2 30 C/DR.19 - page Making the best use of the results of the MOST programme 30 C/5, paragraph Poverty alleviation 30 C/5, paragraph Implementation of norms and preventive action for the protection of the cultural heritage 30 C/5, paragraph Cultural heritage and development 30 C/5, paragraph Consolidating the conceptual and normative foundations of the culture of peace 30 C/5, paragraph Associated Schools Project network 30 C/5, paragraph Estimated budgetary increase - $248,000 Proposed source of financing - Regular budget The General Conference, DRAFT RESOLUTION ON FOCUS ON THE PACIFIC Appreciating the initiative of the Director-General to launch Focus on the Pacific on 1 November 1997 during the 29th session of the General Conference, Recalling resolution 54 of the 29th session of the General Conference which identifies areas of urgent need in the Pacific which need to be addressed in documents 29 C/5 and 30 C/5, Recalling further the endorsement which the Focus on the Pacific process received from the Asian and Pacific Member States at the consultation of the National Commissions for UNESCO of the Asia and the Pacific region on the preparation of the Draft Programme and Budget for (30 C/5) held in Thailand, 8-12 June 1998, Noting decision 8.5 of the 155th session of the Executive Board of UNESCO which invites the Director-General to finalize the Focus on the Pacific Plan of Action in the light of the decisions of the Executive Board on the preparation of document 30 C/5 and of further consultations with the Pacific-UNESCO Joint Committee for Focus on the Pacific, and further invites the Director-General to examine ways whereby Focus on the Pacific might be appropriately reflected in the next Medium-Term Strategy ( ), Noting further that subsequent to this decision, the Action Plan has now been reorganized into sectors which clearly identifies current action under document 29 C/5 and proposed action under document 30 C/5, Taking into account the views expressed at the seventh Consultation of Pacific Member States and National Commissions for UNESCO held in Vanuatu from 26 to 29 July 1999, Welcoming the incorporation of a number of activities foreseen in the Action Plan into draft document 30 C/5 and particularly, welcoming the inclusion in the document under Major
3 30 C/DR.19 - page 3 Programme II of the special project Human development for sustainable living conditions in the Pacific, I. Omissions in document 30 C/5 Concerned, however, that a number of actions foreseen in the Action Plan have not been incorporated into draft document 30 C/5, Requests the Director-General to give particular attention under document 30 C/5 Approved to ensuring budgetary provision for the following priority activities which were foreseen in the Focus on the Pacific Action Plan but which are not specifically provided for in draft document 30 C/5: Major Programme I: Education for all throughout life Under Subprogramme 1.2.1, a consultation to share information and review progress of education development ($36,000); Under Subprogramme 1.2.2, supplementary funding of $26,000 to enable the following activities to be carried out: workshops to establish or strengthen local networks of primary and secondary school principals to improve school management; a Pacific workshop to develop strategies for in-service training; training for curriculum delivery. Major Programme II: The sciences in the service of development Under Subprogramme II.2.5, establishment of a network of Pacific social scientists to promote future cooperation in the social sciences in the subregion and the first seminar of this network ($35,000); the undertaking by Pacific social scientists of a special study of distribution of paid employment in the Pacific ($10,000). Major Programme III: Cultural development: the heritage and creativity Under Subprogramme III.1.2, a seminar to raise awareness of the benefits of the World Heritage Convention in the Pacific ($35,000); Under Programme III.2, the convening of a consultation of cultural leaders of the Pacific subregion to promote cooperation and information sharing, leading to the establishment of a website for ongoing networking and information dissemination ($36,000). Transdisciplinary project: Towards a culture of peace Under Unit 1, a workshop to develop resources to promote the concept of a culture of peace (supplementary funding of $25,000); Under Unit 2, the holding of a workshop to develop cooperation and training opportunities for ASP national coordinators in the Pacific and a workshop to develop a Pacific ASP flagship project (supplementary funding of $45,000). II. Strengthening of UNESCO Office for the Pacific States, Apia Urges, that in order to ensure the ongoing effective implementation of the Focus on the Pacific Action Plan during the period covered by document 30 C/5 and beyond, the Director-General:
4 30 C/DR.19 - page 4 1. maintain and enhance the specialist staffing resources of the UNESCO Office for the Pacific States in Apia as foreseen in the Action Plan by: (i) (ii) (iii) giving immediate attention to an appointment to the vacant position of science adviser; appointing a social science adviser; appointing an information and communication technology expert; 2. provide the necessary functional autonomy and budgetary resources to UNESCO Apia Office to enable the Office to fulfil its ongoing responsibility in relation to planning and implementation of the Focus on the Pacific initiatives. III. Visibility of Focus on the Pacific within document 30 C/5 Recalling paragraph 32 of 156 EX/Decision 4.1 concerning the Draft Programme and Budget for (30 C/5), which requests that sections at the end of each major programme under document 30 C/5 Approved dealing with regional and subregional strategies should contain specific references to action foreseen for the Pacific among other regions and subregions, and that information should also be provided in document 30 C/5 Approved, on budgetary allocations foreseen for this purpose and references to inter-agency cooperation where necessary, Endorses this recommendation and calls for its implementation with the further request that these sections should specifically include identification of activities to be carried out in pursuance of the Focus on the Pacific Action Plan. IV. Extension of Focus on the Pacific into the next Medium-Term Strategy Appreciating that the Focus on the Pacific process and Action Plan constitute a useful tool in consolidating and focusing the continuing momentum and phased implementation of UNESCO s action for the Pacific, in cooperation with other existing mechanisms for regional, bilateral and multilateral cooperation, Requests that, in the process of preparation of the Medium-Term Strategy for , and any alternative forward planning mechanisms the Organization may adopt, the Director- General consult with the UNESCO-Pacific Joint Committee for Focus on the Pacific on the continuation of the Focus on the Pacific strategy, constituting a further development phase of the existing Action Plan. Explanatory note The seventh Consultation of Pacific Member States and UNESCO National Commissions held in Port Vila, Vanuatu, July 1999 reconfirmed the importance of the Focus on the Pacific process for the Pacific subregion and submits this draft resolution which has the support of all 14 Pacific Member States. The draft resolution is presented in four parts: Part I identifies activities in the Focus on the Pacific Action Plan which are not included within draft document 30 C/5. It asks that specific budgetary provision be made under
5 30 C/DR.19 - page 5 document 30 C/5 to enable these activities to be implemented in accordance with the Focus on the Pacific Action Plan. Part II seeks to strengthen the UNESCO Office for the Pacific States in Apia in order to ensure the ongoing effective implementation of the Focus on the Pacific Action Plan in document 30 C/5 and beyond. Part III seeks, in accordance with paragraph 32 of 156 EX/Decision 4.1 of the Executive Board, the specific identification within sections outlining regional and subregional strategies at the end of each major programme in document 30 C/5 Approved of activities proposed under the Focus on the Pacific Action Plan. Part IV requests that continuation of further development phases of the Focus on the Pacific Action Plan under either UNESCO s Medium-Term Strategy for , or any other forward planning mechanism the Organization adopts and asks the Director- General to consult the UNESCO-Pacific Joint Committee on Focus on the Pacific on the continuation of that strategy.
