2 Integrated Acquisition Environment E-Gov Initiative Background In July 2001, the US Government began efforts to make better use of IT investments in order to reduce federal spending, lessen government paperwork for itself, citizens, and businesses, and improve government response time In August 2002, 24 projects were defined as a starting point that would lay the foundation for a citizen-centric government IAE is one of these and has been developed as a shared services environment that promotes competition, transparency and efficiency in the federal acquisition life cycle Redundant systems have been shut down, paper forms have been eliminated and procurement systems are sharing data leveraging IT investments across agencies and sharing resources 2

3 IAE Business Areas = Objectives 1. BPN (Business Partner Network) - Deploy a single point of registration and validation of supplier data accessed by all agencies. Includes CCR, ORCA, esrs (Electronic Subcontracting System). 2. Acquisition Information Reporting (AIR) - Implement a central point for consolidated collection and access of statistical and management information related to Government acquisitions. Includes FPDS-NG 3. emarketplace - Create online directory of interagency tenders to simplify and facilitate leverage of Government buying. Includes: FedBizOpps, FedTeDS, WDOL.gov (Wage Determination Online). 4. IGT (Intra-governmental Transactions) -Transform intra-governmental ordering and billing. Transferred to CFO Council. 5. Standard Transactions - Develop a standard glossary and vocabulary to facilitate exchange of data between and within agencies. 3

4 IAE Shared Services Help Buyers Buyers can: Search for commercial and government sources Post synopses and solicitations Post sensitive solicitation documents in a secure environment Retrieve validated vendor data including representations and certifications Obtain Service Contract Act and Davis Bacon Act Wage Determinations Check for excluded parties Report contract awards Review subcontracting accomplishments Report vendors performance 4

5 IAE Shared Services Help Sellers Sellers can: Register to do business Enter representations and certifications one time Revalidate registration data annually in a single system Search business opportunities by product, service, agency, or location Sign up on Interested Vendors lists Request notification of solicitations based on specific criteria Submit subcontracting accomplishments 5

8 DUNS Common commercial identifier Used by industry to identify trading partners Many entities have a DUNS already because a trading partner requested one Unique to an entity at a physical location Number of DUNS per organization is a business decision Maintained by Dun &Bradstreet Central contract administered and paid by IAE Includes dedicated Federal helpdesk Roll-up capability for corporate/organizational families DUNS assignment is free to the registrant if it is for CCR Used by Acquisition community since 1979 Changes in ownership, name etc. require novation to contract (modification) DUNS Plus 4 allows a registrant to submit different bank account data for a single entity DUNS (registrant assigns) DUNS ABC Company DUNS Plus ABC Inc. with Citibank acct# 9848 DUNS Plus ABC Inc. with Citibank acct# 9850 (or BB&T) 8

10 CCR Features Single source for registrant data: enter once use many Saves registrant time Single source for Government Eliminates duplicative files and maintenance8(a) Real time interface with D & B to validate DUNS, pull in address, record linkage and establish monitoring SBA to validate 8(a), SDB, and HUBZone certifications and calculate Business Size for each NAICS code Batch interface with IRS to validate TIN began 10/05 Will advise if TIN-Name does not match IRS and record becomes inactive Bank account validation not required Agencies can access and retrieve individual records via XML 10

11 PINs TPIN is assigned to the registrant POC for future maintenance of the record MPIN is self-assigned and used by authorized registrant POCs to access other IAE systems FedTeDS for sensitive data associated with a solicitation ORCA to provide representations and certifications (Note: in initial design grants representations were considered but not pursued by grants.gov) CPS and CPARS to review government performance evaluations 11

12 Validations, Edits and Changes Registrants have to complete all fields in CCR Initial question: Are you interested in Contracts, Grants, or Both Allows for variable editing and/or elements Never utilized Configuration Management Process IAE overall to ensure consideration of other system impacts CCR Functional Requirements Board for CCR specific changes Website redesign in planning Special conditions Generic DUNS exist for special situations Foreign where impractical (thousands of foreign records in CCR) Classified work FAR coverage in process 12
