3 1.0 INTRODUCTION The Regional Municipality of Niagara (the Region ) intends to pre-qualify proponents able to supply and deliver WATER SOLUBLE POLYELECTROLYTE for use at Biosolids Dewatering Facilities located within the Region of Niagara. Request for Pre-qualification (RFPQ): 1.1 This Call for RFPQ is open to all to be considered for: SUPPLY & DELIVER WATER SOLUBLE POLYELECTROLYTE FOR MUNICIPAL SEWAGE SLUDGE DEWATERING. Interested individuals should follow the details of this document closely when responding to this request. 1.2 This Call for RFPQ outlines the scope of the required work, responsibilities of the proponents, requirements for the RFPQ submission, the selection process and related conditions and specifications. The Region reserves the right, in its sole discretion, to disqualify proponents who fail to provide all mandatory information as required by this Call for RFPQ The information contained in the Call for RFPQ is intended to provide interested parties with a general overview of the work required. 1.4 Special accessibility accommodations and materials in alternative formats can be arranged by contacting the Niagara Region s Accessibility Coordinator at ext or accessibility@niagararegion.ca. 2.0 SUMMARY AND SCOPE OF WORK The Region owns and operates two biosolids dewatering facilities, which are located at: the Niagara Falls Wastewater Treatment Plant on Stanley Ave North and the Garner Road Biosolids Dewatering Facility on Chippawa Creek Parkway, both in the City of Niagara Falls. Polymer solutions are required for the daily operation of these facilities in the process of sludge dewatering. This product plays a key role in enabling the plant to operate within the regulatory requirements of the Environmental Compliance Approval (ECA) as issued by the Ministry of the Environment and Climate Change (MOECC). Note that each facility currently uses a different polymer in order to optimize plant efficiencies. Polymer arrives in bulk, is stored in heated tanks located outside the dewatering buildings and is then drawn off and diluted to approximately 1% for use in the dewatering centrifuges on site, when required by the automated polymer blending system. Hydraulically, the upper end feed rate of diluted polymer solution sent to each centrifuge is approximately 20 L/s without initiating post dilution. 3

4 The Andritz centrifuges used in the dewatering process at each location are rated for a maximum solids loading of approximately 2500 kg /hr. while the solids concentration in the anaerobically digested feed sludge typically ranges from 2 to 6.5% TS. Expectations are that the active polymer dosage rate will not exceed 10.0 kg/tonne dry solids; however, exceptions will be considered if in the best interest of the Region to do so. The resultant cake dry solids content is required to be in the range of 22 to 40% while the suspended solids recovery shall be equal to or greater than 98.0%. The Request for Proposal circulated to short-listed proponents of this RFPQ will provide greater operational details. Short-listed proponents at the RFP phase will be required, at their expense, to conduct laboratory scale tests at each facility. Proponents, whose products successfully demonstrate acceptable performance at the lab scale test, may be asked to assist in a full scale trial in subsequent steps listed in the upcoming Request for Proposal (RFP). Prior to undertaking any activity at Regional facilities, the short-listed proponents shall provide the Region with a Certificate of Insurance acceptable to the Region. The Certificate of Insurance must be on the Region s form of Certificate of Insurance, which can be found on the Region s website If the Certificate of Insurance is provided in a non-original form (e.g. a facsimile, photocopy or scanned electronic copy), the proponent acknowledges and agrees that the Region is fully entitled to treat any such certificate as an original and that the proponent will be responsible for the accuracy and validity of the information contained therein. 3.0 PRE-QUALIFICATION PROCESS 3.1 The purpose of this call for pre-qualification is to obtain submissions from proponents able to supply WATER SOLUBLE POLYELECTROLYTE FOR MUNICIPAL SEWAGE SLUDGE DEWATERING used at Biosolids Dewatering Facilities located within the Region of Niagara. The top 3 (three) proponents (aka short-listed proponents), having a minimum score of 70%, will be invited to provide a submission in response to a Request for Proposal expected to be issued in the very near future. 3.2 In making their submissions, all proponents must submit a letter of commitment stating their intention to be pre-qualified for the RFP process as outlined herein and, if short listed, to partake in the subsequent processes, which include laboratory scale testing at their own expense and assistance in a full scale trial. 4

5 4.0 REQUEST FOR PRE-QUALIFICATION (RFPQ) REQUIREMENTS This Call for RFPQ has been designed to elicit pertinent data that will be used in evaluating each proponent s ability and qualifications. Legal name and address of the company. 2. Company profile including number of employees, number of years in business. 3. Company experience on similar type of projects 4. Letters of reference from clients and/or manufacturers, particularly as they reflect repeat work. 5. Biographical information on principals and key members. 6. A listing of associate companies or sub-contractors which may be retained for this project. 7. Your firm s in-house resources and directly related abilities. 8. Evidence that firm and associate firms have staff, background and expertise available to competently handle the type, scope and delivery schedule of work contemplated. 9. A Statement indicating that the proponent is an authorized representative of the manufacturer, or the manufacturer itself. 10. An indication of maximum delivery time guaranteed from receipt of order to delivery at Niagara Falls, Ontario. 11. Proximity to source of manufacture/security of supply/distribution experience. 12. A commitment letter clearly stating the intent of the proponent to be pre-qualified for the RFP process as outlined herein and, if short listed, to partake in the subsequent processes, which include laboratory scale testing at their own expense and assistance in a full scale trial. 13. 6 5.0 SUBMISSION REQUIREMENTS The proponent shall submit one (1) original and four (4) copies and one (1) electronic copy in Native PDF Format on USB Flash Drive of the RFPQ response. Each submission shall have a minimum font size of 11 and are to be no more than four (4) pages. RFPQ s are to be submitted in packages with the following information clearly marked on the outside of the package: 1. Title: SUPPLY & DELIVERY OF WATER SOLUBLE POLYELECTROLYTE FOR MUNICIPAL SEWAGE SLUDGE DEWATERING 2. Title #: 2017-RFPQ Name of the proponent The Region may, in its sole discretion, disqualify proponent s who fail, in the opinion of the Region, to meet the requirements of the Call for RFPQ. The Region reserves the right to revise this Call for RFPQ prior to the due date. Revisions shall be ed and/or faxed to all potential proponents who have received this RFPQ document or posted as an addendum. The Region reserves the right to extend the date by which the RFPQ s are due. 6.0 DATE AND PLACE FOR RECEIVING SUBMISSIONS Submissions will be received by the Purchasing Office, Corporate Services Department, Regional Municipality of Niagara, Campbell West, 1815 Sir Isaac Brock Way, P.O. Box 1042, Thorold, Ontario, L2V 4T7, until 2:00 p.m. local time, Tuesday July 11, Submissions will be opened for REGISTRATION OF SUBMISSIONS RECEIVED ONLY. No further information will be made available at that time. The Region will not, under any circumstances, reimburse any proponent for any costs associated with the preparation of the RFPQ. 7.0 EVALUATION OF SUBMISSIONS 7.1 The evaluation of the RFPQ submission will be based on the proponent s submission. The Region reserves the right to use its own judgment in rating each of the submissions with the objective of minimizing risks. 7.2 The ranking will be carried out on the criteria listed below. Each item will be scored out of a total of 10 with the least positive score 0 and best qualified score of 10. The total will be multiplied by a weighting factor as indicated and reflecting the relative importance of the criteria item. The total scores will be added together and the highest scoring proponents may be short-listed. At the discretion of the Region, a submission may be declared informal and, in that event, the submission will not be further considered. The top 3 (three) proponents (aka short-listed proponents), having a minimum score of 70%, will be invited to provide a submission in response to a Request for Proposal expected to be issued in the very near future. 6

The response addresses some aspects of the component, but minor considerations may not be addressed. The response addresses the component and provides a reasonably good quality solution. There is a high degree of confidence in the proponent s response as a proposed solution to address the component. The proposed solution goes above and beyond the requirements as well as provides a high degree of confidence in its effectiveness A minimum of three (3) persons will review all submissions independently and the average of the rankings will be used for overall total score. 7.4 Specific mandatory information must be included with the submission and failure to include such information, may, at the discretion of the Region, cause the submission to be declared informal. In that event, the submission may be rejected. 7

8 8.0 PROCUREMENT BY-LAW Submissions will be solicited, received, evaluated, accepted and processed in accordance with the Region s Procurement By-Law as amended from time to time. In submitting a response to this solicitation, the proponent agrees and acknowledges that it has read and will be bound by the terms and conditions of the Region s Procurement Bylaw. The Procurement By-Law can be viewed on the Region s website, DEBRIEFING After the selection has been made, an unsuccessful proponent may request a debriefing session to discuss their submission by contacting the project manager. The project manager will conduct a debriefing, by telephone, for the purpose of explaining the evaluation process, discussing only the proponent s submission, its ranking, and explaining why they were not selected. All inquiries are to be in accordance to Clause 3.0 Clarification, page 4. 8
