responsible for supporting the right to health advocacy program in West Bank and Gaza. The program is focused on health access and gender, equity and human rights mainstreaming in health programs. The JPO will liaise with the health sector partners, especially the Palestinian Ministry of Health, to support the promotion, documentation, reporting and advocacy of health and human rights. Supervisor: Head of Office Cairo, EMRO The Junior Professional Officer (JPO) will work with WHO s to assist governments in the EMR region in their development and implementation of national tobacco control economic related policies, strategies and plans and assist WHO in the preparation, provision and coordination of technical support to countries in the areas of tobacco control economics and innovative financing. The JPO will also assist EMRO in information sharing of best practices and putting forward future plans for country needed actions and activities in the area of tobacco products economics and taxation. The JPO will in addition support the work in the Region related to economics of growing tobacco and the alternatives to it. Supervisor: Regional Advisor, Tobacco Free Initiative Cairo, EMRO Under the direct supervision of the Medical Officer Policy and Health Planning,, the Junior Professional Officer (JPO) will contribute and support the Programme at WHO/EMRO to support cross-cutting priorities for integrating human rights based approach in the national health systems of the countries of the Eastern Mediterranean region and national public health programmes. In so doing, the JPO will assist the Medical Officer, Policy and Health Planning to support areas of capacity building, governance, accountability, generating of evidence, and health equity analysis and integration in relevant policies. 5 WHO Regional Office for Europe 5 EU/18/04 Programme/Ar ea of work Migration and Health Copenhagen, EURO The Junior Professional Officer (JPO) will be assigned to provide technical support to MIG in developing and implementing activities related to promoting awareness, political commitment and action relating to conditions that make migrants, refugees and asylum seekers vulnerable to ill-health. EU/18/03 Health Technologies and Pharmaceuticals Copenhagen, EURO Supervisor: Programme Coordinator, PCR/MIG Under the supervision of Programme Manager, the Junior Professional Officer (JPO) will work within the Health Technologies and Pharmaceuticals Unit and will give technical advice and provide operational support on systems/processes for introduction and responsible use of medicines and medical devices. Particular focus will be on evidence based approaches to selection, regulation, financing and reimbursement of medicines so as to balance access and costeffectiveness with the aim of supporting member states in further development of their systems for efficient management of pharmaceutical expenditure to better respond to the health challenges of the 21st century and moving towards UHC. EU/18/02 Health and Sustainable Development Copenhagen, EURO Supervisor: Programme Manager, Health Technologies and Pharmaceuticals The Junior Professional Officer (JPO) would support the WHO Regional Office for Europe activities in the area of health and sustainable development. Primarily, this would include to support the Coordinator on health and sustainable development in the production of evidence based technical resources by SDG targets; policy summaries and policy briefs on the cross cutting aspects of the SDG roadmap (e.g. health financing, public health services, etc.); SDG country snapshots through the WHO Heads of Offices; technical material in support of country missions; and country capacity building material. The JPO, as of the nature of the program, would be working with all programmatic areas within the WHO European Region, and provide technical support to the WHO country offices. The SDG program provides a large opportunity for learning on all health related aspects and covers the large dimension of public health policies. The SDG program would allow the incumbent to be in contact with a range of stakeholders, in particular UN agencies. Supervisor: Coordinator Health and Sustainable Development (SDG) EU/17/06 Knowledge Management, Evidence and Copenhagen, EURO The Junior Professional Officer (JPO) will be assigned to provide technical support to Knowledge Management, Evidence and Research for Policy-making (KER)in promoting, facilitating and strengthening evidence-informed policies in Member States. The work is in the context of

6 Research for Policy-making implementing the Action Plan to Strengthen the Use of Evidence, Information and Research for Policy-making in the WHO European Region, in particular in Evidence syntheses for policy-making: 6 EU/17/05 Knowledge Management, Evidence and Research for Policy-making Copenhagen, EURO EU/17/04 Health Policy Brussels, Belgium EU/17/03 Legal Copenhagen, EURO Health Policy Analyst Legal Officer Supervisor:, DIR/KER The Junior Professional Officer (JPO) will be assigned to Knowledge Management, Evidence and Research for Policy-making (KER)to assist with promoting and facilitating evidence-informed policies in Member States. The JPO will assist with the implementation of the abovementioned Action plan, in particular, on strengthening national health research. Supervisor:, Knowledge Management, Evidence and Research for Policy-making The Junior Professional Officer (JPO) will contribute to WHO office at the EU (WEU) s efforts in advancing global and achieving the health-related Sustainable Development Goals within the framework of the EU s current and future public health, humanitarian and development policies, and cooperation strategies. Supervisor: WHO Representative to the WEU, Brussels The Junior Professional Officer (JPO) acts as an adviser in legal matters. Work is carried out in close consultation with and guidance from Head of the Legal Unit. Guidelines available are in the form of existing legislative texts, practices and precedents. The JPO is expected to refer to WHO Constitution, World Health Assembly, Regional Committee and EB resolutions and decisions, treaties, customary international law and general legal principles, WHO Regulations and Rules, WHO Manual, established policies and practice of the Organization, including the applicable WHO Policy on Engagement with Non-State Actors, and the Code of Ethics and Professional Conduct. 7 WHO Regional Office for South - East Asia 7 SE/18/03 Programme/Ar ea of Work Operational Research, WHO Health Emergency Programme New Delhi, India Under the EMO (Supervision of the Emergency Operations of the Health Emergencies Programme) lead, the Junior Professional Officer (JPO) will support EMO s response operations to integrate research projects with humanitarian assistance; coordinate with relevant WHO technical units, (field) offices and operational partners (including through the Global Outbreak Alert and Response Network GOARN) on design, execution, documentation and follow-up of high-quality, ethical operational research; and support the establishment of regional linkages to promote research in emergency operations. The JPO assignment would contribute towards WHO s work on SDG 3, Ensure healthy lives and promote well-being for all at all ages, SDG 17 Strengthen the means of implementation and revitalize the global partnership for sustainable development and also to target 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries. Supervisor: EMO lead The Junior Professional Officer will work alongside the Director and other relevant Technical Officers on all activities of the APO. The principle areas of work include the following: SE/18/02 Asia Pacific Observatory on Health Systems and Policies New Delhi, India Participate in oversight of Research Hub network s production of: Health Systems in Transitions reviews (comprehensive health sector reviews), Policy Briefs, and Comparative Country Case Studies on a variety of health policy topics. This will include both start-up activities working on commissioning the work / framing the issue, assisting in monitoring of on-going studies, and late stage peer review process, quality assurance in design and layout; Participate in research projects managed by the Secretariat, including comparative analyses and secondary publications published in peer review journals; Working with local consultants and interns, and the APO Director assume responsibility for the implementation of the APO communications strategy and activities, including updating the APO web site, Facebook page, drafting periodic enewsletter, electronic dissemination of APO products; Assist in the APO management practices, including the updating of the APO Medium Term Strategy, Annual Activity Work Plan, Monitoring and Evaluation Framework. In addition to work related to the APO listed above, the Junior Program Officer will take part in SEARO Department of Health Systems Development activities, and collaborate with SEARO

8 s and be exposed to the wider SEARO program of work. 8 SE/18/01 Ageing New Delhi, India Supervisor: Director, Asia Pacific Observatory on Health Systems and Policies The Junior Professional Officer (JPO) will support the Healthy Ageing programme area in WHO s efforts to providing continued technical and programmatic support to the Ministries of Health of Member States in building partnerships with other UN agencies and other stakeholders including academic, professional bodies, nongovernmental organizations, media and civil societies, etc. Supervisor: Coordinator (Health and Life-Course) WHO Regional Office for the Western Pacific Programme/Are a of work WHO Headquarters Programme/Area of work Assignment Summary of Assignment HQ/18/21 Secretariat of the United Nations Interagency Task Force on the Prevention and Control of Noncommunicable Diseases The Junior Professional Officer (JPO) will be part of the Task Force Secretariat, contributing to the overall work of the team, but with a particular focus in promoting Task Force action at the country level, including monitoring and evaluating the impact of the work of the United Nations system at country level Supervisor: Head of Secretariat, United Nations Interagency Task Force on the Prevention and Control of Noncommunicable Diseases HQ/18/20 The Office of the Assistant Director-General of the External Relations Cluster External Relations Officer The External Relations Officer will support WHO s external engagement function by strengthening and broadening WHO s participation in high-level forums in order to advocate the importance of health as a key driver for sustainable development and global prosperity. Based in the External Relations Cluster he/she will conduct political analyses of global and regional stakeholders, develop strategic engagements to enhance existing collaborations and initiate engagements in selected new forums, and support the participation of WHO delegation in high-level events such as the G7 and G20 Summits. 9 HQ/18/19 Violence and Injury Prevention Management Under the supervision of the Coordinator, the Junior Professional Officer (JPO) promote, develop, and implement the Organization's activities in the treatment of chronic respiratory diseases, cardiovascular diseases, and diabetes in collaboration with WHO colleagues, Member States and external partners. The JPO will contribute to implement activities in the context of the Global Action Plan for the Prevention and Control of Noncommunicable Diseases and the attainment of the related targets, by assisting member states and partners to strengthen their management of cardiovascular diseases, diabetes and chronic respiratory diseases. 9 Supervisor: Coordinator MND HQ/18/18 Emergency Operations Under the direct supervision of the Senior Emergency Officer, the Junior Professional Officer (JPO) will provide country support to humanitarian emergencies through tracking humanitarian health issues, sharing this information as needed, flagging key issues of concern, reviewing project proposals, reports and other communications to back up response and coordination across Country, Regional and HQ Offices and technical programmes. The JPO will also facilitate and attend regular teleconferences with relevant Regional and Country Office teams. Through these activities and other opportunities, WHO will provide mentoring and other opportunities to strengthen the JPO s understanding and competency in emergency readiness and response to further their personal and career development. Supervisor: Senior Emergency Officer HQ/18/17 Evaluation Office Evaluation Officer Under the leadership of the Director-General s Representative for Evaluation and Organizational Learning, the Junior Professional Officer (JPO) will assist the Evaluation Office with the implementation of the framework for strengthening evaluation and organizational learning throughout the Organization. In particular, the JPO will participate as a member of the evaluation team in corporate evaluations commissioned or conducted by the Evaluation Office. Supervisor: Director-General s Representative for Evaluation and Organizational Learning HQ/18/16 Finance Finance Officer The Junior Professional Officer (JPO) will be given the opportunity to work with the Expenditure, Compliance and Policy unit. The unit is responsible for analysing, monitoring and reporting on expenditures on a global level for the WHO. The JPO will have a unique opportunity to interact with senior financial managers and develop a broad overview of the financial structure of the WHO. Under the general supervision of the Head, Expenditure Analysis and Control, the JPO will assist in the development of reporting tools and be directly assigned operational reporting and analysis responsibilities. Improved analysis of WHOs expenditure is an important component in WHOs overall reform and efficiency initiatives. Expenditure reporting is managed through an Enterprise Resource Management System (Oracle). The JPO will also have the opportunity to assist in other financial areas such as revenue or general ledger. The assignment will be based at the WHO

10 headquarters in Geneva with a possibility to rotate to one of the six regional offices for a period. 10 Supervisor: Head Expenditure Analysis and Control HQ/18/13 Gender, Equity and Human Rights Techcnial Officer Under the supervision of the GER Programme Officer, in coordination with the GER Team Leader, the Junior Professional Officer (JPO) will join a team of professionals to support cross-cutting priorities for mainstreaming gender, equity and human rights over a two-year period. The JPO will carry out technical work and assist the staff through contributing to development of a 5-year equity-gender-rights strategy, develop and conduct baseline survey for equity-gender-rights criteria across three levels; developing equity-gender-rights training package and assisting with programlevel action plans and score card. HQ/18/10 Office of the Assistant Director-General Techcnial Officer Supervisor: Programme Officer, FWC/GER The Junior Professional Officer (JPO) will support the work of the office of the ADG/HMM both within the HMM Cluster, both with internal and external partners and assist in providing technical advice and input. He/she will work closely with the office of the ADG team on a daily basis to contribute to the managerial and communications functions of the office. HQ/18/08 WHO Centre for Health Development (Kobe) Economist Supervisor: in the Office of the Assistant Director General As a member of the WKC team, under the guidance of the, UHC, Health Systems and Population Ageing and the Director of the WKC, the JPO will work in close collaboration with technical staff within the WKC, WHO HQ, Regional and Country Offices, as well as multiple stakeholders, to support a program of economics research in support of UHC, with a particular emphasis on health systems response to demographic change. The JPO will collaborate and engage with key stakeholders, health economics networks, government officials, UN agencies, private sector and civil society to ensure that needs are identified and well understood, that research questions are developed accordingly, and that scientifically sound economics research is conducted effectively and efficiently bringing together relevant perspectives and disciplines. Supervisor:, UHC, Health Systems and Population Ageing, WHO Centre for Health Development (WKC) HQ18/03 Vector Ecology and Management The Junior Professional Officer (JPO) will be responsible for analysing epidemiological and economic/financial data on a group of vector borne diseases and for preparing country maps indicating priority areas for the implementation of strategies in each endemic country. This task will be performed by applying the methodology developed in the NTD department, including the cost and cost-effectiveness of interventions across different settings. 11 11 HQ/18/02 Office of the Legal Counsel Associate Legal Officer To assist the Legal Counsel and the legal officers in the Office of the Legal Counsel, in the provision of legal advice and services related to the following areas: a) Constitutional, international and administrative legal questions b) General protection of the legal interests of the Organization c) Funding, project and other agreements and commercial contracts d) Administrative and personnel matters e) Other functions as required, including research in several areas of international law such as trade and human rights Supervisor: Senior Legal Officer HQ/18/01 Essential Medicines and Health Products Under the overall supervision of the Programme Manager, Global Cooperation on Assistive Technology (GATE initiative), the Junior Professional Officer (JPO) will assist the team in the implementation of activities as follows: Assist in the implementation of the Global cooperation on Assistive Technology initiative, coordination with other WHO teams and clusters and external partners, including WHO Member States, other UN agencies, professional associations and non-governmental organizations; Support the development of technical documents, standards and tools in relation to the procurement and supply chain of priority assistive products, and contribute to implement assistive technology service provision in countries; Assist in the planning and organization of technical briefing seminars, regional and global technical and coordination meetings (prepare background materials, documents, draft minutes) and participate in collaborative networks; and Contribute to the development of advocacy materials and outreach towards the donor community. Supervisor: Programme Manager, Innovation, Access and Use Team, Department of Essential Medicines and Health Products HQ/17/12 Essential medicines and health products policy and governance The Junior Professional Officer (JPO) will assist PGK Team in undertaking research, developing normative documentation and advocacy materials, drafting strategic documents and assisting in the provision of technical support to other WHO teams and to countries in their efforts to improve access to essential medicines and health technologies. Throughout the assignment, the JPO will work closely with Coordinator, Policy, Knowledge Management and Governance Team and will

12 collaborate with other teams in the Department of Essential Medicines and Health Products and across the HIS cluster. 12 Supervisor:, Policy, Knowledge Management and Governance Team HQ/17/09 Health Information Management Epidemiologist Under the supervision of the HIM/cholera focal point, the Junior Professional Officer (JPO) will be part of the MDC unit. Specifically she/he will a) Contribute to early detection of outbreaks through daily management and analysis of data and reports received b) Contribute to outbreak risk assessment, outbreak monitoring and response gaps analysis c) Contribute to institutional memory through the maintenance of a global cholera database and repository d) Contribute to the documentation and understanding of the dynamic of cholera outbreaks worldwide Supervisor: Team manager, Data Monitoring and Collection Unit, Health Information Management department HQ/17/06 Access to essential health commodities The (JPO) will assist the Policy, Access and Use Team in undertaking research, developing normative documentation and assisting in the provision and coordination of technical support to countries in their efforts to improve access to essential medicines and health technologies for communicable and non-communicable diseases. Throughout the assignment, the JPO will collaborate with other teams in the Department of Essential Medicines and Health Products, across the HIS cluster, as well as with relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID etc.) and UN organizations. Supervisor: Coordinator, Policy, Access and Use Team, Department of Essential Medicines and Health Products HQ/17/02 Addressing quality and safety of health commodities The Junior Professional Officer (JPO) will assist the Regulatory Systems Strengthening Team in developing and implementing the new WHO operational model for regulatory systems strengthening that involves the establishment of effective regional and global regulatory coalitions as well as a network of centres of excellence. Throughout the assignment, the JPO will collaborate with other teams in the Department of Essential Medicines and Health Products, across the Health Systems and Innovation (HIS) cluster as well as with relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID, BMGF, USAID, etc.)

Supervisor: Coordinator, Regulatory Systems Strengthening Team, Department of Essential Medicines and Health Products 13 HQ/17/01 Reducing the neglected global health burden caused by snakebites The Junior Professional Officer (JPO) will support the Regulation of Medicines and other Health Technologies Unit in the development and implementation of a project to reduce and control the global health burden caused by snakebites. The project is a collaboration between the Department of Essential Medicines and Health Products and the Department of Neglected Tropical Diseases, and will be guided by a multi-stakeholder Roadmap. Throughout the assignment, the JPO will collaborate with teams across the Department of Essential Medicines and Health Products, across the HIS cluster, as well as with relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID etc.) and United Nations organizations. Supervisor: Coordinator, Technologies and Standards Team, Regulation of Medicines and other Health Technologies Unit IARC -Lyon IARC/18/01 Programme/Ar ea of work Resource Mobilization IARC, Lyon Resource Mobilization Officer Joining a team of four, the Junior Professional Officers (JPO) will be tasked with supporting the major RM activities of IARC including the organization of the IARC Partner Conference, and related activities including the coordinating and editing of a newsletter and other communication materials. The work will consist of exploiting the corporate contact database to find creative ways to reach out to strategic partners and to keep them engaged. The implementation of a Client Relationship Management function is an explicit long term objective of the team and of the Agency and the JPO will be expected to research and recommend suitable options. The position also requires collaborations with the IARC Communications Group to develop a long term engagement strategy, including standardized and aggregated reporting, newsletters and news tweets. The JPO will also be enlisted in the efforts related to donor mapping and funder matching with the ambitious goal to establish a comprehensive repository of the cancer funder landscape. Linked to this activity is an ongoing study to quantify the global cancer research funding market, which is a supplementary report activity to build the case for further cancer research funding and particularly support to prevention research.
