4 Wednesday Morning JANUARY 20, 2016 WARS BETWEEN THE STATES (US BOUNDARY DISPUTES) Kristopher M. Kline, PLS, GSI The class focuses primarily on US Supreme Court decisions dealing with boundary disputes between states. Specific topics will include riparian state boundary lines, railroad disputes at the state and federal level, and application of acquiescence to state and municipal boundary disputes. HIGH DEFINITION LASER SCANNING (HDS): TRANSITIONING A SMALL LAND SURVEYING FIRM FROM TRADITIONAL SURVEY INTO 3D REALITY NY CE: 1.5 LS/PE Paul J. Olszewski, PLS 8:30am 10:00am High Definition Laser Scanning seems to be a mystery for most Land Surveyors, when it could soon be a tool of the trade. After this session you will understand how the technology works and how a small land surveying firm can incorporate this advanced technology. We will discuss the process, the projects and the deliverables. Once completed you will better understand how laser scanning can be beneficial to the land surveying profession. ON THE ROAD AGAIN: THE CREATION OF PUBLIC AND PRIVATE ROADS IN NEW YORK Laura E. Ayers, Esq. An overview of New York State Highway Law and related case law with respect to the establishment of highways. Topics to be addressed include: the current and former legislative, statutory and common law schemes to create public and private highways in New York State with particular emphasis on Section 300 et seq. of the highway law regarding the private condemnation of land for access to landlocked properties. 4 NEW YORK CITY AQUEDUCT SYSTEM AND THE SURVEYS RELATED TO THEM Adolf H. Jonietz, PLS Kevin J. Young, PLS The demand for clean drinking water has extended the New York City (NYC) infrastructure over 100 miles north of the city limits. The watersheds of Croton, Delaware, Catskill, and Schoharie provide the residents of NYC with over 1 billion gallons of clean water every day. Boundary surveys, grants of right-of-ways, and the condemnation of land for watershed purposes have secured the future of the Big Apple for years to come. Learn about the history of the NYC Water Supply, and how it came to be through mapping and various survey methods. INTERNET RESOURCES FOR THE PRUDENT SURVEYOR: CONCEPTS AND APPLICATIONS OF GIS Kevin R. Zelinsky, GISP, CMS Surveyors and engineers have access to an immense amount of internet resources critical to performing their jobs well, cost effectively and efficiently. Unfortunately, many may not even know how much information exists; or, where or how to look for it. With the assistance of technology, you will see how courthouse research and site visits can be greatly enhanced. Actual verification still has a place, but can be done with increased efficiency. Work smarter, not harder! Find out how the prudent professional should be technically savvy by learning how to find and access the many resources available. By the end of this session, participants will be able to define the elements and concepts of GIS; know how to demonstrate implementations of GIS analysis in day-to-day workflow utilizing available GIS resources; and demonstrate features and technical aspects of GIS. = Technician's Track Course Descriptions GIS SURVEY GRADE FOR SMART CITIES NY CE: 1.5 LS/PE Michael R. Frecks, PLS 10:30am 12:00pm Infrastructure that contains layers of information ranging from power lines to green areas to population demographics starts with acquiring survey grade data. Because our culture has become interactive with the digital spatial world, access to a complete information environment has become more complex. Legislation like MAP-21 is driving how we view, gather and use the information in transportation as it requires 3D modeling/virtual construction and visualization technology for all eligible projects. The foundation to build a map of a city must involve each of their most important stakeholders, including government officials, citizens, and the private sector, in the process, or face tremendously difficult obstacles in making its vision a reality. Each layer to be managed by the relevant agency, gathered to form a complete package which can then be selectively open to third-party application developers. This presentation will show 3D acquisition towards a superior coordinate system and integration that can be viewed in the field real time. Wednesday Afternoon JANUARY 20, 2016 ADVERSE POSSESSION LIKE YOU VE NEVER SEEN IT Kristopher M. Kline, PLS, GSI 1:30pm 6:00pm This session includes an in-depth discussion of adverse possession and prescriptive easements, with relevant local case law. Specific topics include: color of title; tacking; claims against the state; claims made under mistaken belief; effects of ordinances on adverse claims; effect of a survey on a prescriptive claim; Doctrine of the Presumed Grant; and, neighborly accommodation. Course objectives include to enhance the surveyor s ability to work with clients and attorneys in situations where adverse claims may be litigated;

5 Course Descriptions better understand rights associated with adverse possession and prescriptive easements; and recognizing the danger signs indicating possible variations between title base on written record and title arising from unwritten rights. END OF THE ROAD: USE AND TERMINATION OF HIGHWAYS IN NEW YORK STATE Laura E. Ayers, Esq. 1:30pm 6:00pm An overview of New York State Highway Law and related case law with respect to the regulation and discontinuance of highways. Topics to be addressed include: the width of public highways, the interest of the public in the highway and the discontinuance or abandonment of public highways. This seminar will also explore the interests of the adjoining landowners with respect to existing or former public highways, including but not limited to surface water diversion, access, sidewalks and gates. HEALTH AND SAFETY RISKS TO PROFESSIONALS IN THE FIELD Gary R. Kent, PS 1:30pm 6:00pm Survey field crews are routinely exposed to a wide variety of environmental and societal factors that compromise their safety. These can range from diseases such as Lyme disease to poisonous plants like Giant Hogweed to confined space issues to construction-related hazards such as working in, on or around excavations and scaffolding. In this program, we will explore a number of the primary safety hazards field crews encounter and how to recognize them by maintaining a constant awareness of one s surroundings. We will also review some of the primary safetyrelated metrics clients may look at as part of their process of selecting a surveyor and steps companies and employees can take to help control them. Finally, we will outline a variety of good practices companies 5 TECHNICIAN'S TRACK What is the Technician s Track? An education track specifically designed to address the needs of pre-licensed surveying employees. It is designed for party chiefs, field crew, rod persons, students and other surveying staff specialists who demonstrate the following: commitment to the land surveying profession; willing to go above and beyond in their current position; have one to five years of experience in surveying techniques or currently enrolled in a college level surveying program; willing to be change agents and risk takers in their company; and, open to examining their current thinking and the status quo. This specialized series of classes creates a learning experience where participants explore key concepts and gain greater self-awareness of their own professional advancement strategies. Working with other future leaders, attendees build a strong community of fellow peers, explore new roles for survey leaders, identify ways to better manage work responsibilities, and enhance their commitment and motivation as a surveying professional. Is there a registration fee? Discounted registration is offered for the Technician s sessions. You can attend the specialized Technician education track Wednesday through Friday. You may also visit the exhibition hall, featuring the largest gathering of surveying suppliers and manufacturers in the Northeast. Who should attend? Surveying field crew staff and those striving to obtain experience necessary to obtain a license. College and University students are encouraged to attend as these programs will provide a real world perspective on job opportunities and experience needed to become a licensed land surveyor. should maintain in order to help their employees get home safely each night. USING REAL TIME NETWORKS IN THE NORTHEAST NY CE: 1.5 LS/PE Daniel J. Martin 2:00pm 3:30pm The northeast is truly fortunate to have a nearly full Real Time Network (RTN) coverage over the region. In some areas one may even have the choice of multiple services. In this session, we will discuss the basics of what a RTN is, the different networks that service the Northeast and more specifically New York, and the different connection options, typical equipment needs to make use of NY networks, and the applications and limitations of RTN.

6 STUDENT NETWORKING LEARNING EXCHANGE ROOM NY CE: n/a 2:00pm 3:30pm As part of student networking day, join us in our learning exchange room to further the networking experience between students and licensed professionals. This room will be reserved for professionals and students to relax over a cup of coffee, discuss their experiences in an informal setting and address questions the students may have regarding entering the workforce as a surveying professional. Participants can also use this time to stroll the exhibit hall (licensees: this is a great way to acquaint students with your technical contacts at our tradeshow). Conference attendees who wish to participate in student day activities should sign-up on the conference registration form. More details on student networking day can be found on page 14. REAL TIME NETWORKS FIELD PROCEDURES AND APPLICATIONS NY CE: 1.5 LS/PE Daniel J. Martin 4:00pm 5:30pm Much of what we do today in the way of measurement is done with the push of a button. No interpreting the etching on a horizontal vernier to measure an angle. No application of tension and temperature corrections to measure a distance with a steel tape, or manually reducing EDM distances of a traverse to grid in order to compute State Plane Coordinates. In the case of RTN, no traverse or set of closed measurements at all for us to evaluate in order to provide confidence in our work. Because so much of RTN positioning is transparent to the user, it is critical the user follow correct field procedures and incorporate quality assurance measures to ensure a successful outcome. In this session we will discuss best practices for collecting RTN data, specific criteria to achieve 4 different grades of precision at the 95% confidence level and applications for each of those grades, and will present the critical areas that can affect our RTN data collection. 6 REAL WORLD PERSPECTIVES PANEL: MENTORING THE NEXT GENERATION NY CE: n/a Moderator: Christopher L. Westbrook, PLS 4:00pm 5:30pm Session includes a panel discussion focusing on the land surveying profession in New York State. Panel will discuss job opportunities in land surveying, skills and knowledge employers are seeking, expectations of new employees, and educational requirements sought by employers. The four person panel of three licensed land surveyors and a land surveying student will discuss the future of land surveying in New York State with questions posed by the moderator and the audience. Thursday Morning JANUARY 21, 2016 LAND SURVEYING PRE-PROPOSAL MEETINGS: PROTECTING YOUR CLIENT IS IN YOUR BEST INTEREST William E. Beardslee, PE, PLS, PP No technical skill or knowledge is as important to sustaining business as the communication between the professional and the client. No tool is better for that, than a well-planned and orchestrated pre-proposal meeting. In this course we will review the NYS Consumer Bill of Rights and the surveyor s ethical obligations to your client. We will discuss the importance of project communication and how to better prepare yourself and your client for the pre-proposal meeting. We will prepare sample data and review your client s rights. Next we will address the meeting data as it should be presented, step by step. We will end with a summary and Q & A. By the end of this session participants will be able to obtain all necessary project data from the pre-proposal meeting; meet consumer obligations in proposal preparation; and be well aware of the NYS Consumer Bill of Rights and limit contract issues to protect your client. Course Descriptions FROM DATA CAPTURE TO TOPO TECHNIQUES AND BEST PRACTICES FOR DTM John Cooke This class examines techniques using a variety of methods for field collection of data for digital terrain modeling (DTM). Covering methods to include conventional surveying, scanning and close-in photogrammetry, this session uses real project examples to explore the production of accurate terrain models with the greatest efficiency possible in the field. The session begins with detailed examples of the processing capabilities and requirements of popular software solutions. Once these requirements are established, the class examines traditional collection of point and breakline data, including interaction with field-to-finish solutions, laser scanning with dedicated and multi-purpose platforms, and software are also dicussed, along with recommendations for transmittal of DTM data to end users. TITLE VS. SURVEY: STATUTES, STANDARDS AND BOUNDARY LAW PRINCIPLES Gary R. Kent, PS Matters of title and matters of survey are very closely related and often nearly inseparable. In this program, we will explore the dynamic that exists between title and survey, including a close look at title insurance which is critical to keeping confidence in the land tenure system we have here in the United States. We will also look at issues that can impact title and that surveyors need to be familiar with such as junior/senior rights, marketable title acts, registered lands, recordation acts, and unwritten rights (adverse possession, acquiescence, parol agreements, estoppel and practical location). Finally, we will review the boundary law principles related to locating boundaries of sequential conveyances and in simultaneouslycreated boundaries.

7 Course Descriptions FLOOD MAPS, FEMA ELEVATION CERTIFICATES AND LETTERS OF MAP CHANGE William Nechamen, CFM Participants will learn how to obtain and utilize FEMA flood mapping products to accurately determine base flood elevations and will receive detailed training on properly filling out FEMA elevation certificates and Letters of Map Amendment applications. Accurate flood elevation, ground elevation and building elevations are required to determine compliance with floodplain development standards, to determine whether a structure is within a regulated flood zone, and for accurate flood insurance ratings. With changes in federal laws with respect to flood insurance, there is growing demand for surveyor services to provide accurate elevation information to property owners. BASIC SURVEY MATH FOR TECHNICIANS NY CE: n/a Michael H. Webb, PLS 8:30am 12:30pm This course is for the field personnel and surveyors (not current students) preparing for the licensing exam who want to understand the basics of survey computations that can be completed with a calculator (HP 35s preferred). Participants will learn the basics of coordinate geometry trigonometry associated with traverse computations and balancing. Thursday Afternoon JANUARY 21, 2016 REVIEWING THE NYS CONSUMER S BILL OF RIGHTS: HOW A LAND SURVEYOR SHOULD PROFESSIONALLY PRESENT TECHNICAL PROJECTS William E. Beardslee, PE, PLS, PP 1:30pm 6:00pm This course will provide a reference background of various communication methods for preparing and presenting 7 technical data and projecting a professional image of the highest standard to today s consumer. What rights do your land surveying clients have? A review of the NYS Consumer Bill of Rights and the land surveyor s professional responsibilities are included in discussions on writing, preparing deliverables and presenting your data. Keeping your clients rights in mind at the forefront of any project will assist you in your everyday job and will ensure you are ethically doing your job the way you should be. By the end of this session participants will have a better understanding of the NYS Consumer s Bill of Rights and the professional communication tools necessary to present respectfully to your client. Attendees will leave with the knowledge to prepare better reports and presentation documents to ensure your client receives the highest standard of care. ALTA/ACSM (NSPS) LAND TITLE SURVEYS THE NEW 2016 STANDARDS Gary R. Kent, PS 1:30pm 6:00pm The Minimum Standard Detail Requirements for ALTA/ACSM Land Title Surveys have been revised and the new version identified now as ALTA/NSPS Standards will become effective February 23, In this program, participants will be briefed on the process of revision and will review the roughly 15 pages of suggestions that were considered by the NSPS and ALTA committees. In conjunction with an overview of the purpose and use of the ALTA/NSPS Standards, the most significant modifications for 2016 will be highlighted and explained in detail. RIPARIAN/LITTORAL ISSUES PANEL DISCUSSION NY CE: 1.5 LS/PE Ralph Hill, PLS; Richard W. Bennett, PLS; Richard Scott, PLS 2:00pm 3:30pm This course will be presented by three licensed land surveyors having experience with the Lands Under Water Program managed by the NYS Office of General Services, Bureau of Land Management. It is presented to provide the surveyor with an understanding of how to determine if title to a body of water is State-owned or privately owned; how to determine the location of out shore boundaries and to become familiar with the resources held by the Office of General Services, Bureau of Land Management. Part 274, Interference with Riparian Rights, from the New York Codes, Rules and Regulations, Title 9, Executive Department, Chapter II, Division of Land Utilization, will be discussed along with Part 274.5, Standards (regarding the location of riparian/littoral lines). OGS Guide to Outshore Boundaries a flowchart, will be used to show how to determine if a body of water is State or privately owned and to determine the location of the outshore boundary. An overview of resources held by the Office of General Services, Bureau of Land Management will be given by a Power Point Presentation showing examples of Water Grants. UNMANNED AIRBORNE SYSTEMS, PART 1 NY CE: 1.5 LS/PE Joseph V.R. Paiva, PhD, PE, PLS 2:00pm 3:30pm This courses exposes attendees to the world of UAS. It begins in Part I, with a discussion of what UAS are and what types of UAS exist that one might use in a surveying and mapping business. It will continue on to applications of UAS and digital close range photogrammetry. This will include traditional applications as well as new ones. As important as UAS creativity is, the course will also emphasize those situations where UAS may be contra-indicated. Reasons for this contra-indication will be covered so professionals will know situations to stay away from. The course will also begin a discussion of some of the organizational changes that will be required if and when an organization decides to use UAS as part of its services, including using digital close range photogrammetry and computer vision techniques (which will be continued in Part II). By the end of this session participants will be familiar with the types of UAS; learn about UAS and digital close

8 range photogrammetry applications in surveying and mapping are traditional, as well as new ones and learn about how company operations and management must be understood in the context of UAS operations and digital photogrammetry processing. ADVANCED SURVEY MATH FOR TECHNICIANS NY CE: n/a Michael H. Webb, PLS 2:00pm 6:00pm Understand how to manually calculate problems related to coordinate geometry including bearing-bearing intersections, bearing-distance intersections, distancedistance intersections and perpendicular offsets from a line. This course is for the field personnel and surveyors preparing for the licensing exam who want to understand how to complete these computations with a calculator (HP 35s preferred) acceptable for use during the licensure exam. If time allows we will also discuss short/long tape and temperature and tension corrections. THE SURVEYOR & THE CONTROVERSIAL LAND USE MATTER NY CE: 1.5 LS/PE Daniel Laub, Esq. 4:00pm 5:30pm Drawing on recent municipal processes and litigation, this program will focus on the role of the surveyor in the controversial land use matter. New and evolving zoning provisions require careful and detailed approaches and responses from surveyors to protect a client's record and assure success. This program will focus on these planning and zoning tools, recent case examples and general practice points that will help surveyors successfully represent clients in controversial land use matters. UNMANNED AIRBORNE SYSTEMS, PART 2 NY CE: 1.5 LS/PE Joseph V.R. Paiva, PhD, PE, PLS 4:00pm 5:30pm This course continues from Part I with a discussion of the operational differences an organization must consider when integrating UAS into its operations. The 8 program will then move into a discussion of photogrammetry. While many understand the general principles of photogrammetry as has been practiced and refined since World War II, UAS use digital close range photogrammetric techniques and computer vision. Friday Morning JANUARY 21, 2016 ETHICAL PRACTICE FOR LAND SURVEYORS IN NEW YORK NY CE: 1.5 LS/PE Joseph V.R. Paiva, PhD, PE, PLS 8:00am 9:30am Good ethics are an aspect of professional practice that surveyors, by virtue of their license, agree to promote and practice. However, many times, surveyors are faced with decisions where ethics-based reasons are not brought to bear on the decisions facing the surveyor. Additionally, being a member of a profession implies support of good ethical practices. In this course, a surveyor s general ethical responsibilities are covered. Additional discussion regarding New York statutes, rules and regulations are discussed. Finally, what ethical standards derived from NYSAPLS even non-members should be aware of will be discussed. Course Descriptions HANDS-ON GIS WORKSHOP: AN INTRODUCTION AND DEMONSTRATION OF SOME BASIC GIS TECHNIQUES Russell Aicher Bring your laptop* for this basic, hands on introduction to GIS. Attendees will be shown how to perform some basic functions in QGIS, and Open source GIS platform of increasing popularity. Software download will be provided a least 1-week prior to conference. LS COURT CASE STUDY PANEL Joanne Darcy Crum, PLS, Esq.; Daniel Laub, Esq.; John G. Wingfield, PLS; Richard C. Brooks, PLS Presenters will discuss and review the lifecycle of a court case and discuss the importance and purposes of the pleadings and what information can be expected to be learned, (ie: Summons and complaint, reply, counterclaims, interrogatories, discovery, motions, decisions and orders, and appeals). They will review best practices for a survey expert in the preparation of reports, affidavits, trial preparation and testimony. Each presenter will review actual surveying related cases they have been involved with, some that may have settled at the court step. Finally we will analyze and learn the importance of the work of the survey expert.

9 Course Descriptions ESTABLISHING METRICS & EVALUATING QUALITY OF LIDAR DATA Ted Knaak This course presents a concise, efficient and intuitive process for establishing LiDAR project data requirements, incorporating them into a request for proposal (RFP) and assessing the data against those requirements. An overview of LiDAR technology and data uncertainty provides insight into the reasoning behind point cloud and calibrated image data requirements. Suggested text for applying these requirements within the context of a request for proposal (RFP) is given. Methods for assessing the spatial orientation of the data yield a well-documented lineage from the data to network survey control coordinates. Additional methods are presented to assess the fundamental characteristics of point clouds and calibrated images assuring extracted features, measurements and models will meet project requirements. Examples employing TopoDOT software tools demonstrate the execution of each process. The examples contained herein are predominately for civil infrastructure applications although the methods may be broadly applied in other areas. HOW TO STUDY AND PREPARE TO PASS THE LS LICENSING EXAM NY CE: n/a Christopher L. Whether you work in a business, a government office, or as an independent contractor, sooner or later you will have to deal with an angry or upset customer. When this happens it is important to be prepared. This program covers specific skills along with Breakthrough Techniques that can be used in extreme cases to help you calm the situation and resolve the customer s problem. By the end of this session participants will be able to demonstrate attitudes and actions the land surveying professional can use to show the customer his/her concern for the issue; identify what structure of service upsets the customer and be able to respond effectively by using short guiding questions and talking points to de-escalate the situation; and apply behavioral actions and a six step process for effective dialogue to mitigate and resolve any situation that deals with an angry customer. 10 10 Speaker Biographies Russell Aicher Russell Aicher earned his Bachelor s in Environmental Studies with a concentration in Information Technology at SUNY ESF. He then worked as a survey instrument operator for approximately 2 years with CT Male, before returning to SUNY ESF to pursue a Master s in Environmental and Resource Engineering where his focus was on the use of remote sensing for forest analysis. After receiving his Master s, Russ worked at National Grid as a GIS Analyst. Currently Russ is an assistant professor at Paul Smith s college teaching courses in GIS and Surveying programs, along with being the coordinator of the Surveying Technology Program. Laura E. Ayers, Esq. New York Attorney Laura E. Ayers focuses her law practice on real property. Actively at the helm of her own law firm since 2010, Laura has over eleven years of experience dealing with the special issues that arise in complex real property disputes and is often retained as special counsel to municipalities or as an expert witness. Laura is a frequent lecturer on various real property topics including, highway law, easement law, and boundary line disputes for the New York State Bar Association, among others. William E. Beardslee PE, PLS, PP Bill Beardslee is a licensed Professional Land Surveyor, Engineer and Planner with over 45 years experience in the field of land development. He is known for his excellent presentation and writing capabilities, along with being one of the leading technical experts on land development in the engineering and surveying arena. Bill has made over 2,000 presentations on engineering and surveying projects to local and state agencies. Brooks, PLS Richard Brooks, PLS is the vice-president of Brooks and Brooks, P.C., Land Surveyors and Land Planners. John Cooke John Cooke joined Wetland Studies and Solutions, Inc. in the fall of 2009 after working as an independent consultant and AutoCAD instructor for over twenty years. Jonietz, PLS Adolf Jonietz has worked in the surveying field since In 2005, he became a licensed land surveyor in NYS and in 2010 he joined the NYC Department of Environmental Protection in the Eastof-Hudson watershed. He is presently the land surveyor supervisor overseeing approximately 35,000 acres in Dutchess, Putnam and Westchester Counties. He is also an adjunct professor for Dutchess Community College for an introductory class on surveying. Ted Knaak Ted Knaak has over twenty years of experience in the LiDAR industry. Early in his career, Ted was a control systems analyst for GE Space Systems from 1983 through In 1990, Ted joined Schwartz Electro Optics in Orlando, FL where he was introduced to LiDAR. In 1993, Ted Knaak and Dr. Johannes Riegl of Riegl Austria founded Riegl USA, a company focused on the promotion and application of the Riegl LiDAR technology product line in North America. Since 2005, Ted and his team have developed TopoDOT, a LiDAR data processing application. In 2011, Ted's current company, Certainty 3D, LLC, was spun off as a completely independent company focusing on LiDAR data processing solutions and the improvement of process productivity. Gary R. Kent, PLS Gary Kent is chair of the National Society of Professional Surveyors' committee on the ALTA/ACSM Standards and is liaison to NSPS for the American Land Title Association. He is in his 29th year with The Schneider Corporation, a surveying, GIS and consulting engineering firm based in Indianapolis and with offices in Charlotte and Des Moines. Prior to joining Cuddy & Feder in 2005, Dan enjoyed an externship with the Honorable Justice Sondra Miller of the New York State Appellate Division, Second Department and worked as a research assistant with Pace University s Municipal Law Resource Center. He was Editor-in-Chief of the Pace International Law Review ( ), and also oversaw publication of the Review of the Convention on Contracts for the International Sales of Goods (CISG). Daniel J. Martin Dan Martin works for the National Geodetic Survey and is the Geodetic Advisor to the State of Vermont. He worked for the Route Survey and Geodetic Survey sections of the Vermont Agency of Transportation from 1988 through 2003, and held the position of Geodetic Program Supervisor for the Agency from 1999 through In 2003 Dan began his career with the National Geodetic Survey. As the State Geodetic Advisor, he instructs local surveyors and state and municipal agencies on how to use and preserve the National Spatial Reference System, and provides liaison between the National Geodetic Survey and the State of Vermont. Dan is a Past President of the American Association for Geodetic Surveying (AAGS), and is a Fellow Member of the American Congress on Surveying and Mapping. Lori E. Miller Lori E. Miller is owner and president of Developing Professionals, a company that provides training, consulting, and coaching services to organizations in Leadership and Professional Development. She has conducted hundreds of seminars and workshops both locally and nationally for corporations, non-profit groups and professional associations. She serves as a part-time adjunct communications professor at Buffalo State College. William Nechamen, CFM William Nechamen is a Certified Floodplain Manager (FEMA recognized national certification) and has led the NYS Department of Environmental Conservation s floodplain management section for 20 years. He is a nationally recognized expert on floodplain development requirements. He is a past Chair of the Association of State Floodplain Managers, a nation-wide professional association with over 16,000 members and is the volunteer executive director of the New York State Floodplain and Stormwater Managers Association.

12 12 Speaker Biographies Paul J. Olszewski, PLS Paul Olszewski is a Licensed Land Surveyor in New York State, whose firm was established in 1996 (Paul James Olszewski, PLS, PLLC). In his private firm, Paul is involved in all phases of survey work including, traditional survey, BIM, 3D Laser Scanning and Modelling. Paul has over 20 years of experience working for the New York State Department of Transportation where he was involved in all phases of survey and 3D High Definition Scanning. At the NYSDOT, Paul would travel throughout the state to provide training on the Leica C10 scanner and Cyclone Software. Paul is also a retired veteran of the United States Air Force, New York Air National Guard and served for over 20 years as a Land Surveyor in the Civil Engineering Squadron. Joseph V. R. Paiva, PhD, PE, LS Joseph V. R. Paiva is CEO of GeoLearn LLC, a company engaged in online professional and technician education. Dr. Paiva has been a full-time consultant in the field of geomatics and general business, particularly to international developers, manufacturers and distributors of instrumentation and other geomatics tools. His special areas of interest include interface development and design for software and hardware, errors analysis and survey instrumentation of all types. Westbrook, PLS is the former director and professor of land surveying at the SUNY ESF Ranger School. He has over 25 years of experience teaching land surveying courses and in 1996 received the SUNY Chancellor s Award for Excellence in Teaching. He was instrumental in developing the land surveying program at the Ranger School. He is the former chair of the NYSAPLS Education Committee and currently serves as a member of the Shaw Fund CE Review Committee. John G. Wingfield John Wingfield is the Manager of Surveying, Mapping, & GIS for the New York Power Authority. He is responsible for managing multiple aspects of the Authority s real estate holdings and has been instrumental in the use of new technologies for data management and upgrading previous data to electronic format. He is the Authority s resident subject matter expert with respect to riparian rights, eminent domain, land management, encroachments, and the configuration, acquisition, and disposal of real property, and works closely with the Authority s Law Department and the NYS Attorney General s Office, Real Property Bureau on related litigation matters. Kevin J. Young, PLS Kevin Young is a 2002 graduate of the New York State Ranger School and a 2004 graduate of the Forest Resource Management Program at SUNY ESF. In 2011, he became a licensed New York State surveyor, and in 2013 he joined the NYC Department of Environmental Protection in the East-of-Hudson watershed. Kevin R. 15 Special Events 15 BRVAPLS INAUGURAL TEXAS HOLD EM TOURNAMENT (To Benefit the Shaw Scholarship Fund) Wednesday, January 20 9:00pm Black River Valley Association of Professional Land Surveyors (BRVAPLS) would like to extend an invitation to the attendees of the upcoming NYSAPLS conference to join us in an evening of fun with a Texas Hold'em poker tournament. The concept of an organized poker tournament came about when a group of us got together for friendly game of cards at a past conference. After some discussion the concept has evolved into both an opportunity for a group of colleagues and friends to get together and try to take each other s money and an opportunity to help generate some money for the Shaw Fund. Our tournament is scheduled for the Wednesday night of the conference and will start at 9:00pm in the poker room at the casino. Anyone registered for the NYSAPLS conference will be eligible to participate in the tournament and can register at the casino prior to the start of the event, however, for planning purposes it will be very helpful and is strongly encouraged that people indicate on their conference registration form if they plan to participate (see page 23). The entrance fee for the tournament will be $52 per person and will be paid at the casino the evening of the tournament. A breakdown of the entrance fee is as follows: $10 will cover the cost of organizing and conducting the tournament (this portion goes to and is established by the casino), $10 will be donated to the Shaw Fund, $2 dollars is required to purchase a daily poker club membership (this portion also goes to and is established by the casino) and the remaining $30 will go to the prize pool. Our tournament will follow the payout schedule established by Turning Stone and the prize money distribution will depend on the number of entries. A sample of the payout schedule is available at the Turning Stone website. This tournament will be run as a Turbo style which means the blind levels will be increased at intervals of between 10 and 15 minutes. This will serve two purposes, the first to help speed up play and the second to help level the playing field with regards to the skill level of the participants. All together we are planning and hoping for a night of fun that will allow the surveying profession to showcase our math prowess, earn a little bit of money for some and help to perpetuate the profession that we all care deeply for by donating to the Shaw Fund. GENERAL POLICY - As a matter of general policy, NYSAPLS reserves the right to restrict exhibits which, because of noise, method of operation, materials, or any other reason become objectionable, and allow prohibiting or evicting any exhibit which in the Association s opinion may detract from the general character of any exhibit as a whole. This policy includes persons, things, conduct, printed matter, or anything of a character which is determined to be objectionable to the exhibit. In the event of such restriction or eviction, the NYSAPLS is NOT LIABLE for any refunds or rentals or other exhibit expense, for a liability loss of prestige to the company, business volume loss, expense of personnel to the conference, etc. 10. FIRE REGULATIONS - All materials used in the exhibit hall must be flame proof and conform to all Fire Department Regulations. 11. ACCEPTANCE - Upon acceptance of the application/contract by the NYSAPLS, it shall be a legally binding contract between the exhibitor and the NYSAPLS. 12. CANCELLATION OF EXHIBIT SPACE - Should exhibitor desire to cancel this contract, written notice shall be provided to NYSAPLS. In the event that notice of cancellation is received after December 15, 2015, exhibitor agrees to pay the full amount of exhibit fee, plus any additional expenses incurred by NYSAPLS; payment by exhibitor of said amounts shall relieve exhibitor of any further obligations under this agreement. Should NYSAPLS desire to cancel this contractor be unable to provide exhibit space or perform this contract for any reason, written notice shall be provided to exhibitor. In the event of such cancellation, NYSAPLS agrees to refund exhibitor only the amounts paid by exhibitor to NYSAPLS for the exhibit fee. Payment by NYSAPLS of said amounts shall relieve NYSAPLS of any further obligation under this agreement. Exhibitor hereby agrees that any amounts expended by exhibitor in reliance, advancement or execution of this contract, other than the exhibit fees noted in this paragraph, are solely the responsibility and obligation of exhibitor and in no instance shall NYSAPLS by responsible for any loss incurred by exhibitor resulting from cancellation of this contract. Exhibitor agrees that failure to adhere to the stipulations stated herein on the decorum of a business exposition could result in the closing of an exhibit and cancellation of this contract by NYSAPLS with no refund of any amount to exhibitor. 13. Attendees are offered a special discounted single/double occupancy rate of $110 per night.
