1 OVERVIEW OF JPO ASSIGNMENT OPPORTUNITIES AT COUNTRY OFFICES, REGIONAL OFFICES, WHO/HQ and IARC 5 April 2017 Multiple Duty Stations Profile MDS/17/0 1 Programme/Are a of work Maternal, Newborn, Child and Adolescent Health Office Assignment Summary of Assignment Bangladesh, Cote d Ivoire, Ethiopia, Ghana, India, Malawi, Nigeria, Uganda or Tanzania In the context of the health-related Sustainable Development Goals and the Global Strategy for Women s, Children s and Adolescents Health , the Department is building a global network for improving the quality of care in maternal, newborn and child health services. The network brings together committed government, implementation partners and funders with the aim to accelerate progress in reducing preventable maternal, newborn and child mortality and improving health outcomes. Members of the network are committed to implement a standardsbased approach using evidence-based implementation interventions and to contribute to a learning platform that will enable exchange of experience and joint learning. At present, 9 countries are engaging in the network. They include Bangladesh, Cote d Ivoire, Ethiopia, Ghana, India, Malawi, Nigeria, Uganda and Tanzania. In each country WHO country offices fulfil a facilitating role to support government in i) development of a national governance mechanism and quality of care strategy, ii) development of national standards for quality of maternal, newborn and child care, iii) bringing partners together around the implementation of one national plan for improving quality in maternal, newborn and child health services, iv) facilitating a national learning platform for quality improvement and v) tracking progress towards results. The Junior Professional Officer (JPO) will work as part of the WHO country team in each of these areas and particularly focus on seamless coordination of activities, within the country as well as with the global secretariat in MCA. 2 WHO Regional Office for the Africa 2 Profile AF/17/03 Programme/Are a of work Communicable Diseases Office Assignment Summary of Assignment Brazzaville, Republic of Congo The Junior Professional Officer (JPO) will support the Communicable Diseases Cluster, WHO Regional Office for Africa in the formulation, development and implementation of WHO activities to reduce the burden of communicable diseases, particularly HIV/AIDS, hepatitis, tuberculosis, malaria and Neglected Tropical Diseases in the African Region. Throughout the assignment, the JPO will collaborate with teams across WHO Country Offices, AFRO and WHO Headquarters, as well as with relevant regional and global health initiatives and United Nations organizations. AF/17/01 Access to health commodities Brazzaville, Republic of Congo Supervisor: Medical Officer, Communicable Diseases Cluster The Junior Professional Officer (JPO) will assist the Health Systems and Services Cluster in the preparation, provision and coordination of WHO technical assistance to Member States in the African Region in their efforts to improve access to essential medicines and health technologies for communicable and non-communicable diseases, for the adult and paediatric population. Throughout the assignment, the JPO will collaborate with teams across WHO Country Offices, AFRO and WHO Headquarters, as well as with relevant regional and global health initiatives and United Nations organizations. 3 The Junior Professional Officer (JPO) will work in the WHO Mauritius country office with in the Non communicable diseases Cluster and Health Promotion Program. Under the direct supervision of the WR, the JPO is expected to: 3 AF/16/07 Health Promotion and Noncommunicable diseases Port Louis, Mauritius 1. Contribute to develop and implement comprehensive and integrated policies and strategies for the prevention, control and promotion of NCDs and their risk factors integrated into national health policies and strategies, and, beyond the health sector; 2. Support the country capacity building for the prevention, control and promotion of NCDs and their risk factors; 3. Assist in the organization of meetings and conference in order to enhance partnerships, networks and alliances to engage multi-disciplinary and multi-sectoral collaboration to address NCDs and their risk factors in the country; 4. Support Monitoring and Evaluation of the implementation of prevention, control and promotion of NCDs and their risk factors including research, documentation and dissemination and use for policy and programme development, advocacy and awarenessraising on Health Promotion and NCDs and their risk factors; 5. Work closely with the national authorities and other partners, and liaise with WHO technical staff in the Inter-country office (IST), Regional Office for Africa, and HQ Supervisor: WHO Representative/ Mauritius

4 The Junior Professional Officer (JPO) will work in the WHO Mauritius country office with the Health Systems Services team. Under the direct supervision of the WR, the JPO is expected to: 4 AF/16/06 Health Systems Services Port Louis, Mauritius 1. Contribute to the development,, implementation, monitoring and evaluation of National Health Sector Strategy with specific regard to the planning and management of the entire health system; 2. Strengthen the technical capacity and in accordance with health development policy through identification of training needs, planning and organization of training session, provision of follow up and continuing training; 3. Undertaking/commissioning specific studies/analytic work or an overall situation analysis of national health sector financing arrangements to determine the key obstacles to progress towards UHC goals; 4. Assist in strengthen the role of coordinating the interventions of health development partners through organization of periodic coordination meetings, dissemination of information on the progress made and support for research required for national health development; 5. Contributing to country learning and sharing of experiences on health systems and financing reforms within and across the country. Supervisor: WHO Representative/ Mauritius AF/16/04 Partnership and Resource Mobilization Brazzaville, Republic of Congo External Relations Officer The Junior Professional Officer (JPO) will work as part of a team in the Partnership and Resource Mobilization Unit to assist in, facilitate and support efforts to mobilize in-kind and financial resources and build an effective service for external relations in WHO s Regional Office for Africa. More particularly, this will comprise pro-active resource mobilization, grant management; building regional and international partnerships and support the work of the WHO Governing Bodies in AFRO. 5 AF/16/03 Plan of Action for Pharmaceutical Manufacturing Addis-Ababa, Ethiopia Under the supervision of the Medical Officer and WHO Representative in Ethiopia, the Junior Professional Officer (JPO) will assist the Secretariat in the coordination and implementation of the National Strategy and Plan of Action for Pharmaceutical Manufacturing Development in Ethiopia, and collaborate with other teams in the WHO Country Office in Ethiopia, WHO Headquarters, relevant WHO Collaborating Centres, national authorities and relevant regional and global health institutions and health initiatives. 5 Supervisor: Medical Officer AF/16/02 Health Promotion and Communication Kigali, Rwanda External Relations Officer The Junior Professional Officer (JPO) is expected to ensure effective implementation of communication activities in order to enhance visibility of the Organization, share timely WHO information and knowledge with the general public, Ministry of Health partners and internally within the organization and support mobilization of financial resources for the office. Supervisor: WHO Country Representative AF/16/01 Antimicrobial resistance Brazzaville, Republic of Congo The Junior Professional Officer (JPO) will assist the Regional Adviser for Essential Medicines in the development and implementation of WHO s strategy and guidance for promoting responsible use of quality assured antimicrobials. Throughout the assignment, the JPO will collaborate with other teams in the Health Systems Strengthening cluster in the WHO Regional Office for Africa, as well as with relevant clusters in WHO s Secretariat, Geneva, Switzerland and with regional and global health initiatives and United Nations organizations. 6 6 WHO Regional Office for the Americas Profile AM/15/01 Programme/Are a of work Antimicrobial Resistance Office Assignment Summary of Assignment Washington D.C. Under the overall supervision of the Adviser Antimicrobial Resistance, the Junior Professional Officer (JPO) will perform the following on going duties and responsibilities for year 1and 2: 1. Design, conduct and analyse country surveys to obtain baseline information to inform country action plans 2. Assist in gathering and disseminating best practice of conducting antimicrobial resistance surveillance 3. Support the development of technical tools and guidance for Member States to combat antimicrobial resistance 4. Assist in the development of antimicrobial resistance awareness and educational materials 5. Support and collaborate with programmes related to the emergence of antimicrobial drug resistance 6. Support and collaborate with programmes related to antimicrobial consumption 7. Support and collaborate regarding data management, data cleaning, and analysis of data sets, including descriptive, comparative and time series analysis using the database available in the AMR Program. 8. Assist in developing a framework for integrating clinical, laboratory, demographic and epidemiological data, in order to support the global standards for AMR surveillance 9. 7 WHO Regional Office for the Eastern Mediterranean Programme/Ar Profile Office Assignment Summary of Assignment ea of work EM/16/02 Gender, Equity Kabul, Under the overall supervision of the WHO Representative, the Junior Professional Officer (JPO) and Human Afghanistan will support the mainstreaming of gender and human rights into health programmes. Specifically, Rights the JPO will support the implementation of a project focusing on strengthening health sector response to gender-based violence in Kabul and in the provinces. The JPO will also assist in providing technical support to WHO in the areas of communications, external relations and resource mobilization. The JPO will support coordination and collaboration with relevant stakeholders in above-mentioned areas. 7 EM/16/01 EM/15/02 Noncommunica ble Diseases and Mental Health Health and Human Rights Supervisor: WHO Country Representative Cairo, EMRO The Junior Professional Officer (JPO) will work on a wide range of issues related to the coordination of NCDs prevention and control under the direct guidance and supervision of the Acting Director Noncommunicable Diseases and Mental Health Department. Supervisor: Director, Noncommunicable Diseases and Mental Health Cairo, EMRO Under the direct supervision of the Medical Officer Health and Human Rights, the Junior Professional Officer (JPO) will join Health and Human Rights Programme at WHO/EMRO to support cross-cutting priorities for integrating human rights based approach in the national health systems of the countries of the Eastern Mediterranean region and national public health programmes. In so doing, the JPO will assist the Medical Officer - Health and Human Rights to support areas of capacity building, governance, accountability, generating of evidence, and health equity analysis and integration in relevant policies. 8 WHO Regional Office for Europe 8 Profile EU/17/02 Programme/Ar ea of work Information, Evidence, Research and Innovation Office Assignment Summary of Assignment Copenhagen, EURO Under the supervision of HEN and the overall guidance of the Unit leader EIP, the JPO shall perform the following duties and responsibilities. 1. Coordinate work, in close collaboration with PHAME, in producing and publishing HEN evidence syntehsis reports on migration and health 2. Contribute to the development of reports including development of concept papers and performing internal reviews 3. Participate in meetings, teleconferences and others related to elements of this work 4. Collaborate with colleagues internally and externally to produce HEN products as needed 5. Assist in the organization of meetings or other activities as relevant. 6. Perform other task that may be assigned by the supervisor. During the period of assignment, the JPO would have contributed to the following key outputs: 1. Publication of HEN evidence synthesis reports on migration and health 2. Understanding of WHO s internal publication process 3. Understanding of evidence-informed policy-making mechanisms EU/16/02 Information, Evidence, Research and Innovation Copenhagen, EURO Supervisor:, Health Evidence Network. The Junior Professional Officer (JPO) will be assigned to provide technical support to EIP in developing and implementing activities related to promoting evidence-informed policies in Member States. The work is in the context of the regional action to strengthen the use of evidence, information, and research for policy-making in the WHO European Region, in particualr in establishing and strengthening national health research systems. Supervisor:, DIR/EIP EU/16/01 Antimicrobial Resistance Copenhagen, EURO The Junior Professional Officer (JPO) will support the AMR programme with the activities related to CAESAR and the proof-of-principle study to promote good sampling habits and diagnostic stewardship in countries to strengthen National Health Systems to improve the control of AMR. These activities include supporting/strengthening national AMR reference laboratories, providing tailored technical support to laboratories in national surveillance networks, organizing the annual CAESAR External Quality Assurance exercise, developing technical documents and reports, supporting proof-of-principle studies and updating the AMR website. In doing so, the JPO will draw from relevant experience and use best practice examples and empiric evidence. The JPO will

9 also be involved in the support provided to Member States for the development of a national AMR action plan. 9 Supervisor:, Control of Antimicrobial Resistance EU/15/03 Water and Sanitation Bonn, Germany The Junior Professional Officer (JPO) will serve as a focal point for water and health issues related to water supply and sanitation in rural areas of the WHO European Region. He or she will also assist in the implementation of the UNECE/WHO Protocol on Water and Health to which the Water and Sanitation Programme services as co-secretariat. The JPO will support the Regional Office s work on preventive risk management approaches in water supply and sanitation, global monitoring of water, sanitation and hygiene (WASH) and WASH in health care facilities and schools. The assignment involves duty travel related to all of the outlined areas of work, including country missions to the low- and middle income countries of the Region. Supervisor: Programme Manager, Management of Natural Resources: Water and Sanitation EU/15/02 Information, Evidence, Research and Innovation Copenhagen, EURO The Junior Professional Officer (JPO) will work in Division of Information, Evidence, Research and Innovation, and will be based at the WHO European Regional Office in Copenhagen. Under the supervision of the Unit Leader; Monitoring, Surveillance Systems and Databases (DIR/MSD) the JPO is expected to assist in the technical work of the division, primarily in relation to Monitoring, Surveillance Systems and Databases (DIR/MSD). The JPO is specifically expected to contribute to work in the areas: Support development of DIR/MSD s strategic vision for information management and information systems managed by the WHO Regional Office for Europe in areas of epidemiological data, monitoring, PH policy and evidence. Enable user-friendly access to all WHO Regional Office for Europe databases through a one-stop-shop for health information, by managing the bilingual content on the portal according to agreed priorities; reviewing and implementing data visualisations for various health topics and country health profiles. Support development of a common data warehouse and information collation workflows by analysing available data sources and the structure of their data and metadata; participate in functional and technical specifications of the data warehouse workflows and structures, and testing & quality assurance of the data warehouse in development. Support in-house capacity building on information management and software development, through the provision of training, documentation, user manuals and standard operating procedures.

11 WHO Regional Office for South - East Asia 11 Profile Programme/Ar ea of Work SE/16/06 Health Systems Malé, Maldives Office Assignment Summary of Assignment Under the overall guidance of the WHO Representative to Maldives and in collaboration with Medical Officer- Public Health with a view to achieve the expected results set out in the relevant WCO Maldives biennial work plans; the Junior Professional Officer (JPO) will provide technical support to the WHO country work on all activities related to the Health Systems Development in Maldives. This includes support to strengthen the health systems in the country and contribution to WHO s normative work on Universal Health Coverage (UHC). The principle areas of work include the following: Provide technical assistance for country capacity development on the assessment and gap analysis such as health inequities in the context of Universal Health Coverage (UHC). Coordinate and provide technical assistance for production and analysis of National Health Accounts (NHA) and country capacity development in NHA as a key tool for resource tracking for UHC. Coordinate and provide technical assistance for implementing and reviewing quality of care framework for health services in the Maldives Facilitate technical assistance on costing of national and programme plans as well as country capacity development in the area, including use and promotion of the One Health Costing Tool. Document experiences/best practices/lessons learnt on UHC in the country for wider dissemination In addition to work listed above, the Junior Program Officer will collaborate with national authorities and learn the wider country programme of work. Supervisor: WHO Country Representative SE/16/05 Health Systems Development New Delhi, India Under the supervision of the regional adviser, the Junior Professional Officer (JPO) will support the unit in the three main areas of work. At a technical level, the JPO will support/ learn from the development of national health accounts and other quantitative analyses in health financing. She/he will also help organize the regional and national level trainings. Lastly,, he/she will help put together research and reviews of evidence to support policy development processes at country level. This might imply producing/ supervising fresh analysis. 12 SE/16/04 Health Systems Dhaka, Bangladesh The objectives of activities under Human Resources for Health are to ensure that all people have equitable access to an adequately trained, skilled, motivated, and supportive health workforce, in order to attain the highest possible level of health. A priority goal in Bangladesh is to contribute to addressing the health workforce crisis especially among the nursing and midwifery cadre. The Junior Professional Officer (JPO) will assist the HRH team in providing assistance to the Government of Bangladesh, Ministry of Health and Family Welfare, Directorate of Nursing Service, in developing nursing personnel and services, strengthening and expanding nursing management and supervision, and nurses participation in various related activities. 12 Supervisor:, Planning and HRH SE/16/03 Procurement and Logistics Dhaka, Bangladesh As part of the Administration Team, the Junior Professional Officer (JPO) will provide assistance and support in improving accountability and transparency in procurement, management of fixed assets and logistics. Procurement volumes are considerable and local market is not systematic. It needs concerted effort to manage both the suppliers and purchases so that best value for money is ensured. With a large office and fleet, asset and fleet management has room for improvement. This JPO can therefore play a crucial role in management of procurement and logistics in WCO- Bangladesh. Supervisor: Administrative Officer SE/16/02 Antimicrobial Resistance Dhaka, Bangladesh As part of the Health Systems team, the Junior Professional Officer (JPO) in AMR will provide assistance and support in the implementation of WHO activities to strengthen the development of national policies, mechanisms, instruments, and capacity development tools to be used for the containment of antimicrobial resistance in Bangladesh Supervisor: Team Leader-Health Systems SE/16/01 Disaster Risk Reduction Dhaka, Bangladesh The Junior Professional Officer (JPO) will provide technical support and assistance for the activities related to the development and implementation of the Disaster Risk Reduction and Climate Change programmes. Assist counterparts in identifying the environmental vulnerabilities related to natural and man-made hazards Organize and participate in workshops, meetings, conferences and consultations with other agencies and/or other partners

13 Collect best practices and support their dissemination through appropriate distribution mechanisms Support liaison role with other partners in areas of potential complementarity, particularly with regard to climate change adaptation Support prompt response to emerging environmental disasters in the Bangladesh. WP/16/04 Antimicrobial Resistance Phnom Penh, Cambodia Technical Officer Supervisor: Coordinator, Health Policy and Financing Unit, Division of Health Systems The Junior Professional Officer (JPO) will work under the Emerging Diseases, Surveillance and Response, Division of Health Security, and collaborate with Essential Medicines and Health Technologies unit in the Division of Health Systems. In close collaboration with other technical areas across all the units in WHO Cambodia, the JPO will gain knowledge and experience by supporting the implementation of the National Policy and National Strategy to Combat Antimicrobial Resistance, and the National Infection Prevention and Control Strategic Plan. The JPO will work with MoH and concerned Ministries to implement activities aimed at strengthening national surveillance, prevention and control of drug-resistant infections. Supervisor: Team Leader, Emerging Disease, Surveillance and Response WP/16/03 Epidemiology, Surveillance and Response Vientiane, Lao People's Democratic Republic Technical Officer Under the supervision of the Team Leader of Epidemiology, Surveillance and Response (ESR), the Junior Professional Officer (JPO) contributes to monitoring and facilitating the effective delivery of essential TB and HIV programmes in Lao PDR and provides technical assistance in assigned areas identified in collaboration with the Member State. 15 WP/16/02 Health Information System Apia, Samoa Technical Officer The Junior Professional Officer (JPO) will work with the WHO s and National Professional Officers to assists the Government of Samoa in their implementation of the National Health Information System. The Health Information System is a complex project funded by multiple donor partners and working with different implementing agencies in Samoa such as the Ministry of Health, National Health Service and National Kidney Foundation. The JPO will assist the WR Samoa office in its contribution of HIS as public health priority in Samoa as part of the WHO country cooperation strategy and Samoa National health Sector Plan. 15 WP/16/01 Nutrition Apia, Samoa Technical Officer Supervisor: The Junior Professional Officer will work with the WHO s and National Professional Officers to assists the Government of Samoa in their implementation of the National NCD Policy/Action Plan and aligned ongoing activities such as the Package of Essential NCD interventions (PEN) and Health Promotion Initiatives such as the Childhood Obesity Surveillance Initiative in schools. The JPO will assist the WR Samoa office in its contribution of NCDs as public health priority in Samoa as part of the WHO country cooperation strategy and Samoa National health Sector Plan. Supervisor: WP/15/03 Tuberculosis and Leprosy Manila, WPRO Technical Officer Under the supervision of the Coordinator, Stop TB and Leprosy Elimination, the Junior Professional Officer (JPO) contributes monitoring and facilitating the implementation of tuberculosis and leprosy programmes in Member States in the Region and provide technical assistance in assigned technical areas. 16 WHO - Headquarters 16 Profile Programme/Area of work Assignment Summary of Assignment HQ/17/07 Health Policy The Junior Professional Officer (JPO) will be part of the Health systems Governance and Financing (HGS) unit and will take part in its activities. During his/her assignment, JPO will contribute to the major endeavour of the unit which is the running and management of the European Union- Luxembourg / WHO Universal Health Coverage Partnership (UHC-P), which covers 30 countries in 5 of the 6 WHO regions. This Partnership will be pivotal for the JPO both in building capacity in terms of policy elaboration and governance related work, and in learning process about country support to policy and planning. Supervisor: Coordinator, Health systems Governance and Financing HQ/17/06 Access to essential health commodities The (JPO) will assist the Policy, Access and Use Team in undertaking research, developing normative documentation and assisting in the provision and coordination of technical support to countries in their efforts to improve access to essential medicines and health technologies for communicable and non-communicable diseases. Throughout the assignment, the JPO will collaborate with other teams in the Department of Essential Medicines and Health Products, across the HIS cluster, as well as with relevant regional and global health initiatives (Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, UNITAID etc.) and UN organizations. Supervisor: Coordinator, Policy, Access and Use Team, Department of Essential Medicines and Health Products HQ/17/05 Global Surveillance and Risk Assessment Under the overall guidance of Manager, Detection, Verification & Risk Assessment (DVA) unit, the Junior Professional Officer will assist in monitoring and implementation of public health policies and programmes in the areas of surveillance and response to public health emergencies, including emerging and re-emerging infectious diseases particularly those with epidemic and pandemic potentials. HQ/17/03 Health Emergency Preparedness & IHR (CPI) / Human-Animal interface Supervisor: Manager, Detection, Verification & Risk Assessment Under the overall guidance of the Director of the Department Country health Emergency Preparedness & IHR (CPI), the immediate supervision of the One Health (OH) Team Leader, and with working connections with the other CPI teams and WHO departments when appropriate, the Junior Professional Officer (JPO) will support technical activities aiming at facilitating dialogue between the human health and the animal health sectors in the context of the IHR (2005). The JPO will be involved in the implementation of the IHR MEF; he/she will contribute to facilitate the involvement of the veterinary sector in the different steps of the framework and support the development of material and tool to enable this contribution. To achieve the targets of the WHO End TB Strategy, there is a need for intensified research to deliver new tools and interventions, linked with relevant epidemiological, health system and operational research. It is expected that, over the next decade, low and middle income countries with substantial TB burden progressively enhance their investment in TB research through the creation of a strong domestic research capacity. For this, WHO will provide assistance to high-tb burden countries to develop and implement a national plan for TB research, using a standard purposely-developed tool-kit. The proposed work will entail providing technical assistance to countries for the development of a country-specific TB research strategic plan that will be conducive to a high impact on TB burden. Lessons learned will be shared with other countries setting out their End TB planning and action.
