1 City Council Information Letter August 14, 2015 Main Street Streetscape Contractor Selection Process With recommendations being made available for review and consideration during Monday's meeting relative to a contractor selection process for the long awaited implementation of the College Park Main Street Streetscape Project to benefit the corridor between Princeton Avenue and Harvard Avenue, please also be advised that the Georgia Department of Transportation (GDOT) is fully encouraging the City of College Park to proceed immediately, due to various federal funding allocation challenges that continue to be experienced. Simply put, before the possibility of the reallocation of our project funding is made, we should proceed quickly as outlined. As referenced in the attached notification letter from GDOT, city administration was provided the green light to proceed with all necessary and associated tasks for related bids and procurement. Not to mention, implementation as noted will be a welcome improvement that many in the community can now finally appreciate. Guidelines for Compensation and Volunteer Administration for Special Events In an effort to better outline and acknowledge employee volunteerism during special events and other activities sponsored and administered by the City of College Park, the Department of Human Resources and Risk Management has developed the attached recognition form for execution respectively. In addition to conveying participation criteria, this tool will also
2 City Council Information Letter August 14, 2015 Page 2 serve as a tracking mechanism to help distinguish actual volunteer functions, as opposed to employees whose participate may be mandatory, and therefore, involving some form of compensation. Administration of this practice is to therefore begin immediately, irjcluding applicable updates and orientation for all department directors and supervisors. Liquid Electronic Display (LED) Sign Ordinance Revision Considerations In an effort to proactively respond to changing market conditions resulting from emerging electronic sign presence in communities throughout both Metropolitan Atlanta and the nation as a whole, various members of staff are working with my office to offer recommended revisions to the City of College Park's sign ordinance respectively. Opportunities to this effect will involve specific locations in the community where LED billboards would be permissible, as well as similar considerations for other types of signage. Direction is therefore underway to host a workshop session on the subject during the October 5th meeting. Representatives from The Collaborative Firm and Director of Inspections Oscar Hudson will therefore serve as the principle spokespersons for this topic. Considerations Regarding Internet Service Provider Contract As the City of College Park has experienced several major internet service and other related technology disruptions due to disconnections in error committed by our currently voice and data service provider Windstream during the past month, please be advised that the Department of Information Technology is being directed to engage a selection process for a replacement firm to offer more reliable and consistent telecommunication services as noted. As referenced in the attached electronic mail message from Director of Information Technology Tammie Hester, initiation of this exercise involves a staff engagement with a company known as ITQUOTES, to assist our organization with research and negotiations to secure proposals from qualified firms that best meet our needs. As this approach involves no charge to the City of College Park (ITQUOTES earns revenue for their services by fees paid via outside industry resources), and
3 City Council Information Letter August14,2015 Page 3 their access to background information that otherwise would not become available to us, we've decided that securing such assistance is both a productive and innovation approach in achieving solutions needed and desired. Resulting recommendations for review and consideration are therefore anticipated to be presented in the coming weeks. Calendar of Activities, Meetings, and Functions With newly appointed Chief of Police Keith Meadows rapidly becoming entrenched into both the community and municipal operations, efforts are also well underway to formally introduce him to leadership of organizations and companies that are based here in College Park. This included a meeting yesterday morning with Federal Aviation Administration (FAA) Southern United States Regional Headquarters Assistant Administrator Pearlis Johnson. This visit likewise involved a discussion relative to joint protocols for law enforcement in and around the FAA complex, as well as opportunities for mutually beneficial training programs. During the coming weeks, Chief Meadows will therefore continue to make acquaintances with other major College Park stakeholders, including representatives of Hartsfield Jackson Atlanta International Airport, Chick-fil-A, and Woodward Academy. The Georgia Public Work and Contractor Protection Act requires contractors working for public employers provide a signed, notarized affidavit attesting the affiant has registered with, is authorized to use, and uses the federal authorization program. The Georgia Department of Transportation has determined this requirement applies to non~procurement contracts. TE Agreements are non procurement contracts where the sponsor is considered the contractor. Therefore, all sponsors must complete thee-verify affidavit. Please complete all items on the enclosed checklist before returning three (3) signed TE Agreements to Jeanne Kerney at Moreland Altobelli Associates, Inc., 2211 Beaver Ruin Road, Suite 190, Norcross, GA Upon receipt, they will review then forward these Agreements to GDOT for execution. 5 STAFF VOLUNTEER RECOGNITION PROGRAM ACKNOWLEDGEMENT Each year numerous calls and messages are received, requesting the service of employee volunteers to assist with various City sponsored community activities in the evenings and on weekends. As a local government organization, the City of College Park depends upon the service and commitment of paid employees who also volunteer their service to promote the City of College Park through community outreach. Please note the following volunteer criteria: Volunteers must understand that their participation in events is offered freely and without coercion. Volunteering for events in the employee's own department is prohibited. All volunteer activity is unpaid. Volunteer activities will be tracked by the event coordinator or designee. Volunteers must be available for a minimum of one hour to receive credit. Volunteer activity shall not interfere with employees job duties or work hours. Credited volunteer hours will be maintained by Human Resources. Volunteers of the Year will be recognized during the Employee Holiday Luncheon. This form must be signed annually and kept on file in Human Resources for all employees who volunteer for City events. The construction costs for each location will be over $10,000. Comcast is covering the construction and installation costs. Our charges are $0.00. The shortest contract is 36 months, however, Comcast will can include a cla use that after one year, if there is no budget available, the contract may be cancelled. A longer t erm will longer the price. 10MB at Public Safety and 10MB at City Hall- $ per mont h X two (2) locat ions ($18, annually). 20MB at Public Safety and 20MB at City Hall - $ per month X two (2) locations {$21, annually).
8 Recently both Public Safety and City Hall were upgraded from 10MB to 20MB service and could function on the lower amount if necessary. I would recommend the 20MB option as there is little difference in cost. All city buildings feed off of the internet at these two locations and there is redundancy built in to the system so that if one goes down the other takes over. Unfortunately, with the last incident that occurred, person(s) at our current provider deleted our configurations so that neither internet connection worked.
