1 Exercise Evaluation Guide Submittal Hospital Surge Exercise Evaluation Guide As the evaluator you will need to submit your Observations, Recommendations and Ratings into the ONX System following the completion of the exercise. Following the exercise, access then login using your USER NAME and PASSWORD. Once you have logged in click on the exercise you have been assigned to evaluate listed under the header Your Exercises in the upper left hand corner. You will then be able to access the electronic version of this Exercise Evaluation Guide to submit your observations, recommendations and performance ratings. 2 Hospital Surge Capability Description: Hospital Surge is the capability to rapidly expand existing capacity to provide triage and subsequent medical care in a disaster or emergency response. This includes providing definitive care to individuals at the appropriate clinical level of care, within sufficient time to achieve recovery and minimize medical complications. The capability applies to an event resulting in a number or type of patients that overwhelm the day-to-day acute-care medical capacity. Hospital Surge is defined as the rapid expansion of the capacity of the existing healthcare system in response to an event that results in increased need of personnel, support functions, physical space and logistical support. Capability Outcome: Injured or ill from the event are rapidly and appropriately cared for. Continuity of care is maintained for non-incident related illness or injury. Activity 1: Provide Incident Command / First Responder / First Receiver / Interoperable Communications Activity Description: Establish and maintain communications with appropriate agencies based on the event. 1.1 Implement incident communications interoperability plans and protocols. 1.2 Communicate incident response information. 3 Activity 2: Incident Management Activity Description: In response to notification of a mass casualty incident, activate the Hospital Emergency Operations Plan. 2.1 Activate the health care organization s Emergency Operations Plan (EOP). Implement notification procedures for hospital incident command system (HICS) staff and other key administrative and support staff Incident Commander (IC) assign roles and responsibilities to the incident management team and general staff Manage incident response in accordance with HICs organization, doctrine, and procedures, as defined in NIMS Establish a safety plan for facility patients and staff Implement a common communications plan 2.2 Conduct incident action planning. Establish and document an incident action plan (IAP) Develop and document support plans (e.g., safety plans, contingency plans) as needed Coordinate with other response entities, if appropriate, to define an operational period for response Develop an situation report for each operational period Evaluate and revise objectives for each operational period 2.3 Disseminate key components of IAP. 5 Activity 3: Increase Bed Surge Capacity Activity Description: Increase as many staffed and resourced hospital beds as clinically appropriate. 3.1 Implement bed surge capacity plans, procedures, and protocols. Activate plans to cancel outpatient or elective procedures (if necessary) Activate plans, procedures, and protocols to maximize bed surge capacity (e.g., utilize non-traditional patient care spaces such as hallways, waiting areas, etc.) 3.2 Maximize utilization of available beds. 6 Activity 4: Medical Surge Staffing Procedure Activity Description: Maximize staffing levels through recall of off-duty personnel, part-time staff, and retired clinical and non-clinical associates. 4.1 Recall clinical personnel in support of surge capacity requirements. Implement health care organization's staff call-back procedures (including "part-time" staff) Activate procedures to receive, process, and manage staff throughout the incident Debrief clinical staff on incident parameters and how the organization is responding Verify credentials an disuse clinical staff assignments 4.2 Augment clinical staffing. Activate roster and initiate call-back procedures for qualified and licensed volunteer clinicians Institute procedures to receive, register, process (including credential verification), and manage volunteer clinicians throughout the incident Implement strategies to integrate Federal clinical personnel (e.g., National Disaster Medical System and U.S. Public Health System Personnel)if made available Provide just-in-time training to clinical staff HSEEP Exercise Evaluation Guide 6 Disaster Resistant Communities Group

7 Activity 5: Receive, Evaluate and Treat Surge Casualties Activity Description: Receive mass casualties and provide appropriate evaluation and medical treatment. 5.1 Establish initial reception and triage site. Identify location(s) for initial patient reception and triage Disseminate information on patient reception/triage site to external response entities (e.g., EMS) and to the public through a coordinated public information message (i.e., since many patients will self-refer) Activate MOUs with other health care organizations or community assets (e.g., schools, conference centers) for initial patient triage 5.2 Provide medical equipment and supplies in support of immediate medical response operations and for restocking supplies / equipment requested. Identify additional medical equipment and supplies needed to meet surge capacity requirements Implement restocking procedures for pre-hospital care providers Request the strategic national stockpile (SNS) through county emergency management 5.3 Institute patient tracking. 8 Activity 6: Hospital Safety, Security and Access Operations Activity Description: This activity focuses on the various actions associated with ensuring the hospital is properly secured based on the incident. 6.1 Identify and establish incident perimeter and zones. Main hospital Perimeter Security of Campus 6.2 Deploy appropriate personnel for hospital safety and security. 6.3 Control traffic and crowds. 9 Activity 7: Manage Emergency Public Information Activity Description: Establish a system to manage and monitor the follow of information related to the incident. 7.1 Activate plans, procedures and policies for coordinating, managing, and disseminating public information. 7.2 Assign Public Information Officer (PIO) and identify appropriate spokesperson. 7.3 Identify public information needs and media types. 7.4 Coordinate internal and external information programs.
