1 FEBRUARY 22, of 6 C 3 - LIBRARY INFO LIBRARY BOARD For meeting to be held on: February 22, 2011 Submitted by: Eileen McCoy, Supervisor and Margaret Rule, CEO For: Information Subject: GAIN EMPLOYMENT RESOURCE CENTRE REPORT JANUARY 2011 Use of ERC Services: The GAIN Centre experienced periods of heavy traffic during the month of January. Although the centre was not busy during our snowy days, other days were very busy. Clients made productive use of the resource computers, public fax machine, job board, and photocopying service for their resumes. Job search related activity numbered 586 users. This is a significant increase from the 427 of the previous month. The total number of clients using the employment resource centre for job search and employment related activity during the entire month of January totalled 1537 users, an increase from 1342 users in December. This number includes those filing for Employment Insurance benefits, enquiring about their claim and accessing resource computers for job search etc. This number also includes local employers posting jobs on the local job board. Job search numbers rose while employment insurance numbers were lower for the month. Numbers for workshops (Road to Your Future, Lifework, Job Search workshops) increased in comparison to those attended in previous months. Total numbers attending all workshops was 29, much higher than the 8 of December Provincial Enquiries for the month numbered 34, higher again than the 15 received the previous month. Provincial enquiries include but are not limited to birth certificate applications, health cards, hunting licence information, Ontario Disability information, and provincial sales tax information. The number of job orders posted through the centre increased in comparison to those posted in December. In total, 10 employers posted job orders on the local job board for interested job seekers to access. Business has not increased for many employers. Employment Insurance on-line applications dropped significantly in January, numbering 137 in total.../2

A number of these applications are maternity and sickness applications. The applications due to shortage of work appear to be short term. Federal enquiries for the month of January more than doubled to 85 from the 40 in December. There are many more questions concerning early pension applications, and income tax income tax returns. The Service Canada representatives provided more in-depth information to clients regarding federal services as they have a direct link to the federal network through a separate DSL connection maintained by Service Canada at GAIN. During the month of November, information services staff referred a minimum of 191 clients to Service Canada. The number of referrals to Service Canada rose considerably from the 119 of December. Many enquiries this month directed to Service Canada were applications for Social Insurance numbers, both renewal and first time and employment insurance enquiries. Statistics Canada started preparing for the Census 2011by advertising at the GAIN Centre. Later in the month, interviews and tests for the area were performed at the centre. In total, Statistics Canada saw 36 people. Information Services: During the month of November, Sally DeMeneses and/or Eileen McCoy who both have Commissioner of Oath status assisted 27 clients with true copies for documents pertaining to the services offered at the GAIN Centre. Usually at the beginning of the year, many recipients of foreign pensions need to provide proof they are still alive. This is done by making a declaration and having a commissioner complete their form. This number does not reflect the actual number of true certified copies as clients need anywhere from one to twenty depending on what they are having certified and what their need is. The GAIN Centre will once again be a drop off site for the Community Volunteer Income Tax Program. Information Services staff began preparing posters and information sheets to assist with the process. Information services staff has volunteered to do this on their own time at home.../3

Community Partners Several community partners from London came out to meet with area clients at the centre. Those partners included Family Services Thames Valley, both personal counseling and credit counseling,john Howard Society, Vanier Children s Services, and St. Leonard s Society. Central Administration: County Librarian 24 hours - consultation and meetings with GAIN Supervisor regarding operational matters; review and approval of accounts payable, payroll, preparation of monthly reports Branch Coordinator 8 hours on site visits regarding invoice pick-up and operational matters Attachments
