1 U General Conference 33rd session, Paris C 33 C/74 11 October 2005 Original: English Item 5.20 of the agenda PROPOSAL FOR THE ESTABLISHMENT OF THE REGIONAL CENTRE ON URBAN WATER MANAGEMENT FOR LATIN AMERICA AND THE CARIBBEAN IN CALI, COLOMBIA, UNDER THE AUSPICES OF UNESCO SUMMARY In response to an initial proposal by the Government of Colombia to establish a regional centre on urban water management under the auspices of UNESCO on its territory, the 15th session of the Intergovernmental Council of the International Hydrological Programme (IHP) adopted Resolution XV-11 in June 2002 welcoming the establishment of the centre and requesting UNESCO s assistance in preparing the necessary documentation to be submitted to UNESCO s governing bodies. A UNESCO mission was undertaken to Colombia in December 2003 in order to assess the feasibility of establishing the proposed centre. The Republic of Colombia submitted to UNESCO an official proposal for the establishment of the Regional Centre on Urban Water Management in Cali, Colombia under the auspices of UNESCO in July The present document consists of the feasibility study of the proposal, supplemented by an Annex containing Resolution XV-11 of the Intergovernmental Council of IHP. This feasibility study has been done in conformity with 171 EX/Decision 23 of the Executive Board, which approved criteria for designating and engaging with institutes and centres under the auspices of UNESCO (category II). A draft agreement between UNESCO and the Government of Colombia establishing the centre is being negotiated and will be presented to the 174th session of the Executive Board.
2 33 C/74 INTRODUCTION 1. The Government of the Republic of Colombia has proposed the establishment of the Regional Centre on Urban Water Management in Cali as a category II centre under the auspices of UNESCO. This document outlines the background and nature of the proposal and the foreseeable consequences of the creation of this Centre, especially with regard to the benefits that the Centre will bring to Member States and the Centre s relevance to UNESCO s programmes. In accordance with the relevant resolution of the General Conference (21 C/Resolution 40) concerning the establishment of international or regional centres under the auspices of UNESCO and in conformity with the provisions of 171 EX/Decision 23, the views of, and a decision from UNESCO s governing bodies will be sought that would allow the continuation of the process for the establishment of the Centre under the auspices of UNESCO. 2. In the last century, the number of cities in the world has increased drastically. Urbanization in Latin America and the Caribbean region presents a significant challenge, considering that four of the 15 biggest cities on the planet with more than 10 million inhabitants are located in Latin America. At the same time, there are more than 10,000 small urban settlements with less than 20,000 inhabitants. In Central and South America, over 80% of the population currently live in urban areas. According to the scenario projected for 2030, the region is expected to have more than 130 cities with a population of over 500,000 people. Such concentration of the population in urban areas implies that there will be an increase in water demand for industrial as well as for domestic uses. Changing consumption patterns and the resulting increase in waste per capita, and other issues such as waste water and sanitation compound the problem. Thus, sustainable management of water in cities and large settlements represents a major challenge for the region, especially in endeavours to successfully meet the Millennium Development Goals (MDGs). 3. The MDGs require from the Member States to address urban water management as a priority if these goals are to be met according to schedule. Improving freshwater management in urban environments is currently seen with a sense of urgency, not only in the MDGs but also from the recommendations of the World Summit for Sustainable Development and the Third World Water Forum in Kyoto, Japan. In this context, the emphasis that has been placed on water and associated ecosystems since 2002 in UNESCO s Major Programme II as a principal priority is particularly significant. 4. In addressing the major areas that urgently require improvement in water resources management, the strategic plans for the sixth phase of the International Hydrological Programme (IHP-VI: ) includes significant actions that target water management issues in urban areas. The documentation prepared during the initial stages of preparation of the IHP-VII ( ) also states the importance of continuing to address urban water management issues in order for the IHP to successfully implement its activities. 5. Following Colombia s submission of a proposal to establish a Regional Centre on Urban Water Management, at the 15th session of the IHP Intergovernmental Council in June 2002, Resolution XV-11 Regional Centre on Urban Water Management (Colombia) under the Auspices of UNESCO was adopted. In the Resolution, the Council welcomed the proposal, recognizing the critical importance of adequate urban water management for sustainable development and preservation of water resources. Member States and institutes and centres under the auspices of UNESCO that address relevant water issues were invited to lend active support to the proposed Centre.

In fulfilment of the actions called for by Resolution XV-11 adopted at the 15th session of the IHP Intergovernmental Council, UNESCO missions were undertaken to Colombia in November and December The main findings were as follows: (c) There was ample access to high-level authorities and institutions of Colombia, such as the Ministry of Environment, Housing and Land Development and the Ministry of Foreign Affairs. Support for the creation of the Regional Centre on Urban Water Management under the auspices of UNESCO was evident by all the above-mentioned Ministries, as well as by others concerned such as the Institute for Hydrology, Meteorology and Environmental Studies, the Centre for Research and Development on Water Supply, Basic Sanitation and Water Resources Conservation (CINARA) of the University of Valle, Javeriana University and National University. The commitment on the part of the Colombian Government was reflected in actions already carried out and represents good support for the start-up period of the Centre. The Government of Colombia has identified sites within existing and highly respected research institutions that could host the Centre. CINARA, which has been proposed to host the Technical Secretariat of the Centre, has long-standing research and academic experience in urban waters and related fields. CINARA has strong ties to various regional and international institutions, as a result of 20 years of existence at the University of Valle. The Centre is expected to continue and expand the work carried out by the CINARA, by focusing on applied research that addresses the needs, problems, and priorities of the Latin America and the Caribbean region in urban water management. (d) The discussions with the Colombian authorities resulted in a schedule of actions describing the manner and timing for the possible establishment of the Centre under the auspices of UNESCO, culminating with submission to the General Conference of UNESCO at its 33rd session in October 2005, with the formal opening of the Centre expected in In July 2005, the Government of the Republic of Colombia formally submitted to UNESCO a detailed proposal for the establishment of the Regional Centre on Urban Water Management in Colombia under the auspices of UNESCO, specifically within the category defined in document 21 C/36, section B(ii) [category II], International and regional centres set up by a State with UNESCO s participation and receiving assistance from it. CONSIDERATION OF THE FEASIBILITY OF THE PROPOSED CENTRE Overview of the proposal 8. The proposal made by the Government of the Republic of Colombia has endeavoured to address in detail the requirements specified in document 21 C/36, Principles and Guidelines for the Establishment of International and Regional Centres under UNESCO s Auspices as well as the criteria presented in document 171 EX/18. Among the most salient aspects are the following: Objectives: the objectives of the Centre are to: (i) promote research on the different aspects of urban water management, reflecting the needs of the countries in the region;
4 33 C/74 page 3 (ii) provide technical and scientific assistance in integrated water resources management in urban areas to Member States; (iii) establish the communication channels for knowledge, technology and information exchange among countries in the region, as a key factor to improve operational management capacities; (iv) promote capacity-building and institutional building for countries in the region through education, training and scientific and technical research; (v) strengthen international and regional cooperation and networking; (vi) improve local capacities by promoting the participation of national, regional and international institutions and networks in the activities of the Centre; (vii) develop and implement regulations, economic and financial instruments and facilitation tools, which could contribute to conflict resolution and to the sustainable development of the region. (c) Functions: the functions of the Centre emphasize contribution to the improvement of the quality of life within the framework of a sustainable human development model in Latin America and the Caribbean countries by stimulating and coordinating participatory research processes, sharing information and knowledge and promoting capacitybuilding, cooperation, technological development, technical assistance and communication among the Member States in the region; Structure and legal status: the Centre is conceived as an institution that will serve as a coordinator, adviser and catalyst for networking, by using regional capacities and by taking advantage of the experiences of different sectors and institutions, including groups of researchers, universities and governmental and non-governmental organizations. The Centre will be an autonomous body, with the personality and legal capacity necessary for the exercise of its function. Its structure would involve: (i) (ii) Board of Directors: an ad honorem body with membership composed of two representatives of the Government of Colombia, demonstrating the high level of commitment on the part of the Government, as well as a representative of the Director-General of UNESCO, representatives of IHP National Committees for each of the three Latin American and the Caribbean subregions (South America, Mexico and Central America and the Caribbean). The Chair of the Board of Directors will be a representative of the Ministry of Environment, Housing and Land Development. The Board will have all the powers required to oversee and decide on all matters of the Centre; Secretariat: a body in charge of executing the activities of the Centre under the authority of a Director appointed by the Chair of the Governing Board in consultation with the Governing Board. It is indicated in the Proposal that the first Director will be the Director of CINARA. Thereafter, the Director will be recruited internationally; (iii) The Centre shall enjoy, on the territory of the Republic of Colombia, the personality and legal capacity necessary for the exercise of its function;
5 33 C/74 page 4 (d) (e) Financial matters: the Government of the Republic of Colombia will share the costs of the facilities, including equipment, utilities, communications, secretariat staff and maintenance of infrastructure, etc., with the University of Valle. The University of Valle will provide the premises and basic equipment for the Centre. Regarding research, training and publications, the Colombian Government considers that it will require the support of UNESCO-approved relevant activities that could be implemented by the Centre, it being understood that UNESCO may only contribute financially to concrete activities/projects of the Centre if those are deemed in line with UNESCO s programme priorities. UNESCO will not, however, provide financial support for administrative or institutional purposes. Furthermore, it may require the support of UNESCO in securing additional resources from UNESCO Member States and other regional and international organizations; Areas of cooperation with UNESCO: the proposal indicates the types of assistance required: (i) (ii) Providing advice in the formulation of the short-, medium- and long-term programmes of the Centre; In conformity with the relevant policies of the Intergovernmental Council of the IHP, assigning to the Centre the implementation of urban water managementrelated activities within the framework of its regular biennial budgets and programmes, particularly those appropriate to reinforce its start-up period; (iii) Encouraging intergovernmental and non-governmental financial entities, as well as Member States of UNESCO, to provide financial and technical assistance and to propose appropriate projects to the Centre and facilitating contacts with other international organizations relevant to the functions of the Centre; (iv) Providing the Centre with IHP publications and other pertinent materials and disseminating information on the activities of the Centre via the IHP website, newsletters and other mechanisms at its disposal; (v) Participating, when appropriate, in the scientific and training meetings held by the Centre. 9. Relationship between the activities of the Centre and UNESCO s objectives and programmes: UNESCO s involvement at the forefront of freshwater science, education and training for the benefit of the Member States represents a long-term commitment. UNESCO has provided since 1975 the secretariat of IHP, which is the only water-related scientific and educational programme within the United Nations system; The General Conference at its 31st session adopted three main thrusts for the Medium- Term Strategy for One thrust is particularly pertinent to the present proposal, namely the promotion of participation in the knowledge society through capacity-building and the sharing of knowledge. The strategic objectives adopted for the sciences stipulate improving human security by better management of the environment and social change and emphasize enhancing scientific, technical and human capacities. Furthermore, the General Conference endorsed as principal priority of the natural sciences programme for water and associated ecosystems, which, among other objectives, pursues promoting capacity-building and scientifically sound
6 33 C/74 page 5 policy decisions for sustainable use of fresh water and supporting ecosystems. In addition, the Executive Board at its 161st session stressed the need to dedicate particular attention to water resources management in urban areas. The creation of a regional centre focusing on urban water management in Colombia thus complies with the objectives set and with the foreseen programmes of UNESCO in fresh water for the coming biennium and the medium-term. 10. Regional or international impact of the Centre: Coverage: geographically, the activities of the Centre relate to all Latin American and the Caribbean countries, especially those that share concerns regarding water resources management in urban areas and those willing to contribute and benefit from the Centre; Potential impact: the Centre would constitute a valuable contribution towards promotion of sustainable urban water management, considering the fact that currently, over 80% of the population of Latin America live in urban areas or grouped settlements in rural areas. The increased stress on water resources that supply water to the bigger cities is leaving its toll on the surrounding environment. Furthermore, water-related concerns are not only a problem for mega-cities, such as São Paulo and Mexico City, but also for smaller urban areas, such as San Salvador or Kingston. The potential impact of the Centre on scientific and technical cooperation in the region and the world is thus significant; (c) Technical cooperation: technical cooperation with other established or proposed institutes and centres being part of UNESCO or placed under its auspices, including UNESCO-IHE Institute for Water Education in Delft and the Regional Centre on Urban Water Management in Iran, among others, can procure the region with applicable knowledge of considerable value. Other relevant international and regional agencies and scientific NGOs can be linked to the Centre through UNESCO. 11. Results expected from UNESCO s contribution: Role of the Centre in executing the Organization s programme: as pointed out in paragraphs 3, 4, 8, 9 and 10 of this document, the Centre fits well with UNESCO s objectives in general and the freshwater programme in particular. It can be an effective means of carrying out a great number of activities specified in the IHP-VI and planned for IHP-VII, particularly activities related to urban water management, especially in developing countries. The interest of the Government of Colombia and its commitment to support the Centre, both financially and logistically, as assessed by the UNESCO staff mission, provides a solid base for the launching of the Centre in Colombia and an expectation that the activities assigned to it will be carried out successfully. The Centre will complement existing UNESCO-IHP regional centres, especially the Regional Centre on Urban Water Management in the Islamic Republic of Iran; Potential impact of UNESCO s contribution on the Centre s activities: the assistance of UNESCO is necessary to the Centre from a double standpoint: (i) UNESCO s catalytic function during the nascent period of the Centre by lending its technical and organizational expertise; (ii) UNESCO s role as a bridge to other countries, international organizations and relevant NGOs working on sustainable water resource management issues is
7 33 C/74 page 6 essential for a successful exposure of the Centre. It is unlikely that another international organization could be able to provide the range of support needed in order to maximize its viability: an international freshwater scientific programme with a wide-existing network, norms and practical experience of the establishment of regional centres and the necessary moral authority and convening power to make a difference in the international scene. Likewise, there would be net gain in visibility for UNESCO in the region with respect to sustainable water resource management using the ecohydrology approach. 12. Summary evaluation of the proposal submitted: (c) (d) (e) (f) From the previous paragraphs it is clear that the establishment of the Centre is fully in line with UNESCO s objectives and programmes and that the Centre would contribute to the execution of the freshwater programme of UNESCO, while UNESCO s aegis is necessary for the Centre s regional standing and development; The strong support shown by the Colombian Government for the creation of the Centre is a favourable precondition, as is the commitment by the Government to further support the Centre, both financially and logistically; The sustainable management of urban water resources was an important component of IHP-VI. Moreover, the Intergovernmental Council of IHP has supported the establishment of the Centre through the decisions of the 15th session of the IHP Council; The proposed institutional structure of the Centre is compatible with the guidelines of documents 21 C/36 and 171 EX/18; UNESCO-IHP expects to associate the Centre with some of the relevant activities of its programme for the biennium , achieving a double effect: supporting the startup period of the Centre while having the Centre contribute to the execution of IHP s biennial programme; The risks that UNESCO would incur in the establishment of the Centre would be low, due primarily to the strong support from the Government of the Republic of Colombia in providing an appropriate infrastructure and funding for the Centre. The points cited above indicate that the viability of the proposed Regional Centre on Urban Water Management in Colombia under the auspices of UNESCO is high and that UNESCO s governing bodies should give it due consideration. 13. A draft agreement that addresses the legal, managerial and administrative aspects of the proposed Centre is being elaborated through a process of consultation between the Colombian authorities and the UNESCO Secretariat. This draft agreement will be finalized in time for review by the Executive Board at its 174th session. 14. The Director-General welcomes the proposed establishment of the Regional Centre on Urban Water Management in Colombia. It recognizes that the establishment of such a regional centre under the auspices of UNESCO could only be of benefit to UNESCO and Colombia. Furthermore, it would be in line with the strategy for institutes and centres under the auspices of UNESCO [category II] as presented in document 171 EX/18, recently submitted to the Executive Board, which approved the criteria for their establishment (171 EX/Decision 23).
8 33 C/74 Annex ANNEX IHP INTERGOVERNMENTAL COUNCIL RESOLUTION XV-11 Regional Centre on Urban Water Management (Santafé de Bogotá D.C., Colombia) under the Auspices of UNESCO The Intergovernmental Council of the International Hydrological Programme of UNESCO Recognizing Noting Considering Taking into account Welcomes Requests Invites the critical importance of adequate urban water management for sustainable development and preservation of water resources, that the World Conference on Science calls for the development of national, regional and global research programmes on freshwater and for co-operation among countries, and also that the General Conference of UNESCO approved the theme Water resources and supporting ecosystems as the principal priority for the Natural Science Sector in the Medium Term Strategy for (31 C/4) and, in this context, the third Main Line of Action defined in the Programme and Budget for (31 C/5) Land-Water Interactions: towards sustainable development, which second action corresponds to Focal Area 3.5 Urban Areas and Rural Settlements under Theme 3 Land Habitat Hydrology of Phase VI of IHP, the results expected for the end of the present biennium under Main Line of Action 3, which includes the creation or strengthening of regional centres for research, technological development and capacity building on urban water management and also the elaboration of guidelines for policy-making and urban planning related to strategic urban water management and new technologies, in particular for developing countries, that such a centre aims to accomplish the results mentioned above as well as strengthening co-operation within Latin American and Caribbean countries in this field, in particular by means of the establishment of collaboration with the existing and/or future centres in the region and with the other regional centres and/or institutes addressing similar issues worldwide, the proposal by the Government of the Republic of Colombia to establish, host and provide infrastructure for a regional centre on urban water management in Santafé de Bogotá D.C., under the auspices of UNESCO in the framework of the International Hydrological Programme, the IHP Secretariat to assist in promoting the regional cooperation and preparing the documentation to be submitted to the governing bodies of UNESCO towards the creation of the centre according to 21 C/36 Section B(ii), Member States and the existing UNESCO network of centres and institutes which address relevant water issues, especially at the regional level, to lend active support to the proposed Centre.
