2 Purpose Cherokee Nation Businesses, LLC (the Owner ) is seeking to engage an experienced master planner (the Master Planner ) to create a strategic plan to maximize the economic value of existing 100 acres of land situated 4.5 miles south of Interstate 40 on Dwight Mission Road, Sallisaw, Oklahoma. 1. The Master Planner, under the direction of the Owner, will be the prime advisor responsible for contracting with all necessary consultants and sub consultants (the Project Team ) to develop a master plan and confirm all applicable planning codes, ordinances and Cherokee Nation sovereign rights and privileges are in compliance. 2. The Master Planner s response should be based on the requirements described herein and in the attached site plan (Attachment A). Client Overview The Cherokee Nation is the largest Native American tribe in the United States. A sovereign government, the Cherokee Nation s historical and modern-day jurisdictional boundaries cover all or part of 14 counties in northeast Oklahoma. The Cherokee Nation has more than 280,000 citizens spread over the United States and plays a vital role in the lives of more than a hundred thousand Cherokee citizens in northeast Oklahoma. As a government entity, the Cherokee Nation administers many typical government functions, including safety, health, infrastructure, education, and economic development services. A major economic driving force in the area, the Cherokee Nation and its business entities employ more than 6,500 across northeast Oklahoma. Cherokee Nation Businesses is the economic engine for the Cherokee Nation. As its sole shareholder, the Cherokee Nation has tasked CNB with developing sustainable businesses that create profit and job opportunities within the Cherokee Nation. Structured as a holding company, CNB owns subsidiary companies focused in Gaming & Hospitality, Property Management, Aerospace Manufacturing, Telecom, Office Supply & Electronics Distribution, Information Technology & Research, Healthcare, Environmental & Construction and Security & Defense. CNB provides shared services including financial management, information technology, accounting and audit, and legal services to all of its subsidiaries. 2

3 Scope of Work Phase I Vision and Idea Exchange 1. Conduct 1-2 vision planning workshops to address basic goals, philosophy, priorities and designated Market Area. 2. Determine which types of development concepts are compatible with the Cherokee Nation s vision for the future Deliverables: Workshop findings. Phase II Testing, Validation and Vision Workshop Conclusions 1. Prepare a demographic and economic profile of the market area based on collection and analysis of data, including but not limited to population projections, trends of socio-economic variables, survey of market demand with recommendations to test the feasibility of the preliminary development concepts. 2. Prepare a regional profile of conditions for land use, natural environment, community facilities and other salient topics. Analysis should include existing and future thoroughfares and transportation routes that will provide access to the development and surrounding area, including local, state and regional concepts referencing the Oklahoma Long Range Transportation Plan 3. Incorporate existing and future planned economic development under consideration by the City of Sallisaw and Sequoyah County Chamber of Commerce 4. Prepare an analysis of comparable markets within a 100 mile radius. Including state, federal and local venues Deliverables: (i) Demographic and economic profile of market area, (ii) infrastructure analysis, (iii) recommendations of development opportunities and concepts. Phase III Master Plan Development 1. Provide strategic business guidance of land use promoting tourism and economic development opportunities to experience the unique Cherokee culture 2. Prepare detailed goals, objectives, policy statements and operational analysis to be used as a guide in evaluating development proposals in the planning area 3. Draft a concept plan outlining major new attractions and programs with clearly defined land use categories and criteria 4. Develop a detailed physical development master plan 3

4 5. Master Planner will be required to make a presentation of the findings, results and recommendations of this master plan to Owner 6. All reports and presentation materials should be electronically provided in Microsoft Office compatible or PDF format Deliverables: Master Plan Project Description The Land Owner has recently acquired a 100 acre parcel of trust land. The land is contiguous to the Kerr Lake on the south and east and Dwight Mission Road on the west ; along with trust land being on the north. The land is currently being used as a day use park, with R.V sites, horse trails and a barn area. There is also a maintenance barn and a supervisors residence on site. 4

5 Agency Qualifications Qualified firms will a. Demonstrate extensive experience in developing similar analyses. b. Evidence capacity to assign qualified staff to this project. c. Provide CV and references for the firm and for assigned senior staff. d. Execute a non-disclosure agreement with Owner upon award. Resources provided upon award a. Owner will appoint a project manager to be primary point person for any and all requests from the firm. b. Owner will provide access to key staff, stakeholders, and relevant facilities and land. c. Owner will facilitate site visits and any provision of pertinent technical information currently in Owner s possession. Preparation of Proposals Successful proposals will include a. Four (4) bound and tabbed hard copies and one (1) electronic copy on a thumb drive b. Firm resume / CV and references c. Statement of qualifications based on previous work d. Senior staff (assigned to project) CV / resume e. Defined project leader / point of contact with contact information f. Detailed outline of process to complete specified work g. 7 General Information By submitting a proposal, the firm represents that it is qualified and financially capable of completing the work as specified herein and within the timeline identified. There is no expressed or implied obligation for Owner to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Owner reserves the right to retain all submitted proposals and materials. During the evaluation process, Owner reserves the right, where it may serve its best interest, to request additional information or clarification from firms submitting proposals, or to allow corrections of errors or omissions. Owner may make such investigations as it deems necessary to determine the ability of the prospective firm to perform the work, and the prospective firm shall furnish all such information and data for this purpose as Owner may request. At the discretion of Owner, firms submitting proposals may be requested to make oral presentations as part of the evaluation process. Owner reserves the right to cancel this solicitation at any time and to reject any and all proposals, to waive any and all proposal and qualification requirements, and to negotiate contract terms with the selected firm, as well as the right to disregard all nonconforming, non-responsive or conditional proposals. 7
