TRC1901 TITLE: Spatial Analysis of Benefits of Site Specific Ground Motion Response Analysis PROBLEM STATEMENT Preliminary results from TRC1603 and results from MBTC 3032 indicate that seismic demands can be reduced in portions of Arkansas by conducting a site specific ground motion response analysis (SSGMRA), which is expected to have economic benefits regarding the construction of bridges and embankments. However, the single SSGMRA and bridge redesign from TRC1603 only provides a discrete estimation of the potential cost savings of conducting a SSGMRA for bridge projects. Variables such as distance from the fault (i.e., initial SD1 and PGA), which influences seismic design category, soil conditions, liquefaction potential, initial bridge specifications, and embankment requirements vary across the state. The geographic locations and conditions where potential cost savings from SSGMRA can be realized are unknown and needs to be determined to provide the most economic benefit for bridge and embankment design and prevent conducting SSGMRA when economic benefits would not be likely. To better predict when conducting a SSGMRA would be economically beneficial and where it would be cost prohibitive, a spatial sensitivity analysis needs to be performed to better determine where and under what site specific conditions a SSGMRA would be economically beneficial for bridge and embankment design.

2 AREA OF STUDY The objective of this study is to conduct a spatial sensitivity analysis in order to better predict when conducting an SSGMRA would be economically beneficial. This spatial analysis will include a minimum of 25 sites, selected in consultation with ARDOT, and the analysis will incorporate the 15 sites analyzed under TRC1603. Data from the TRC1603 project will be provided by the Research Section upon the start of this contract. METHOD OF STUDY The Principle Investigator (PI) shall perform the required geotechnical/geophysical investigations in a manner similar to the methods used in TRC1603 such that both data sets will be compatible. This project aims to build upon the outcomes of TRC1603 and provide the ARDOT with the results of a spatial sensitivity analysis in order to fully understand where and under what site specific conditions a SSGMRS would be economically beneficial for bridge and embankment design. When conducting the spatial sensitivity analysis and building a decision tree, the PI should investigate variables such as, but not limited to, distance from the fault, seismic design category, soil conditions, liquefaction potential, bridge classification (critical, essential, other), plus bridge design, and embankment requirements. The PI should determine the largest areas for potential cost savings such as, but not limited to, bridge components and embankment. BENEFITS A detailed benefit cost analysis will be included in the proposal. The analysis must include but is not limited to the following: 1. Detailed cost analysis on savings to the Department with full implementation of the projects findings. 2. Any anticipated benefits not foreseen as a cost savings. TIME AND FUNDING OF STUDY Work will begin no earlier than July 1, 2018, contingent upon acceptance of the proposal and availability of research funds. The length of the project will be 24 months. A final report is to be drafted and presented to the Project Subcommittee within 90 days after the

3 completion date of the project. Up to 25% of the estimated project costs will be withheld pending final acceptance of the Final Report. Failure to deliver the required Final Report within 90 days will result in the cancellation of the project and 25% of the total project cost will be retained by the Department. REPORTS Quarterly Progress Reports, Interim Reports, annual Benchmark Reports, and a Final Report conforming to the March 2015 Research manual will be required prior to project completion. All Final Reports are required to be reviewed by a technical editor before submission to the Department. An oral report to the Transportation Research Committee may be required. In accordance with the March 2015 Research manual, an Implementation Report which details the recommended means/techniques for using the project results will be submitted to the Department six months prior to the research project s Final Report. In addition to reports and publications, the Department shall be furnished one (1) copy of any master s thesis or doctoral dissertation which is a result of any investigation or study on this project. The submitting of any report to be published by an outside publication or presentation on this project before its completion; shall be submitted for the Department s approval before submission. All reports must be in accordance with the March 2015 Research Manual (available at or from the Research Section). PROJECT DELIVERABLES The proposed research will provide ARDOT with: 1. Individual Vs profiles obtained from the (minimum) 25 test sites (minimum of 10 developed under this project plus 15 previously developed under TRC1603) along with an expanded geo-statistical contour map initially created under TRC A decision tree summarizing the results of the spatial analysis. This decision tree should be organized in such a way as to allow an engineer to determine when an SSGMRA should be conducted and estimate the dollar amount of potential cost savings. 3. A list describing the documentation that ARDOT will need to provide to consultants who will be conducting SSGMRA investigations.

4 4. A list of consultant criteria that would qualify them to conduct the SSGMRA. These criteria should show ARDOT what to look for when determining if the consultant can and will do adequate work. 5. A list of qualified consultants who can provide such a service in the State of Arkansas with an estimate of the costs associated for such consultant services based on the square footage or equivalent. 6. An example request for proposal (RFP) that ARDOT can use for future SSGMRA work. 7. An implementation plan that shows ARDOT how to utilize the results of this project in their design process. This implementation plan should include a methodology on determining benefit costs associated with future use of the project deliverables. 8. Provide training on how to implement the results from this study. AUTHORIZATION TO BEGIN WORK A letter separate from the contracting documents authorizing the beginning of work will be transmitted initiating the project. Any cost accrued before the authorization letter is received will not be eligible for reimbursement. It is anticipated that the project will begin work no earlier than July 1, EQUIPMENT A complete physical verification of all software and equipment purchased or built for use on this project and the actual location of the equipment will be made each year. An Equipment Capitalization Notice is available from the Research Section for the reporting of software or equipment purchased during the project. All software developed on the project will be completed in open source format and ARDOT shall be provided a copy of the source code. If non-expendable or special equipment is purchased with project funds, the purchased equipment is owned by ARDOT and disposition of the equipment will be determined by ARDOT at the project s closeout session. All rental rates will be approved by ARDOT before the approval of the proposals. Should a subcontract be part of the proposal, ARDOT will not approve the purchase of any equipment in

5 the subcontract. Any equipment purchased through ARDOT s Transportation-Related Research Grant Program is not eligible for rental rate charges. All equipment will be purchased in accordance with the State purchasing laws. PROPOSALS Proposals shall be submitted in electronic format by the end of business on April 6, This is a firm deadline. All procedures shall be in accordance with the March 2015 Research Manual and Federal Aid Policy Guide (FAPG). In the event of policy contradiction, the FAPG shall be observed. Upon approval of the electronic version of the Proposal by the Project Subcommittee, two (2) signed copies shall be submitted.
