1 OVERVIEW OF JPO ASSIGNMENT OPPORTUNITIES AT COUNTRY OFFICES, REGIONAL OFFICES AND WHO/HQ April 2015 WHO Regional Office for the Africa Profile AF/15/02 Programme/Are a of work Health Emergency Preparedness and Response Office Assignment Summary of Assignment Maputo, Mozambique The Junior Professional Officer (JPO) will work in the WHO Country Office in Mozambique (WCO Moz) under the overall guidance of the WHO Representative, the direct supervision of the technical officer responsible for emergency preparedness and response and in collaboration with the technical officers of the DPC cluster. The JPO will be expected to contribute to 1) WHO s role in the humanitarian response during public health emergencies and 2) prevention and control of communicable diseases. Supervisor: WHO Representative AF/15/01 Health Systems and Services Brazzaville, Republic of Congo Programme Officer The Junior Professional Officer (JPO) will work with WHO s to assist governments in the African region in their development and implementation of national health policies, strategies and plans and assist WHO in the preparation, provision and coordination of technical support to countries in the areas of health financing, health workforce, health research and information; and medicines and health technologies. The JPO will also assist AFRO in its contribution and coordination of the Harmonization for Health in Africa partnership and other region-wide health initiatives and assist in resource mobilization. 2 2 WHO Regional Office for the Americas Profile AM/14/04 Programme/Are a of work Neglected Infectious Diseases Office Assignment Summary of Assignment Washington, PAHO Project Officer Support Under the general orientation of the Unit Chief, Neglected, Tropical and Vector Borne Diseases Unit (CHA/VT), and the direct supervision of Regional Advisor for NIDs, the Junior Professional Officer (JPO) will be responsible for, but not necessarily limited to, the following: Collaborate with the Regional program towards the implementation of the guideline for integrated plans of action for NIDs Support the Regional program to provide technical cooperation for surveillance of NID in LAC, including monitoring and evaluation of indicators of the PAHO s Directing Council Resolution CD49.R19. Collect, analyze and disseminate information of NID in LAC, contributing to strengthen the regional databases and providing support for report of data requested by WHO for the preventive chemotherapy bank Provide support for technical cooperation to countries in LAC to complete the joint report form of NID, including the coordination with the partnership conformed by the Task Force for Global Health, Children Without Worms and WHO for the inventory of NGOs doing deworming in LAC Provide support for the review of survey protocols for prevalence of NID in LAC and follow-up for the implementation of surveys in priority countries. Support the NID Team with the organization of regional meetings for trachoma, lymphatic filariasis, monitoring and evaluation of NID, financial gap analysis and integration of deworming for soil-transmitted helminths within public health programs which target children under 15 years old. 3 AM/14/03 Emergency Preparedness and Disaster Relief Washington, PAHO Health Data Analyst Under the guidance of the Department Director and the direct supervision of the Advisor of the Emergency Operations Center (EOC), the Junior Professional Officer (JPO) will be exposed to health and humanitarian response and public health information gathering by monitoring of the information sources such as websites related to Disasters and emergencies, new media, and interaction with the Offices for Emergency Preparedness and disaster Relief in the region or PAHO/WHO disaster focal points in the countries. 3 The assignment will also provide on the job training in disaster assessment and data analysis by interacting with counterparts and offices of countries in the region. The work will be focused in Latin American and Caribbean countries. Supervisor: Advisor, Emergency Operations

4 AM/14/02 Resource Mobilization Port-au Prince, Haiti Project Management Officer Under the guidance of the WHO/Haiti Representative, the direct supervision of the country Program Management Advisor and in support to projects team s leaders, the JPO will support resources mobilization efforts, draft reports and advocacy material. 4 In particular the the Junior Professional Officer (JPO) will: Contribute to monitoring and reporting on funding trends, emerging opportunities offered by partners, and donors priorities related to PAHO/WHO technical cooperation Support Country office team leaders and technical staff in developing project proposals, consolidating/beefing up reports and bulletin to donors and partners; Support the Country office management team in programing and reporting Constantly look at opportunities to communicate and document impact and products of PAHO/WHO Haiti cooperation with governments, NGO s, bilateral donors, Universities, Red Cross movement, intergovernmental bodies such as Caricom or OAS and agencies in Haiti and outside of the country. Contribute to UN country team and management group and keep donors and others regularly informed of health success stories and results; Participate at technical meetings to share intelligence, connect partners and look for health synergies to build Ministry of Health capacity. Propose, promote and contribute to the elaboration of technical written and audiovisual material developed in support to the MSPP and the improvement of health. Assist in tracking funding proposal and donors agreements and prepare interim or final reports as scheduled in the grants agreements. Supervisor: Country Program Management Advisor

5 AM/14/01 Emergency Preparedness and Disaster Relief Port-au Prince, Haiti Communication Officer Under the supervision of the WHO/Haiti Head of Operations and in close coordination with the Health Cluster Coordinator and WHO/Emergency Preparedness and Disasters Response (PED) Advisor and the overall supervision of the WHO Country representative, the Junior Professional Officer (JPO) is responsible to assure the availability in the right, timely and attractive format of the necessary information for decision making. 5 For that purpose, the JPO will use the tools already created for information management or will create other tools, in line with the requirements. This involves ongoing contacts with field staff at all levels, counterparts at Headquarters, Regional and Country Office to agree on best tactics and opportunities to promote WHO/PAHO s mandate, goals and achievements with emphasis on emergency relief response. It also requires extensive contacts with a broad range of officials from partner organizations and institutions, target audiences, and official government representatives to obtain/share information. 6 6 WHO Regional Office for the Eastern Mediterranean Profile Programme/Ar ea of work Office Assignment Summary of Assignment EM/15/02 Health and Human Rights Cairo, EMRO Under the direct supervision of the Medical Officer Health and Human Rights, the Junior Professional Officer (JPO) will join Health and Human Rights Programme at WHO/EMRO to support cross-cutting priorities for integrating human rights based approach in the national health systems of the countries of the Eastern Mediterranean region and national public health programmes. In so doing, the JPO will assist the Medical Officer - Health and Human Rights to support areas of capacity building, governance, accountability, generating of evidence, and health equity analysis and integration in relevant policies. Supervisor: Medical Officer, Health and Human Rights EM/15/01 WHO Palestine Office Jerusalem, EMRO The Palestinian health sector is highly fragmented with a continued geographical and political split, a multitude of actors, and with need for stronger stewardship by national authorities and better health information management and research to inform policy decisions. The Junior Professional Officer (JPO) will be responsible for supporting the strengthening of health system preparedness through building capacity for all-hazard preparedness in the health sector and strengthening the core capacities for implementing the International Health Regulations (IHR). He/she will support the country office in implementing ongoing projects in particular the right to health project and the PNIPH project supporting health information management efforts. 7 WHO Regional Office for Europe 7 Profile EU/15/02 Programme/Ar ea of work Information, Evidence, Research and Innovation Office Assignment Summary of Assignment Copenhagen, EURO The Junior Professional Officer (JPO) will work in Division of Information, Evidence, Research and Innovation, and will be based at the WHO European Regional Office in Copenhagen. Under the supervision of the Unit Leader; Monitoring, Surveillance Systems and Databases (DIR/MSD) the JPO is expected to assist in the technical work of the division, primarily in relation to Monitoring, Surveillance Systems and Databases (DIR/MSD). Supervisor: Unit Leader, Monitoring and Surveillance Systems and Databases EU/15/01 Information, Evidence, Research and Innovation Copenhagen, EURO The Junior Professional Officer (JPO) will be assigned to provide technical support to the Unit Evidence and Information for Policy in the Division of Information, Evidence, Research and Innovation (DIR) of WHO/Europe in developing and implementing activities related to promoting evidence-informed policies in Member States, which are part of EVIPNet Europe. This includes the following tasks: Provide technical input, support and advice to countries participating in the Evidence- Informed Policy Network (EVIPNet) Europe, including developing, implementing, monitoring and evaluating research-to-policy activities in the Region; Prepare and assist in carrying out methodologically sound research-to-policy country assessments, and support the publication and dissemination of such products; Conceptualize and co-facilitate national and regional research-to-policy capacity building workshops strengthening the knowledge and skills of health system researchers, policymakers and civil society representatives. Contribute to stakeholder coordination and network management, including creating opportunities for linkage and exchange between research producers and users at country and regional-levels in order to accelerate the use of research evidence in decision-making, Support the development of the WHO/Europe accelerated roadmap to enhance evidenceinformed policy-making in the WHO European Region. Further develop and implement the unit s communications and advocacy strategy aiming to build strong and collaborative relationships within the European stakeholder community, including media and government relations, and raise awareness and catalyse a climate of change, favourable to evidence-informed health policy-making, and Carry out other duties as assigned. 8 EU/14/06 Information, Evidence, Research and Innovation Copenhagen, EURO Technical Officer/Medical Officer The Junior Professional Officer (JPO) will be assigned to tasks in the area of cultural determinants of health and well-being. This includes the development of new policy tools and mechanisms, particularly the following tasks: 8 Lead and coordinate a WHO position paper and formal report on the measurement of cultural determinants of health and well-being in consultation with Member States; Provide support in relation to the European Health Information Initiative (EHII), particularly with respect to developing indicators for health and well-being, as well as enhancing dissemination of health information; Monitor and disseminate information on developments in the area of well-being and cultural determinants of health; Contribute to the development of internal documents and briefings as needed in to areas noted above; Help raise awareness of the work on cultural determinants of health internally and externally; Participate in meetings, teleconferences and other activities relating to elements of this work, as necessary; Assist in the organization of meetings or other activities as relevant; Perform other task that may be assigned by the supervisor. During the period of assignment, the JPO would have contributed to the following key outputs: The production of a key position paper and report on the cultural determinants of health and well-being; The WHO Regional Office s suite of products relating to EHII, such as the annual Autumn School on Health Information and Evidence for Policy Makers; The writing of analytical briefings and policy notes regarding well-being and cultural determinants of health research in relation to particular public health challenges. Supervisor: Research Officer EU/14/05 Food Safety Copenhagen, EURO Under the overall supervision of the Programme Manager Food Safety, the JPO shall perform the following duties and responsibilities: Support the food safety programme with its country and multi-country work Assist in implementing the food safety activities foreseen in the Biennial Collaborative Agreement (BCA) between the Member Countries and WHO EURO.

9 9 Activities include preparing and organizing related workshops and training courses and support with development of relevant presentations and materials. Support the food safety programme with work related to food safety emergencies Assist in the response to food safety emergencies, including gathering relevant epidemiological and food safety information, and facilitating information sharing and communication from a technical perspective. 10 10 Provide epidemiological support to countries related to the development, implementation, monitoring and evaluation of programmes in health information systems in the Region Provide technical support to the WHO/Europe Member States and to Health Information, Monitoring and Analysis team staff in the design and conduct of analytic assessments related to the use of health information, including the conduct of research for burden of disease assessment Monitor, search and disseminate information on e-health developments that may be applied to improving national health information systems Work with the Director and team to develop a single European Health Information System. Supervisor: Senior Epidemiologist and Team Leader EU/14/01 Health Technologies and Pharmaceuticals Copenhagen, EURO The Junior Professional Officer (JPO) will provide technical and operational support, based on policy recommendations in the context of the vision of Health Systems and Public Health to revitalize public health and transform the delivery of health care services to better respond to the health challenges of the 21st century with particular emphasis on Health Technologies and Pharmaceuticals, performing the relevant assistance within this area to Member States. 11 WHO Regional Office for South - East Asia 11 Profile SE/15/02 Programme/Ar ea of Work Maternal, Newborn, Child and Adolescent Health Office Assignment Summary of Assignment Thimphu, Bhutan The Junior Professional Officer (JPO) will contribute to the WHO-Government of Bhutan collaborative work plan and support the activities in the area of Maternal, Newborn, Child and Adolescent Health in Bhutan under the supervision of WHO Representative (WR) Bhutan. He/she would be required to provide support to MoH and University to strengthen the life cycle approach: support for Antenatal Care and Safe Delivery, advocate and build capacity on Essential Newborn Care, establish Kangaroo Mother Care in the referral facilities, review and analysis of Health Information Management System data on maternal, newborn, child and adolescent health, support quality improvement of MNCAH services, and contribute to the nutrition program for activities related to maternal, infant and child nutrition. SE/14/01 Gender, Equity and Human Rights New Delhi, SEARO Supervisor: WHO Representative The Junior Professional Officer (JPO), Gender, Equity and Human Rights, will: Advocate human rights based approaches as well as gender- and equity-sensitive approaches with Member States and among WHO staff, and support gender, equity and human rights capacity building initiatives related to health; Facilitate and conduct research and develop tools and advocacy material on health and gender, equity and human rights related issues; Support SEAR Member States in responding to requests relating to gender, equity and human rights issues in public health Manage the gender, equity and human rights workplan in SEARO, including planning, reporting and other programme management tasks, and giving advice to WHO country offices on integration of gender, equity and human rights in WHO workplans, under the supervision of the GER coordinator; Liaise with other WHO offices and the HQ to support joint WHO gender, equity and human rights initiatives. 12 WHO Regional Office for the Western Pacific 12 Profile Programme/Are a of work WP/14/02 Nutrition Manila, WPRO Office Assignment Summary of Assignment Surveillance Officer Under the direct supervision of Technical Lead, Nutrition, the Junior Professional Officer (JPO) will perform the following responsibilities: Establish a regional monitoring system for nutrition, including indicators for legal instruments, policies, processes and outcomes. Support country offices in the region with nutrition surveillance activities, particularly towards achieving the six global nutrition targets and two nutrition-related global NCD targets (halting the increase in obesity and diabetes); Provide technical support to establish / strengthen routine nutrition surveillance, including prioritization of vulnerable groups in disaster prone areas. Support the biannual regional monitoring of the International Code of Marketing of Breast- Milk Substitutes; Develop a guidance note for how to report on infant and young child feeding to the Committee on the Rights of the Child; Updating regional contributions to the Global Database on Implementation of Nutrition Actions (GINA); Document lessons learnt on implementation of the nutrition surveillance activities; Participate in nutrition related working groups, technical meetings, consultations and training activities. 13 WP/14/01 Asia Pacific Observatory on Health Systems and Policies Manila, WPRO Technical Officer 13 The Junior Professional Officer (JPO) will function as a staff member of the Asia Pacific Observatory on Health Systems and Policy (APO) and work alongside the Director and on all activities of the APO. The principle areas of work include the following: Participate in oversight of Research Hub network s production of: Health Systems in Transitions reviews (comprehensive health sector reviews), Policy Briefs, and Comparative Country Case Studies on a variety of health policy topics. This will include both start-up activities working on commissioning the work / framing the issue, assisting in monitoring of on-going studies, and late stage peer review process, quality assurance in design and layout; Participate in research projects managed by the Secretariat, including comparative analyses and secondary publications published in peer review journals; Working with local consultants and interns, and the APO Director,, assume responsibility for the implementation of the APO communications strategy and activities, including updating the APO web site, Facebook page, drafting periodic enewsletter, electronic dissemination of APO products; Assist in the APO management practices, including the annual updating of the APO Medium Term Strategy, Annual Activity Work Plan, Monitoring and Evaluation Framework. In addition to work related to the APO listed above, the Junior Program Officer will take part in WPRO Division of Health Systems activities, and collaborate with WPRO / DHS s and be exposed to the wider WPRO program of work. 14 WHO - Headquarters 14 Profile Programme/Area of work Assignment Summary of Assignment HQ/15/01 Safety and vigilance of essential medical products The Junior Professional Officer (JPO) will assist the Global Surveillance and Monitoring Project for substandard/spurious/falsely-labelled/falsified/ counterfeit (SSFFC) medical products, in strengthening the design and expand the use of the WHO Rapid Alert system and the SSFFC database; establish strong and effective communication channels with a range of stakeholders relevant to forming a clearer picture of the threat posed to the public from SSFFC medical products; and provide secretariat support to the Member State Mechanism, and the various working groups emerging to tackle SSFFC medical products. Throughout the assignment, the JPO will collaborate with other teams in the Department of Essential Medicines and Health Products, across the HIS cluster as well as with national authorities and relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID etc.) and UN organizations. Supervisor: Group Lead, SSFFC Global Surveillance and Monitoring Project, Safety and Vigilance Team, Department of Essential Medicines and Health Products HQ/14/23 Essential Medicines and Health Products The Junior Professional Officer (JPO) will assist the Policy, Access and Use Team in undertaking research, developing normative documentation and assisting in the provision and coordination of technical support to countries in their efforts to improve access to essential medicines and health technologies for communicable and non-communicable diseases. Throughout the assignment, the JPO will collaborate with other teams in the Department of Essential Medicines and Health Products, across the HIS cluster, as well as with relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID etc.) and UN organizations. 15 HQ/14/22 Immunization Vaccines and Biologicals 15 The Junior Professional Officer (JPO) shall be assigned to the immunization policy unit of the IVB Department. This unit is responsible for the operation of the Strategic Advisory Group of Experts (SAGE) on Immunization established by the Director-General of the World Health Organization in 1999 to provide guidance on the work of WHO. SAGE is the principal advisory group to WHO for vaccines and immunization. It is charged with advising WHO on overall global policies and strategies, ranging from vaccines and technology, research and development, to delivery of immunization and its linkages with other health interventions. SAGE is concerned not just with childhood vaccines and immunization, but all vaccine-preventable diseases. The unit oversees the development of immunization policy recommendations and the strengthening of national decision making capacity of Member States for immunization policies. The JPO will Assist the SAGE Executive Secretary with the functioning of SAGE and related communication activities, contribute to the systematic retrieval of evidence in preparation for SAGE sessions and support development and updating of vaccine position papers, and Support strengthening of regional technical advisory groups and the establishment or strengthening of national advisory committees on immunization. 16 HQ/14/21 Essential Medicines and Health Products 16 Under the overall supervision of the, Global cooperation on Assistive Health Technology initiative, the Junior Professional Officer (JPO) will assist the team in development and implementation of the Global cooperation on Assistive Health Technology initiative through a number of specific tasks, as follows: Assist in the further elaboration of the Global cooperation on Assistive Health Technology initiative through supporting consultations with WHO Member States, other UN agencies, professional associations and non-governmental organizations; Support the development of technical documents, tools and guidelines for the promotion and use of assistive health technologies; Assist in the coordination of activities between the Public health, Innovation and Intellectual Property team, other WHO teams and clusters; Support the development of a Global Survey instrument and carry out the global survey on assistive health technologies; Undertake mapping and analysis of country and regional needs and priorities in assistive health technologies; Assist in the planning and organization of technical briefing seminars, regional and global technical and coordination meetings (prepare background materials, documents, draft minutes) and participate in collaborative networks; and Contribute to the development of advocacy materials and outreach towards the donor community. 17 HQ/14/18 Gender, Equity and Human Rights Team (Communications) 17 Under the supervision of the Team Leader for Gender, Equity and Human Rights, the Junior Professional Officer (JPO) assists in developing internal and external communications products, including reports, proposals, and all documents as determined by the team leader, and has supports the implementation of the communications strategy, including department website, social media and other communications tools and products. Specifically, the JPO will: Assist in developing and implementing a communications strategy, aligned with the overall mandate of the GER team. Create communication content (written, photos, and data) including, but not limited to reports, proposals, charts, analysis documents, and others as needed by the department. Work with team on improving or optimizing content for distribution. Suggest content (including photo galleries, stories, videos, infographics) for the purpose of distribution. Manage communications activities from beginning to end Analyze and report on outreach and impact of communications activities Develop intranet page and external websites into a robust and effective tool, including icons representing UNSWAP indicators Manage content and promotions on the website and ensure that website information is current and accurate. 18 HQ/14/17 WHO Global Service Centre Kuala Lumpur Human Resources Officer 18 The Junior Professional Officer (JPO) will initially join the HR Operations team, servicing a small client base, to acquire understanding of the HR Policies, Rules and Regulations, and Service Center processes and workflows. After the introduction period the main duties of the JPO will focus on, but not be limited to, the development and support of the implementation of the following: A Knowledge Base and Training Modules for GHR staff A review of the work flows and recommendations on process improvements and efficiency increase. A review of the communication templates with the objective to standardize and enhance the quality of communication to staff. Analysis of GHR Statistics and Volume projection. Recommendations on work distribution and resources distribution. Quality control framework to mitigate the GHR financial and reputational risks. Analysis of client service requests. Recommendations on areas of improvement and best practices The JPO will also support the Coordinator with ad hoc projects and requests emerging form the HR Division and the GSC management team Supervisor: Coordinator, Global Service Centre, Global Human Resources

19 HQ/14/15 Mental Health and Substance Abuse 19 The Junior Professional Officer (JPO) will contribute to the work of the Department of Mental Health and Substance Abuse in strengthening support for people who have been exposed to conflict, displacement, natural disaster or other adverse events, including sexual violence. The work will be conducted in collaboration with WHO s Regional Offices and with 3 other WHO Departments in Geneva (Department of Emergency Risk Management and Humanitarian Response, Department of Reproductive Health and Research, and Department of Violence and Injury Prevention and Disability) Under the overall supervision of the Director, the JPO shall perform the following duties and responsibilities: Supporting the Department s work on developing innovative face-to-face and e-methods to improve the availability of basic but evidence-based psychological care for people exposed to conflict, natural disaster or other adverse events, including sexual violence, with the aim to reduce a range of mental health problems, including depression and post-traumatic stress disorder (PTSD) Supporting the Department s work on promoting the implementation of (a) existing WHO and IASC policies on mental health and psychosocial support in emergencies Supporting the Department s work on research on the effectiveness of psychological interventions for people exposed to sexual violence and/or other adversity Carrying out activities related to mental health and the Department s mhgap programme applied in communities affected by violence and other adversity During the period of assignment, the JPO would have contributed to the following key outputs: A report on the development and testing of innovative WHO tools to support people exposed to adversity A report on the implementation of (a) relevant WHO and IASC policies and (b) mhgap program in communities affected by violence and other adversity. 20 HQ/14/13 Control of Neglected Tropical Diseases Scientist/Technical- Officer 20 The Junior Professional Officer (JPO) will be assigned to tasks in the area of epidemiology and data management of zoonotic NTDs to build the business case for investment in strategies for the control of zoonotic NTDs based on the best evidence and evaluation of interventions, particularly the following tasks: Liaise with countries to collate and analyse data on NTDs and other relevant drivers of disease for trend analysis and monitoring and evaluation of NZD programmes; Liaise with countries to assess needs and design tools to build targeted capacity in countries with counterparts in WHO HQ, Regions and relevant partners for the control and elimination of NTDs with specific focus on zoonotic diseases, namely taeniasis/cysticercosis, echinococcosis, rabies and foodborne trematode infections; Assemble the business case for investment in control and elimination of NTDs with specific focus on zoonotic diseases through direct interaction with country counterparts, the organization of international expert meetings and relevant partners; Design awareness building and advocacy materials to support NTD programmes; Assist with drafting fund raising proposals, advocacy materials such as policy briefs for zoonotic NTDs. Under the supervision of the Coordinator, the JPO is expected to assist in the development and implementation of the WHO World Suicide Report, which aims to increase awareness of the public health significance of suicidal behaviours, to prioritize suicide prevention on the global health agenda, to provide evidence-based recommendations for suicide prevention as well as encourage and support countries to effectively act, and to achieve significantly higher coverage of key interventions for suicidal behaviours in low and middle income countries.
